IEDD is the detection, identification, field evaluation, rendering safe and final disposal of those devices, which are placed or fabricated in an improvised manner incorporating destructive, lethal, noxious, pyrotechnic or incendiary chemicals designed to destroy, disfigure, distract or harass.

IEDD may be termed as Counter IED Operations.

WHY IED PREFERED BY MISCREANTS

@ Low cost munitions to spread terror.

@ Simplicity and ease of fabrication.

@ Ease of planting and initiation with fairly high success rate of detonation.

@ Ease of training of terrorist.

@ Versatility in design.

@ Force security forces to deploy troops for security of installations.

@ Minimum contact with security forces with maximum casualty.

@ Visible impact of blast on public and projection through media.

Present Case of IED’S in Bangladesh

@ However Bangladesh is concerned for the prevention on IED’s

ANALYSISLikely Future Developments in the World

1. In future terrorist may try to shape up the home made grenade towards a conventional shape with electric detonators.

2. In future terrorist may try to prepare mines and even rockets.

3. In future terrorist may incorporate mercury sensor and light sensor to give the IED’s more perfection to achieve the desired result.

4. Terrorist may make IED’s with more than one initiating methods.

5. In future terrorist may plan to prepare poisonous gases and Cyanide injections.

UNDERSTANDING TERROR NETWORK

The Mastermind. This may be viewed as the terrorists leadership

The Designer. These may be the people qualified

on indigenous design/development of commercial explosives

The Plotters. These are the people who are utilized

for placing the IEDs in the places desired by the terror leadership

The Initiator. The initiator of an IED or a terrorist IED

may be the plotter, an innocent individual or a victim selected by terrorists

PREVENTIVE EFFORTS

Social/Individual Awareness Programme.

Creating social awareness among the people against IED threat using various media.

Security Agencies. They should take all-out

preparations and possible measures to prevent the occurrence of IED incidents anywhere in the country.

KPIs. The authorities at these KPIs should be able to

asses IED threats on their KPIs and take adequate measures to prevent IED attack on them.

PREVENTIVE EFFORTS

Media and Important personalities. To carry out

social/individual awareness programme, media both electronic and print, can play a vital role.

Expert Organization. The expert organization (IEDD

Units) should undertake field survey and help various authorities.

@ BNACWC Import Policy . We have BNACWC import policy. Any agency import any chemical ,this must be checked by BNACWC Authority.

@ We have dog squad under RAB & Demining team. This dogs are specialized for detect the explosive.

A well coordinated interaction between the law enforcing agencies (intelligence and police) and the military experts need to be established and maintained throughout

Security Forces need to be trained both at home and abroad. They must be proactive. Modern equipments should be used to combat the increasing threat

The intelligence network to be made effective in maintaining information related to availability of explosive for a IED threat

Restriction need to be imposed on selling and buying of readily available ingredients of home made explosive

Awareness of general people needs to be increased through various electronic media and news paper

Media to be used to project the heinous act and motivate people not to support terrorism. To minimize panic, motivational broadcasting in radio and TV, telecasting of documentary films, social campaign like posters, placards, holding seminars etc can be arranged

Fastest investigation, quick trial and exemplary punishment of the miscreants to be ensured

Intellectuals have great role in countering the IED culture. This society must put their magic to build an intimated social bond all over the nation

RECOMMENDATIONS

Protocol Rules, to be formulated by Group of Experts under Amended Protocol ll & implemented round the world

Local rules which to be formulated by the particular country and implemented by that country.

Expert Organization. Expert organization

consisting of IEDD operators and other technical and non- technical personnel including attachment of police and legal experts to support IEDD operation should be created.

RECOMMENDATIONS

Legal Frame-Work. The organization should be

supported legally with necessary legislation in order to authorizing the organization to have entry to any sensitive place/location/KPIs etc.

Equipment, Training and Incentives. To handle

the IEDs safely and disposing the same with minimum damage and dislocation, the IEDD operators must be trained on modern IEDD equipment, IEDs and IEDDs vigorously.
