    1 Introduction

    1.1.1 This note provides further explanation of the process followed andreasons for identifying Kings Stairs Gardens as a preferred constructionsite.

    1.1.2 Kings Stairs Gardens has been identified as a preferred location for ashaft site to receive the main tunnel boring machines to enable theconstruction of the main tunnel and construction of tunnels to connect tofour combined sewer overflows (CSOs) in the surrounding area and toaccommodate permanent structures required to operate the tunnel.

    1.1.3 We are currently at the first phase of public consultation and are seekingviews on our preferred sites. We will consider all the feedback we receiveon this and other sites and what amendments to the project may bepossible in response to those comments.

    1.1.4 In order to assist consultees in responding to the consultation, we set outbelow further information on how Kings Stairs Gardens was chosen as apreferred site.

    1.1.5 This note is, however, intended as an overview of a lengthy and detailedprocess. We have therefore also provided references to the relevantreports (available on the consultation website: www.thamestunnelconsultation.co.uk) that provide full details of the process undergone.

    1.1 The site selection process

    1.1.1 Sites have been identified in accordance with our site selection

    methodology (SSM) (available on the consultation website). The siteselection process is multidisciplinary in nature and the methodology wasthe subject of two rounds of consultation with affected London boroughsand pan-London stakeholders, resulting in its approval for use in selectingpreferred sites.

    1.1.2 The site selection process involves a filtering approach, commencing withidentification of all potential areas of land (excluding concentratedresidential sites and World Heritage sites) and passing sites throughincreasingly detailed levels of assessment to move from a long list to adraft shortlist, a final shortlist and for Phase One Consultation, a list of

    preferred sites.1.1.3 The project team used technical knowledge and professional judgement

    based on information available at the relevant point in time to evaluatesites.

    1.1.4 The SSM recognises the iterative relationship between the site selectionprocess and engineering design and optioneering. Accordingly, as theprocess has progressed, it has been increasingly important to comparesites against engineering requirements. A site must meet engineeringneeds to merit more detailed consideration. An important consideration isthe need to identify sufficient sites, in the right locations, to enable the

    scheme to be built.

    1.1.5 The analysis undertaken to date in relation to Kings Stairs Gardens andother sites in the surrounding area is summarised below. Initially, thissummary describes sites we looked at within the London Borough ofSouthwark. It then explains how Kings Stairs Gardens was assessedagainst sites in the relevant neighbouring boroughs of Tower Hamlets and

    Lewisham.

    Long list sites

    1.1.6 A preliminary high-level assessment was undertaken of potential shaftsites on our long list. Table 2.2 in the SSM sets out the considerationsused to assess sites on the long list.

    1.1.7 A total of 64 sites in Southwark were eliminated at the long list stage andeight sites identified as suitable for inclusion on the draft shortlist.

    1.1.8 Appendix 1 includes details of the assessment of the long list of sites in

    Southwark.

    Draft shortlist sites

    1.1.9 Sites included on the draft shortlist were assessed having regard to theconsiderations set out in Table 2.3 of the SSM. This stage of the processbuilt upon the information gathered and assessment undertaken at longlist stage. The focus at this stage was on more detailed localconsiderations.

    1.1.10 The eight sites in Southwark included on the draft shortlist and assessedat this stage were:

    S08SK: Open Space to front of Tate Modern

    S40SK: Potters Fields Park, Tooley Street

    S41SK: Cleared site, Tooley Street/Potters Fields

    S45SK: Derelict Site, Chambers Wharf, Chambers Street

    S54SK: Kings Stairs Gardens, Jamaica Road

    S71SK: Open Space (Durands Wharf), Rotherhithe Street

    S72SK: Surrey Docks City Farm, Rotherhithe Street

    S74SK: South Dock Marina Boat Yard, Calypso Way.

    1.1.11 Meetings were held with affected London boroughs (including LondonBorough of Southwark) and pan-London stakeholders, such as EnglishHeritage and the Environment Agency, to verify that no specific sites orgeneral site location factors were overlooked in the assessment of thedraft shortlisted sites and to seek confirmation that the most appropriatesites had been identified for inclusion on the shortlist.

    1.1.12 The results of the assessment of the draft shortlist of sites in Southwarkare summarised in Appendix 2.

    1.1.13 In summary, the outcome of the assessment of the draft shortlist was toretain the following three sites on the shortlist for more detailedassessment as potential main tunnel reception/intermediate shaft sites:

    S54SK: Kings Stairs Gardens, Jamaica Road

    S71SK: Open Space (Durands Wharf), Rotherhithe Street. S74SK: South Dock Marina Boat Yard, Calypso Way.

    1.1.14 The assessment of the draft shortlist concluded, at this point, that KingsStairs Gardens was less suitable for use as a main tunnel drive shaft siteand should not be taken forward for further consideration. This conclusionwas revisited when additional engineering considerations becameapparent and were taken into consideration, as described below.

    Inclusion of Kings Stairs Gardens and King EdwardMemorial Park as shortlisted main tunnel shaft sites

    1.1.15 In the area where the geology in the tunnelling horizon changes fromThanet Sands to Chalk downstream of Tower Bridge, a change in the typeof tunnel boring machine is highly desirable. This is explained further inthe Background Technical Paper(available on the consultation website).As a result, a possible need for a main tunnel drive site in the areadownstream of Tower Bridge was identified.

    1.1.16 The shortlist included only one potential main drive shaft site in therelevant area (Shadwell Basin site S020T, in the London Borough ofTower Hamlets). There were a number of engineering factors identified

    that make the Shadwell Basin site (S020T) difficult to use and potentiallyundesirable. It was therefore considered necessary to identify additionallocations for main drive shaft sites in the Tower Bridge area to mitigate therisk of the Shadwell Basin site (S020T) not being suitable. As a result,two sites, S54SK: Kings Stairs Gardens and S021T: King EdwardMemorial Park (London Borough of Tower Hamlets), were additionallytaken forward for assessment as main tunnel drive sites (on the basis thatthese represented the sites on the draft shortlist large enough for a maintunnel drive shaft site).

    1.1.17 For the reasons outlined below, following further application of the siteselection process in combination with further engineering design, it was

    ultimately concluded that none of the three sites (Shadwell Basin, KingEdward Memorial Park or Kings Stairs Gardens) should be selected asmain tunnel drive sites.

    Assessment of shortlisted sites

    1.1.18 The sites included on the shortlist downstream of the Tower Bridge areawere:

    1.1.20 The sites included further downstream on the east side of the RotherhithePeninsula were:

    Main tunnel drive, reception or intermediate shaft sites:

    S01LM: Convoys Wharf (London Borough of Lewisham)

    S02LM: Pepys Park (London Borough of Lewisham).

    Reception or intermediate shaft sites only:

    S71SK: Open Space (Durands Wharf), Rotherhithe Street (LondonBorough of Southwark)

    S74SK: South Dock Marina Boat Yard, Calypso Way (LondonBorough of Southwark)

    S070T: Slipway adjacent to Old Bellgate Place, Westferry Road(London Borough of Tower Hamlets).

    1.1.21 A site suitability report (SSR) was prepared for each shortlisted sitecontaining an assessment of each site having regard to engineering,planning, environment, property and community considerations. Siteswere assessed by each discipline as suitable, less suitable or not suitable.

    1.1.22 Details of the locations of these sites and the recommendations made in

    the site suitability reports are provided in Appendix 3. Theserecommendations were taken into account when assessing each siteagainst engineering requirements in order to create the preferred list ofsites, as described below.

    1.1.23 Copies of the SSRs for Kings Stairs and Convoys Wharf are attached asrequested. Appendix 3 records the recommendations of the SSRs for theother sites listed above. An SSR was not prepared for Chambers Wharfas it was eliminated at the draft shortlist stage.

    1.1.24 A request has been made for the environmental impact assessmentundertaken for Kings Stairs Gardens. The Site Suitability Reportreports

    the assessment undertaken by each environmental discipline for KingsStairs Gardens. A full, statutory environmental impact assessment will beundertaken once the route and sites have been selected and will besubmitted with the application for planning permission.

    Creation of the preferred list of shaft sites

    1.1.25 Consideration of sites up until shortlist stage principally focussed on eachsite as an individual site in isolation from the assessment of tunnel driveand alignment options. However, due to the nature of the scheme, it isnecessary to select a package of sites, paying attention to how they will

    work in combination and in relation to the options for main tunnelalignment (ie, the three identified potential routes) and CSO connections.

    1.1.26 The Project Overview Report(available on the consultation website)describes the process of identifying preferred sites, taking into accountengineering requirements. The main points are summarised below.

    1.1.27 The engineering team took into consideration possible drive strategies toconstruct the tunnel, paying particular attention to changes in groundconditions and the requirement for different types of tunnelling machines,construction risks and timescales.

    1.1.28 The tunnel routes and available shortlisted sites were divided into zonesand multidisciplinary workshops held to identify the most suitableshortlisted site within each zone.

    1.1.29 The conclusions reached in the site suitability reports, as described aboveand in Appendix 3, were taken into account and as a consequence, thefollowing sites were selected as the most suitable sites for their respectivezones:

    Main drive shaft site or reception/intermediate shaft site for Zone 6 Shad area: S54SK Kings Stairs Gardens.

    Main drive shaft site or reception/intermediate shaft site for Zone 7 Limehouse area: S021T King Edward Memorial Park.

    Main drive shaft site or reception/intermediate shaft site for Zone 8 Deptford area: S01LM Convoys Wharf.

    1.1.30 Sequential comparisons were made of how best to use the potential sitesin Zones 6, 7 and 8 to facilitate construction of the eastern end of thetunnel. These comparisons for the Abbey Mills route are summarised

    below. Further explanation is provided in the Project Overview Reportforall three routes.

    Comparison 1

    1.1.31 A choice had to be made between using a longer route through ConvoysWharf, via Kings Stairs Gardens, or a shorter route past King EdwardMemorial Park. If using Convoys Wharf, the Kings Stairs Gardens sitewould still be needed as a main tunnel reception shaft site and connectiontunnel drive shaft site for the tunnel connecting the Druid Street andconnection tunnel to King Edward Memorial Park CSO interception. Onbalance, it was decided that the shorter route avoiding Convoys Wharfand using Kings Stairs Gardens or King Edward Memorial Park waspreferred. Important considerations in reaching this conclusion were asfollows:

    a. The longer route through Convoys Wharf uses one more tunnel boringmachine and has 3km more main tunnel length, which adds significantextra cost, together with additional construction, health and safetyissues associated with tunnelling (these concerns are partially offsetby reduced lengths of connection tunnel).

    b. Use of Convoys Wharf would require a larger site if used as double

    drive site to Abbey Mills and Kings Stairs, with additional acquisitioncost and risks associated with third-party property interfaces.

    c. The longer route through Convoys Wharf would mean using AbbeyMills as a reception shaft site. This is not considered the mostefficient use of a Thames Water owned site.

    d. Heritage concerns associated with use of Convoys Wharf.

    1.1.32 It was acknowledged that the longer route using Convoys Wharf as a maintunnel drive shaft site would lead to less conflict with planning policy and areduced impact on nearby communities.

    Comparison 2

    1.1.33 A choice therefore had to be made between the use of S54SK KingsStairs Gardens or S021T King Edward Memorial Park as a main shaft sitefor the shorter route directly to Abbey Mills. The following factors weretaken into account and resulted in Kings Stairs Gardens being identifiedas the preferred site:

    a. Use of King Edward Memorial Park would extend the length of themain tunnel drive and increase the challenges associated withtunnelling in chalk.

    b. In planning terms, the distinction between the two sites is made on theavailability of alternative public open space. King Edward MemorialPark is within a defined public open space deficiency area andlocating suitable replacement facilities would be difficult, if notimpossible. Southwark Park is considered a useable alternative toKings Stairs Gardens.

    c. While use of King Edward Memorial Park would avoid the creation of

    a separate CSO drop shaft, cost and programme issues associatedwith the longer drive outweigh this potential benefit.

    d. King Edward Memorial Park is within a conservation area. There areno conservation areas affected by use of Kings Stairs Gardens.There would be less opportunity to mitigate townscape impacts atKing Edward Memorial Park.

    e. In environmental terms, both sites have potential to give rise to noisedisturbance and air quality impacts and would require extensivemitigation measures.

    f. For both sites, use of special parliamentary procedures may beneeded to secure their use.

    1.1.34 On balance, Kings Stairs Gardens was considered more acceptable foruse as a main shaft site. It is, however, recognised that mitigation wouldbe needed to reduce the impact of construction to an acceptable level.

    Comparison 3

    1.1.35 Having identified Kings Stairs Gardens as the preferred main shaft site, achoice then had to be made between driving from Abbey Mills PumpingStation to Kings Stairs Gardens, or vice versa.

    1.1.36 A main tunnel drive shaft site gives rise to greater impacts than a maintunnel reception shaft site and, on balance, it was considered that Abbey

    Mills Pumping Station was a more appropriate main tunnel drive shaft sitefor the following reasons:

    a. Abbey Mills is owned by Thames Water.

    b. Use of Abbey Mills minimises the impact on public open space and

    residential amenity.c. Abbey Mills is relatively unconstrained, although it is identified as a

    conservation area.

    d. Noise and air quality impacts associated with a main drive shaft sitecan be more easily mitigated at Abbey Mills.

    e. After-use structures associated with a main drive shaft site would haveless effect at Abbey Mills.

    1.1.37 Therefore, Kings Stairs Gardens was recommended for use as a mainreception shaft site, while allowing for its use as a connection tunnel drive

    site, as explained below.1.1.38 Although not included in the initial assessment, subsequent design

    development also highlighted potential difficulties with connecting the foursouth-eastern CSO flows (from Druid Street through to Greenwich) andthe north-eastern CSOs (at King Edward Memorial Park and Butcher Row)into a single shaft. This has reinforced a preference for two shafts, oneideally on the south of the river, to connect the south-eastern CSOs intothe main tunnel and a separate shaft on the north of the river to connect tothe north-eastern CSOs.

    1.2 Summary and the way forward1.2.1 This note sets out the site selection process to date as it relates to Kings

    Stairs Gardens and seeks to explain why it has been identified as apreferred site for Phase One Consultation, while recognising that there arecommunity concerns about loss of public space and environmentalimpacts that need to be mitigated.

    1.2.2 If this site is confirmed in due course as the selected site, it would withthe rest of the scheme be the subject of a statutory environmentalimpact assessment that would identify all environmental concerns,necessary mitigation and conclude on the extent of environmental impacts

    after mitigation measures have been taken into account. Thedecision-maker for the scheme would, when deciding whether or not togrant planning permission (development consent), have full regard to theconclusions of the environmental impact assessment.

    1.2.3 As mentioned above, we are currently at our first phase of consultationand we will listen very carefully to all comments made and take them intoconsideration.

    1.2.4 If new information emerges that requires us to revisit our assessment ofKings Stairs Gardens and/or any other sites, we will do this (andundertake a targeted repeat of the site selection process as necessary).

    1.2.5 We will work very closely with the local borough, local residents and otherinterested groups to minimise both the construction and permanent impactof the works.

    1.2.6 Further consultation will allow stakeholders, including the public, tocomment on any amendments we have made to the scheme in responseto Phase One Consultation.

    1.1 Draft shortlist sites

    1.1.1 The eight sites in Southwark that were included on the draft shortlist are

    described below and can be seen on the map included as Figure 1.These sites were assessed having regard to the considerations identifiedin Table 2.3 of the SSM. A summary is provided below of the reasonswhy sites were either eliminated at this stage or progressed through to thenext stage of the process (final shortlist). This summary sets out theconsiderations which had most bearing on the decision to select oreliminate sites. The conclusions of all disciplines were however taken intoaccount.

    1.1.2 Meetings were held with affected London boroughs (including LondonBorough of Southwark) and pan-London stakeholders such as English

    Heritage and the Environment Agency to enable these bodies to verifythat no specific sites or general site location factors were overlooked inthe assessment of the draft shortlisted sites and to seek confirmation thatthe most appropriate sites had been identified for inclusion on theshortlist.

    S08SK: Open Space to front of Tate Modern

    Eliminated: Planning, environment and community constraints.

    1.1.3 Planning/Environment: Due to the cumulative impacts on unitarydevelopment plan (UDP) policy areas, including a strategic cultural area,

    open space and an archaeological priority area, and on the basis of theinformation currently available, the site was not recommended to be takenforward to the next stage of the selection process.

    1.1.4 Community: Due to potential impacts on community cohesion, the localeconomy, health and wellbeing and equalities considerations, the siteseems to have severe disadvantages from a community impactsperspective. In particular, the presence of national tourist attractions (TateModern and Globe Theatre) next to the site and the likely loss of openspace through use of the site were of concern.

    S40SK: Potters Fields Park, Tooley StreetEliminated: Planning, environment and community constraints.

    1.1.5 Planning/Environment: S40SK was considered as part of a split main sitein conjunction with S41SK. In the case of both sites, there are a numberof constraints to the use of the sites. Due to the cumulative impacts onUDP policy areas, including Metropolitan Open Land, the Thames PolicyArea, a strategic cultural area, open space and an archaeological priorityarea, as well as proximity to residential receptors, and on the basis of theinformation available, the site was not recommended to be taken forwardto the next stage of the selection process.

In particular, thelikely loss of open space through use of the site, disruption to views andeffect on the Thames Path was of concern.

    S41SK: Cleared site, Tooley Street/Potters Fields

    Eliminated (on basis of consultation with London Borough of Southwarkand other pan-London stakeholders).

    1.1.7 The multidisciplinary assessment undertaken by the project teamconsidered this site suitable for progression to the shortlist. However, theLondon Borough of Southwark and other pan-London stakeholders raisedconcerns similar to those expressed for S40SK. The PLA additionallyraised significant concerns over use of river transport at this location.

    S45SK: Derelict Site, Chambers Wharf, Chambers Street

    Eliminated (on basis of consultation with London Borough of Southwarkand other pan-London stakeholders).

    1.1.8 The overall conclusion reached, on balance, by the multidisciplinary teamafter having regard to other relevant material considerations, availableinformation sources, assessments and professional judgements was toretain the site on the shortlist, but to monitor the progress of thedevelopment plans for the site. The property team had, however,recommended not to proceed with this site.

    1.1.9 It was, however, noted that demolition had commenced on site,suggesting that it would not in fact be available. Following verification ofthe latest position with London Borough of Southwark, this site waseliminated on the basis that the proposed residential development waslikely to proceed (as at August 2009).

    S54SK: Kings Stairs Gardens, Jamaica Road

    Proceeded to shortlist for consideration as shaft reception/intermediatesite (but eliminated as main drive shaft site due to planning/environmentand community concerns).

    1.1.10 The overall conclusion reached by the multidisciplinary team, based onavailable information sources, assessments and professional judgements,was to retain the site on the shortlist for consideration as a shaftreception/intermediate site, subject to mitigation of construction impactsand sensitive siting of plant and operations to minimise impact onresidential occupiers.

    1.1.11 It was, however, recommended that it be eliminated at this stage as amain shaft drive site on the basis of the planning/environment andcommunity teams concerns about the greater area of land required.

    1.1.12 Planning: Use of the site as a main drive shaft site would impact uponapproximately two-thirds of the proposed site. Given the sites current use

    and proximity of residential occupiers, use of the site as a main drive shaftsite is unlikely to be acceptable.

    1.1.13 Community: Due to potential impacts on community cohesion, health andwellbeing and equalities considerations, the disadvantages of this siteoutweigh the advantages. In particular, potential for loss of the openspace and playground on the site is of concern. This site is less suitablefrom a community impact perspective for a main drive shaft site.

    S71SK: Open Space (Durands Wharf), Rotherhithe Street

    Proceeded to shortlist for consideration as shaft reception/intermediatesite, eliminated as split main drive shaft site due to engineering,planning/environment and community concerns.

    1.1.14 The overall conclusion reached, based on available information sources,assessments and professional judgements, was to retain the site on the

    shortlist, subject to mitigation and concerns noted by the community team(the need to mitigate impact on residential properties and nearby athleticstrack).

    1.1.15 The site was eliminated as a split main shaft site (with S72SK) due toengineering, planning/environment and community concerns.

    1.1.16 Engineering: Separation between sites (ie, using two separate sites as acombined main drive shaft site) unacceptable.

    1.1.17 Planning/Environment: In isolation, S71SK may be acceptable for use asa shaft site with appropriate mitigation, but is not considered suitable incombination with S72SK due to the cumulative impact on planning and

    environment considerations.

    1.1.18 Community: The loss of green space on site S71SK, combined with theloss of a farm, caf and park facility on S72SK, is not consideredacceptable from a community perspective.

    S72SK: Surrey Docks City Farm, Rotherhithe Street

    Eliminated: Planning/environment and community concerns.

    1.1.19 Planning/Environment: Due to the individual and cumulative impacts onUDP policy areas including borough open land, an area of importance for

    nature conservation, the Thames Policy Area and an archaeologicalpriority area, and on the basis of the information currently available, thesite was not recommended to be taken forward to the next stage of theselection process.

    1.1.20 Community: Loss of the farm, park and caf was not consideredacceptable in community terms.

    S74SK: South Dock Marina Boat Yard, Calypso Way

    Proceeded to shortlist for consideration as shaft reception/intermediatesite.
