Market Overview Tug supply boats officially on the market for sale decreased from 142 to 129 vessels since November 2013 with the biggest changes being six fewer 4 – 5,000HP, eight more 6 – 7,000HP and five fewer 12,000HP+ AHTSs offered. Three fewer AHTSs are now for sale since our last report in August. The good news is that with exception of the under 4,000HP AHTSs and in the 9 – 10,000HP range, vessels now offered generally average several years newer than those last November due to continued scrapping of older tonnage. At the time of this report, 62 tug supply boats for sale were either built within the last 10 years or are newbuilding re-sales. Less than half (43.41%) of tug supply boats currently for sale are 25 years of age or over. Counter-balancing today’s “old ladies” are 15 newbuilding AHTS resales, in the 4,400-8,400BHP range, scheduled for delivery in 2014, with an additional seven newbuilding resales expected through 2016. One year ago, 61.27% of AHTSs for sale were built before 1988 and five years ago 51.67% of the tug supply boats were built prior to 1984. In addition to our published listings, other vessels not officially on the market may be developed on a private and confidential basis.

Even with a lot of activity with all sizes of PSVs coming on and off the market, the number of platform supply vessels for sale only increased by 16 boats since November 2013. There is generally a greater selection of larger and younger PSVs available to Buyers than one year ago. The greatest changes are 12 more 240’+ vessels with an average year built of 2008 vs. 2005 last year, 11 fewer 180-190 footers (1982 vs. 1978) and six more 170-180’ (1995 vs. 1984) PSVs presently on the market. There was an 11 vessel increase in platform supply boats on the S&P market since our last report in August – notably adding four 200’-220’ and six 220’-240’ PSVs. Like the anchor handling tug supply boats, PSVs now being offered are generally several years newer than those offered back in November 2013. As of the time of this latest report, Marcon International has available 44 supply boats built within the last ten years, which includes 21 newbuilding re-sales scheduled for delivery in 2014 and 2015. 49 PSVs, or 39.52%, are 25 years of age or older, with the oldest PSV listed built in 1968 - compared to one year ago when 61 PSVs (56.48%) were older than 25 years, and the oldest was built in 1969. Five years ago, the oldest PSV on the market for sale had been built in 1967, but 75 PSVs (65.22%) were older than 25 years. As with the AHTSs, this reflects the scrapping of older tonnage by some of the major players in this market worldwide. The dominant location for second-hand tonnage on the market is the Far East with 23.7% (up from 15.6% one year ago which reflects many newbuilding resales coming out of China), followed by the U.S. with 19.0%, Southeast Asia with 16.2% (note last year we combined Southeast Asia and Southwest Asia) and the Mid-East with 11.5%. Where location is unknown is 5.5%. The rest of the globe makes up the final 24.1% of locations. CAT is the principal main engine suppliers to this sector powering 48 of the supply & tug supply vessels listed for sale, followed by EMDs in 33, Cummins in 17 and GM in 12 vessels. Niigata leads foreign manufacturers with 28, then MaK (also owned by CAT) with 15 and 77 units powered by various other manufacturers. In addition to those for sale, Marcon has 159 straight supply and tug supply vessels listed for charter worldwide, down 10 from August 2014.

Marcon’s Market Comments Admittedly we didn’t see $55/bbl oil coming three months ago; such is the rapidly changing face of the global geo-

political arena these days. Although this may be a temporary blip in the grand scheme of things, as each day passes

oil companies will certainly be looking to take a sharp knife to new projects and shave costs wherever possible on

existing ventures. It’s unlikely that OSV operators will be spared the pain as vessels struggle to find work, and without

missing a beat we’re already seeing institutional investors heading for the exits. Share prices for some of the US listed

companies are way off their 52 week highs, some by up to 50%. US yards are still pumping out newbuilds and this will

only add to the bleak short term outlook. To give a wider perspective, at the time of writing the North Sea spot market

was showing nearly 50 high specification vessels waiting for work, some of those recent recipients of cancelled

projects. Where this will all lead to is hard to say. Most will depend on how long the current slump in the price of oil

lasts. Simplistically the longer it goes on, the more work will dry up, meaning the more lay ups, and then maybe more

units coming to the market for sale with a subsequent lowering of sales prices - all a distinct possibility. However

buyers may not be willing to rush into the market when there is such distress abound. One prospect is that over

leveraged owners could face the toughest times being unable to meet debt commitments and that might spark a wave

of M&A. On the bright side…filling up your car with gas doesn’t require a 3rd

mortgage for now. Stay tuned for 2015.

Recent Marcon Sales & Charters

Tidewater Marine International Inc. sold their 41.2m x 8.2m x 3.5m depth / 2.38m draft, high-speed, aluminum crew / supply vessel “Patrice Tide” to private European operators. Built by Breaux Brothers Enterprises, Inc. of Loreauville, Louisiana in 2002, the vessel is powered by four Cummins KTA 38M2 diesels totaling 5,400BHP driving four 44” x 46” fixed pitch props. This produces a speed range of 15 – 30kn on abt. 100 – 260gph, and range of abt. 1,721nm at economical speed. Maneuverability is enhanced by a 150HP bow

thruster. The 233.7mtdw, Vanuatu-flagged vessel has a deck cargo capacity of abt. 182.9mt on a 22.9 x 7.0m, 1.9t/m2 clear deck aft and a total of 72 persons on board. The vessel is classed ABS + A1, HSC Crewboat + AMS, Unrestricted

Service through March 2017. “Patrice Tide” had been working in Angola, West Africa for Sonatide Marine Services Ltd. of Angola and was lying in Walvis Bay, Namibia at the time of sale. Marcon International acted as sole broker in the transaction. Marcon has handled over 20 sales for Tidewater since the 136’ first generation supply boat “Low Tide” in 1983, plus represented Buyers in purchases of approx. half dozen crewboats during the last fifteen years. This is the 7

th crewboat Marcon has sold this year

and the 99th crewboat over the last 33 years. We hope to report on #100 shortly.

Marcon International Inc. is pleased to report 37 sales and charters brokered in 2014 in addition to four 65 - 80 ton bollard pull vessels continuing their long-term charters to overseas operators on a private & confidential basis. Several additional sales and charters are pending. Since we opened our doors, Marcon has sold worldwide a total of 79 supply boats and 75 AHTSs totaling 354,868HP in addition to other types.

Worldwide Sale & Purchase News Cecon ASA, through its subsidiary Rever Offshore AS and the ship owning company, reached an agreement to sell the DP3 VS 4220 Support Vessel “Micoperi Pride”, formerly “Cecon Pride”, to the single purpose vehicle (SPV) FTAI Pride Inc, a company controlled by Fortress Investment Group. Cecon will hold a minority shareholding in the buying company, and will together with Fortress collaborate to manage the vessel and identify and secure future charters for the vessel. The maximum cash consideration and 16.2% of the SPV taken into account give an implicit valuation of the vessel at close to 160 MUSD on a debt free basis. Cecon has reached the necessary agreement with York, the holder of all A and B bonds, to align receipt of the sales proceeds with repayment of the construction financing. “Micoperi Pride” arrived in the Mediterranean and entered a 10 month (with 1 plus 1 month options) charter with Italian operator, Micoperi. The vessel is to commence construction work for the Italian energy group Eni. The vessel was massively delayed throughout its construction phase.

Norwegian operators Solstad Offshore ASA entered into agreement for the sale of the UT 718 design 18,000BHP AHTS “Normand Draupne” to an international buyer. The 1985 Ulstein Hatlo built vessel was planned to be delivered to new owners during December 2014. The sale of the vessel will have a positive cash effect for Solstad of approximately NOK 50 mill (USD 7.8m) and with a booked gain of approximately NOK 27 mill.

Norwegian operators DOF Installer ASA, part of DOF group, sold its 2010 built Aukra built AHTS “Skandi Skolten” for a net gain of $100.7m (NOK 650m) after debt repayment to Chinese buyers COOEC Subsea Technology. One broker house reports the sales price to be close to $170m. The 35,000BHP, six engine vessel, with a 250MT aft crane was set to deliver to the buyers in November. It is also believed that the ship is set to be renamed “Hai Yang Shi You 291”.

Silk Holdings Bhd announced that its 70%-owned subsidiary, Jasa Merin (Malaysia) Sdn Bhd, had on 30 October 2014, entered into an Agreement to acquire two 70m AHTSs from Muhibbah Marine Engineering Sdn Bhd for a total consideration of approx. RM219 million (abt. USD 66m). Though not reported, we believe these units are around 10,800BHP each.

Another Norwegian owner Ostensjo Rederi AS has sold its 1991 Ulstein Hatlo built, 3,685mtdw PSV / pipe carrier “Edda Sprint” (ex-Edda Frende) to Australian based interests Gippsland Maritime/TEK Ocean. The DP2 vessel which measures 285’ x 57.5’ has been renamed “TEK Ocean Spirit” and registered under the Cook Islands flag.

Harvey Gulf Offshore sold two former Abdon Callais owned supply vessels to new US owners. First to go was the “Harvey Buffalo” (ex-Christopher P Callais) to a subsidiary of

Odyssea Marine called Tandi Marine. “Harvey Buffalo” (photo left), built at Master Boat Builders in 2002 and measuring 185’ x 46’, has been renamed “Ms. Taylor”. The second sold was the mini-supplier “Harvey Redhawk” (ex-Harold J Callais) to Cape Coastal Marine of Louisiana. Built in 2001, again at Master Boat Builders, vessel (photo right) also measures 185’ x 46’ and renamed “Stonehorse”.

The DP2 PSV “SBS Cirrus” (ex-Active Duke) has been sold by Viking Supply Ships to Italian operators Diamar SpA reportedly for a price of USD 3.5m and a positive gain of NOK 0.8m (USD 125,000). Built in 1985 at Liaaen Nordfjord, Norway the UT 705 design measures 265’x 59’ and is powered by twin 2,207kW Wartsila 6R32 main engines. With a simple swipe of the paint brush “SBS Cirrus” is now known as the “DP Cirrus” and reclassed under RINA.

The Gulfmark Offshore owned DP1 rated Supply vessel “Highland Guide” has been sold to Markabi Ltd of Qatar for reportedly around $11m. Built in 1999 at Bender Shipbuilding in Alabama, the vessel measures 217’ x 54’, has a clear deck of 150’ x 45’ and is powered by twin CAT engines creating 4,500BHP.

GulfMark Offshore have also sold their 1986 built PSV “Highland Legend” (ex-Wimpey Seasprite, Wimpey Sea Witch) to Al Mataf Shipping LLC and renamed “Mataf Denali”. Built by Cochrane and Sons in Selby, the 193’ x 42’, 1,442dwt vessel had been operating in the Asian region for Gulfmark.

Tidewater reports that their Sonatide controlled 11,200BHP AHTS “Gulf Service” has been sold to unknown buyers. Built in 1985 at Quality Shipyard, the vessel measures 222’ x 46’ and was classed ABS Ice Class 1A. It is believed that the vessel will be broken up.

Algosaibi Diving and Marine sold a trio of sister 45m supply / dive support vessels to Kim Heng Marine & Oilfield Pte. of Singapore. The vessels sold were the “Algosaibi 22”; “Algosaibi 24” and “Algosaibi 25”. The vessels, built in 1985 by ShinA Shipbuilding Co. in South Korea, have been renamed “Kim Heng OSV1”, “Kim Heng OSV2” and “Kim Heng OSV3” respectively and flagged under Kiribati registry.

Nimrod Sea Assets Limited completed an acquisition by investing USD 10.6 million in a 99.5% stake in DSV Alliance which purchased the “Seamec Alliance” (ex-Alliance, CSO Alliance, Stena Wilchief and Wilchief) from Technip subsidiary Seamec International. The 78.3m x 18.1m x 8.62m depth, DP-2, FiFi dive support vessel, renamed “Red7 Alliance, will be back-to-back bareboat chartered to Red7Marine Group, a specialist provider of equipment and services to the offshore, inland and coastal marine construction and maintenance markets in the UK and overseas. Vessel was built in 1984 by Trosvik Verksted AS in Brevik at a reported cost of over

US$ 26,340,000 and worked the majority of its life in the North Sea. “Red7 Alliance” will mobilize from Cyprus to Great Yarmouth where she will start work immediately for Red7Marine. Bi-annual dividend payments from the investment are forecast to begin 6 months after the completion date.

Nimrod Sea Assets completed another purchase with USD 9.6m paid out for a 51% stake in Altus Subsea AS which will purchase the DPS-2 ROV Support Vessel (ROV SV) “Altus Invictus” (ex- Kendal) from recently bankrupt Hallin Marine. The 65.5m x 16.0m x 6.0m depth vessel is currently under bareboat charter to Marine Engineering and Diving Services for a further 4.5 years. Nimrod Sea Assets says that a charter extension, that could further extend this, is being discusses as part of the sale process. The “Altus Invictus” was built in 2011 at ASL Shipyard Pte. Ltd. as a multipurpose offshore support vessel which can be used for ROV work, and has a small portable saturation diving system currently fitted plus a 20T crane. Nimrod Sea Assets notes that the Liberian flagged vessel currently works mainly in Malaysia and is expected to work as a field support vessel for the foreseeable future, which will have a positive impact on the residual value of the vessel.

PGS of Norway have sold the 1983 built seismic vessel “Pacific Explorer” (ex-American Explorer, Shell America) to Fairfield Industries Corp. based in the US. Built by Marinette Marine in Wisconsin, the Vanuatu-flagged vessel measures 91m x 18m and is powered by triple EMD main engines. Previously set up as six streamer seismic vessel, she was most recently used in 2D seismic work and as a source vessel. Vessel classed DnV 1A1 Heldk.

Fukada Salvage and Marine Works sold their offshore support vessel, “Shin Yu Maru” (ex-Hokusho Maru) to unknown buyers. The vessel was built in 1988 by Niigata Engineering, measures 60m x 11m and is powered by a single Niigata engine developing 2,800BHP. “Shin Yu Maru” was converted from a fishing trawler in 2008 to perform multi-purpose offshore work / support in protected waters plus was employed as mother vessel for manned submersible and a seismic survey guard vessel.

US owners Cashman Equipment’s Mexican subsidiary Servicio Marina Superior LLC purchased the AHT “Swiber Lina” from Swiber Offshore. Built in 2010 at Jiangsu Sunhoo Shipbuilding; China, the vessel measures 147.6' loa x 142.7' lbp x 41.3' beam x 17.4' depth and is powered by twin CAT 3516B main engines creating 5,150BHP. The vessel has been renamed “Miss Molly” and reflagged to the Singapore registry.

AP Moeller subsidiary Maersk Supply Service has disposed of one of their DP2 F-Class PSVs to Chinese buyers. Saying goodbye to North Sea is the 4,654mtdw “Maersk Fetcher” which was bought by China Sunrise Group Ltd. based out of Hong Kong. Built in 1994 by Ulstein Verft, the vessel measures 270’ x 62’ x 25’ and is powered by twin Bergen BRM6 developing a total of 7,200BHP. “Maersk Fetcher” has been renamed “Han Ji 2” and moved to the Hong Kong registry.

Bayu Shipman Sdn Bhd of Malaysia sold the pair of AHTSs “MMS Pahwlan 2” and “MMS Pahwlan 3” to the Macquarie Group Ltd.’s Miclyn Express Offshore. Both 66 tonne bollard pull, FiFi vessels were built in 2008 by Jaya affiliate yard Guangzhou Hangtong Shipbuilding in China, measure 58.7m x 14.6m x 5.5m and are powered by twin CAT 3516B-TAs developing 5,150BHP. The pair has been renamed “MEO Emperor” and “MEO Empress”.

US operator Aries Marine has sold their 220’ x 38’ PSV “Allison” (ex-Tiburon) to Mexican operators PM Offshore SA DE CV of Ciudad del Carmen. Built in 1979 by Rysco Shipyard, Blountstown, Florida and lengthened with a 33’ mid-body section in 1998, the ABS +A1, Ice C, +AMS classed vessel is powered by twin EMD 16-645E2 main engines creating 3,900BHP. “Allison” was upgraded with a non-classed dynamic positioning system at time of rebuild. Perdana Petroleum entered into a Memorandum of Agreement to sell an offshore support work barge “Perdana Superior” to Hauston Limited, a company incorporated in the British Virgin Islands. Perdana will sell the vessel for total consideration of USD 28.5 million or approximately RM 93.5 million. The delivery of the barge to the Hauston is expected before the end of November 2014. The sale is part of the fleet renewal program. Perdana had earlier announced the acquisition of additional two units of 500-men Accommodation Work Barges.

In early November Teekay subsidiary ALP Maritime Services B.V. announced that they had entered into a purchase agreement to acquire six powerful long distance anchor-handling and towing

vessels from Harms Bergung Transport & Heavylift Gmbh KG, subject only to a satisfactory inspection of the vessels. The vessels are operating in the 200 and 300 Tons bollard pull towing vessel segment. This acquisition would add a combined 1,450 Tons of Bollard Pull to the ALP fleet. The vessels under agreement to be acquired are: AHT “Orcus” 306 tons bollard pull – built 2010 – DP II (to be renamed “ALP Centre”); AHT “Uranus” 301 tons bollard pull – built 2009 – DP II (TBR “ALP Guard”); AHT “Ursus” 218 tons bollard pull – built 2008 – DP II (TBR “ALP Forward”); AHT “Janus” 219 tons bollard pull – built 2007 – DP II (TBR “ALP Winger”); AHT “Taurus”: 207 tons bollard pull – built 2007 – DP II (TBR “ALP Ace”); and AHT “Magnus”: 192 tons bollard pull – built 2006 – DP II (TBR “ALP Ippon”). It was mutually agreed with the sellers that ALP would take over the vessels during the period from 1 December 2014 to 31 March 2015 at ALP’s discretion. However owners Harms Bergung Transport & Heavylift Gmbh KG having

learned that Teekay / ALP Maritime Services through their press release dated 2014-11-06, had started marketing the Harms vessels under new names, have had to explain to clients and partners that the move by Teekay / ALP Maritime Services to acquire 6 large AHTs currently managed by Harms Bergung will be challenged; and that legal action will be commenced to set aside the shareholders’ resolution, which will also affect the purchase agreements in question. As a shareholder in each KG, Harms Bergung Transport & Heavylift Gmbh KG said they will monitor the market closely and seek compensation. To be continued no doubt.

Miclyn Express Offshore (MEO) announced the acquisition of a significant addition to its fleet - DP2 Subsea Operations Vessel “Windermere” from the recently failed Hallin Marine Singapore Pte. “Windermere” was built in 2010 at Drydocks World, measures 80m x 20m and is designed for wellhead servicing, inspection and construction diving, and remotely operated vehicle (ROV) support. Also Mermaid Maritime announced that its subsidiary PT Seascape Surveys Indonesia had entered into a five year charter-in contract with an affiliate entity of Miclyn Express Offshore Ltd., for the “Windermere” at a cost of approximately USD 15 million per year. The contract has a further option for an additional five year extension. The vessel is expected to be delivered to Seascape in December 2014 and will be renamed to “Mermaid Nusantara”.

Tidewater Inc. have sold their 1,600dwt PSV “IMS Onyx” (ex-O’Neil Tide) to Humaid Badir Marine Shipping, a subsidiary of Seaport International out of Sharjah, UAE. The 180’ x 40’ x 14’ supply boat was built for Tidewater by McDermott Shipyards, Inc. of New Iberia, Louisiana in 1983 and is powered by twin CAT D399TAs developing a total of 2,250BHP. Vessel was classed ABS +A1, +AMS.

Orders Compagnie Maritime Monégasque SAM (CMM) has signed contracts with Petrobras to charter five new fast oil spill response vessels using the highly fuel-efficient Sea Axe design by Damen Shipyards Group. The axe-bow design allows the vessel to reach offshore oil platforms in half the time it takes traditional OSRVs. The vessels have unrivalled speed, stability and operability in deep seas, according to Damen. Three of the vessels will be in operation by end of December 2015 and two by end of June 2016. The four-year contract has a value of $130 million and is mutually extendable for a second four-year term. All of the vessels are being built by Damen and will have state-of-the-art guidance and propulsion systems with built-in redundancies. “This is our second Brazil project and we look forward to further building and developing our partnership with Petrobras," said Christophe Vancauwenbergh CMM’s CEO.

Malaysia’s OSV builder Nam Cheong has secured letters of intent worth $186m for the sale and charter of 12 of its newly designed AHTS vessels, including options for eight additional units. In conjunction with the latest orders, Nam Cheong on Friday in Singapore officially launched its first proprietary design of its NCA80E series, a 64.8 metres, 80 tons bollard pull diesel-electric AHTS vessel. Bumi Armada and GeoOffshore each took up four vessels with an option for four more, Vega Offshore ordered two, and Sofield Marine & Offshore and Opstad Group took one each. The OSVs will likely be deployed in the North Sea, West Africa and Brazil. The DP2-

capable, shallow water-based NCA80E vessels boast an energy efficient design from the hull lines and is equipped with selected electric drives which lead to lower fuel consumption without a loss in power to the electric drives. The new AHTS vessels were constructed as part of Nam Cheong’s build-to-stock models and they are scheduled for delivery in phases starting from 2016. Including the latest 12 firm orders, Nam Cheong has sold a total of 37 OSVs this year to date, increasing from the sale of 24 OSVs last year, which was itself a record high.

Maersk Supply Service has signed a new-building contract with Kleven Maritime A/S for six Anchor Handling Tug Supply Vessels with options for four additional vessels. All the vessels are of SALT Ship Design. This new order brings the total number of new-buildings for Maersk Supply Service to 12 with the order book already including five Subsea Support Vessels and one Anchor Handling Tug Supply vessel to be delivered from shipyards in Romania, China and Chile. “With this contract, Maersk Supply Service is once again placing a new building order in Norway, and with this we have taken the next step in our extensive new-building programme renewing our fleet with focus on large Anchor Handling Tug Supply and Subsea Support Vessels. The contract now concluded with Kleven is an important part of the realization of our

ambitious growth strategy” says CEO in Maersk Supply Service, Carsten Plougmann Andersen. Delivery of the first vessels is expected in fourth quarter 2016. The new Salt 200 AHTSs measure 95m length by 25m beam, have an approx. 4,500T deadweight and free deck space of 944m2 in total with 822m2 open deck area. The vessels are DP Class 2 and main engines create total power of 23,000BHP with a minimum 230T bollard pull and a 500T with three drum configuration winch. The vessels are configured to accommodate 52 persons in single cabins and have an ROV garage.

Diamond company De Beers plans to go looking for diamonds and other minerals in an area off the coast of Namibia and has enlisted Norway's Marin Teknikk and Kleven Verft in the effort. Marin Teknikk says it was approached by De Beers over a year ago and responded with a design based on its MT 6022. Kleven says that De Beers Marine Namibia has now signed an order with it for the vessel that is subject to final approval in first quarter 2015, with delivery of the newbuild from its Ulsteinvik shipyard in June 2016. The MT 6022 is well proven in the offshore construction segment, but the De Beers ship will include a wide range of tailor made equipment and features. The De Beers vessel has external similarities to earlier ships, says Marin Teknikk, but the arrangement inside the ship is completely different and is designed to operate equipment for underwater mineral activity. Below deck and the entire aft deck will be installed with equipment for this activity. The ship has a length of 113m and width of 22m and will operate at depths of up to 150m. The latest technology in diesel electric propulsion systems will be installed and the ship will meet high requirements for dynamic positioning, remaining in position for three years between returns to port. High standard accommodations will be provided for 80 people, with most cabins designed for one person. Smaller vessels will supply the ship with the necessary supplies and with helicopters providing transportation of the crew and taking the high value cargo to the land. According to Namibia's Ministry of Mines and Energy, "Namibian marine diamond recovery has now surpassed traditional land-based diamond production. In 2001, over 60% of Namibia’s app. 1.6 million carats per year came from mining the seabed, with 95% being gem quality. Furthermore, the potential of the marine diamond industry has barely begun to exploit the vast resources of Namibian marine diamonds calculated by experts to contain some 2 billion carats."

Norway's Havyard Ship Technology AS has signed contracts worth a total of just over NOK 1 billion (about $147.5 million) for the design and building of two more Havyard 843 Ice offshore icebreakers. In November 2013, Havyard Ship Technology signed a contract covering construction of a Havyard 843 Ice icebreaking offshore vessel for Russia's FEMCO Group to be called the “Aleut”. An undisclosed international shipping company has now ordered two vessels

of the same type, but with some minor design changes that include bigger winches, SPS (Special Purpose Ship) classification and increased accommodations capacity. They will also be prepared for the installation of an offshore crane. The contract for the second vessel includes what is described as "a minor subject to be lifted by Havyard." Designed by Havyard Design & Solutions in Fosnavåg, the vessels will be built at Havyard Ship Technology's shipyard in Leirvik in Sogn. The ships, which will be assigned the newbuild numbers 128 and 129, are scheduled for delivery in the fourth quarter 2016. Havyard's Leirvik shipyard has delivered seven offshore icebreakers since 1995, in addition to the three that are now currently on

order. The Havyard 843 Ice design was developed by Havyard Design & Solutions in connection with the contract that was signed last year. The ships will have DnV ice class Icebreaker Ice 10 and Winterized Cold (-30 °C). Among other things, this means that the ship can break ice that is more than 1m thick and that it has a system to prevent icing of the ship. The ship is designed for anchor-handling, towing and for use in emergency response operations in connection with oil spills and rescue services. The ship measures 86.7m length by 19.5m breadth by 7.75m draft, can maintain a speed of 16 knots, has an 185 ton bollard pull and can accommodate 53 persons.

News Oceanteam Shipping ASA announced that it has secured, through its joint venture DOT Holdings AS, an interest in a new build Offshore Support Vessel. As a result a partnership with Pacific Radiance Ltd., subject to certain conditions subsequent, has been

established. Closure of remaining conditions subsequent, are expected to be finalized in the coming months. Once full closure is reached the initial interest of DOT Holdings AS is 50%. The investment comes with an option to buy the remaining 50% after a period of 7 years against agreed terms. The commercial terms remain confidential. The project is fully financed upon closure of certain conditions subsequent.

Harvey Gulf International, a growing player in the U.S.OSV market announced that it establishing Harvey Gulf International Marine de Mexico S.A.P.I. de C.V. With a presence in Mexico, Harvey Gulf is now able to fully service the needs of its clients currently operating in the offshore oil and gas segment of Mexico, and position itself to fully service the needs of future clients that will enter the market. Recently approved changes in Mexican law allow foreign ownership in hydrocarbons which facilitates this growth.

Singapore-based offshore oilfield service provider Vallianz Holdings has bought a shipyard in Batam, Indonesia, to create synergies with its core vessel-owning business. The acquisition will be executed by taking

over the shipyard’s owner, Singapore-based Jetlee Shipbuilding & Engineering, and the latter’s 99%-owned Indonesian entity PT United Sindo Perkasa for SGD19.8m ($16m). The Indonesian entity owns Marine Base, an 8.8ha fabrication and engineering shipyard located in the Riau Islands. Vallianz will finance the acquisition by issuing 143.3m ordinary shares at SGD0.138 each. The share price is a 24% premium to Vallianz’s volume weighted average price of SGD0.1116 per share on 19 September.

Continuing the current fashion for vertical integration, German shipyard Flensburger Schiffbau-Gesellschaft (FSG) has been taken over by Norwegian firm Siem Industries, a company with extremely deep roots in the global offshore sector including controlling interests in both Siem Offshore and offshore oil service company Subsea 7. Peter Sierk and Frank Bywater, the two managing directors of FSG commented on the new development: “We are very glad about the new perspectives that open up as a consequence of this decision. We welcome Siem Industries on board, this time not as a client but as the new and rightful owner of FSG. This means a great chance for all of us the shipyard and its employees. Siem Industries is a

successful, globally expanding and financially strong family-owned enterprise It allows us – the Flensburger shipyard – to continue our successful developments in the global offshore market.” Under this new ownership, and with the full resources of the Siem Group behind them, the two managing directors see FSG gaining greater market share within the global offshore sector. Siem Offshore, the offshore shipping arm of Siem Industries has two vessels under construction at FSG which will subsequently be chartered to Helix Energy Solutions Group to fulfill a contract to Petrobras offshore Brazil. The ships have deliveries planned for February and July 2016. At the end of August, FSG had a backlog of 540 million Euros and had an average turnover of 240 million Euro over the past five years. All of their ships are designed by their in-house staff of naval architects and marine engineers.

Nautilus Minerals has entered into an agreement for the charter of a vessel to be first deployed for use at the Solwara 1 Project. Marine Assets Corporation, a marine solutions company based in Dubai which specializes in the delivery of new build support vessels for the offshore industry, will own and provide the marine management of the vessel. The vessel will be chartered to Nautilus for a minimum period of five years at a rate of USD 199,910 per day, with options to either extend the charter or purchase the vessel at the end of the five year period. The vessel will first serve as the operational base for the joint venture (Solwara 1 JV) to be formed by

Nautilus and the Independent State of Papua New Guinea's nominee. Under the terms of the arrangement, MAC will enter into a contract with Fujian Mawei Shipbuilding Ltd., based in Fujian province in south-eastern China, to design and construct the vessel in accordance with Nautilus' specifications. The Shipbuilding Contract was expected to be signed by no later than 28 November 2014. A USD 10m deposit is payable by Nautilus to MAC following the payment by MAC of the first installment under the Shipbuilding Contract. A further charterer's guarantee of USD 18m will be provided to MAC by the Solwara 1 JV on the commencement of the charter of the vessel. When completed, the vessel will measure 227 meters in length and 40 meters in width with accommodation for up to 180 people and generate approximately 31mW of power. All of the below deck mining equipment will be installed in the vessel during the build process to minimize the equipment integration to be completed following delivery of the vessel. The vessel is expected to be delivered by the end of 2017. Mike Johnston, Nautilus' CEO, commented "We are excited to achieve this significant milestone and secure a vessel contract with such an experienced vessel provider as MAC. We appreciate the continued support we have received from Eda Kopa, our joint venture partner, in reaching this milestone and, together with them, look forward to working with MAC and the shipyard in seeing the delivery of our first vessel and making seafloor mining a reality". In April 2014 the State Nominee signed an agreement with Nautilus, electing to take a 15% interest in the Project while also paying a non-refundable deposit of USD 7,000,000 to Nautilus. On May 9, 2014 the State Nominee placed USD 113,000,000 into escrow, representing the balance of the funding for the State Nominee's 15% interest in the Project up to first production.

Deliveries Swire Pacific Offshore Operations (Pte) Ltd (SPO) celebrated the naming of its first G-class PSV, “Pacific Gannet” (Hull 0082) in Japan on 12

th September. The naming

ceremony was held at the Japan Marine United Corporation (JMU)’s Yokohama shipyard. “Delivery of ‘Pacific Gannet’ is another important milestone in SPO’s long term partnership with JMU. This is the first of 10 G-class PSV vessels that SPO has commissioned JMU to build over the next three years. The addition of the G-class PSV vessels will provide another industry leading product within our fleet portfolio, helping us provide our global clients with outstanding service,” said Neil Glenn, SPO's Managing Director. The 84.65m x 18.0m x 18.0m depth, 4,078mtdw G-class is the

latest addition to SPO’s fleet and was developed to meet the increase in demand for PSV vessels from its clients. The DPS-2, FiFi-1, diesel electric PSV is powered by four Yanmar 6EY26LW diesel electric oil engines, each driving an AC generator connected to two azimuthing electric drive units aft and three 730kW tunnel thrusters forward. The remaining nine sister-ships are scheduled for delivery through September 2017 with five expected by the end of 2015. Today, SPO operates a diverse fleet of 88 offshore support vessels, including anchor handling tug supply vessels, platform supply vessels, ice-breaking supply vessels, anchor handling tugs, seismic survey vessels, windfarm installation vessels, accommodation barges and multi-purpose offshore vessels. As part of its fleet expansion plans, SPO aims to have a total of 100 vessels by the end of 2015. Tidewater Marine Inc took delivery of the “Campos Tide” from Jiangsu Zhenjing Shipyard Co. Ltd. in Zhenjiang, China. The vessel is the first of six Blue Drive Plus C units of the VARD PSV08 design. The Vanuatu-flagged “Campos Tide” measures 83.8m x 18.0m x 8.4m depth and classed ABS + A1, FFV 1, Offshore Support Vessel, E, + AMS, + ACCU, + DPS-2, ENVIRO, GP. The 4,100mt deadweight PSV has a clear cargo deck aft of 870m2. “Camos Tide” is powered by four 1,765kW CAT 3512C diesel electric main engines driving four 1,640kW AC generators developing a total of 9,600HP connecting to two electric motors driving azimuthing drive units aft. Maneuverability is enhanced by forward mounted tunnel and retractable directional thrusters. Following is a list of supply vessels delivered from US shipyards in 2014, according to Colton Co. New Construction, Shipyard and Conversion News According to “Fairplay”, as of December 3, 2014, there were 6,828 ships over 299GRT on the World Orderbook. This is down 136 or 1.95% from 6,964 in August and up 221 or 3.34% over the last year. Of the 6,828 ships recorded on order, 768 (down 24) are Offshore Supply Vessels and 333 (down 12) are designated as “Offshore – Other” compared to August. In November 2013, there were 728 OSVs and 334 “Offshore-Other” vessels under construction. Of the 768 OSVs under construction, China still leads the Orderbook with a total of 357 (down 7) OSVs being built. They are followed by USA 64, Brazil 62, India 45, Indonesia and Vietnam 33 each, Malaysia 30, 25 Singapore, 21 the Netherlands, Romania 15, 13 Norway, 12 the UAE, 11 each Japan and Poland, Turkey 7, Russia 6, 5 each South Korea and Spain, Sri Lanka 4, 2 each Philippines and South Africa and 1 each Chile, Finland, Greece, Thailand and the UK. The 768 OSVs on the order books represents 10.39% of the global OSV fleet of “sea-going” vessels over 100GRT which has an average age of 15.92 years which is the same as this time last year.

The below graph shows the estimated delivery dates for those OSVs on order.

Once again, CAT power leads by far the propulsion packages, with engines in 186 OSVs followed by Cummins in 98, Niigata in 75, MaK 63, 43 Wartsila, 31 MAN/MAN-B&W, MTU 25, Daihatsu 23, 20 Yanmar, Bergens 11, 5 Rolls Royce, 4 each Chinese “Standard Type” and GE Marine, 3 Baudouin, 2 Mitsubishi and 1 each ABC, M.T.M. and Pielstick. Engines were not listed for 172 OSVs.

The demand is increasing for higher horsepower. The highest portion of OSVs over 299GRT being built worldwide are in the 4-5,000BHP with 119 OSVs or 15.5% of those OSVs where the horsepower is listed, followed by 89 OSVs or 11.6%, 82 or 10.7% and 64 or 8.3% being built in the 3-4,000HP, 5-6,000HP and 7-8,000HP categories, respectively. No OSVs are shown under 1,000BHP, but this is most likely because most of the OSVs being built in this horsepower range will be under 299GRT. Last year at this time 13.9%, 12.0% and 11.8% of the OSVs on the world order book were 3-4,000BHP, 7-8,000BHP and 5-6,000HP vessels, respectively.

Supply Vessels Worldwide According to Lloyd’s Register Fairplay Sea-Web, as of December 3, 2014, there were 7,391 “sea-going” supply vessels over 100GRT worldwide. This is up 1.15% or 84 vessels since our August report and up 5.96% or 416 vessels over last year. Total horsepower of this fleet is 40,161,144BHP, up 443,656BHP or 1.12% since our last report. The largest national fleet of supply vessels worldwide in horsepower and count sails under U.S. registry. The U.S. operates 977 sea-going supply vessels over 100GRT, or 13.22% of the world market, totaling 4,294,589HP (10.69% of global horsepower) with a 15.92 year average age. The registries with the youngest supply fleets are Denmark with nine and Iceland with one 2014 built OSVs. The oldest is Fiji with one 593BHP, 1955 built OSV most likely operating as an inter-island trader vs. true offshore service vessel.
