In order to enhance equipment quality management efficiency, a sort of equipment quality management integrated plan model is presented in this paper. Secondly, according as equipment quality management integrated plan principle, equipment quality management integrated plan conceptual model is designed. Lastly, Implement measures of equipment quality management integrated plan are brought forward. The implement flow is as follows, analyzing equipment quality management integrated plan environment on the stratagem and battle level, constructing equipment quality management integrated plan goal system based on QFD (quality function deployment) on the tactics level, and designing equipment quality management integrated plan scheme based on Knowledge-Petri net. This novel equipment quality management plan mode is a new seeking of solving equipment quality management problems effectively. INTRODUCTION Equipment quality management plan is a systemic arrange of taking scientific, logistic, effective and operable action for realizing equipment quality management goals, in order to instruct and control the rational exertion of equipment quality management resources, which is a guidance document of equipment quality management system running. At present, academia and war industry corporation at home and overseas have develop a lot of researches on equipment quality management theory and practice. Firstly, many advanced management ideas are forming step by step. For example, total quality management [1-3], process management [4-5], lean management [6], and so on. Secondly, several kinds of technologies and methods are exerted to solving the organization structure problem, running mode problem, and law rule problem about equipment quality management. For example, QFD [7], 6б [8], TRA (Technology Readiness Assessment) [9], and so on. Thirdly, the authentication and evaluation institution of equipment quality management system are carried out. But we find that, study on equipment quality management planning is singularly. If we enlarge the range of literature search, study on quality planning is still singularly. Literature [10] studied systemically the theory and method of quality planning, and established the process model of quality planning, which offer use for reference for our paper. But aiming at equipment quality management planning, the following three points is very important. Firstly, actuality of equipment quality management system must be fully considered at present. Secondly, differences and relations between quality planning and quality management planning must be recognized. Thirdly, solving equipment quality management problems must be regarded as the study goal. Hence, this paper establishes equipment quality management integrated plan model based on the total system and life-cycle equipment quality management idea, and presents the new mode of equipment quality management planning. II. EQUIPMENT QUALITY MANAGEMENT INTEGRATED PLAN CONTENT Equipment quality management integrated plan is a planning management job of systemic, synthetical, compositive and comprehensive characteristic. It deals with equipment quality management total process integration (demonstrate phase, manufacture and production phase, trial and appraisal phase, use and support phase, retire and scrap phase), total hierarchy integration (stratagem level, battle level and tactics level), total member integration (military unit, supplier and consultation institution). Abstract—Equipment quality management planning, controlling and improving are the main contents of equipment quality management job. I. INTRODUCTION Equipment quality management plan is a systemic arrange

II. EQUIPMENT QUALITY MANAGEMENT INTEGRATED PLAN CONTENT

level. (1) Analyze the inner and external (inner and unit inner) environment of equipment quality management system. (2) Establish equipment quality management stratagem (battle and tactics) goal system. (3) Constitute equipment quality management stratagem (battle and tactics) programming. Secondly, communicate effectively between each management levels. (1) Communication plan. (2) Information spread. (3) Execute report. (4) Feedback summarization.

C. Total Member Integrated Plan Equipment quality management total member integrated

plan means that, equipment quality management participants develop integrated plan job aim at their respective request and expectation, according as benefit maximum principle of equipment quality management. The contents contain that, (1) Total member participation. (2) Collaboration and restriction between members.

III. EQUIPMENT QUALITY MANAGEMENT INTEGRATED PLAN MODEL

Process dimension, hierarchy dimension and personnel dimension compose three-dimensional structure of equipment quality management integrated plan system. How to make these plan elements integrated organically, this paper establishes equipment quality management integrated plan model.

A. Equipment Quality Management Integrated Plan Principle

1) Flexibility principle Plan arranges should conform to flexibility principle. On

the one hand, plan contents should be adjustable at the key

node, and multifold plan adjustable schemes should be provided. On the other hand, it is very important for plan to rolling put in practice. Plan contents need to be detailed and operable in the initial several nodes of certain phase of equipment quality management, and it is sketchy and foreseeable in the last several nodes, so as to emend equipment quality management plan according to environmental change.

2) Core member oriented integrated plan principle Equipment quality management integrated plan design

equipment quality management resources and factors from systemic visual angle. But that don’t mean to change drastically the traditional plan mode. Integrated plan mode should regard certain core phase or core participant of certain phase as center to integrate plan network. For example, manufacture and production phase is the core phase of equipment quality management, which is the tache of plan integration.

3) Military member oriented principle Equipment quality construction problem relates to nation

safety and army battle effectiveness, which is different essentially with general commodity quality problem. The core competitor may be not dominant. In other words, implement of equipment quality management integrated plan must show military member oriented effect.

B. Equipment Quality Management Integrated Plan Conceptual Model On the basic of analyzing synthetically equipment quality

management integrated plan contents, according to equipment quality management integrated plan principle, this paper designs equipment quality management integrated plan conceptual model, which is shown in Fig.1.

In Fig. 1, A denotes the starting point of making equipment quality management integrated plan and demonstrate phase equipment quality management integrated plan. At this point, equipment quality management integrated plan is constituted roughly from stratagem visual angle, and demonstrate phase equipment quality management integrated plan need to be constituted in detail. B denotes the starting point of making

manufacture and production phase equipment quality management integrated plan. At this point, equipment quality management integrated plan is emended, and manufacture and production phase equipment quality management integrated plan need to be constituted in detail. C denotes the starting point of making trial and appraisal phase equipment quality management integrated plan. D denotes the starting point of

making use and support phase equipment quality management integrated plan. E denotes the starting point of making retire and scrap phase equipment quality management integrated plan. The function of point C, D, E is similar with that of point B.

C. Equipment Quality Management Integrated Plan Implement Measure Fig. 1 shows equipment quality management integrated

plan conceptual model, and then, how to constitute equipment quality management integrated plan, this paper presents detailed implement measures.

1) Equipment quality management integrated plan environment analysis

Environment analysis is the important foundation of equipment quality management integrated plan. At point A, we mainly analyze stratagem environment of equipment quality management. At point B, C, D and E, we mainly analyze battle environment of equipment quality management, and adjust stratagem plan direction timely. Detailed analysis contents are shown in Table I.

2) Equipment quality management goal analysis based on QFD

Equipment quality management planning is virtually such a course as designing equipment quality management schemes and measures in order to carry out equipment quality management goal. Hence, equipment quality management goal is the vital content of equipment quality management planning. This paper analyzes equipment quality management goal based on QFD.

QFD is one of these techniques that make the function and operation of forming quality deployed by a set of purposes and means step by step [11], its core part is house of quality (HoQ).

By establishing HoQ, designer can availably connect requirement of customer with technology characteristic, and design purposefully technology characteristic of product to meet requirement of customer.

Equipment quality management goal analysis principium based on QFD is that, quality requirements of army are translated into equipment quality management goals on different phase of life cycle by HoQ. Namely, equipment using requirements are mapped as demonstrate requests, design requests, develop requests and trial requests gradually, by conversion matrix, equipment quality management goal chain is established [12], shown as Fig.2.

Taking demonstrate phase as a example, we introduce that how to confirm equipment quality management goal on this phase.

Step1. List equipment using quality requirements index set {r1,r2,…,rm}. List demonstrate quality demands index set of affecting equipment using requirements {l1, l2,…,ln}. List resource restrictions of affecting demonstrate quality demands (S), such as economy feasibility (E), technology feasibility (T), and so on.

Step2. Suppose these indexes are independent in the same index set, calculate weight of index by AHP, timely, {w1, w2,…,wm}(using quality requirements indexes), {w’1, w’2,…,w’n}(demonstrate quality demands indexes) and {wA,wC,wT}(weight relation between equipment demonstrate quality goals and its resource restrictions).

Step3. Establish and solve the goal programming model in order to seek to minimum of restriction conditions windage d [13].

demonstrate quality requirements and equipment demonstrate quality management goals are direct. Therefore, we don’t consider resource restriction problems, and confirm directly equipment demonstrate quality management goals based on QFD.

According to all above, equipment demonstrate quality management goals are confirmed, and the relative importance degree between goals can be easily distinguished, which offer foundations for designing equipment quality management integrated plan scheme.

3) Equipment quality management integrated plan scheme design based on Knowledge-Petri net

A Petri net is an important analytical and modeling tool, can denote the static structure and dynamic characteristic by place, transition, arcs and token, and has the capacity for modeling and planning an equipment quality management system. This paper describes equipment quality management integrated plan scheme based on Knowledge-Petri net, which can integrate equipment quality management resources and elements, and show scientifically equipment quality management plan functions and demands.

Knowledge-Petri net is a modeling method of integrating knowledge expert system to the Petri net. On the one hand, it can enhance the formalization expressive force of Petri net, simplify description process of Petri net; On the other hand, it can adjust dynamic quality management plan contents and time. Knowledge expert system stores large number of static data and dynamic data about equipment quality management by the incident chain-list. Static data contain Clock Set, Person Set (member type, management member base, and expert base), Goal Set, Index Set, and Content Set; dynamic data contain Fire Condition Set, Storage Set and Scheme Adjustable Set. The incident chain-list is shown in Fig.3 [14].

Incident chain-list can reflect the instances of place and transition at the real time, and store correlative information. Therefore, place nodes and transition nodes of Petri net model in Fig. 4 integrated with above incident chain-list, which is Knowledge-Petri net model of equipment quality management integrated plan. This model reflects fully plans and arranges of equipment quality management participants in total life cycle. Meanings of every node variable of equipment quality management integrated plan are shown in Table2.

IV. CONCLUSION Equipment quality management integrated plan is a useful

theory seeks of innovating equipment quality management mode. This paper establishes equipment quality management integrated plan conceptual model, and represents detailed implement measures, which offer novel thought for improving equipment quality management plan method. But lots of detail problems about equipment quality management can’t be still solved in this paper. For example, the dynamic characteristic problem of equipment quality management integrated plan Knowledge-Petri net model, plan management interface problem between phases. Those will be our research direction in the future.
