The sum shall be forfeited to the League funds in the event of such protest(s) not being sustained.

If it is found that a protest is frivolous, the club laying the protest in addition to forfeiting the protest fee may be liable for the costs of the enquiry.

14. Any club leaving the ground before the expiration of the game must be adjudged to have lost the match and shall be liable to be dealt with by the Management Committee for misconduct.

15. Team sheets must be supplied and sent to the League Secretary in accordance with the procedure for League games.

16. In semi-final and final ties, the Management Committee shall have control of the gate and shall divide the net proceeds of the gate after deducting all expenses including travel of both teams. All remaining receipts shall be splitthree ways, one third to the Management Committee and one third to each of the two competing clubs.

17. The League clubs on whose grounds the semi-final and final ties are played shall receive £70.00 or £100.00 when floodlights are used.

18. The field of play for cup-ties shall not be less than 110 yards by 70 yards. The field of play to be completely fenced off as per ground criteria rules The fencing off to be in accordance with Rule 9(b).

19. The rules to be observed in all cup competitions governed by the League shall be those of the Football Association of Wales.

8. The duration of each match shall be one hour and a half. If the match has ended in a draw, an extra half an hour must be played (i.e. 15 minutes each way extra time). If the result is still a draw, the winner shall be determined by a series of kicks from the penalty spot in accordance with the International Board recommended procedures. 9. In the event of any clubs drawn together in any tie failing to keep its engagement within the appointed time, they shall be adjudged to have lost the tie and shall be fined the sum not exceeding £200.00 maximum, unless a reason deemed to be satisfactory is given to the Management Committee.10. In each tie, the games shall be played on the ground of the club first drawn in the ballot unless mutually arranged and the consent of the Management Committee obtained. Except by mutual consent, it shall not be permitted for any club to select any other ground.11. The match officials in all cup competitions shall not belong to either of the competing clubs. If for any cause the match is not played and the officials have travelled, they shall be paid half their fee in addition to their expenses.No member of the League Committee shall be appointed as match official.The Referee shall have powers to disqualify any player(s) for misbehaviour during the match and no substitutes for him (them) shall be allowed.12. All questions of eligibility, qualification of competitors or interpretation of the rules or laws of the game shall be referred to the Management Committee whose decision shall be final. Should any club in connection with any dispute or protest have a member on the above committee, the said member shall not be eligible to consider the dispute or protest. No protest relative to the playing surface, goal posts or bars or other appurtenances of the game shall be entertained by the Committee unless it is laid with the Referee before the commencement of the game, nor shall any protest relative to the interpretation of the rule or laws of the game be entertained unless laid with the Referee on or before the conclusion of the match. Such protest may be made verbally but must be handed to the Referee in writing before he has left the ground or dressing room. A written notice of such protest(s) and two copies thereof must be lodged with the Secretary within two days (Sundays and Bank Holidays excepted) after the conclusion of the match within which time, a protest against the eligibility of any player may also be lodged. The sum of twenty-five pounds sterling (£25.00) must be deposited with the League Secretary, together with all such protests.

Leave the A483 at Ruabon, following signs for Llangollen A539. At next roundabout turn left onto B5605 signed Cefn Mawr. After 1 mile turn right at the Plough Inn

(Rhosymedre) into Cefn Mawr. Cross railway bridge and after passing Kwik Save supermarket on LHS, fork left down narrow lane for the ground and car-park.

LEAGUE CHALLENGE CUP RULES.In addition to the League Championship, a Cup competition may be

organised and every team must enter. Contract and non-contract players will be permitted in all cup competitions with the rules as

follows:1. The entire control and management of the cup competitions shall be vested in the Management Committee of the Cymru Alliance.2. The competing teams shall number eleven players each. Every player must wear the distinctive colours of the club for which he is a playing member and should two clubs have similar colours, the AWAY club shall change. Should both clubs concerned in the semi-final or final ties have similar colours, then both clubs must change unless amicably agreed otherwise.3.A player taking part in the League Challenge Cup Competitions must be a qualified League player for the club for which he intends to play as per the leagues registration rules. In the case of a postponed or abandoned matches, only those players shall be allowed to play who were eligible on the original conference date. If at any time and because of circumstances beyond the control of the League Management Committee, it is found not possible to play a postponed or abandoned match within four weeks of the original conference date, players registered at least seven days prior to the date of the rescheduled fixture will be eligible to play.4.The members of each team may be changed during the series of matches if thought necessary, but each player must be a playing member of the club as defined in (3) above.5. No individual shall play for more than one competing team during the season in such cup competitions. A player who has taken part in a League Cup tie for a team operating in the “higher league” system shall not be eligible for the League Cup ties in the Cymru Alliance.The interpretation of "higher league" will be determined by the Management Committee, it necessary.6.Three from five named substitute players may be used as Rule 7 (g) whose names must be on the team lists given to opponents and the Referee. 30 minutes before kick-off.7.If the Management Committee have any doubts as to the qualification of any player competing in this competition, it shall have power to call upon such player. or the club to which he belongs or for which he played, to prove to the satisfaction of the Committee that he is properly qualified according to the rules. Failing such satisfactory proof, the Committee shall have power to disqualify such player and remove such club from the competition or take such action as deemed expedient.

Clubs in full membership of the Association employing contract players may register any boy as an Associated Schoolboy in any playing season provided such a boy is fourteen (14) years or over or thirteen (13) years or over in respect of registration on a 'W form on the 1st September in such playing season, is still attending school recognised by the Department of Education (a "recognised school") and the League in which the club plays has negotiated and agreed with the Association and Welsh Schools' Football Association a scheme for the registering of Associated Schoolboys. An Associated Schoolboy will be subject to the rules and regulations of the League or Combination of which the club is a member and to the general rules of the Association in so far as they arc applicable. All arrangements and regulations governing the registration of schoolboys shall be agreed with the Welsh Schools' Football Association.The form of attachment shall be that marked "S" (or substantially the same as form "S") in the schedule to these rules. It shall be deemed to be misconduct for any club or club official toinduce any schoolboy to leave school for the purpose of signing a contract of employment.18. Substitutes Bench.Substitute dugouts, clearly separated, must be provided and must be marked to indicate which is the use of the HOME club and which is the use of theVISITING club. Each box must be able to accommodate at least 8 persons in comfort and must be located near the half way line, for the sole use of Team Officials. Medical Staff and Substitutes and the front of the dugout must be in line with the boundary fence and not the touchline. The permitted SIX persons should comprise of the following:1. Manager2. Assistant Manager3. Physiotherapist (Trainer/First Aid).4. The FIVE nominated substitutes.All must be seated throughout the match with the following exceptions:The Physiotherapist when signalled to enter the field of play by the referee to attend to injured players.The Manager and Physiotherapist, who may stand within the technical area as provided for in the Laws of the Game."If the technical area is not marked", 1m (1 yard) on either side of the designated seating area. and extend forward up to a distance of 1m (I yard) from the touchline.19. Club Insurance.Every club must ensure that it has the relevant Insurance cover for its players. The League shall reserve the right to check on the policies of Clubs at random. If an Insurance policy is due for renewal at any other time, then the Club must submit a copy of the renewed Insurance policy within seven (7) days of having received their new policy. The trophies are the property of the League arid may never be won outright.All League Trophies and Cups shall be returned to the League Secretary on or before 31st. March of each year. Any club not returning the League trophies by the due date or returning them in poor condition shall be fined a sum of £25.00.The Insurance of all League cups/trophies shall be undertaken by the League. The cost of premiums to clubs shall be determined by the Management Committee. The engraving will be the responsibility of the League and will be carried out in conjunction with the winning club.The Champion club and the League Cup winners will receive a plaque or some other memento from the League to commemorate their achievement. CHARGES Protests and Appeals.(a) All protests, appeals, claims or complaints must be sent to the League Secretary and be accompanied with the fee of £25.00, which shall be forfeited in the event of a protest, appeal, claim or complaint not being upheld. All such matters relating to a particular match must be lodged with the League Secretary within TWO DAYS of the match in question (excluding Sundays and Bank Holidays).(b) All questions regarding eligibility, qualification of players or interpretation of the rules of the League shall be decided by the Management Committee, but no objection relative to the dimensions of the ground, goalposts, crossbars or other appurtenances of the game shall be entertained unless a written protest is lodged with the referee before the commencement of the game.Where there is evidence of a breach of the League's rules by a club or player, the League will investigate the matter, and when considered appropriate, prefer a charge of an alleged breach of rule against the club or player(s) concerned.(c) The League will appoint a Panel consisting of THREE persons, one of which shall be appointed as Chairman of the Panel, elected from members of the Management Committee (excluding the League Secretary, Fixture Secretary and Referees Secretary), to consider all protests, appeals, claims or complaints lodged by a club or player(s) as well as all charges preferred by the League of an alleged breach of rule.(d) Where a club or player elects to have a personal hearing as provided for in League Rule 5, the appointed Panel will conduct its business in accordance with the provisions as set out in the Football Association of Wales Memorandum on Procedure at Personal Hearings.(e) (i) In the case of a protest, appeal, claim or complaint, the Panel, shall have the power to grant or deny the protest, appeal, claim or complaint (in whole or in part) as well as the power to order any such penalty or sanction as the Panel shall reasonably deem fit. (ii) In the case of a charge of an alleged breach of a League rule being found proven, the Panel shall have the power to order any such penalty or sanction as the Panel shall reasonably deem fit.(iii) In all matters, the Panel shall have the discretion to impose a costs order against any of the parties involved.(f) If dissatisfied with any decision given by the Management Committee or a Sub-Committee or Panel appointed by the Management Committee, a club or player shall have the right of appeal to the Football Association of Wales. Any such appeal must be lodged within TEN (10) days as of the earlier (a) the decision being announced at the time of the hearing/meeting or (b) the date of the correspondence containing the decision. Referees and Assistant Referees.(a) All match officials shall be properly affiliated to the Area Association of the Football Association of Wales in which they reside.(b) The classification of the match referee shall be Level 2, 3 or 4. In exceptional circumstances. Level 1 or 5 may be utilised by the League's Referees Appointment Secretary. Assistant Referees will be appointed from Level 5 and/or below.(c) Match officials shall be present at their appointed match at least 1 hour prior to kick-off time. The Senior Assistant is the one with The highest grade or if both have similar grades, the one with the longest service as a referee.(g) Referees and Assistants must send an explanation to the League Secretary in cases of late arrival to any match.(h) Match officials must be paid in their own dressing room at scales as indicated by the Management Committee. Match officials shall travel together wherever possible.(i) In the event of a match being called off by the appointed match referee at the normal time, all match officials will be entitled to claim half their match fees plus traveling expenses, to be paid by the HOME club. If a match is abandoned once the match has commenced, all match officials are entitled to claim their full match fee plus traveling expenses.(j) If match officials elect not to travel together when appointed to do so, only one traveling expense will be paid by the home club.(k) The Referee must make contact with his Assistants at least 3 days prior to the match to confirm arrangements, irrespective of whether they are traveling together or not. (l) In the event of a postponed match, the Referee must contact his Assistants to ensure they are aware the match has been postponed.

Goalkeepers shall wear distinctive and different colours to those worn by all outfield players and match officials. Players' shirts must be clearly numbered in accordance with the names on the team sheets. Players shall keep the same shirts throughout the games unless they have been damaged in any way. Players' names and numbers on team lists submitted to opponents and referees must be identical to those on the team sheets. Team lists must be submitted to opponents and referees no later than 30 minutes prior to the scheduled kick-off time.11. Cup Competitions. A club shall not be permitted to postpone a match unless it is to play in a cup competition of the Football Association of Wales. Clubs wishing to take part in any other competition must obtain written permission from the League Secretary. Playing Season.(a) The Football Association of Wales shall determine annually the date when the playing season commences and will indicate the length of the season. These dates to be conveyed to all clubs on the season's first fixture list.(c) Kick-off times during the season will be determined by the Management Committee.13. Team Sheet / Report Forms. Each club shall send the match team sheet with players' names, numbers and score clearly indicated and referees' report forms to the League Secretary. Substitutes who participated in the match must also be clearly indicated on the team sheet. All of these forms must be posted first class and indicate a postmark within two days of the match being played (Sundays and Bank Holidays excepted). Any club found guilty of failing to complete all the relevant sections of the team sheets or the report forms will have them returned and be fined the sum of £20 for each offence. When a club considers that the referee has discharged his duties incompetently and indicates a maximum of THREE on its form, a detailed report must be sent to the League Secretary within THREE days of the match (Sundays and Bank Holidays excepted). Clubs in default of any provision of this rule will be subject to a fine of £20 for each offence. (m) All clubs shall provide match day programmes, one page of which shall be set aside for the sole use of the League sponsors. Spectators are informed of all team changes when the teams are not as printed. The visiting club must supply the home club with a brief history and the names and brief details of the players to be used in the match at least seven days prior to the playing of the match. All clubs are required to forward to the League Secretary within seven days of any League or League Cup games being completed, a copy of the match programme. Clubs failing to comply with this Rule will be fined the sum of £25.00(n) All clubs to provide dressing rooms that must comply with the ground grading criteria and must be open at least one hour before kick-off.(o) The HOME club is to provide as a minimum, tea, coffee, or some form of liquid refreshments for all players and match officials prior to the game and at half time. When officials have to be changed, the home club will be informed on the Monday or at the latest Tuesday prior to the Saturday. For midweek games, the home club will be informed as soon as possible. Advice need not be sent to the referee by the home club when changes are made 24 hours or less prior to the game. It is the responsibility of the HOME club to notify the officials immediately when a game is postponed.(j) HOME clubs shall telephone the results of the game immediately after the final whistle to BBC Wales on 01248 371760. Failure to comply will incur a fine of £20. Other pertinent details such as scorers from both sides may be given. Clubs must also text/phone the general secretary with the half time results, scorers and times of goals.(k) All clubs must provide covered accommodation for at least 110 spectators with a minimum of 50 seats under cover and permanently secured for the duration of the game, directly overlooking the playing pitch. Seating (preferably tip up seats) must be of a standard that is acceptable to the Ground Inspectors.(I) All clubs must provide a stretcher and suitable first aid equipment at their grounds. As per the Football Association of Wales Pyramid Guidelines, the champions or Runners-up of the feeder leagues (Welsh Alliance League, Central Wales League and the Welsh National League - Wrexham Area) should automatically be eligible for promotion to the Huws Gray Alliance subject to ground rating. In the event of any club withdrawing during the playing season, all points obtained by or against such defaulting club shall be deleted and goal difference adjusted wherever appropriate. If a club fails to fulfill its fixtures, all points obtained by or against such defaulting club may be deleted, but such decisions shall be at the discretion of the Management Committee.

9. Matches and Conditions of Play.(a) All matches shall be played according to the laws of the games as settled by the International Football Association Board and on grounds deemed suitable by the Management Committee.(b) Clubs must take all necessary precautions to keep their grounds in good playing condition. Goal nets shall be used. All playing areas must be completely fenced off with wood or metal tubing set in adequate support posts. Comer flags and half way flags shall be erected with the half way flags positioned one yard outside the touchline. Each home club shall in addition to providing the match ball shall also hold at least two additional balls in the home team dug out to be used as and when the referee decides.(c) Each club must play its full strength in all League and League Cup matches or be dealt with by the Management Committee.(d) The duration of all matches shall be two equal periods of 45 minutes each way, but any match not complying may be ordered to stand as a completed match or replayed for the full period of 90 minutes as the Management Committee may direct.(E) All fixtures shall be made by the League Fixture Secretary (or in his absence the general secretary or match officials secretary) who shall have sole authority to arrange and rearrange all matches. Fixtures shall be circulated to clubs at regular intervals and shall include kick-off times and names of match officials. A club shall be given a minimum of five days' notice for any rearranged fixture.

iii) All registrations and transfers of contract players come under the jurisdiction of the FAW(e) A club at its discretion may name FIVE substitute players of which three can be used at any time except to replace a player or players who have been suspended from the game by the referee. Method of Scoring, Promotion and Relegation.Three points will be awarded for a win. home or away, an one point for a drawn game. home or away. At the end of each season, the club with the greatest number of points shall be declared the champion club. but if two or more clubs are equal, the winner shall be decided on goal difference. If the goal difference is identical, then the club scoring the most goals shall be deemed champions; if this fails to separate the clubs, then the champions will be that club with the greatest number of victories. As a final resort, the clubs concerned will play off a deciding match or matches. When relegation is considered in conjunction with the three feeder leagues (Welsh Alliance League, Central Wales League and the Welsh National League – Wrexham Area), the bottom three clubs with the least number of points may be relegated. If clubs have equal points then goal difference will be taken into account as for the champion club. If this fails to settle the difference, the club, which has scored the fewest goals, shall be considered lowest. If only one club from the feeder leagues require promotion, then there will only be one relegated club. If no club from the feeder leagues require promotion, then there will be no relegation.

Priority of registrations In the event of a player signing registration forms for more than one Club in this League, priority registration shall be the deciding factor. The Club submitting the latter form shall be notified of the prior registration of the player and the circumstances under which the registration forms were signed shall be investigated by the league. Any player found to have willfully signed registration forms for more than one Club or a Club found to have knowingly induced a registered player of another Club to sign a registration form, shall be dealt with by the league in such a manner as it shall think fit. (c) Late RegistrationSubject to the provisions of Rule 5(e). a player is eligible to play in a match organised by the League if:(i) The appropriate form is RECEIVED AND found to be in order by the League registration Secretary no later than 5.00pm on the last working day prior to the day of the match in which the player wishes to participate.(ii) The appropriate forms are transmitted to the League Secretary by FACSIMILE machine OR electronically scanned and sent via e-mail 5.00pm on the last working day prior to the day of the match in which the player wishes to participate and then posted immediately to the League. The league secretary will cancel the registration if the original form is not received within five working days of the date of the player's signature and club secretary's signature. When the player involved was previously registered with another Club, it is necessary for that club to confirm similarly the transfer and/or release of that player. Under all circumstances appertaining to the late registration of a player it is the Club's responsibility to check with the League that the registration or transfer is in order and has been received.(iii)A player who registers for a Cymru Alliance team cannot register for any other Saturday team(d) Transfer(i) Should a member club wish to register a non-contract player who is registered by another Member Club, both Clubs if in agreement must sign the standard FAW Transfer Form, applicable to all non-contract players. In the event of the club holding players original registration, failing to sign the Transfer form, providing the requirements laid down in FAW Rule 51 have been complied with, the matter shall be referred to the league and appropriate disciplinary action taken. If a NON-CONTRACT player moves to a Club not in membership of the League the players registration with the League will be immediately deemed null and void. Clubs approaching a NON-CONTRACT player who is currently registered with another Club must do so in accordance with the current regulation laid down in league rules All clubs to note FAW rule, item H on contracts and transfers. A club wishing to approach a registered player shall give seven days' notice in writing by first class post to the club with which the player is currently registered and they shall also send a copy to the League's Registration Secretary of its actions in writing. Negotiations with the player must cease at the expiration of 7 days of such approach having first been made. 21 days after the completion of the transfer must elapse before notification of approach for another player by the same club is given. Any club member or agent of such club being proved guilty of irregularly approaching a player already registered shall be dealt with for misconduct and may be fined, expelled or otherwise dealt with by the Management Committee. ii.The transfer of registration of a Non-Contract player can only be completed on a transfer form supplied by the league. This must be completed and sent to the leagues Registrations secretary. A £10.00 administration fee is charged for each transfer.

Such contributions by members shall be collected by deducting such contributions from sums due to members or by whatever other means the Management Committee shall think fit. If applicable, value added tax at the appropriate rate shall be added to any sums to be contributed from members.(k) A member club or player ordered by the League to provide a written response to a charge preferred by the League, or a protest, appeal, claim or complaint lodged with the League by a club or player, must do so within TEN days of the date of the letter from the League requesting the written response. Such written response must stipulate whether or not the club requires a personal hearing. Should a club or player fail to provide a written response within the stipulated ten days, they will bedeemed to have denied the charge of misconduct or allegation contained in the protest, appeal, claim or complaint lodged and the League will take the required steps to convene a hearing at which the club or player will be required to attend.(l) The Management Committee shall have the power to arrange representative matches at their discretion.6. Annual General Meeting.(a) The Annual General Meeting shall normally be held before the 1st July. At this meeting, the following business shall be transacted:1. (b) In the event of an emergency, a sub-committee appointed by the Management Committee and consisting of two of the officers of the League, shall have the power to give a ruling. In the event of one or both of the officers appointed, the Chairman and Secretary can appoint a replacement (or replacements) under the same terms given to the Management Committee as per above.(c) The Management Committee shall meet as often as is necessary.(d) The Management Committee shall have the power to apply, act upon and enforce the rules of the League and shall have jurisdiction over all matters affecting the League including any not provided for by the rules.(e) All decisions of the Management Committee shall be binding, subject to the right of appeal to the Football Association of Wales (in accordance with Rule 15). Decisions must be notified, in writing, to all concerned within ten days.(f) All fines and charges shall be received by the League within TEN one days of the date of notification of imposition (unless otherwise ordered). Any club or person committing a breach of this rule shall be liable to such penalties as the Management Committee may impose.(g) A club having failed to comply with an order or instruction of the Management Committee within twenty one days of receipt of notice of such order, or within twenty one days of an operative date specified in that order shall not be allowed to play or take part in the business of the League until the order has been completed with and a reason for the delay has been furnished to the Secretary who shall submit it to the Management Committee for their adjudication.Except where otherwise mentioned, all communication shall be addressed to the Secretary, who shall conduct the correspondence of the League and keep a record of its proceedings.(h) A club failing to attend satisfactorily to the business and/or the correspondence of the League shall be liable to be fined or otherwise dealt with at the discretion of the Management Committee (subject to rules). A reply to any correspondence must be received within seven days(i) Members of the Management Committee shall be paid reasonable traveling expenses. Such expenses shall be paid from League funds at the current rate.(j) The League, through the Management Committee, shall, from time to time, be empowered by subscription, levy or otherwise, to require members to contribute such sum or sums of money to the funds of the League, as may benecessary for the proper conduct of the business of the League.

(b) No club shall have more than one representative on the Management Committee.

(c) A member of the Management Committee must be a member of the Board of Directors or Management Committee or Secretary/Treasurer of a club in membership of the League.

(d) The Management Committee shall have powers to appoint officials as seen fit.

(e) Any Management Committee member who fails to attend three consecutive meetings without reasonable excuse will automatically lose their position on the Management Committee.

(f) Any life member who fails to attend three consecutive meetings will lose their right to vote

5. The Management Committee shall fill any vacancy that occurs in their body, in accordance with Rule 4.

(b) New clubs desirous of promotion to the League who have had their ground inspected as per the leagues ground criteria rules and in conjunction with current pyramid guidelines must meet the leagues ground criteria and apply not later than 30th. April on a form to be supplied by the Secretary. This application must be accompanied by a deposit of £100.00 that shall be returnable in the event of non-election. (c) The annual subscription as determined by the Management Committee shall be payable on or before the Annual General Meeting in each year. Clubs failing to comply with (a) or (c) above will automatically incur a fine of £50.00 and/or otherwise be dealt with by the Management Committee.3. Officers.

4. Management, Nomination and Election

The Management Committee of the Cymru Alliance League shall consist of three members elected annual from clubs in membership. One from a club in the North Wales Coast area, one from a club in the Central Wales area and one from a club in the North East Wales area. A Secretary, Referees Secretary, Fixture Secretary and Treasurer shall be appointed by the committee, but will not have a vote. The three club candidates shall be nominated by a club in their own area, to the secretary not later than 30th April in each year. Names of those nominated shall be circulated with the notice of the Annual General Meeting. Should there be more than one nomination in an area, then clubs in that area will then vote on the member that they want to represent them for the period concerned.The election of Management Committee members shall be by ballot if necessary. Candidates who are representative of clubs in candidature for membership of the League the following season will be allowed to be nominated for membership of the Management Committee, but will only be allowed to stand if their club is elected into membership at the Annual General Meeting.The Management Committee shall fill any vacancy on the Management Committee. This includes the replacement of any member leaving the League due to the promotion/relegation or resignation of his club. Any member so appointed shall serve for the remainder of that particular season. All club representatives shall be elected annually.

(a) The League Chairman will be elected at either the last meeting of the season or the first meeting of the following season

1. Rule 9 (j) HOME clubs shall telephone the results of the game immediately after the final whistle to BBC Wales on 01248 371760. Failure to comply will incur a fine of £20.00. Other pertinent details such as scorers from both sides may be given. Clubs must also text/phone the general secretary with the half time results, scorers and times of goals.Failure to comply will incur a fine of £20.00.

RULES OF THE HUWS GRAY ALLIANCE FOOTBALL LEAGUE.

1. Nomenclature and Constitution.(a) The combination of Association Football Clubs shall be designated “The Cymru AllianceLeague” and shall consist of not more than 16 clubs. All member clubs shall have their names and particulars returned annually by the appointed date to the Football Association of Wales.(b) No reserve team of any club shall be eligible for membership unless they be from a football league club whose reserve side has been champions of its feeder league in the season prior to them seeking membership. This reserve team must play on the registered ground of the first team.(c) All clubs will be subject to grading by the League, based on the recommendations of the League grading Committee.(d) Clubs seeking membership of the Cymru Alliance in accordance with rule 2 shall be graded or re-graded by the League grading Committee. The expenses incurred by the members of the Grading Committee must be paid in full by the club seeking membership. Clubs will be so charged each time they apply to be graded.(e) The management committee shall be empowered to amend the standards set by the League at any time, and shall further be empowered to investigate the facilities of any member club. Any member club not maintaining the standards set for by the League will be excluded at the end of the season. Clubs so concerned will be notified in writing before the end of the season and will have the right of appeal within ten days of the date of the notification in accordance with rule 15 (d).(f) The Management Committee may if they desire, following each Annual General Meeting, appoint two members to serve on a joint Liaison Committee of the Cymru Alliance, Welsh Alliance League, Central Wales League and the Welsh National League (Wrexham Area), elsewhere referred to as the Joint Liaison Committee.

2. Application Fee - Annual Subscription.(a) Clubs intending to re-apply or resign from the League must do so in writing by the 30th. April in each year. Any club resigning from the League for any reason after applying shall be fined the sum of Two hundred pounds (£200.00) and will forfeit the League subscription fee, unless a satisfactory and acceptable explanation for its resignation is received by the Management Committee.Application fees are due on or before the AGM

4.4 Playing Surface Standard.

The playing surface will be grass which must be of a high standard or an artificial pitch that meets the FIFA approved criteria

4.5 Protection of Players & Match Officials (Match Security).

A secure walkway is an essential requirement so as to ensure safepassage for all players and officials between their changing roomsand the playing pitch. ALL clubs must employ at least TWO personsto escort players and officials at both half time and full time andmust wear distinctive clothing as provided for by the League.

4.6 Miscellaneous.

4.6.1 When considering future works at grounds, clubs should take into consideration the overall impression of the ground and whether it looks, on first appearance, like a football ground.

4.6.2 On inspection, consideration will be taken on the generalcondition and state of repair of all facilities provided and clubs are required to effect maintenance on a continuing basis.

4. SECTION C. Playing Facilities.4.1 Playing Area.4.1.1 The minimum size of the pitch is 110 x 70 yards or metric equivalent and the playing area must be maintained to an adequate standard.4.1.2 Goal posts and goal net supports must be of professional manufacture and meet the requirements of the Laws of the Game. They must be identical4.1.3 The shortest distance between the touch line and pitch perimeter barrier must be 2.00 metres but should not be less than 1.83 metres.4.1.4 The shortest distance between goal line and pitch perimeter must be 2.00 metres but should not be less than 1.83 metres.4.2 Pitch Perimeter Fence. All playing areas must be completely fenced off with wood or metal tubing set in adequate support posts.4.3 Substitutes/Dugouts. Substitute dugouts, clearly separated, must be provided and must be marked to indicate which is the use of the home club and which is for the use of the visiting club. Each box must be able to accommodate at least 8 persons in comfort and must be located near the halfway line, for the sole use of Team Officials, Medical Staff and Substitutes and the front of the dugout must be in line with the boundary fence and not the touchline. The permitted EIGHT persons should comprise of the following:1. Manager 2. Assistant Manager 3. Physiotherapist (Trainer or Qualified First Aider) 4. 3.7 Contacts.

For emergency purposes, the General League Secretary must

be informed of the nearest telephone that can be contacted.

3.8 Match Programmes.ALL clubs are to provide match day programmes, ONE page of which shall be set-aside for the main League sponsor, all the other sponsors of the league to also be included in the programme. The visiting Club must supply the home club with a brief history and the names and brief details of the players to be used in the match at least seven days prior to the playing of the match. All Clubs are required to forward to the League Secretary within seven days of any League or League Cup games being completed a copy of the match programme. Clubs failing to comply with this Rule will be fined the sum of £25.00.

A. Players Dressing Rooms.Separate dressing rooms must be provided for each team and the size of each changing area must be adequate and acceptable to the League. Each dressing room area must have a shower area comprising at least four showerheads.

B. Officials Dressing Room.A separate dressing room must be provided for the exclusive use of match officials and must be adequate and acceptable to the League. The dressing room must contain a shower unit (two shower units preferred). The match officials' dressing room should not be used for storage purposes or similar.

Stadium Facilities.3.1 Capacity.ALL clubs must provide covered accommodation for at least 110 spectators with at least 50 seats under cover andpermanently secured for the duration of the game, directlyoverlooking the playing pitch. Seating (preferably tip up seats) must be of a standard that is acceptable to the Ground Inspectors.3.2 Exits.For enclosed grounds, the location and number of ground exits must comply with local safety requirements. It would normally be expected that there would be at least two exit points around the ground. All exits must be clearly signposted.3.3 Ground Refreshment Facilities.The HOME club is to provide as a minimum, tea, coffee, orsome form of liquid refreshments for all players and matchofficials prior to the game and at half time.Refreshment facilities shall also be made available to all spectators.3.4 Public Address System.There must be a public address system installed with adequate speaker output to relay information to all spectator areas to comply with any requirement published from time to time by the League. Cymru Alliance league half time scores to be announced3.5 Toilet Facilities for Spectators.Adequate toilet facilities must be provided for both male and female spectators within the complex of the stadium.3.6 First Aid.Serviceable first aid equipment including an acceptablestretcher shall be kept on every ground. ALL clubs must have a qualified first aid person at every match.

Ground SharingAny club already in membership of the League that isconsidering entering into a ground sharing agreement will notbe granted permission by the League Executive ManagementCommittee under League rule unless either:i) It is intended to be a permanent or semi-permanent decision for the club in which case there must be an agreement for a minimum period of seven years and meets all requirements of the Cymru Alliance League; arrangements must be in place regarding precedence of fixtures.iii) It is for a temporary period while the club moving redevelops its own ground or moves to a new ground in which case permission may be granted provided:1. If the reason for the move is for the purpose ofredevelopment of an existing ground, then contracts must be place with contractors giving completion dates and penalties for non-compliance.2. If the reason for the move is to relocate to a new stadium, then the club must either have purchased the freehold of the new site or has taken a sufficient leasehold interest to satisfy the security of tenure provisions of these regulations and contracts must be inplace with developers providing for completion of the new stadium with provisions for penalties payable in theevent of default.2.4 Merger of Clubs.The merger of two clubs, either of whom is in contention forpossible admission into membership of the League, will beconsidered on its merits, but the new merged club will not beconsidered for membership of the League if the proposedmerger is, in the opinion of the League Executive ManagementCommittee, arranged especially to gain membership of theLeague.

A club will not be accepted into membership unless all the works carried out is to the satisfaction of the Inspectors, at a date specified after the first inspection.

1.4 An annual subscription fee as per League Rules will be payable on acceptance.

GROUND GRADING.

2. SECTION A. The Football Club & the Ground on which it plays.

2.1 The Tenure of the Ground.a) own the Freehold of the ground, orb) possess a licence for the use of the ground, acceptable tothe Grounds Inspectors.A copy of the title deeds or a copy of the Lease or Licence must be provided to the League prior to entry.

2.2 The applicant club will be held responsible to ensure that the playing pitch and the ground are properly maintained. The ground must be available for the club to play at home throughout the playing season as required by and to the satisfaction of the League. Any ground sharing agreement at a ground approved by the Cymru Alliance League must be in place by the 1st March for new clubs and by the 1st August for existing clubs in the year in which the club applies for membership. In addition, planning authority permission must have been granted, building regulation approval submitted and contracts in place for a proposed new stadium together with all design specifications and completiondates together with all relevant funding details provided.

HINTS TO CLUB SECRETARIES.Make yourself fully conversant with the League rules.Deal promptly with all correspondence: acknowledge notification of match Arrangements received from the home club secretaries.Be sure that all your players are duly qualified(especially for the league cup). If in doubt, contact the Registration Secretary at all times to check, but keep the confirmation register very carefully.Ensure that the full names of players are entered correctly on the Match Report forms and that these are then sent correctly with the Match Expenses form to the League Secretary.When a game is not played, both Secretaries must advise the Fixture and League Secretary immediately and enclose full particulars.Requests for official League or Transfer forms must be accompanied by the Appropriate remittance at all times. Registration forms minimum purchase is TEN.If summoned to a meeting of the Management Committee, arrange for the club to be represented. THIS IS IMPORTANT.In inclement weather, all reasonable effort must be made to prepare your ground for matches: whenever possible, touchlines should be cleared of snowDecisions in respect of ground fitness should be taken as late as possible bearing in mind the distance of the visiting club and match officials.Make sure all club members are aware with requirements regarding to the wearing of equipment, particularly boots, shin pads and jewellery.HOME club is responsible for the welfare of match officials before, during and after the match and on leaving the ground.Matches may not be cancelled, changed or postponed without the sanction of the League through the Fixture Secretary. The only exception being the National Cup Competitions.Home Club Secretaries to please ensure that match officials and opponents are advised of ground location when confirming matches at least five days before the match and to confirm club colors to avoid any clash.A Stamped addressed envelopes must always be included when making Purchases from the Registration Secretary or when carrying out Registration of players.

Huws Gray Alliance Football League Ground Criteria.

PROCEDURE FOR APPLICATION OF ADMISSION TO THE CYMRU ALLIANCE FOOTBALL LEAGUE.1. Ground inspection.1.1 Clubs likely to be in contention for the top two places in each of the three feeder Leagues who wish to beconsidered for membership of the League must notify theCymru Alliance Football League by 31st December. Theseclubs will then have their ground inspected by 28th February annually. CLUBS WILL BE SENT AN APPLICATION FORM TO JOIN THE LEAGUE AS PER LEAGUE RULE 2b (page 42), They must meet the leagues ground criteria by April 30th.The clubs must arrange for the inspection to be attended by the principal officers of the club. The inspection will proceed even if any of the specified representatives are not present. A depoit of £100 is payable to the League by each applicant, successful or otherwise, which will cover the initial inspection and a subsequent re-inspection. This will be returned should a club either be successful in itsapplication for promotion or that improvements have beenmade in accordance with the instructions of the League'sGround Inspectors. This decision to be made by theExecutive Management Committee of this League and thisdecision shall be final.1.2 A copy of the club's title deeds showing the freehold interest of the ground, or a copy of any Lease (subject to the renewal provision of the Landlord & Tenant Act 1954 not having been excluded), any licence agreement or a copy of any ground sharing agreement that is subject to approval must be available at the first inspection, or any other such agreement acceptable to the Cymru Alliance Football League.1.3 The League Ground Inspectors' report will be sent to the applicant club as soon as possible after the inspection and will identify any work that must be completed by the April 30th. deadline if they wish to be considered for promotion.

Clubs must inform the league that they have completed the work required by the said date of April 30th. Any club not informing the league will not have their ground inspected for a second time and will be deemed to have failed on the criteria and will not have their one hundred pound inspection fee returned.
