Being out of compliancein this performance measure may put the state at risk for the loss of administrative funding. The state will need to not only improve inperformance effective beginning in October 2012 at the latest.

While validating that EBT payments were not being applied to discrepancy records, it was discovered that other repaymentmethods such as cash and checks were being applied to discrepancy records with an “N” Repay Indicator. Discrepancy records with an“N” repayment indicator are not claims. The “N” Repay Indicator indicates that the household has not been notified of an overpayment.Notification of an overpayment to the household is required in order to establish a claim.

A report is needed from theNational Prisoner Data Match to be able to send to the counties for them to verify the accuracy of the information received and then act onthat information.

The Office of Management and Budget (OMB)identified Medicaid and the Children’s Health Insurance Program (CHIP) as programs at risk for significant improper payments.

Issues and ConcernsUsers require Internet Explorer 8 on their desktops. We did not have a process to deploy to the counties, and so reliedon communications and documentation so users could do this themselves. Most of this was capably managed. Issuesnow are being routed to the OIT Help Desk.

Starting the next quarter of the CBMS Work Plan, significant changes are going into the Colorado Benefit Management System (CBMS). These changes will help ensure that clients receive the correct benefit and that the workload on county staff is reduced. The changes will also provide useful monitoring tools to detect and prevent potential fraud. Our goal is to adequately prepare every stakeholder for the changes. The Training IPT is now working as an organizational umbrella known as the Health Care and Economic Security Staff Development Center. Work is occurring simultaneously on training for the implementation of the Affordable Care Act and curriculum development for new workers across the state to be implemented in late summer/early fall of 2013. The Help Desk IPT is exploring the process for each Help Desk ticket to determine more effective and efficient ways to assist system users. The Communications IPT is creating calendars and targeted messages to help system users know what changes are coming, and when. The Financial and Legislative IPT continues to monitor the project budget, keeping all parties abreast of expenditures and the condition of the financial picture of the Work Plan. We will continue to work with all stakeholders through the coming changes and in concert with the implementation of the Affordable Care Act.

What We Have Accomplished •Improving Program Integrity Reports were created to collect information on individuals who currently receive Food Assistance benefits and who have been disqualified from receiving benefits in other states, are incarcerated, or deceased. •Streamline Medicaid eligibility for children Children who are eligible for either Food Assistance or Colorado Works are also eligible for Medicaid. This project streamlines enrollment by automatically determining children eligible for Medicaid upon the approval of Food Assistance or Colorado Works. An additional application is not required and the family only needs to “opt-in” to receive Medicaid benefits. (Project 2586) •Colorado CBMS Users Group (CCUG) suggestions 17 projects implemented and 12 others now in process.


What’s Ahead

• Provide Additional Option to “Opt-in” for Medicaid Benefits This project provides families the opportunity to “opt-in” through PEAK via mail or by phone to contact the eligibility worker. (Project 2592)

•Collection of Overpayments If a household is overpaid Food Assistance benefits, an automatic process collects 10% of the amount owed back to the federal government from the household’s monthly allotment. Programming changes will ensure there are no interruptions to this process. •Colorado Reworks Automated changes to reflect rule changes in Colorado Works will modernize and streamline policies and processes. This will include the elimination of Monthly Status Reports, which is estimated to save approximately 120,000 hours of county department processing time and $115,000 in postage fees on an annual basis.
