    Bushtown Tomorrow - TodayThe Bushtown Tomorrow Project is the culmination of a decade-

    long, resident-led revitalization effort supported and funded byCommunity Impact of Chattanooga, Inc. Just when it seemedthat they would never be able to nish the last phase gettingrid of the blighted duplexes on North Holly Street and thecrime that seemed to be ever-present,the City of Chattanooga Department of

    Neighborhood Services and CommunityDevelopment was selected to receivefederal Neighborhood Stabilizationfunds and partnered with ChattanoogaNeighborhood Enterprise, CommunityImpact and the Lyndhurst Foundation onthe Bushtown Tomorrow project. TheBushtown Tomorrow project is partof a $3 million physical revitalizationinitiative for the Bushtown, Glenwoodand Orchard Knob neighborhoods,called 3 East Tomorrow.

    Bushtown Neighborhood Association President Peggie Kilpatrick is excited about the changoccurring in her neighborhood, and is certain that the Bushtown Tomorrow project is the long-awairenewal of their community. Even others outside of Bushtown have noticed the transformationsthe community, and inquiring about the new homes! All twelve Bushtown homes will be moderatpriced, energy efcient and well designed using the recently developed better-built standacreated by Green|Spaces of Chattanooga. The rst homes in the Bushtown Tomorrow project habeen completed and are ready for purchase. Down payment and closing costs assistance up$15,000 is available for qualied buyers.

    Chris Janda has always hadan interest in real estate, andhad a strong desire to use hisgifts, talents and abilities to giveback to the community. Friends

    encouraged him to apply to theDepartment of NeighborhoodServices and CommunityDevelopment as a way torealize his dreams of helpingothers. Mr. Janda selected 2016Jackson Street because of the

    area, the condition of the home,and its proximity to shopping,bus lines, and recreationalopportunities. I thought thiswould be a nice starter home

    for someone. It was well built and has a nice fenced yard for children to play in, says Janda. It wasin fairly good condition, but needed some updating. New carpeting, appliances, and minor repairsmade this house an ideal home for a medium sized family.

    Mr. Janda contacted a local shelter to see if there were any families eligible and interested inthe three-bedroom, 1.5 bath home. Staff referred a single mom of one who recently relocated toChattanooga. Mom moved from St. Augustine FL, where she had become homeless due to additionalleave time requested to take care of her terminally ill father. After the leave ended, she was unableto be re-hired and unable to locate new work. A friend suggested she move to Chattanooga becauseof the low cost of living and the quality of life offered to families. She soon was able to nd newemployment, and after a few months in the shelter, qualied to move into 2016 Jackson Street.

    Mr. Janda states, The NSP program is a fabulous use of federal funds. I think it will help the streetswe have bought houses on tremendously over the next fteen years. Thank you City of Chattanooga.

    Neighborhood Stabilization Program

    The Neighborhood Stabilization Program (NSP) provides state and local governmentswith a source of funding to help them respond to rising foreclosures and declining propertyvalues. The City of Chattanooga was awarded approximately $2.9 million in state andfederal NSP funds to implement local NSP activities in selected key neighborhoods.The overall objective is to leverage NSP1 funds with other resources to positively affectneighborhood market conditions and ultimately stabilize neighborhoods and communities.

    A series of public meetings were conducted to engage community stakeholders andcreate awareness of NSP. Using a three-pronged strategic approach, the Department ofNeighborhood Services and Community Development created partnerships with non-prot organizations, for-prot entities, and a foundation to assist with implementing theNSP Plan.

    Foreclosure Strategy acquisition and renovation of foreclosed homes throughoutthe Areas of Greatest Need;

    Stabilization Strategy stabilization of key NSP focus neighborhoods where earlysigns of blighting inuences are emerging;

    Revitalization Strategy redevelopment of model blocks that will serve as catalyststo attract additional redevelopment initiatives.

    APD Urban Planning and Management LLC, established in 1990, is a minority-owned rmbased in Jacksonville, Florida, with an ofce in Atlanta, GA. The rm consists of multipledisciplines including real estate development, community planning, affordable housingstrategy specialists, license real estate professionals, project management and compliance, andsupport technicians. Founder and owner, Jesse Wiles, has been a leader in the eld of urbanplanning and designing revitalization strategies in economically disadvantaged communitiesthroughout the United States.
