First time in the history of independent India, the Government of India, took up the initiative to launch a Nationwide Ranking

Framework to rank the educational institutions in the country. The National Institutional Ranking Framework (NIRF) was

launched by Ministry of Human Resource Development on 29th September 2015. Three annual exercises of India Rankings has

been done from 2016 to 2018. The major role is being played by NBA and INFLIBNET under the umbrella of MHRD in ranking of

the institutions. INFLIBNET is entrusted with the responsibility of carrying out the technical work of NIRF including retrieval of

data of publications, citation, patents and top 25% HCP.

NIRF framework outlines a methodology to rank institutions across the country. The methodology draws from the overall

recommendations and broad understanding arrived at by a Core Committee set up by MHRD to identify the broad parameters

for ranking institutions of Higher Education. The parameters broadly cover “Teaching, Learning and Resources,” “Research and

Professional Practices,” “Graduation Outcomes,” “Outreach and Inclusivity,” and “Perception”.

Methodology / Life cycle of NIRF

The Centre has developed a number of web interfaces for NIRF to serve different purposes. Core online system consists of:

Data Capturing System (DCS): This is the backbone of data process mechanism i.e. the purpose of DCS is to computing the

ranking metrics for each parameter and also to check on data consistency. The system allows institutes to provide their data as

per parameters mentioned in framework. DCS also provides a dashboard for nodal officer of each institute as well as admin user

to view their application. Detailed notes are provided for each field to make it easily comprehensible and user friendly for end-

users.

Feedback & Perception Module: NIRF allows Indian citizens to give their feedback on the data submitted by the institutions

through online feedback module and perception on institution from peers through online perception module.

Ranking Model: Also called post-DCS panel, that facilitates data checking by admin and generate ranking.

Two help desks are deployed one each at NBA, New Delhi to resolve general queries and at INFLIBNET Centre, Gandhinagar to

take care of technical issues faced by the applicant institutions during the entire execution process of India Rankings.

Methodology

The Centre provids and verify data on publications, citations, top 25% highly cited papers and patents under “Research and Professional Practice” parameter of NIRF using Web of Science, Scopus and Derwent Innovation for patents.

Publication, citations and patents are taken for a period of three years excluding the current year and past one year i.e. for 2018 ranking, the data was considered from 2014 to 2016.

Social Sciences Citation Index (SSCI), Arts & Humanities Citation Index (A&HCI), Conference Proceedings Citation Index - Science (CPCI-S),

Conference Proceedings Citation Index - Social Sciences & Humanities (CPCI-SSH), Book Citation Index– Science (BKCI-S), Book Citation

Index– Social Sciences & Humanities (BKCI-SSH), Emerging Sources Citation Index (ESCI) and Current Chemical Reactions (CCR-EXPANDED).
