PAM COOPER’S PATHWAYS: Digging into the history of Fort Vinton (Part 2)

The Armed Occupation Act generated a large settlement at the “Indian River Colony.” People who took advantage of the act came from as far away as Scotland. In August 1849, Brevet Maj. Gen. David E. Twiggs was sent to Florida. He received approval to build a road from Fort Brooke to the Indian River and every 20 miles there would be a fort. Post No. 2 (Fort Vinton) was officially opened at this time to protect the colonists near the reservation. On early maps of Indian River County, Gen. Twiggs Road is noted. In a letter to the President of the United States dated September 1849, William Ward writes about: “the Indian depredation committed at Indian River.” He describes his arrival, occupation and accomplishments. He then details the murder of John Barker and how the Indians “rifled” through the Ward’s home and took everything it contained. He wanted to know the intention of the government.

Letters were sent to War Department officials by the Indian Agent, John Casey, letting them know “the acts of violence … are confined to a few warriors who are represented as outlaws with their tribes. Under these circumstances, it would be cruel to involve the whole tribe, in the guilt of a few.” On Oct. 17, 1849, Chief Billy Bowlegs turned over three of the outlaws. One was killed in an attempt to

escape and they brought his hand to prove it. A fifth warrior did escape. Chief Bowlegs said he made “severe laws” to his people to prevent the whites from being molested. Sadly, the Secretary of War continued to push the issue of “forcible removal.” The fort closed in May 1850. However, six years later, stolen bananas caused the fort to be reopened again.

Six bite-size Lemmon Drops to nibble on while waiting for American Pharoah to take the second leg of horse racing’s Triple Crown:

• A local business owner took me by surprise last week when she asked where I stood in the ongoing debate over short-term rentals in Vero Beach. I told her I was indifferent. Then, after explaining why she believes allowing people to rent their homes to vacationers is a good thing, she encouraged me to check out a website – vrbo.com (which stands for “Vacation Rentals By Owner”) – and read the comments about Vero Beach. I figured it would be the equivalent of an “underground” website, as some people have been quite vocal in their opposition to short-term rentals. Turns out more than 400 properties in Indian River County are listed on this site. As of last week, there were 390 in Vero Beach (including 15 on John’s Island) and 38 in Sebastian.

A few days later, I saw a column by Ray McNulty in Vero Beach 32963. McNulty wrote that he sees it as an issue of “people wanting to profit at the expense of their neighbors.” Conversely, the business owner I spoke with sees it as a great way to spread the word about Vero Beach. Intrigued, I checked out the comments on vrbo.com. Several made comments about shopping and the nearby restaurants. (In case no one has noticed, tourist dollars drive the local economy.) McNulty painted short-term vacation renters and the owners of these rental properties as shifty-eyed types. “It’s all about the location and the cozy condo has it!” one review said. “Walk to the beach in fewer than 5 minutes and bars and restaurants in fewer than 15. … The neighbors are super friendly and the owner is local and ready at the drop

of a hat to accommodate!” Generally speaking, Vero Beach received glowing reviews from the renters. That same day, I was talking with someone who just spent a week vacationing in South Carolina. They rented a condo in Hilton Head. How did she find out about the condo? “There’s a website called vrbo.com,” she said. Oh, really?• The past two weeks, I’ve given an example of “Google taking over the world” – that is, it lists some businesses on A1A as being on “Lester Nathan Highway.” A similar example could be seen Tuesday on WPBF’s morning newscast. In a weather segment, meteorologist Sandra Shaw said there was some heavy rain in “Nevins.” For those of you with a weather app on your iPhone, it refers to “Nevins” as the area in the vicinity of Oslo Road and U.S. 1.• Every so often, Jerry Nashel sends me an email with comments about things he read in this newsletter. He had

the same reaction as I did about Cherise Westenberger, the branch manager at Florida Community Bank, reeling off the names of 17 financial institutions within a 4-mile radius. “That’s knowing your competition!” he wrote. Indeed.• Vero Beach High School’s band members are such great ambassadors for our area. All three of the school’s concert bands (symphony, philharmonic wind and symphonic) recently received the highest award and rating at the state competition. • The next time you log on to LemmonLines.com, check out the Cultural Council’s comprehensive calendar of events at the bottom of the homepage. Some trivia: Whether at Bob Evans or C.J. Cannon’s, Russ and his wife usually eat breakfast at Table 51. In what will be an occasional feature, Russ breaks bread with someone you may or may not know.

Shawn Pannullo is a modern-day Floyd Lawson. You know, Mayberry’s favorite barber on the iconic TV show starring Andy Griffith. I drop off copies of Lemmon Lines every week at Shawn’s business – 43rd Ave Barber (located at 130 43rd Ave. in Vero Beach) – and when I open the door, I’m struck by the 1960s vibe inside. The scene is usually the same: Shawn is cutting someone’s hair while moderating a group discussion. “It’s the neighborhood barbershop,” he said during our meeting at C.J. Cannon’s. “We want everyone to talk. We want everybody to feel like they’re part of the group.” Shawn loves it when the discussion is about sports.

What happens when the discussion is about politics and a customer becomes argumentative? Shawn tries to “shift gears” and cool things down. He’ll never engage in a heated debate with a customer. “It’s hard to argue with someone who is not concerned about being right,” he said. Shawn, 33, has been a barber for 10 years. He worked at the Silver Clipper (in the Miracle Mile

area) before starting his own business in 2008. He has been at the same location the entire time, and he still charges the same amount ($10) for a haircut. Cheryl Hollers, a barber/stylist, cuts hair in the next chair over. Shawn’s mother and father run a salon in the back. In July, Shawn and Cheryl will be moving into another unit in the same plaza. They’ll probably add another barber. “We want to be the biggest little barber shop in Vero,” Shawn said.
