Market Overview Tug supply boats officially on the market for sale in total is 157, 16 more than one year ago in August 2016 but 40 less than August 2012. Composition in the last year has changed with the biggest shifts being eight more 5-6,000HP, five more 4-5,000HP, four more 12,000HP+ and five less 3-4,000HP AHTSs offered. In today’s market many additional vessels, probably equal to or greater than the number “officially” listed can be developed on a private & confidential basis – just a phone call or e-mail away. The good news for potential serious buyers, if there are any out there, is that vessels now offered for sale generally average several years newer than those last year. This is due partially to continued scrapping of older tonnage and primarily because Owners are laying-up and looking to dispose of select idle / under-utilized tonnage or non-

core assets because of the present and potential future market conditions. At the time of this report, 75 tug supply boats officially for sale were either built within the last 10 years or are newbuilding re-sales. Only 19.75% of tug supply boats currently for sale are 25 years of age. Counter-balancing today’s “old ladies” are seven newbuilding AHTS resales, in the 5,100-7,800BHP range, scheduled for delivery in 2017. One year ago, 33.33% of AHTSs for sale were built before 1991 and five years ago 65.99% of the tug supply boats were built prior to 1987. These decreases in percentage of the fleet over 25 years of age further support the younger ages referred to above. In addition to our published listings, other vessels not officially on the market may be developed on a private and confidential basis.

Over the past year, we have seen a continuation of all sizes of PSVs coming officially on and off the market with a net increase of 18 PSVs listed for sale. The greatest changes are eight more 180’-190’ with an average year built of 1986 vs 1983, seven more 150’-160’ (1997 vs 1992), seven more 240’+ (2007 vs 2005) and four fewer 220’-240’ (1991 vs 1991) PSVs presently on the market. Like the anchor handling tug supply boats, PSVs now being offered are generally newer than those offered back in August 2012. As of the time of this latest report, Marcon International officially has available 44 supply boats built within the last ten years,

which includes eight newbuilding re-sales scheduled for delivery in 2017. 41 PSVs, or 28.47%, are 25 years of age or older, with the oldest PSV listed built in 1964 - compared to one year ago when 38 PSVs (30.15%) were older than 25 years and the oldest was built in 1964. Five years ago, the oldest PSV on the market for sale had been built in 1966, but 78 PSVs (63.93%) were older than 25 years. As with the AHTSs discussed above, PSV owners have found themselves in the same unenviable situation of too many boats and too little work.

The dominant location for second-hand tonnage on the market August 2017 is the U.S. with 29.6% (down from 34.1% one year ago but up from 15.2% five years ago) followed by Southeast Asia with 24.9% (up from 22.8% one year ago and 18.6% five years ago), Far East with 11.3% (down from 8.6% last year and up from 11.0% in 2012) and the Mid-East with 9.6% (down from 12.7% last year and 14.3% five years ago). Where location is unknown is 1.7%. The rest of the globe makes up the final 24.6% of locations. CAT is the principal main engine suppliers to this sector powering 98 of the supply & tug supply vessels listed for sale, followed by Cummins in 37 and EMDs in 29 vessels. Wartsila leads foreign manufacturers with 26, then Niigata with 22, Yanmar in 16, 15 each with Bergen and MAK and 40 units powered by various other manufacturers. The biggest shift in engines over five years ago is that CAT powers 31.6% now vs 18.7% in 2012. In addition to those for sale, Marcon has 130 straight supply and tug supply vessels listed for charter worldwide, 18 less than in August 2016, but there are many more in today’s market idle and hungry for employment.

Recent Marcon Sales & Charters

During the year-to-date 2017, Marcon International has sold seven vessels and barges, including a 54m 3,620BHP AHTS on a private and confidential basis, with several sales pending. One 5,000HP ASD tug continues to be fixed on previously arranged long-term charter in Latin America. Since Marcon opened in 1981, we have sold or chartered 1,417 vessels and barges sold or chartered, including 79 PSVs, 77 AHTS totaling 368,288BHP, 106 crew / pilot boats, 32 research / survey vessels, 20 utility boats, 19 seismic vessels, nine dive vessels and one drill ship.

Supply Vessels Worldwide According to Lloyd’s Register Fairplay Sea-Web, as of August 2, 2017, there were 7,495 “sea-going” supply vessels over 100GRT worldwide. This is down 0.24% or 18 vessels since August 2016. Total horsepower of this fleet is 42,487,298BHP, up 86,383BHP or 0.20% since last year. The largest national fleet of supply vessels worldwide in horsepower and count sails under U.S. registry. The U.S. operates 943 sea-going supply vessels over 100GRT, or 12.58% of the world market, totaling 4,638,596HP (10.92% of global HP) with a 16.7 year average age. The registry with the youngest supply fleet is Denmark with five 2016 built OSVs. The oldest is Fiji with a 593BHP, 61 year old built former OSV most likely operating as an inter-island trader.

New Construction & Shipyard News According to “IHS Fairplay”, as of August 2, 2017, there were 5,334 ships over 299GRT on the World Orderbook. This is down 683 or 11.35% from August 2016. Of the 5,334 ships recorded on order, 513 (down 89) are Offshore Supply Vessels and 237 (down 52) are designated as “Offshore – Other” compared to August 2016. Of the 513 OSVs under construction, China still leads the global Orderbook with a total of 308 (down 44) OSVs being built. They are followed by India 37, 27 Vietnam, 24 Brazil, the USA 22, Singapore 20, Malaysia 18, 6 each in the Netherlands and Poland, 5 each in Indonesia, Japan, Norway, Russia, South Africa and Turkey, Romania 4, Mexico 3, 2 each in Thailand and the U.A.E. and 1 each in Argentina, Greece, South Korea and the U.K. The 513 OSVs on the order books represents 6.85% of the global OSV fleet of “sea-going” vessels over 100GRT which has an average age of 16.3 years which is eight months older than average fleet age this time last year.

The below graph shows the estimated delivery dates for those OSVs on order. 410 or 79.9% of the newbuilds are expected to be delivered in the remainder of 2017, followed by 98 or 19.1% in 2018 and five scheduled for 2019.

Once again, CAT power leads the propulsion packages, with engines in 116 OSVs followed by Niigata in 86, Cummins and MaK in 55 each, 36 Wartsila, Daihatsu 27, 21 Yanmar, MTU 20, 14 MAN/MAN-B&W, Bergens 13, GE Marine 4, A.B.C. and Chinese “Standard Type” 3 each, 2 each Mitsubishi, without engines and Volvo Penta and 1 MWM. Engines were not listed for 53 OSVs.

The demand is continuing for mid-range horsepower. The highest portion of OSVs over 299GRT being built worldwide are in the 4-5,000BHP with 116 OSVs or 22.6% of those OSVs where the horsepower is listed, followed by 72 OSVs or 14.0% and 71 or 13.8% being built in the 3-4,000HP and 5-6,000HP categories, respectively. No OSVs are shown under 1,000BHP, but obviously they exist as most of the OSVs being built in this horsepower range will be under 299GRT. Last year at this time 24.2%, 15.6% and 13.1% of the OSVs on the world order book were 4-5,000HP, 5-6,000HP and 3-4,000HP vessels, respectively.

Following are lists of supply vessels delivered from US shipyards as of June 5, 2017 and year end 2016, according to Colton Co. According to the June 2017 list, two OSVs have been delivered so far this year, compared to 10 delivered for the year ended 2016. 2016’s deliveries were 20 OSVs, or 66.7%, less than the 30 delivered in 2015. IHS Fairplay reports that there are 22 supply vessels on order from US shipyards, down 19 from the 41 IHS Fairplay reported on order one year ago. Of the current 22 OSV orders, 19 are to be delivered in 2017 and three in 2018.

Vroon Offshore announced that the newest addition to its fleet, “VOS Start”, was christened 20 July. In a ceremony held at Damen Shiprepair in Amsterdam, the vessel was named by Mrs Tracie Moyes from MHI Vestas Offshore. “VOS Start”, Vroon’s first subsea-support walk-to-work vessel has been purpose built to support offshore operations in today’s Renewable industry and walk-to-work projects in the Oil & Gas industry. The vessel is equipped with a Bargemaster next-generation, motion-compensated gangway system and an active heave-compensated crane. Offshore wind parks consist of as many as 100 individual wind turbines, connected by infield cables to transformer stations. The construction and commissioning of an offshore wind park requires many visits to each individual turbine. Such operations demand a vessel like “VOS Start”: offering accommodation for the client teams, office space for engineering and project managers, a warehouse to store materials and tools and an on-board workshop to prepare for day-to-day tasks. Most important is an access system that guarantees safe transfer for the teams and their material to and from the wind turbines. In addition to the many logistic and technical requirements, excellent WI-FI connection is also essential. To ensure optimum client and crew comfort outside working hours, “VOS Start” is equipped with a cinema and a gym. Clients may spend a minimum of 14 days on board, meaning that multimedia and hotel standards onshore have become the norm for offshore operations. “VOS Start” will be delivered to MHI Vestas Offshore Wind in August, at the start of her first charter. She will provide offshore logistics support, accommodation and walk-to-work services during construction of the Walney Extension Offshore Wind Farm in the Irish Sea. The “VOS Start” measures 80m length by 18.4m breadth by 7.8m depth, is 2,506mt dwt and 4,965GT. Propulsion is driven by two MaK 8M25C engines totaling 6,526HP at 750RPM. Maximum speed is 13 knots with service speed 10 knots at which consumption is 7.5MT/day. Two directional propellers are augmented by two 1,088HP tunnel thrusters and one 952HP retractable directional thruster. Power supply is rounded out with three 550kW and two 1,230kW generators.

Piriou recently delivered a 41m FPSV to Jana Marine, a Saudi Arabian provider of best-in-class integrated Marine Services to Offshore Oil & Gas Industry. Built in Vietnam by Piriou, this FPSV 41P model had all the features to answer the most recent of Jana Marine’s requirements. She shall be called “Jana 17” and is set to operate within the Arabian Gulf waters. This FPSV 41P is a very versatile aluminum vessel, a fast crew boat with substantial deck load, able to perform various missions for the offshore industry including rig crew transfer,

quick transportation of supplies and in field support. Thanks to a design developed by Piriou Ingenierie and identifiable through her straight bow, this FPSV 41P offers an excellent fuel consumption at lightship and full load conditions, in addition to improved performance and crew comfort. Equipped with three engines coupled to fixed pitch propellers, the FPSV41 has a sufficient fuel oil capacity of 80m3 for a 21 days endurance capability and a 50MT deck load capacity. Her speed of 25 knots guarantees a quick transfer of personnel up to 80 persons, depending on the chosen configuration. Maersk Supply Service has entered into agreements with two yards to postpone delivery of five Anchor Handling new-buildings and four Subsea Support Vessel new-buildings. Maersk Supply Service has agreed to

postpone delivery of five Anchor Handling Vessels under construction at Kleven Yard in Norway and four Subsea Support Vessels under construction at Cosco, Dalian in China. Both MSS and the yards consider this the best possible solution given the current market situation. The first Starfish Anchor Handling Vessel, “Maersk Master”, was delivered in March this year, while vessel number two will be delivered in late June. The next three Starfish Anchor Handling Vessels from Kleven will be delivered in 2018, and the latest in the beginning of 2019. The four Stingray Subsea Support Vessels at Dalian COSCO, none of which have been delivered to date, will all be slightly postponed with contract delivery dates planned from summer 2017 to spring 2018. “It is our priority to optimize the utilization options for our new-buildings, and we are confident that the new delivery schedule will benefit the competitive edge of Maersk Supply Service,” says MSS CEO Steen S. Karstensen. On Thursday June 15, 2017 Helsinki Shipyard delivered and held the naming ceremony for a new multifunctional icebreaking standby vessel for Sovcomflot for the Sahalin-2 project. The vessel is the second from a four vessel order agreed with SCF Group and the first vessel was delivered the end of January 2017. The multifunctional standby vessel had naming and delivering ceremonies at the same time. The icebreaking standby vessel was named after Russian vice admiral and a polar explorer Stepan Makarov and she got a Godmother from Arctic Maritime Institute’s director Ekaterina Smyaglikova. “Stepan Makarov” (deadweight 3,300mt) is under Russian flag and her home port is St. Petersburg in Russia. Her main duty from the beginning is supporting the Sakhalin-2 project in the Sea of Okhotsk. Icebreaker “Stepan Makarov” fulfills international standards of ship construction that takes into account operations in hard, arctic conditions. Her ice class is 6 according classification of Russian Maritime Register of Shipping. NB 512 “Stepan Makarov” measures 104.2m length by 21m beam by 7.9m maximum draught. Speed is 16.8 knots, gross tonnage 8,365 and maximum deadweight 3,880mt. The vessel can carry 26 crew and 72 passengers. The average US rig count for July 2017 was 953, up 22 from the 931 counted in June 2017, and up 504 from the 449 counted in July 2016. The average Canadian rig count for July 2017 was 198, up 48 from the 150 counted in June 2017, and up 104 from the 94 counted in July 2016. According to the Paris-based, International Energy Agency’s “Oil Market Report”, new data for non-OECD countries for 2015 reduces global oil demand by an average 330 kb/d in 2015-2018. For 2017, growth has been revised up to 1.5 mb/d, with demand reaching 97.6 mb/d. In 2018, growth slows slightly to 1.4 mb/d when demand will be 99.0 mb/d. In 4Q18, demand will reach 100.1 mb/d. In July, global oil supply increased by 520 kb/d versus June. It was the third consecutive monthly increase. Global supply is up 500 kb/d on a year ago. Non-OPEC output is expected to expand by 0.7 mb/d in 2017 and 1.4 mb/d in 2018, including 0.6 mb/d and 1.0 mb/d, respectively, for the US. The ten non-OPEC countries cooperating with OPEC saw their compliance rate improve to 67% in July. OPEC crude output rose by 230 kb/d in July to a 2017 high of 32.84 mb/d, led by a strong recovery in Libya. Output from the 12 members included in the output pact edged up, eroding the compliance rate to 75%, the lowest this year. Year-to-date compliance is 87%. OECD industry stocks fell in June by 19.3 mb to 3 021 mb on strong refinery runs and oil product exports, but are still 219 mb above the five-year average. In 2Q17, global oil stocks drew by 0.5 mb/d, including 0.2 mb/d in the OECD. Provisional data shows further falls in July, including the largest monthly US crude stock draw for more than three years. Benchmark crude prices rose by $1-2/bbl in July with higher crude demand from refiners and anticipated oil field maintenance. Sweet-sour spreads widened for the first time in four months. Strong demand and refinery outages in Europe boosted diesel and gasoline prices. Refining throughput is expected to reach its annual peak in August, with runs at 81.4 mb/d. 3Q17 throughput is forecast to grow 0.9 mb/d y-o-y. Global refining activity will seasonally decline in September and October, before bouncing back in November.

Per the latest U.S. Energy Information Administration’s “Short-Term Energy Outlook”, Crude oil benchmark Brent front-month futures prices increased by $2.33 per barrel (b) from July 3, settling at $52.01/b on August 3. The West Texas Intermediate (WTI) crude oil price increased by $1.96/b during the same period, settling at $49.03/b. Brent and WTI monthly average spot prices in July were $2.11/b and $1.45/b higher, respectively, than the June averages. Crude oil prices increased in response to supply-side factors as well as strong U.S. refinery demand. Total commercial crude oil and petroleum product inventories in the United States fell by 22.4 million barrels from June 30 to July 28, compared with a five-year average inventory build of 5.9

million barrels over that period. Also, drilling activity in the United States, as measured by the Baker Hughes active oil rig count, increased by 10 rigs in July, the fewest monthly oil rig additions since the rig count began increasing in June 2016. Some U.S. exploration and production companies recently announced less investment spending for the rest of the year, suggesting the current rate of U.S. oil production growth could slow. EIA forecasts that month-over-month crude oil production increases for the Lower 48 states onshore region will slow to an average of 60,000 barrels per day (b/d) in the second half of 2017, compared with estimated average monthly growth of 110,000 b/d in the first half of the year. Crude oil prices were further supported as the Organization of the Petroleum Exporting Countries (OPEC) member Saudi Arabia announced a cap on the country’s crude oil exports in August. However, it is unclear how much extra crude oil this cap would remove from the market given the country’s typical seasonal decline in crude oil exports because of an increase in crude oil use for power generation. However, Libya and Nigeria, two other OPEC members, continue to increase crude oil production, a contributing factor in keeping prices near $50/b. Global economic growth expectations remain supportive of liquid fuels demand growth. Second quarter Gross Domestic Product grew 2.6% at a seasonally adjusted annual rate in the United States and grew 6.9% and 2.1% year-over-year in China and the Eurozone, respectively. Furthermore, global inflation data remain below targets set by the major central banks, allowing the continuation of generally accommodative monetary conditions. EIA forecasts global liquid fuels consumption to grow by 1.4 million b/d in 2017 and by 1.6 million b/d in 2018.
