Rail Drives Reinvestment Cities reimagine DART station areas
DART service-area cities are creating master plans and implementing land development regulations to promote the reuse of previous building sites and create more walkable, transit-oriented neighborhoods where people can live, work and play.
Attract employers and jobs
Preserve character of older buildings
Introduce retail and services
Diversify housing options
Add green space and trails
Increase density
Grow public transit ridership

Since the Red Line arrived in Richardson in 2002, DART riders have observed a transformation.
“Richardson is now essentially built-out. With only four percent of the city undeveloped, we are more tactically focused on leveraging reinvestment in underperforming areas to maintain the city’s long-term economic well-being,” said Michael Spicer, director of development services.
Arapaho Center is the only one of Richardson’s four stations without a transit-oriented development. To change that, the city recently hired consultants to conduct the Collins/Arapaho Transit-Oriented Development and Innovation District Study. City stakeholders will use the findings to create a reinvestment and zoning strategy for the 1,200-acre area. Moreover, Richardson’s objective is to create a plan that exploits the benefits of a light rail station as an integral component of an innovation district, where people and businesses of all sizes can create innovative ideas, technologies, products and services within a walkable, mixed-use, transit-accessible context.
“From the time Richardson joined DART as a charter member, and especially once light rail was becoming a reality, the city has purposefully planned to better ensure that development in proximity to our DART rail stations bolsters ridership, expands economic

opportunity, and affords citizens a broader range of lifestyle options,” Spicer said. “Our partnership with DART, built on decades of mutual trust, has been phenomenal.”
Rowlett restores its downtownStep off the train at the Blue Line’s northern end and see the mixed-use Village of Rowlett overlooking Main Street and Rowlett City Hall, barely a block away.
As part of the Realize Rowlett 2020 plan, the city used DART access, land-development regulations and 11 acres of city-owned real estate to attract a developer to build the catalyst transit-oriented development. In addition to multifamily housing, the Village will add retail and office space downtown, as well as a new home for the Rowlett Public Library.

to the rail station. Other local business owners designed their new construction – Bankhead Brewing, Main Street Events and the Fulton Building – to look like historical buildings.
“We call it ‘filling in the missing teeth’ when new buildings are built between existing ones but look like they’ve been part of the streetscape all along,” said Daniel Acevedo, urban design manager at the city of Rowlett.
Five years after the opening of Downtown Rowlett Station, light rail has helped Rowlett transform its old town center into something it hasn’t had in a while – a true downtown.
“The Village of Rowlett is just the beginning,” said Joey Grisham, Rowlett’s assistant director of economic development. “There are plans to develop the Downtown East Corridor near the President George Bush Turnpike and recruit new exciting concepts to the core of downtown – all within a short walk of Downtown Rowlett Station.”

Trinity Railway Express (TRE) riders have seen a curious construction project take shape just west of the West Irving Station. Crews have been building a new bridge directly next to the old one where the railroad tracks cross over Bear Creek, as well as adding double track.
DART expects to complete the project in late June. In April, workers dismantled and removed the old bridge, a nearly century-old structure approaching the end of its service life. Then they slid the new one into place.
The effort, named the TRE Bridge Slide, is one part of the larger Valley View Project. DART, which jointly owns and operates the TRE with Trinity Metro, funded the Valley View Project in part with a $7.19 million grant from the Federal Railroad Administration (FRA) and a $4.3 million grant from the Federal Transit Administration (FTA).
This construction method – a first for DART – means minimal service disruption and considerable time savings. The TRE suspended service for only 72 hours, which benefited both the TRE’s customers and its tenant railroads: Amtrak, BNSF Railway and Union Pacific.
The Valley View Project also includes double-tracking the 1.5-mile stretch between the CentrePort/DFW Airport
and West Irving stations, which crosses Valley View Lane. When done, approximately 20 miles of the 35-mile line will be double-tracked, improving operational flexibility and boosting already strong on-time performance.

crossing, enabling TRE to designate the area as a “quiet zone” per FRA regulations. Train engineers will cease the routine sounding of the horn when approaching the at-grade crossing in consideration of nearby residents and businesses. Thirteen road crossings within the TRE’s corridor then will qualify as quiet zones.
The Trinity Railway Express replaced an aging railway bridge in April by dismantling the old bridge and sliding the new structure into place.

These service changes have resulted in an increase in overall weekday ridership, with an approximate 20 percent increase in ridership on Saturdays.
GoLink Makes Transit Personal
DART is providing another way for workers in the International Inland Port of Dallas industrial district to reach their jobs with the introduction of GoLink. This new service began Feb. 26, making this 7,500-acre district in southern Dallas County more accessible by public transit.
DART launched GoLink to provide more flexible transit service, combining the low cost of public transportation with the convenience and technology of ride-sourcing. These on-demand buses can carry up to 15 passengers, and customers schedule their rides through a mobile app. GoLink vehicles cover a zone rather than follow a route, and they may go anywhere within that zone.
Two other GoLink zones started the same day and serve the Rylie and Kleberg neighborhoods of Dallas via Buckner Station.
Addressing congestion in PlanoPlano’s Legacy Business Park is home to numerous headquarters, regional and division offices as well as mixed-use retail centers. As commercial development has increased, so has the traffic congestion. DART is working with the city of Plano, the Plano Chamber of Commerce and employers to come up with driving alternatives.

The agency introduced GoLink in the Legacy area last fall as a pilot program operating during the lunch hours. In March, GoLink began full-day service in the Legacy West zone, serving the Legacy and Granite Park areas and replacing Route 346. GoLink North Central Plano/Chase Oaks service replaced and expanded the former North Central Plano DART On-Call zone.
In August, DART plans to offer GoLink service in a new North Plano zone, providing public transportation to an area of the city where no bus routes currently operate.
Students at the University of North Texas at Dallas can use the new GoLink service to reach destinations throughout the Inland Port zone, including UNT Dallas Station.
DART Honored for Fight Against Human TraffickingDART is one of the South West Transit Association’s 2018 winners of the inaugural “BE the SOLUTION” award, which recognizes the efforts of public transportation agencies to end human trafficking.
Five years ago, DART became one of the first four transit agencies across the country to sign the U.S. Department of Transportation’s “Transportation Leaders Against Human Trafficking” pledge. As part of that pledge, DART committed to take a stand against human trafficking; raise awareness; and educate employees.
DART uses its signage assets; traditional, digital and social media; community outreach; and public relations to cultivate awareness and concern for the issue of human trafficking.
The agency has trained more than 3,500 employees to recognize and respond to incidents of suspected human trafficking.
The agency participates in Safe Place, a national youth outreach and prevention program for young people in need of immediate help and safety. DART also supports the Blue Campaign, an initiative of the U.S. Department of Homeland Security, by displaying its posters on trains, buses and transit stations.
DART added human trafficking as a crime report type in its new DART Say Something app, which allows riders to discreetly contact DART Police dispatch.

DART is reaching new customers with an innovative solution: GoPool. The agency is testing this app-based dynamic carpooling service with select businesses in the Legacy area of Plano and the International Inland Port in southern Dallas County.
Unlike static carpooling, where commuters must find people in advance to share a trip, dynamic carpooling uses technology to arrange one-time shared rides on short notice. Commuters who want to reduce travel costs but don’t have access to DART service can use GoPool to find the ideal ride companion – someone who lives and works nearby and shares a similar work schedule.
GoPool Connects Riders and Drivers
Through the GoPool app, riders and drivers can review one another and leave comments for the GoPool support team. This rating system creates a ridesharing community and encourages good behavior.
DART is testing an app-based carpooling service that will help coordinate commute trips for employees in select areas of southern Dallas County and West Plano.
