Taking the first steps on the path of 2015, I certainly wonder what this year will be made of. For my colleagues of the International Executive Board and I, with the help of the staff at the IAC, the IPA route will be busy and challenging, as we intend to present the second part of the project IPA Tomorrow to the delegates during the World Congress in Cyprus in October 2015. But apart from the workload, I wish to meet with as many people as possible; to witness and experience the positive, creative and constructive attitude that the IPA should carry all over the world, hoping that our actions and especially the Friendship we promote as the essential value of our association will break walls and barriers, in order to offer the world a promising sunbeam of peace and unity. Now that the new year is starting, I feel the need to communicate with all IPA members and convey to you and your families the very best wishes from both myself and the staff of the IAC for the New Year 2015. We live in a time where idealistic organisations struggle for their existence. It is almost unbelievable that the IPA has been able to reach a membership of nearly 420.000 in 66 national sections. This indicates the strength of the ideals we stand for. The highlight of the past year was of course the IEC conference in Potsdam, Germany. I am convinced that everyone who participated will agree with me that it was a very good and successful conference. I thank you all for your confidence in us. I hope that the New Year will bring peace and prosperity to all, especially to my good friends in Mauritius, Sri Lanka and the African sections. We have the ICC poem competition running at present, with the results being announced at the World Congress in Cyprus. I am looking forward to joining with Section Ireland for their 60th Anniversary in Athlone and taking part in other IPA events, to see old friends and meet with new ones to fully immerse myself in the true spirit of our Association. IPA Greece celebrates Arthur Troop Centenary in Kalavryta

IPA Greece held its 10th Friendly Meeting of local regions from 28-30 November 2014 in the martyr city of Kalavryta.

The meeting, which was attended by representatives from 36 regions as well as the national sections of Serbia, Romania and Australia, was held in the “Kallimanopouleio Institution” in Kalavryta – this location was kindly provided by the Bishop of Kalavryta, Mr. Ambrosios.

The event was dedicated to the 100th birthday of the founder of the IPA, Arthur Troop, as well as to

commemorate the Massacre of Kalavryta 71 years ago and was integrated into the events of the municipality of Kalavryta, who together with the Prefecture of Peloponnese were co-organisers of the event.

During its visit, the National Board of IPA Section Greece was warmly welcomed by the mayor of Kalavryta, Mr. George Lazouras.

During the event, a very interesting documentary including witnesses of those black moments of history was shown. The keynote speaker of the event was the mayor of Kalavryta, who moved the audience with his account of the historical details.

Spyridon Fotoglou, Secretary General of IPA Greece and President of the Achaia region, held a talk about the personality and life of the founder of the IPA, Arthur Troop, and shared a series of historical photographs and details of the work of this pacifist English policeman.

During the event Konstantinos Patentas and Andreas Kappos were awarded with Certificates of Merit from the IEB, in recognition of their professionalism, altruism and high sense of duty by saving the life of a 17 month old infant who was in danger of choking.

Participants and guests left Kalavryta with a wealth of memories and looking forward to the Greek National Conference, which will take place in Halkidiki in the spring of 2015.

IPA South Africa Diaz Branch organises Khoi-Khoi Route March

On 12 November 2014 IPA Diaz Branch, Mossel Bay (Garden Route Region) had their annual Khoi-Khoi Route March which consisted of a 20km Endurance Walk and a 5km Fun Walk.

This year they had, for the first time, a participant with impaired vision taking part in the Endurance Walk. He is Eldrich Wannenburg of IPA West Coast Region and was assisted by his team mates on this very strenuous route along the Mossel Bay coastline. Photo herewith. More regions and members are encouraged to take part in the annual IPA Diaz Khoi- Khoi Endurance Walk along this very scenic route on the South African coastline. This year we had 146 participants, 14 teams that entered the event.

A visit to IPA Malta by Carsten Hartmann, Germany

News from IPA Malta Dear Friends,

Already a year has passed since my election as President of IPA Malta. During these months, I met a lot of people from around the world who came to visit our island for their holidays. I can say that so far, it has been a fantastic experience with you all, especially in September when we met in Potsdam. The visit of the International President to Malta for our 50th Anniversary was also an event I will never forget. Members are still talking about it and on a personal note, everyone is still amazed about the nice, down-to-earth, welcoming and informed personality of the International President. I learnt a lot from him during his visit here.

At IPA Malta, we also were busy implementing many changes. The biggest one is the change to the new membership card for all members. Changing all data from one format to another takes a lot of time. We also took the opportunity to update all records we had.

We have also teamed up with a leading travel agency in order to offer a better service to IPA members. Those who wish to visit our island can contact us with the dates they wish to travel, and we take care of everything. We believe that by offering such a service, we can better promote IPA and the benefits offerend to members. We have also updated our website with several tours and accommodation we can offer to visitors at favourable prices.

On 16th November, we organised an Extraordinary National Council Meeting, where the main motion was to change the National Statute. We have been working on this for 5 months and now have a new Statute which will enable us to work better and in a more accountable way. We are all volunteers, but we cannot hide behind this. We have to give our services and assistance to everyone in the same way when we are asked to do this, not when we feel like it. By being professional, we gain the respect of everyone and ultimately, IPA will benefit.

A new badge was also produced. The eight-pointed cross (Knights of Malta) is now integrated into our flag, with the white and red colours including the George Cross which was given to our islands in 1942 by King George during the 2nd World war and features the words “For Gallantry”.

Between 23-27 April 2015, we are organising the 2nd International Pistol Shooting Competition. As we are a small country, whilst also being an island, it is important for us to organise such international events where we

give the opportunity to our members to meet others. Meeting people with different backgrounds opens a broader vision of what a person thinks about something. We have also included an interesting programme in a 4-night stay. In addition, a visit to our sister island of Gozo is included. We invite you to attend as we are sure you will enjoy experiencing the Maltese way of doing things. You can find all relative details on our website.

We have more plans for the future to increase our membership. In 10 months, we already achieved great results, as membership increased by 76%. We wish to invite other sections, who are interested in projects in partnership with us. Feel free and propose your ideas to us. We can also apply for EU funding together. With such projects, our members may benefit both personally and professionally.

Elections in IPA Slovenia

IPA Slovenia held its 8th National Congress on 25 October 2014 in Portorož. The national board as well as all delegates were honoured to host guests from Italy, Austria, Hungary, Croatia, Serbia, Bosnia and Herzegovina, the Czech Republic, Slovakia and Poland, as well as a member of the International Executive Board, Mr. Wolfgang Gabrutsch, Assistant International Treasurer. Representatives of the state police

and the city of Piran emphasised the importance and value of the IPA motto "Servo per Amikeco" in their welcoming speeches.

Wolfgang Gabrutsch conveyed greetings from the International President Pierre-Martin Moulin and the entire IEB in his opening speech.

The delegates of the 8th national congress of IPA Section Slovenia elected and re-elected a new national board and prepared the way for the next three years.

The election results in detail:

Stanislav Ficko was re-elected as President;

Mihael Burilov was re-elected as vice President/national social commission, as well as Vinko Otovič, vice president/cultural commission;

Tomislav Habulin was newly elected as a vice president/professional commission; Ištvan Lipnik was re-elected as a Secretary General;

Alojz Hrnčič, who was re-elected as Treasurer;

Bruno Ipavec was re-elected as Minutes Secretary;

Marjan Prah-Podborški was newly elected as IEC delegate.

XIV IPA International Collectors’ Fair held in Barcelona The XIV International Collectors’ Fair, held in Barcelona on Saturday 29 November 2014, was a great success. Organised by IPA Barcelona through Ignacio Zúñiga "Nacho", the event brought together more than 40 exhibitors from 9 countries, including Andorra, Austria, Belgium, Estonia, Finland, Gambia, Hungary and Russia as well as Spain. All in all, over 140 collectors attended and were able to share their hobby of collecting police items.

The trade show was held in the hall of the North Station of Barcelona, which also incorporates a police station of the Barcelona City Police.

Starting at 8 a.m. the day proved busy with attendees being able to exchange badges, hats, pins and even uniforms with their accompanying history and anecdotes. The presence of colleagues from other countries enabled the collectors to meet new friends and trade items otherwise difficult to obtain – a very satisfying experience for all participants.

The event was also attended by IPA Barcelona President Diego Rodriguez as well as IPA Spain President Arturo Salinas who gave a speech at the end of the event, welcoming the opportunity to see such a large number of participants and encouraging holding further collectors’ fairs in the future.

The fair closed with all attendees receiving a commemorative item and enjoying a drink together.

On Saturday night, we organised a meal in a typical restaurant where all participants were able to taste our beloved Catalan cuisine.

I would like to stress once more the pleasure and satisfaction of meeting new colleagues, sharing our hobbies and allowing us to feel closer and practicing our motto of Friendship.

Last but not least I would like to thank all those who have worked together in order to make this event possible: Imma Casarramona (Manager of Sports), Josep de Blas (Secretary IPA Catalonia), Jesus Casares (Vice Treasurer IPA Spain), Joan Carles Molinero, Federico, Josep, David and Paqui.

IPA Elections in Section Israel

IPA Section Israel's elections ended at the end of the year.

The Israeli section is the only one which arranges general elections with the participation of 23,000 members. Each member received an envelope with the names of all candidates for all positions in the NEC and the branches. The election was done by mail.

The new NEC and chairmen of the branches were announced on 25/12/14 by the election committee managed by one of the well-known lawyers in Israel.

IPA Argentina: 50th Anniversary Celebrations

IPA Argentina has been busy celebrating its 50th Anniversary in 2014!

Please find below a selection of photos and a short summary of the many activities that were organised by Section Argentina.

We will forward the full report – in its original version – to all of you shortly.

Sports

Various activities were organised and tournaments held in various provinces of the country from January to May 2014:

Several bowls competitions, involving world-class players and featuring singles and doubles as well as teams of three, were held in Ricardone, Rosario as well as in the province of Córdoba.

The photo shows the presentation of the trophy to the champion Pablo Urra by the Treasurer of IPA Argentina, Carlos Leandro Aguilera, during the special Cup of the Champions in the ‘Club Pabellón Argentino’ in Rosario in April 2014.

Other sports activities included basketball and volleyball competitions in several provinces.

IPA Houses

4 cottages, each sleeping 4 to 6 people and featuring a shooting range for airguns were inaugurated in the town of Ricardone.

Concerts

To celebrate together with the community, many concerts were held in 2014 in various locations throughout the city.

To give you an impression of these events, the photos below show ‘Instrumentalia’, the chamber orchestra of IPA Argentina and the Police Club, performing on 9 May, as well as a meeting of the town’s choirs on 10 May 2014 to celebrate the 50th Anniversary of IPA Argentina.

Gatherings

As you can see from the photos, a multitude of meetings took place to celebrate the 50th Anniversary, ranging from lunch-time get-togethers to gala dinners.

The festivities ended officially on 29 November 2014 with a dinner and included speeches and dancing.

A message from our newly affiliated member

IPA FYRO Macedonia

Esteemed colleagues, members of the International Police Association,

It is a great feeling that - for several years now - the IPA spirit exists and is spreading among us, and that we are part of the IPA worldwide movement and idea, through which we express our aspirations and ideas for an uninterrupted flow of ideas, experiences and cooperation with all our colleagues from around the world. We accomplish this through friendship, thus creating permanent and unbreakable ties. Our confidence, recognition and identity is growing day by day, both on a regional and a global level, enabling us to be included in the modern work flow, experience, thinking processes and practice.

The IPA thought and movement has been present in the world since the middle of the last century, and FYRO Macedonia joined these ideals and aspirations several years ago, understanding the main goal and aim of coming together and cooperating in a friendly way. The idea had been present in our region for a long time, but started becoming a reality with a first meeting involving our colleagues from IPA Croatia.

In 2011, the Initiative Founding Board was formed, and we were supported both by our sponsor section IPA Croatia and by IPA Turkey who helped us to establish and register the IPA FYRO Macedonia association in our country, in accordance with the Statute and the principles of the International Police Association. This was followed by many activities, contacts and meetings on a local and worldwide level.

In 2011, we attended the IEC Conference in Bucharest as special guests of the President of the IPA at that time Mr. Odysseos. The reception and the established contacts were at the highest level; the feelings of equality, friendliness, real friendship and sincere communication prevailed in the members of our delegation and confirmed the basic principles and values which the International Police Association is based on. In most of the working meetings organised by our sponsor section IPA Croatia, our development, plans and goals for the forthcoming period were presented and approved. In addition, we were given specific procedures and goals that our association needed to accomplish and fulfill in the following period in order to gain full membership of the IPA family.

In accordance with these aims and tasks, Founding Assemblies to establish IPA regions on the whole territory of FYRO Macedonia were initiated and successfully held from the end of 2011 until mid-2012. 9 regions of IPA FYRO Macedonia were

established and members participated in large numbers and suggested and elected their representatives.

In May 2012, we attended the annual Assembly of IPA Croatia with the aim of exchanging experiences and to arrange the procedures for calling a Founding Assembly of IPA FYRO Macedonia. A draft agenda was set up for the forthcoming activities and organisation of the Founding Assembly; creating and coordinating the Statute and the Code of Practice of IPA FYRO Macedonia; the way of electing the working bodies and the election of the Managing Board as well as the basic bodies of the association.

The Founding Assembly of IPA FYRO Macedonia was held on 27.07.2012. Amongst the guests were Michael Odysseos, International President, Georgios Katsaropoulos, International Secretary General, as well as members of IPA Croatia, IPA Turkey, IPA Serbia and IPA Greece.

The goals, tasks and the importance of the IPA movement, the importance of IPA in our country

and perspectives for the future were presented.

The President of the Initiative Board of IPA FYRO Macedonia, Ljupcho Andonovski addressed the Assembly and expressed the idea and the goal of the gathering of that day, as well as the history and the beginning of the idea for IPA in FYRO Macedonia.

This was followed by speeches by the International President Michael Odysseos and by the International Secretary General Georgios Katsaropoulos.

The Code of Practice of the association and the Statute were adopted, and the Managing Board of the Association was elected. Following this, the International Human Rights Declaration was signed.

At the IPA World Congress in Israel in 2012, IPA FYRO Macedonia received affirmation and support for the progress and a decision was taken for starting the procedure for admission of IPA FYRO Macedonia as a fully affiliated member.

At the Conference in Denmark in 2013, it was announced that IPA FYRO Macedonia had gained the status of Section in Foundation.

Towards the end of February 2014, in Opatija, Croatia, the Permanent Executive Bureau of the IPA held a meeting where the progress of IPA FYRO Macedonia was discussed and a recommendation was made to propose full membership for IPA FYRO Macedonia.

In September 2014, our expectations came true in Potsdam, Germany, where IPA FYRO Macedonia gained the status of a fully affiliated member of the International Police Association.

From 10-12 October 2014, celebrations were organised, and delegations from IPA Croatia, Serbia, Greece, BiH, Germany and Montenegro were present.

Our membership is growing each year, and at the moment we have approximately 900 active members, who are from all cultural, religious and national communities in our country, of all ages, and equally represented in terms of gender.

We would like to emphasise our numerous activities both on a domestic and international level, the many contacts and friendships, and the friendly gatherings that

we held, created and which we maintain.

Our cooperation with IPA Germany, in terms of exchange of colleagues which has been organised twice, has become an established event. The friendly gatherings, the exchange of expert knowledge and experience are priceless.

The IPA spirit, idea and ideal are deeply rooted in our police association and we hope they will inspire a new quality of the International IPA family, headed by our motto that we greet you with.

IPA Section FYRO Macedonia

Update on the IPA Flood Appeal Dear friends,

It is my honour to say thank you to all sections, the International President and the International Social Commission for the efforts taken after the recent floods that affected Bosnia and Herzegovina.

10 Sections as well as the IP responded to our appeal, and we collected more than 12000 € in our account. All contributions are distributed among 45 IPA members in Bosnia and Herzegovina who were affected by the floods. They are using the contributions to repair their homes and to be able to return to leading normal lives.

This is a real example of how the IPA spirit works when it is needed to help our family members.

There was joy and happiness when we took your gifts to the 45 affected IPA members in Bosnia and Herzegovina.

For sure they will never forget how IPA works!

The International Professional Commission (IPC) recommends the following seminar at IBZ Gimborn, Germany from 23-27 February 2015:

“Policing Change in an expanding Europe within contracting economies”

The aim of this seminar is to examine how police services across Europe deal with political, social and economic change in a harsher financial climate. The seminar will encourage participants to bring

with them their own experiences of how their police services have had to develop new methods of policing and collaborate with other police services and partner agencies. The focus of the seminar is on social tensions and criminality caused by migration, tourists or travelling criminals. A field trip is planned as part of the seminar.

Attendance at the 40th Anniversary Celebrations

of IPA Sri Lanka On 6 November 2014 I was honoured to attend the 40th Anniversary celebrations of IPA Sri Lanka in Colombo where I was seated with and had the opportunity to have discussions with Dr. Mahinda Balasuriya, Secretary, Minister of Law and Order and himself a former president of IPA Sri Lanka and Inspector General of Police, as well as with Mr Gamini Nawaratne, Senior

Deputy Inspector General of Police and 1st Vice President of IPA Sri Lanka.

I was invited to address the 350 participants at the event and was particularly pleased to present the Secretary General of IPA Sri Lanka, Hema Dias, with a

Certificate of Merit and a crystal clock for his many years of dedicated IPA service. I was then called upon to present Dr. Mahinda Balasuriya with his IPA Long Service award.

I was delighted to meet up with ‘my’ Arthur Troop scholars, Sunethra Senevirathne, Assistant Secretary General, Anusha Kumari, NEC member and Fred Wootler, local station commander.

Following an excellent Friendship Week tour, I took part in the formal dinner dance organised by the President of the Senior Retired Officers, Hema Dias, on 14 November and took the opportunity to speak with the current IPA Sri Lanka President and Inspector General of Police, Mr NK Illangakoon.

I was then surprised to be asked to lead the first dance of the night!

Dear Colleagues,

I am writing to inform you that one of our members, David Fennelly (nom de plume) has written a crime thriller trilogy based in Barcelona. The trilogy centres on organised crime cartels and the surge in radical Islamic activity in this area; it is very realistic and paints a very accurate picture on how challenging it is to be a law enforcement officer in our part of the world.

The first book, ‘The Barcelona Initiation’, is being published by Inkshares, a new company based in San Francisco, California. Inkshares has been backed by Ingram’s, the world’s largest book distributor. Inkshares is a crowdfunding company, a new kind of activity in which the public, and not an editor, decides what deserves to be published. In order to be published, the book must have enough pre-orders. There are three different ways in which you can back this book, from as little as $15.

David, a linguist by profession, has been a member of the IPA since 2001. He has been a tireless contributor to our section. Whenever his skills are required he immediately answers the call. He has worked closely with all of our branches of law enforcement and also with various international agencies.

2014 ended how I would like 2015 to start: having the pleasure of meeting many IPA members!

The Arthur Troop Celebrations in Nottingham and the IEB meeting straight afterwards were memorable, eventful and unforgettable.

We are planning to cover the Arthur Troop celebrations in the UK and Hungary as well as the last IEB meeting in Nottingham in our next Newsletter.

I would particularly like to thank IPA Sweden: the presents you brought, consisting of Swedish bread, sausage, cheese, biscuits and cake ensured a very enjoyable Christmas party for both the staff from Section UK as well as all of us at the IAC!
