Al die leerders was nog nie gister aanwesig nie maar die graad 12-leerders kon darem met hul voorbereidingseksamens aangaan. “Sommige ouers het gister vroegoggend nog buite die hek gestaan, maar het verdaag toe ek hulle toegespreek het,” volgens Thorne. Hy het bygevoeg Cynthia Macuba, ’n onderwys-ontwikkelingsbeampte, asook Si- pho Miggels, ’n amptenaar van die menslike hulpbronnedepartement, albei van die Uitenhage-distrikskantoor van die OKOD, het Dinsdagaand ’n ouervergadering gehou sodat die skool gister kon heropen. “Ek verstaan nie waarom die ouers nog ongelukkig is nie, want ons het reeds op 4 September toestemming gekry om die vaka- tures van twee departementshoofposisies as OKOD-poste te adverteer. ON August 4 Kouga Express, the biggest localnewspaper in the Kouga region, celebrated 10years of serving the Kouga and Koukammacommunities.

Since the first edition was published on Au-gust 4, 2004, the newspaper has held steadfastin good and difficult economic times, keepingto the promise made in the first edition of be-ing an exclusive newspaper for the residentsof the area and providing a service to allspheres of life - from the housewife to the busi-nessman and the sport lover, without forget-ting the school or the church.

As the face of the community changed overthe 10 years, so has the Kouga Express keptfulfilling this promise to readers and adver-tisers and to this day remains the local me-dium of choice.

With a distribution of 20 000 copies, offeringadvertisers the opportunity to reach 20 000homes and bringing news that matters to over100 000 readers, this is the biggest distribu-tion of any weekly newspaper in the Kouga.

AHAPPYwhale, freed fromentanglement, is oneof thisweek’s success stories of the South African Whale Dis-entanglement Network (SAWDN).

Craig Lambinon, spokesperson, said SAWDN was de-ployedonMondayat 14:12 to respond toanareaapproxi-mately 18 nautical miles off-shore from St Francis Bay.This was after reports were received of a 10 meter longjuvenileHumpbackwhale, entangled inropeandbuoys.

The NSRI St Francis Bay sea rescue craft, Spirit ofSt Francis II, responded carrying volunteer membersof SAWDN.

“On arrival the whale was found to be entangled inthree loops of rope around its caudal peduncle (the nar-row part) at the tail and held buoyant by a flotationbuoy,while appearing to be anchored to traps at the endof the line on the ocean floor.

“One cut, using the specialised whale disentangle-

ment equipment through two of the ropes, immediatelyset the whale free of all of the rope and the whale swamoff appearing to be healthy and diving confidently. Weare confident that this operation has been successfuland that the whale would survive,” said Lambinon.

Telkom Maritime Radio Services assisted with radiocommunications. The operation was completed by18:00.

The South African Whale Disentanglement Networkis a volunteer network founded in 2006. It is made upof volunteers from the department of environmental af-fairs for oceans and coasts, the NSRI, the Dolphin Ac-tion and Protection Group, SA National Parks, the SAPolice Services, Telkom Maritime Radio Services, re-search organisations, the Natal Sharks Board, TableMountain National Parks, West Coast Wildlife rescueandahostofvariousmarineandenvironmentalgroups.

THE JBay Underwater Club, a sub-sectionof the JBay Ski-boat club, together withAfrican Waters Scuba, are gearing up tohost their second annual JBay Dive Festi-val from October 3 to 5 at the JBay Ski BoatClub.

According to festival organiser, NellieViviers, the aim of the festival is to ensurea fun-filled weekend with awesome divesand to enjoy the ocean and Jeffreys Bayas a break-away destination.

“We unite as a diving community andenjoy a weekend filled with back-to-backdiving. The festival will kick off with a so-cial evening filled to the brim with musicand laughter.”

The festival will boast great dives, oceansafaris, food and drink, a dance, a presen-tation about slugs by the SeaKeys Commu-nity, a sea slug shoot-out competition anda photo competition.

The neighbourhood watch lead the clean-up operation.Joan Marais of Aston Bay requested peo-

ple who put out plastic and bottles for recy-cling, to put these items in a separate bag,preferably transparent.“This would stop people from opening

Dental billing - prepare an account for payment or for submission to medical aid.Responsible for stock control and administrative task in preparing work to be sent to atechnician. Assist dentist in management of medical and dental emergencies and/ or specialprocedures. Be willing to work according to the needs of the company, may include dutyrotation.

Have a grade 12 qualification.Registration at the HPCSA (Health Professions Council of South Africa) as a Dental Assistantor willing to follow a two year recognised distance learning certificate course. Computerliteracy e.g. Word Processing Software Skills. Dental assistance work experience will berecommended

As the current editor of the Kouga Express,I get immense satisfaction when I walk intoa coffee shop or business on a Thursday andsee people poring over the pages of the pa-per, discussing the latest stories or talkingabout a front page storyorphotograph.Thatlevel of interest in local news is what makeswhat we do day in and day out so rewarding.

My highlights are many, but those thatstand out still are the many times that I realisethrough my work that there are good peoplein this world and the community we live in:good people who truly give without wantingto receive in return or make the headlines.

Despite the (too) many stories of crimeand corruption making the headlines inmost of the news media, it is good to knowthat there are still good people in thisworld who believe that no matter how

small, they canmake a differencein this world -people who givehope to the hopelessand help to thehelpless.

While people stillwant to read aboutthese people, therewill always be aKouga Express inour postboxes on aThursday.

THE idea of a community newspaper for the Kouga areawas first bounced around, probably toward the end of2002.

Media24 as a group in theEasternCapehad a solid plat-form of community weekly papers like the UD News, inthose days taken care of by the never forgotten (late)Brian Halgreen and the PE Express who was edited byCoetzee Gouws. Both titles had a loyal following and ad-vertisers were extremely happy withthe results they were achieving withcampaigns in these publications. Theywere essentially the voice of the com-munity and closely connected to themarkets that they served, readers andadvertisers alike.I recall, it had first taken a great deal

of concept selling and immense con-vincing of our boss from Cape TownAbraham van Zyl (with amazing sup-port) of our direct chief-in-chargeDr Jo-hannBotha and colleaguesAndréOlivi-er and Gerjo Hoffmann to get “head of-fice” to allow us to increase the printorder of the PE Express from 76 500 to90 000… so much so that I had to securethe advertising revenues to cover costsfor the 12 months ahead. This ended upbeing a wonderful success story whichto this dayhas positioned thePEExpressas market leader….But then came the double whammy…I had to convince everybody that starting a new publi-

cation in unchartered waters for Jeffreys Bay and thesurrounding areas would be a good idea. At the timethere was a well-established local sold weekly publica-tion and it would take a huge effort to break into themar-ket, not to mention costs and commitment.

Cutting to the chase, we eventually got the green lightfor the project aftermonths of budgeting, forecasting andspeculating. The decision was made that if we wanteda “local” feel to the newspaper then we had to try andfind locals to run it and take care of the new kid on theblock. I recall at the time, that the community welcomedthe publication with open arms, as we focused greatlyon the schools, municipal issues, what’s up diaries andthe likes.

The greatest memory I have of howwe entrenched ourselves in the area isof the editor Hannelie calling me fromtime to time and talking about oom dieand tannie daai and the stories thatthey were bringing to the table. I knewthen that we had created a voice anda platform for the community thatwould be embraced.Advertisers on the other hand, were

sceptical at first, not realising at thetime that if Media 24 makes a commit-ment, it is with the long term goals inmind. It took a great deal of hard workand knocking on doors week afterweek to get the support we required toget the paper to pay for itself.Fortunately, after months of count-

ing each and every booked centimetreof advertising space,we turned the cor-ner and the paper established itself as

a keeper in the area.To this day, I have the fondest memories of the long

hours and scratching of heads … but I am extremelyproud to have been a part of the birth and nurturing ofa great product.Congratulations on your 10th birthday, may you con-

tinue to be the pillar in the community that you havepositioned yourself as, for many years to come.

FASTEST-GROWING POPULATIONCensus information reveals that the popula-tion of the area increased from 71 389 resi-dents in 2001 to 98 588 in 2011. This growthrate of 3.2% per year is the highest in theprovince. TheEasternCape itself hadapopu-lation growth rate of only 0.4% during thissame period.

MORE HOUSEHOLDSWhen a region’s population grows, thenumber of households also increases. InKouga the number of households increased

from 19 427 to 29 447 between 2001 and 2011.

BIGGER SERVICE DEMANDKouga Municipality has had to increase itsservice-delivery capacity significantly since2000 to keep pacewith the tremendous growthrate of the area. THE past decade has brought a lot of changeto the Kouga – both good and bad.

Wehave seenhowJeffreysBayhas becomethe financial capital of the Kouga, with thebuilding of the Fountains Mall and thegrowth of the tourism industry.

Gone are the dayswhen therewere definedtourism periods, like Christmas and Easterholidays.

There are tourists all year round nowa-days andone just has to take a drive intoPep-per Street at Supertubes, to see how all thehouses there have been converted into ac-commodation establishments to cater for thedemand from foreign as well as local visi-tors.

While Humansdorp has suffered with theeconomic shift to Jeffreys Bay, there areplans in the pipeline for property develop-ments that will have a positive impact for theresidents of Kouga’s biggest inland town.

St Francis Bay is still a firm favourite forSouth African holidaymakers and eventhough there has been a lot of growth in andaround the canals, St Francis has still main-tained its small village vibe and appeal.

The farming industry is very resiliant inthe Gamtoos and together with tourism stillforms the economic backbone of the Kouga.

There have been negatives as well over thepast ten years, and none more apparent thanthe declining infrastructure in the Kouga.

Sewage spills have become more regularand burst water pipes are the norm in somesuburbs.

The potholes in our roads are getting big-ger and bigger and even entire bridges havebeen washed away – such as the Sand RiverBridge that connects St Francis Bay to theoutside world.

Kouga has been unable toavoid the decline in basic ser-vice delivery that has affectedmuch of the Eastern Cape andnot a single RDP house haseven been built in the past 10years.

However, the propertymarket has weathered thestorm and places like theLinks in St Francis Bay andMarina Martinique in JBayare sought after by investorsas well as locals wanting tolive a great lifestyle.

Yet, it is the growth in thetourism industry over thepast decade that has had amajor impact on the Kouga.

“Tourism is the key forsustainable economic growth

for Jeffreys Bay and the Kouga,” says DAcouncillor Brenton Williams.

“Bringing more tourists to town willcreate more jobs and more opportunitiesfor local business and that is what wemust ensure happens over the next tenyears as well.”

We have a natural asset in Supertubes,which is one of the finest waves in the worldand surfers have been travelling to JBaysince the 1960’s to surf our waves.”

Capitalising on this natural asset has seenthe launch of the JBay Winterfest - whichbrings in tens of thousands of people to town,as well as ensuring worldwide media expo-sure for Jeffreys Bay.

Beingon thedoorstepof theBaviaanskloof,a world heritage site is also starting to paydividends from a tourism perspective.

The annual Trans Baviaans MountainBike Race, which begins in Willowmore andends 230 km later in Jeffreys Bay, bringsthousands of people into town as well.

What will the next ten years hold for theKouga?

The construction ofwind farmswill ensurejob creation in the short term, while localswaitwith bated breath to see if the controver-sial Thyspunt Nuclear Power Station will begiven the green light.

Should Thyspunt go ahead, it can be takenas a given that a R 200 billion developmenthas the potential to change theKouga forever– both positively and negatively.

One thing is for sure, however. In 10 years’time, the waves will still be breaking on ourgolden beaches, the shells will still be wash-ing up upon our shores and we will still becelebrating the arrival of the whales and dol-phins in our Bay!

DieFAIS-wet is in plek gesit om dit te veranderen, deur ’n platform te skep wat kliënte kangebruik om makelaars aanspreeklik te houvir swakadvies,word die finansiële industrievandag baie strenger gereguleer.

Die FAIS-wet plaas spesifiek klem op diemakelaar se plig om die kliënt se finansiëlebehoeftes eerste te stel en alle inligting aan-gaande die produk en implikasies van die

kliënt se keuse aan hom of haar te openbaar.Daarword ook druk opmakelaars geplaas omgereelde eksamens af te lê, sekere kwalifika-sies te verwerf en te voldoen aan die strengriglynewat deur die Raad op Finansiële Dien-ste daargestel word.

Dié regulering het ook veroorsaak dat diehele industrie besig is om weg van ’nprodukverkopeomgewing te beweeg na ’nadviesomgewing waar behoeftes deur pro-dukte gerugsteun word. ’n Makelaar is dusnie meer veronderstel om ’n polissmous of-verkoopsman tewees nie,maar eerder ’n fin-ansiële adviseur. Die industrie is besig ombaie vinnig in ’n professionele rigting ge-lykstaande aan prokureurs, rekenmeestersen ouditeure te beweeg. Sien dus jou afspraakmet jou finansiële adviseur as ’n geleentheidom jou finansiële behoeftes te analiseer. Sienjou adviseur as iemandwat jou help om enigetekortkominge of leemtes te identifiseer enwat jou kan help om oplossings op ’n eerlikemanier te vind.
