1 Ingleside Station Newsletter San Francisco Police Department Wed Sept 19, 2018 Captain Jack Hart’s Message Captain Jack Hart Commanding Officer President Obama’s Task Force on 21st Century Policing released its final report in May of 2015. This guiding document—for sworn and non-sworn members in all ranks and assignments throughout the 18,000 law enforcement agencies in the United States—was the first comprehensive study of the policing profession since 1967. The over 100-page report with hundreds of actionable recommendations all fit under six “pillars” aimed at fulfilling, restoring, and maintaining the public’s trust: “Trust between law enforcement agencies and the people they protect and serve is essential in a democracy.” Think back to a time when a friend, a teammate, a coworker, or a member of government asked you: “Do you trust me?” Did it take long to answer that question? Probably not. Now, think about how difficult it was to answer when a loved one, your significant other, or a spouse asked you: “Why do you love me?” Did you find trouble putting to words something you deeply knew to be inherently true? Both trust and love are conditions of the heart; not conditions of the head. This is why it is difficult to put into words (that exist in the brain) a condition of the heart (part of the limbic system where there is no capacity for language); it is also why it is impossible to talk yourself into loving or trusting another person—it must be proven and forged over time. Stephen M.R. Covey in his book The Speed of Trust helps us to put into words how trust is built and where it is destroyed: “In order to be trusted, I must be trustworthy; in order to be trustworthy, I must have character and competence.” Character is demonstrating the courage to live in congruence with the highest moral principles and beliefs that our community, constitution, and profession demands. Competence is the results- oriented delivery of capabilities performed at a masterful level. On September 8th, the semi-annual shift and assignment “sign-up” at Ingleside station will go into effect. This is a time for all members to reflect upon their previous six months, to bid for assignments based upon seniority, interest, talent, and proven results, to request working with a partner whose knowledge, skills, and abilities are complimentary, and to move forward with clear expectations and attainable goals. I expect that Ingleside officers will continue to place their attention and intention into the embodiment of the profession’s highest ideals and will be measured by the consistent demonstration of competence and character within and for our community in every single interaction, every single day. I am honored to be the captain of this station where I have found so many officers so willing and so able to live up to these ideals, but there is much, much more work to be done. We will all—myself included—strive to be even better and more accountable to each other and to our community at keeping, amplifying, restoring, and embodying trust. President Obama’s Task Force on 21st Century Policing released its final report in May of 2015. This month’s Featured Officers of the Month for September are Ofc. Jennifer Foxworth and Ofc. Daniel Espinoza, both of whom are the embodiment of both the competence and character I referred to in the “Captain’s Message.”

Competence: Last month, SFPD crime mapping software compiled all of the in-person, online, and 311-generated auto burglary incident reports in the Ingleside and generated a “heat map.” This indicated that there was an auto burglary “hot spot” in the area of Bernal Heights and Anderson with break-ins occurring between the hours of 2PM and 5PM. At 4:10PM on a “passing call,” these officers spotted a suspicious vehicle. Running the plate, they determined that the registered owner was on probation for felony grand theft with a search condition. They detained the probationer and occupants, conducted a search, and located an illegal stun gun device, a window punch commonly used to break into vehicles, and a theft-prevention clothing tag remover. The probationer was booked on felony charges and the probation violation.

Character: An Ingleside resident wrote me an email:

“About a month ago, my husband and I were at the Noe Valley Rec Center playground with our twin 4-year-old boys. We were leaving the playground just as an SFPD patrol car was parking. My boys were checking out the cruiser and the two officers let my boys check out their car. Other kids from the playground started congregating and looking at the dash keyboard, microphone, lights, etc. These officers were both so wonderful with the kids, and the parents around were all impressed with the officers letting their kids get close to the car and see how the lights work… So, huge props to these two officers, and all of you, for such positive interactions with the communities you serve and protect.”

Our City’s Motto is: “Oro en Paz; Fierro en Guerra” (Gold in Peace; Iron in War). This profession demands us to be many things to many people, but at our core we must be shining examples of integrity and strength; truly competent and truly people of character.

One definition of community is a feeling of fellowship with others as a result of sharing common attitudes, interests and goals. Another definition is the people of a district or country considered collectively, especially in the context of social values and responsibilities; society. This month’s Community Member of the Month is Tom Murphy.

Tom Murphy was born and raised in the Excelsior District in the heart of the Ingleside Police District. Tom spent the first eleven years of his life residing at Edinburgh at Russia Street. Tom’s family moved to France at Athens Street where he lived until he was 18 years old. In 2002 Tom generated income for the Children’s playground renovation located at Moscow and Geneva Ave. by selling Jerry Garcia t-shirts. This playground still stands as a testament of his works. Tom Murphy would mention that he was born and raised in the Excelsior District which people would often reply “that’s where Dan White grew up.” Those of us who know the Dan White pages of San Francisco history would agree that no one would like to associate their community with that page of history. Tom learned the little known fact that Jerry Garcia grew up in the Excelsior District. Tom would prefer that his neighborhood was associated with someone who had more positive historical value. After the Park renovation, Tom spearheaded the group who would rename the McLaren Park Amphitheater to the current name the “Jerry Garcia Amphitheater.” Tom did not stop there he has organized 16 Jerry Day Musical festivals where Jerry’s peaceful music has been played. The bands that perform are headline bands who often play in large coliseums. The Jerry Garcia Band, Melvin Seals, Midnight North and Stu Allen are a few bands that have performed at the Amphitheater. Tom has generated support to place plaques that honor Jerry at Mission Street at Harrington Street and at Mission Street at Amazon Street. These plaques honor a true Excelsior/Ingleside musical legend who sent the message of love and peace. The Jerry Day shows bring in thousands of people who enjoy the music and the fellowship of our Excelsior neighborhood. McLaren Park, the surrounding merchants and the Ingleside community all benefit from Tom’s effort.

For this unending relentless work we recognize Tom Murphy as Community Member of the Month.

Upcoming N.E.R.T events in our Ingleside Bernal South Neighborhood

Starting August 14, 2018 N.E.R.T is providing a series of 6 evening classes on Tuesday’s. The start time is 06:30pm, and the location will be the Bernal Heights Neighborhood Center (515 Cortland Avenue).

Saturday, September 8, 2018 a neighborhood block party will be held on the 100 block of Park Street.

A staging drill may be held Saturday September 22, 2018 at 11:00am. The location is Holly Park, located on Holly Park Circle.

Serious Incidents:

12:55pm Unit Block of Milan Terrace Robbery Dispatch received a call of a home invasion robbery in progress taking place at a home on the unit block of Milan Terrace. The caller said she could heard the front door being broken down and that she was hiding in her bedroom closet. Officer Foxworth immediately responded and met with the victim. She said she was home washing the dishes when she heard the doorbell ring several times. She said she ignored it while she continued to wash the dishes. Suddenly, she heard a loud bang at the door, this scared the victim who ran to her bedroom and hid inside her closet while she called the police. Moments later, one of the three suspects, wearing a mask, appeared and found her hiding in the closet and continually asked where the money was. The victim told the suspect she had her wallet inside the bedside drawer. Then two more suspects with masks appeared and asked her again where the money was. She directed them to her grandmother’s bedroom where there was jewelry and cash. The suspects grabbed a jewelry box and fled from the house. Fortunately, the victim was not hurt in the incident. Report Number: 180704681 9:43pm Unit Blk Benton Hot Prowl Burglary A resident home asleep fell victim to a hot prowl burglary. She told Officers Jensen and Buckner that she was asleep in her bedroom when she awoke to strange noises inside her home. She opened her room door and saw an unknown male standing inside her kitchen. She yelled at the suspect to scare him away. The sus-pect walked towards the kitchen and exited out the back door. The victim then called the police. While look-ing through her home she noticed that the suspect stole her bank cards, money and I.D cards from her purse. Report Number: 180706336.

Arrests:

6:17pm 2800 Blk Diamond Narcotics Arrest Sgt Ueber and Officer Guernsey responded to La Corneta Taqueria on a call of a customer who had a gun exposed from his pocket. The caller said the suspect was just sitting at a table and not ordering food. Several Ingleside units responded and located the suspect inside the restaurant. They recovered the weapon which turned out to be an imitation firearm. Further search of his person revealed three small bindles of suspected cocaine. While on scene, a couple notified the officers that the suspect had left behind a plastic bag that was still inside the restaurant. The officer found the bag and found a second altered imitation firearm that had its orange tip painted black. The suspect was taken to Ingleside Station where he was cited for the narcotics and two imitation toy guns. Report Number: 180702801

Serious Incidents:

9:40am 300 Blk Silver Robbery A robbery took place on the 300 block of Silver Avenue involving a 15 year old victim. Officers Wynkoop and Ocreto responded and spoke to the victim who said he was walking along Silver Avenue when he no-ticed two male subjects following him. The victim said he continued walking when he was suddenly put in a headlock by one of the subjects. The second subject stepped in front of the victim with his hand underneath his hooded sweatshirt and said, “Hand me all your stuff, I have a strap, I have a gun”. The victim said he saw a bulge leading him to believe the suspect was armed with a firearm. The suspects proceeded to search through the victim’s pockets taking his wallet, IPhone, air pod charging case and ear buds. The suspects then fled the area while the victim ran to the intersection of Mission and Silver and used a stranger’s phone to call the police. Report Number: 180699220 12:10pm 700 Blk Brazil Robbery Another robbery with a simulated firearm took place on the 700 block of Brazil Avenue. In this incident two victims were walking down Brazil Avenue when they walked towards a suspect standing in front of a house. The victims told Officers Mora and Guernsey that the suspect asked the victims what time it was. One of the victims pulled out his cell phone to check the time. At this moment the suspect said, “I have a gun, give me your phones”. The victims saw that the suspect had his hand inside of his sweatshirt pocket and simulated holding a gun. A second suspect walked up to the victims and threatened to punch them if they did not hand over their property. Fearing for their safety both victims handed over their cell phones, sunglasses, wallets, debit cards, shoulder bag and money. Both suspects then ran to a waiting vehicle which fled the area. A de-livery driver for Amazon told the officers that he had a dash camera inside his vehicle that recorded the whole robbery. He provided the footage to the officers. Report Number: 180699559 1:15pm Silver/Craut Robbery Yet another robbery sent Officers Mora and Guernsey to investigate. The victim told the officer that she was waiting for the bus at the bus stop when she saw a subject standing on the opposite corner. The victim said she was suspicious of this subject due to the way he was looking at her. This subject then approached the victim and ripped her bag from her shoulder that contained a pair of shoes. The victim said that several of her other items went flying several feet away from where she was standing. The suspect ran to a waiting ve-hicle that was parked on Craut Street. The victim immediately yelled out for help. A witness who lives near-by heard the cry for help and went outside to see what was going on. The witness saw the Black vehicle as it sped away from the area. The witness call the police and waited with the victim until the officers arrived. Report Number: 180699769

Arrests:

2:04pm Persia/Prague Narcotics Officer Chan was patrolling the area of Persia and Prague when he noticed a Black Chevrolet Tahoe drive past him displaying paper plates. He also noticed that the vehicle’s windows were heavily tinted. Officer Chan stopped the vehicle and spoke with the driver who was unable to provide registration or proof of insur-ance. Inside the vehicle Officer Chan noticed a set of license plates in the backseat area. He conducted a computer inquiry which showed that the license plates were in fact for the Chevrolet Tahoe. Officer Chan also noticed a half empty bottle of tequila in the driver door. The driver was then kept out of the vehicle while Officer Chan searched the interior more thoroughly. The search revealed a large quantity of Xanax pills along with cocaine and a large amount of loose cash. The driver was arrested and taken to Ingleside Sta-tion where he was booked on numerous felony charges. Report Number: 180697218

Serious Incidents:

1:50pm 200 Blk Santos Assault A victim getting off the bus was suddenly attacked by another bus passenger. The victim told Officers George and Scott that he got of the bus at Geneva and Santos when he was suddenly pushed from behind. The force from the shove caused the victim to fall to the ground and hit his head on the pavement and lost consciousness. When the victim regained consciousness the suspect had already fled from the scene. A wit-ness who happened to be driving through the area saw that attack and waited for police to provide her state-ment. The victim was transported to CPMC Mission Bernal Hospital to be assessed. A copy of the Muni sur-veillance video was requested. Report Number: 180697064

2:40pm Athens/Persia Exhibiting Weapon Officers Hardy and Guernsey were dispatched to the 600 block of Persia Avenue on a call of a male suspect brandishing a weapon at four juvenile females. Upon arrival they met with all four victims. They told the of-ficers that as they walked along Persia Avenue a White sedan pulled alongside them. The male driver stared at them for approximately one minute before pulling out a Black pistol and resting it on top of the steering wheel. Fearing for their safety, all four victims ran inside a store and asked the store owner to call the police. The officers searched the area to no avail. Report Number: 180697155

Arrests:

8:17pm 3300 Blk Mission Theft Officers Smith and Demkowski responded to the Walgreens store after a store employee called them to re-port that a known shoplifter had stolen items from the store yet again. The employee was at the cosmetics counter when he noticed the suspect walk into the store and went to an aisle directly across from where the employee was standing. Without the thought of being seen, the suspect began taking items off the shelf. The employee told the suspect to leave the store, but the suspect ignored the employee and continued taking items. The suspect then walked out of the store without attempting to pay for the items and walked to the bus stop across the street. The officers located the suspect and took him into custody and booked him according-ly. Report Number: 180695193

11:43pm 2200 Blk San Jose Burglary Tools A burglary in progress prompted dispatch to send Officers Ahern and Jensen to investigate. A witness who happened to be walking home noticed the suspect trying to pry the front door to a business located on the 2200 block of San Jose Avenue. The suspect was using a 3 foot long metal bar to gain entry through the front doors. The witness kept his distance and called the police. When the officers arrived they found the suspect standing in an alcove about 5 feet away from the business. He was still holding the metal bar in his hand and at his feet was a pry bar and a metal chain that had been used by the owners of the business to secure the door. The suspect was arrested and booked for the attempted burglary and possession of burglary tools. Re-port Number: 180695535

Serious Incidents:

10:14am 4600 Blk Mission Attempted Assault A known shoplifter thought she could go back to Walgreens unnoticed. The Walgreens employee working that day immediately recognized the suspect from previous several shoplifting incidents at this same loca-tion. The employee informed Officers Peregrina and Cornejo-Rodriguez that the suspect had been warned multiple times that she was not allowed back inside the store. The employee kept an eye on the suspect until she exited the store. Outside the suspect approached the employee and threatened to pepper spray her but in-stead got into a White Lexus that was waiting for her. The employee was quick to snap a few photos of the vehicle as it drove away. Report Number: 180690858

Serious Incidents:

11:00am 5200 Blk Mission Battery A victim came to Ingleside Station and informed Officer Trujillo that he had been battered at the El Pollo Supremo parking lot. The victim said he pulled into the parking lot and proceeded to park his vehicle in an empty parking stall. When the victim stepped out of his vehicle the owner of the car next to him accused him of hitting his car. The victim inspected the area but saw no damage. The victim tried to explain this to the owner but he was too busy screaming and yelling at the victim. The owner then told the victim to move his car because he was blocking him in. When the victim was inside his vehicle the suspect walked over and punched the victim through the open driver window. The suspect then got in his car and fled the scene. The victim informed Officer Trujillo that he was able to get a couple photos of the suspect’s vehicle. Report Number: 180687827

11:35am 100 Blk Rey Hot Prowl Burglary Officers Cornejo and Peregrina responded to a hot prowl burglary on the 100 BLOCK OF Rey Street. Once there they met with the homeowner’s son. He informed them that he was visiting his mother’s house when he noticed a Silver Nissan Maxima parked in the driveway. Once the driver noticed his presence the driver pulled the car out of the driveway and parked it on the street. The son said he then proceeded to enter the front gate when three masked suspects came out of the house from the side garage door. As they made their way to the get-away vehicle one of the suspects said, “We don’t want no problems, we didn’t take anything”. The vehicle then fled the area headed south on Rey then turning onto eastbound Sunnydale Avenue. The son notified his mother who immediately returned home. Report Number: 180687720
