Minutes of the 27th District Assembly for Swaziland East Nazarene District held on October 21,

2015 at the Dining hall of the Faculty of Theology of Southern Africa Nazarene University

(SANU).

1.11.1 Business of the day

The day started with registration of delegates from 8:00 am until 9:00 am and Song

leaders Mrs Celiwe Motsa and Mrs Khanyisile Mazibuko led the assembly in hymns and

choruses. The business of the 27th District Assembly commenced at 9:30 am with a word

of prayer by Mrs Khanyisile Mazibuko.

The District superintendent Reverend Timothy T. Dlamini requested the strategy Field Co-

ordinator Reverend Maluleka Mashangu to introduce the General Superintendent Reverend, Dr

Eugenio Duarte to the Assembly delegates and visitors.

The General Superintendent Rev, Dr, Duarte took the floor and greeted the Assembly

and delivered a message titled “know your Identity”. He read from I peter 2:9 he

emphasized that we are a people set apart for God. He reminded the Assembly that

while we can share certain traits in our worship and singing, we as Nazarene should

know what identifies us. We are Christ like holy and missional. We must live like Christ,

live a Holy life and evangelize others. He charged the audience to consider being

missionaries by taking the Gospel to other societies.

He emphasized that we must apply transformation leaders to those we encounter so

that we develop them both physically and spiritually. While we differ in many cultural

ways, we should remain united in our core values as Nazarenes. We should remain

Christ like, holy and Missional while we remain focused on our understanding and

experience of our articles of faith that unite and identify who we are. We must avoid

what he called identity crisis, but concentrate on essentials rather than on what divides

us. He stated that together we will achieve the church vision of reaching a membership

of 3, 5 million by 2020. Reverend Maluleka offered prayer after the General

Superintendent’s sermon.

The General superintendent Dr E. Duarte then officially declared the 27th District

Assembly open. He requested the District Assembly secretary to establish the voting

area of the Assembly, set time for the business and allow the Assembly to send

greetings.

The District assembly secretary called upon the recording secretary Rev Cloyd Q. Pato

and two pages, Philisiwe Gamedze and Mr Nathi Dlamini to take their position in the

front.

An opportunity was given for greeting friends of the assembly. The General

superintendent Dr E. Duarte as chairperson of the assembly then called upon the

District Superintendent to deliver his report.

In his report the District superintendent first introduced prospective pastors of the

Swaziland East district;

INTRODUCTION

Good morning Swaziland East District Assembly of 2015 in the name of our risen Lord Jesus

Christ!!!

Let us welcome new Pastors who would like to work for the Lord in the Swaziland East District-

Rev. Glory Nyoni, Mr. Themba Dlamini, Miss Colile N. Dlamini and Mrs. Rebecca T. Shongwe.

Peace be unto you.

Looking Back

The Almighty God has always used faithful, available and teachable people to accomplish His

divine purposes. Full salvation came through the Person Jesus Christ. Jesus died for people and

not for programmes.

More than two thousand years ago- Our Lord Jesus Christ commanded His disciples to make

Christ like disciples in the nations. As a Church of the Nazarene that is our mission. We must be

excited about our mission!!! Christ believes in us that we will be and we will do what it takes to

win souls for His everlasting kingdom. Looking Around Our main business is to win souls for Christ. We see God’s people who have been blessed with all

gifts, talents, skills and knowledge. Among us we have great leaders, managers, musicians,

technicians, builders, preachers, teachers, nurses, doctors, farmers, care givers and supporters,

evangelists and church planters to name just a few. Let us commit ourselves to living out

holiness wherever the Lord has planted us.

We had wonderful District Meetings this year 2015 at all levels and we praise the Lord for

leading our leaders who led us so gracefully. For the first time our District Camp Meetings were

held in the Four Zones.

People expressed joy and happiness for the services in all the Zones. The excitement was so

great as peopled filled Kalanga, Lomasha, and Sigcaweni Churches. We thank the Preachers and

the Teachers who willingly ministered the Word of God among us. At Lomasha Zone a family

was received into full membership as a result of the Camp Meeting being held there and to God

be the glory!!!

Next year 2016 we are looking forward to receiving more families into God’s everlasting

Kingdom. Let us pray that all the district meetings will gain momentum!

Revival services were held across the District, holiness was proclaimed and I encourage us to

keep the holiness fire burning. The Holy Spirit is our Key to a victorious Christian life. Therefore,

let us continually be filled with the Holy Spirit.

Our NYI is alive, active, and full of energy and dreams. God is at work in their lives and is using

them for His purposes.

Our SDMI is encouraging us to think about Christian discipleship. Our NMI is helping to keep the

global mission task before us. This year E80 000 was paid for WEF. NMI has supported evangelism in the

district since funds were not readily available.

Our churches are finding ways and means to meet the physical needs of people in their various

communities, for an example they feed the hungry on Sundays-initiating CDCs.

We thank our partners so much for the labor of love they are doing to our boys and girls who

are needy. BFC continues to support Nduma CDC financially. Montrose Church of the Nazarene

is our new partner who graciously decided to help Nduma CDC with funds after the Pastor’s

visit there.

Hope Alive 268 is providing 3 Care points namely: Lubito, Mhlumeni and Siteki with food

monthly and scholarships for bright orphans and vulnerable learners. Friends we appreciate

what you are doing for the King of kings and may God bless you richly.

Mahlabatsini Church of the Nazarene has a proposed new church structure that will seat 500

people. Our partners in this initiative are the Deckers and Smiths and together we desire to see

this dream being realized in the next two years.

Looking Ahead

As we move forward let us not forget our mission to make Christ like disciples in the nations.

We need to plant more English speaking Churches, a Portuguese and Shangani speaking Church.

We must continue being a praying church because that is the foundation for and movement

of God. Soul winning is our main business. Our critical objectives are:

1.Holy Christian fellowship.

2. The Conversion of Sinners. 3. The Entire Sanctification of Believers. 4. The Up building of Believers in Holiness. 5. The Spiritual Power manifesting the New Testament. 6. The Preaching of the Gospel to every creature. 7. let us be people oriented. People do not care how much I know until they know how much I care.

8. Let us dig boreholes and plant gardens to feed the hungry and demonstrate the compassion

that Christ had towards people. By all means let us save some.

9. We need to establish scholarships especially for our theological students since the

government does not yet sponsor them. Together we can do it for the glory of God.

The lack of rains affected the income in our local churches this year 2014/2015 and HIV and

Aids pandemic continues to cause a big challenge to our people.

Concluding remarks

Last but not least I want to report the demise of our beloved Reverend Ntombikayise Khumalo

who was pastoring Maphatsindvuku Church of the Nazarene. We would like to pass word of

condolences to the church at large, family and friends in the ministry. Blessed are those who

died in the Lord.

Finally, you have been so good to me and my family and may the Lord God Almighty bless you

for that. My one burden is that we may all be continually filled with the Holy Spirit.

After the District superintendent’s report, the chair called upon the Assembly to appoint Board

of tellers for the review election of the District superintendent for the next four years. The

The General superintendent Dr E.Duarte called upon all pastors of the district to give their

reports in song. They sang song 183 in Ezokudumisa.

This is the District Advisory Board report for 2014/2015. There are seven board members in

all. The board had 6 meetings which had duration of two to three hours each session. The

opening meetings were led by the District superintendent. This was followed by the reading

of minutes and discussion of matters arising from the minutes.

The main items included; the District Treasurer’s report which covered the district cash

flow. The district superintendent’s report which covered growth and challenges faced by

organized churches and preaching points. Each report would be presented, thoroughly

discussed and then relevant suggestions are made. Finally, the District Advisory Board

appreciates the DS’s efforts in monitoring church growth through motivating pastors in

annual get-together meetings which are held at Buckswood.

The next issue for Assembly approval was put forward by the General superintendent

Dr. E. Duarte whereby seven constitutional amendments as promulgated by the General

Assembly in June 23-27 2013.

The District Assembly concurred with all seven amendments as made by the General in

June 2013. The chairperson appreciated the acceptance of the amendments of the

General Assembly of June 2013 and they are stated below;

The 27th Swaziland East District Assembly action held on 21October 2015 at Southern Africa

Nazarene University Dinning hall concurred on the constitutional amendment by the twenty-

Eight General Assembly adopted at Indianapolis, Indiana, USA, June 20 13.The Amendments

are as follows;

Resolutions amending the articles of Faith shall be referred by the General Assembly to

the Board of General Superintendent for review by a study committee, including

theologians and ordained ministers, appointed by the board of General Superintendent

that reflect the global nature of our church. The committee shall report, with any

recommendations or resolutions, to the subsequent General Assembly.

The manual paragraph 18, article of Faith XIV, was amended as follows;

we believe in the Bible doctrine of Devine healing and urge our people to seek to offer

the prayer of faith for the healing of the sick. We also believe God heals through the

means of medical science. 2 kings 5:1-19, Psalm 103:1-5, Matthew 4: 23-24; 19:18-

35, John 4:46-54, Acts 5:12-16, 9:32-42, 14:8-15; I Corinthians 12:4-11, 2

Corinthians 12:7-10; James 5:13-16.

Rational: The current grammatical construction is ambiguous and awkward. Two

infinitive phrases “to seek to offer” would normally be connected by the conjunction

‘and’.

Secondly, if we are encouraging our people to simply offer the prayer of Faith for the

healing of the sick, removing the phrase ‘to seek’ would be in order. If we are

encouraging our people to seek the prayer of Faith for the healing of the sick and to offer

such prayer, adding the word ‘and’ would clarify the current statement. Either

amendment is an improvement.

The manual paragraph 27.1 item 3 was amended as follows, 27.1 first. By doing that

which is enjoined in the word OF God, which is our rule of both faith and practice,

including:

3. being courteous to all people. Ephesians 4: 32; Titus 3:2; 1Peter 2:17; 1John 3:18.

The manual paragraph 27.1 Item 5, as amended as follows 27.1 first. By doing that

which is enjoined in the word OF God, which is our rule of both faith and practice,

including: 5. Seeking to do good to the bodies and souls of people; feeding the hungry,

clothing the naked, visiting the sick and imprisoned, and mastering to the needy, as

opportunity and ability are given , Matthew 25:35-36; 2 Corinthians 9:8-10; Galatians

2:10; James 2:15-16; 1 John 3:17-18.

The manual paragraph 27:2 Item 3 was amended as follows; 27.2. Second. By avoiding

evil of every kind , including;

3. Sexual Immorality, such as premarital or extramarital or same sex relations or

perversion in any form or looseness and impropriety of conduct. Genesis 19:4-11,

Exodus 20:14; Leviticus 18:22 &20:13, Matthew 5:27-32, Romans 1:26-27, 1 Corinthians

6:9-11, Galatians 5:19, 1 Thessalonians 4:3-7, 1 Timothy 1:10.

Rational

1. Clarification is necessary as to our biblical beliefs regarding homosexual activity

regardless of any given culture’s definition of Marriage.

2. Since homosexual practice is not mentioned anywhere else in our constitution, our

ministers and churches need this clarification in order to be able to clearly make the

case that this is our church’s stance.

3. While homosexual practice is addressed in the Covenant of Christians Conduct,

several factors make the covenant of Christian character a more suitable location for

its mention.

4. The covenant of Christian Conduct is an expression of collective Christian

conscience Manual paragraph 33.2 while the covenant of Christian Character is

introduced as that which is enjoined in the word of God, which is our rule of both faith

and practice. MANUAL paragraph 27.1

5. The Covenant of Christian Conduct is preceded by an encouragement that “they

should be followed’. The covenant of Christian Character is preceded by the

admonition that “It is required of all who desire to unite with the church of the

Nazarene” Manual paragraph 27.

6. The covenant of Christian Conduct “purposes to relate timeless biblical principles to

contemporary society” Manual Paragraph 33.1 whereas the covenant of Christian

Character communicates regarding issues specifically addressed by scripture.

7. The covenant of Christian Character is part of the Constitution, which is more difficult

to change than the covenant of Christian conduct. Changes to the constitution

require a two thirds majority of the General Assembly, and ratification by two thirds of

the district assemblies, phase 2 and phase 3, whereas changes to the covenant of

Christian conduct do not require any ratification by district assemblies.

8. The covenant was designed by the 2009 General Assembly to be cared for by the

regions in regional handbooks rather than being included in the new Global Manual.

This would leave us without any Global statement on homosexual practice. This

resolution remedies that.

9. Our prohibition of homosexual practice needs to be stated clearly, simply, and

authoritatively. Our covenant of Christian Character has been understood to include

homosexual practice under the category “extramarital” we need to make this

understanding explicit, in order to avoid any confusion or misconstrual of our

longstanding intent.

28.1. We are agreed that there are three legislative entities in the structure of the Church

of the Nazarene: Local, District, General. The regions serve as administrative entities for

mission strategy and implementation.

The manual paragraph 30 was amended as follows; Article 111. District Assemblies .30.

The General Assembly shall organize the membership of the church into district

assemblies, giving such lay and ministerial representation therein as the General

Assembly may deem fair and just, and shall determine qualifications of such

representatives, provided, however, that all assigned ordained ministers shall be

members thereof. The General Assembly boundaries committee shall also fix the

boundaries of assembly districts and the General Assembly shall also define the powers

and duties of district assemblies.

The manual paragraph 32 w amended as follows; the provisions of this constitution may

be replaced or amended when concurred in by a two-thirds vote of the General

Assembly members present and voting, and concurred in by not less than two-thirds of

all the phase 3 and phase 2 district assemblies of the church of the Nazarene. A majority

vote is required on each constitutional amendment item by any phase 3 or phase 2

district assembly. Either the General Assembly or any phase 3 or 2 district assembly

may take the initiative in the matter of proposing such amendments. As soon as such

amendments shall have been adopted as herein provided, the result of the vote shall be

announced by the Board of General Superintendents, whereupon such amendments

shall have full force and effect.

The next report was the District ministerial Studies Board by reverend John C.Twala

secretary. The report was accepted by the assembly and the full report is below;

1.11.5 THE ANNUAL REPORT OF THE DISTRICT MINISTERIAL STUDIES BOARD 2014/2015 BY REV. J.C. TWALA. The Chairperson, Dist. Superintendent, Delegates and invited Guests: The Ministerial Studies Board was constituted by the last District Assembly in October 2014. Its first meeting to elect executive operations officers was held in December 17, 2014 at the District Offices. At this meeting the District Superintendent furnished the committee with its duties as provided by the Manual of the Church of the Nazarene. Among the Board’s duties is to keep records of all Ministerial students with a sole purpose to assist them to be informed of what is expected of them in the field. At the core of this is the understanding of the code of conduct as they perform the work of the ministry. This includes their conduct even during the course of study. The Board is also expected to assist the prospective students even before they enroll for study to understand the nature and expectation of the Church. The Board is also responsible to assist the Ministers already in the field with skills to improve their work. This is to be carried out by in- service raining interventions. In this regard, the Board is expected to organize workshops, seminars and Pastors conferences. For 2014/15 Church year, one conference was held between March 26 and 27, 2015 at the Faculty of Theology of the Southern Africa Nazarene University. The conference was a success, with 28 Churches of the 38 Churches in the District attended. Each Pastor contributed E200.00. Twenty eight Pastors paid E200.00 in full two paid E100.00 only. The total (collected for the conference was as follows:

The board is currently engaged in compiling a list of Ministerial students with a view to closely monitor and assist them. It is further hoped that in the 2015/2016 Pastors conference the Board shall make available a Source Book for ordination for participants in either a presentation form or in hand outs or both. It is expected that both Pastors in the field and ministerial Students at College will benefit. The Board solicits prayers support and co – operation from all concerned as it endeavors to take the District forward. We have completed our review of the books of accounts of the Swaziland East Nazarene

District for the year ended 31 August 2015 and we wish to record our appreciation of the

assistance given to us by yourselves and staff during the course of the audit.

Our audit procedures are conducted on a test basis and are designed primarily to support our

opinion on the books of accounts of the Swaziland East Nazarene District. This report therefore

does not include all possible improvements in internal controls which a more extensive special

examination may disclose. Our audit should also not be relied upon to disclose all irregularities

although their disclosure, if they exist, may well have resulted from the audit procedures

performed.

SCOPE OF REVIEW

Our review comprised:

An understanding of the processes for receipting and recording of income and for

disbursements of expenditure.

Ensure compliance with laws and regulations.

A review of the accounting and internal control systems in operation.

An examination of key controls in the processes. HIGH RISK AND SIGNIFICANT REVIEW AREAS The critical risk areas that were identified during the review include timely submission of the

Budget Forms with attached deposit slips where applicable, preparation and review of monthly

bank reconciliations, the banking of receipted monies and the approval of expenditure. We are

still noting that the District uses a manual accounting system which may be prone to

unintentional errors and increases the risk of manual intervention.

INTERNAL CONTROLS We have tested design, implementation and operating effectiveness of implemented internal

controls. Internal controls were tested for the following processes: income and expenditure.

STATUS OF ACCOUNTING RECORDS

The treasurer has been keeping good accounting records. However, we are recommending that the District procure an Automated Accounting System such as Pastel.

REVIEW ISSUES

We evaluated the following:

Budget forms; Receipts; Cash Analysis Book; Bank Statements; Deposit books; Cheque Vouchers;

CONCLUSION

It was presented, thoroughly discussed and then relevant recommendations were made.

a) The following were noted from the report, it was in five folds:

I. Current Assets and Income and Expenditure for each account.

II. Income for 20% from local Churches, Rent, Unknown Creditors, District

Workshop and the Expenditure for the mentioned legends.

III. Lists of local Churches who have remitted funds and those who have not to the

District Office

IV. List of Churches who have contributed to the Special Fund

V. Finally a list of those who have paid towards the purchase of the current District

vehicle and those who have not yet paid in full

b) I. In the financial year 2014/2015 the District Office had collected a sum of 782 117.30 from

Local Churches and Rent paid in by the District tenants. Compare it to 2013/2014 Income

which was 890 527.00. The committee deduced a deplete of 12.28 % in 2014/2015 while an

increase of 19% in 2013/2014.

II. The 20% from Local Churches 2014/2015. There has been a decline too. Once again let us

compare it to the previous year of 2013/2014. In 2013/2014 District Office received 454

750.00 while in 2014/2015 the Office received 384 527.30. As a District we had a budget of

547 181.00 in which we managed to raise 70.27% of the total Budget whilst in 2013/2014

we managed 95% of the total Budget. What a decline! There are many factors that have

contributed to our failure to meet our budget. We do have a potential to meet it and we

can if all our 38 churches would be faithful in paying their district budgets.

c) District Special Fund. Ever since the establishment of the fund, It had performed very badly;

when someone considers that in 2013/2014 we managed to collect 4 912 from 13/38

churches whilst in 2014/2015 we experienced a deplete of 53% of what we collected the

previous year. In 2014/2015 we managed to collect 2 308.76 from 13/38 Churches. One

draws a conclusion that local churches have not yet fully bought the idea of the Special

fund. Those who have contributed something is not a true reflection of those respective

churches.

d) District Vehicle. There is a substantial amount still not yet settled by some local churches.

Consider last year’s owing balance which stood at 113 834 against 2014/2015 outstanding

amount of 102 652, this shows a sum of 11 182 collected this financial year. The

outstanding amount is good enough to be a deposit of a brand new car. There has been a

drop of 41% when someone compare the 11 182 against the 18 903.00 from year

2013/2014.

e) General Assembly for 2017. What an amount of 53.99? Almost nothing when compared

against 2013/2014 where we collected 1 182.00 which went to offset an outstanding

balance for 2013 General Assembly.

f) Unknown Creditors. There is an amount of 16 102.61 which the Treasurer failed to account

for or allocate it to certain churches and to the different legends because the forms by

which we remit funds and the deposits slips were never delivered to the office for a proper

reconciliations. This has affected all legends in the District 0ffice , You name them 20%, NYI,

NMI, SDMI, Pension, NCT etc.

g) Pastor’s Pension. This legend is heavily committed compare income against expenditure.

We had an income of 55 212.65 and expenditure 67 802.35. Those churches who do not

take seriously the remitting of funds to the District office affect these legends. The failure or

not remitting the proper amount will have repercussion to the beneficiaries of the legends

in the near future. May we also draw your attention to N.C.T which is 3% like pension it less

than Pension which confirms the finance committee conclusion that some local churches

are not taking seriously the remitting of funds to the district office. NCT managed to receive

54 970.13 yet Pension received 55 212.65.

h) Car Running Costs. The costs are escalating because the car is aging. This year it turned 8

years. Way out off service plan. They have amounted to 51 224.00, whilst the previous year

was 41 306.

i) The District office in collaboration with NYI, NMI and SDMI have acquired a new copier

machine. The cost price was 47 480.00. Each of the four stakeholders have made a deposit

of 5000.00 and an installment of 1 145 thus making a deposit of 20 000 and a down

payment of 4 580 , making a payment of 24 580 with a balance of 22 900 payable in five

months. The purchase was a pressing need because of the un availability of certain items

such as a tonner and the ever increasing work load in the District office. The acquisition will

reduce the maintenance and stationary costs as this will be shared equally amongst the

stakeholders.

2 Proposed 2015/2016 Budget.

3 Recommendations

I. We recommend our budget to be 603 100.00

We recommend to meet every quarter to monitor the cash flow which we will then

decide which local churches needs our attention. Then we shall pay them a visit to

motivate them.

II. Local churches partner with the District office in its endeavor to meet the target. in

every meeting we recommend that we encourage one another on the importance of

Tithes and offerings as it is God’s financial plan for the Great Commission. As stewards

of the Almighty God , let us be faithful over what He has entrusted us with. Let us bring

in our tithes and offerings accordingly, everyone attending our meeting is expected to

offer offerings and tithes can it be elders, youth and children ;working or nonworking,

entrepreneurs, retired people and students earning allowances etc.

III. Pastors should never get tired to teach, preach and motivate the membership on the

importance of Tithing and offerings. We recommend that local churches appoints

promoters of tithes and offerings and special fund separate from the promoters for the

other legends.

IV. District special fund. Honorable Chairperson of the District assembly allow us to remind

the assembly about the objectives of the district special Fund. This was a resolution

taken at the District assembly of 2013 where it was agreed upon that every working

adult or youth at least would contribute a min of 100.00 annually while non-working

adults and youth contributes 50.00 annually and children 20 annually. The essence of

the fund is to look after for the following: retired Pastors, newly organized churches,

building insurance, church planting and fund the General assembly. For the past two

years since the establishment of the fund we have managed to raise 7 220.76 off which

it not a true reflection of the District membership. Our recommendation is that the

District assembly allows us to re-double the said amount to avoid a similar situation

which occurred in 2013 whereby there was an emergency in a short space of time

requesting assistance from local churches. Thereafter local churches admonished us

that such should not never occur in the near distant future.

V. District Car. We recommend that we change the car before it loses value such that we

could not sell it for a good return. Currently the book value of the vehicle is 85 000 ,

yearly it depreciates in value. For the past two years we have been requesting local

churches with outstanding amount to settle them before we embark on the next

project of changing the District car. It is disheartening to note that as we stand an

amount still outstanding from local churches stands at 102652.00 which can make a

good deposit. Furthermore we recommend that the assembly grant us authority to

summon local churches to find out what is hindering the settlement of the said amount.

This would happen after six months from now. To be precisely all out-standing amount

for the car we asked should be settled by the month of May 2016. We want to embark

on the new project all in a new clean slate not anyone lagging behind.

VI. Creation of new sub legends under district car. we recommend that we create new

legends under the said legend (i.e.) Car insurance, fuel and repairs/maintenance. Other

than just a lump sum figure.

VII. Remittance of district funds. We recommend that local churches duly comply with the

stipulated percentage that should to be remitted to the District office not to deviate

from it because it will have repercussions on the operations of the District activities, A

reminder, as a finance committee we take this opportunity to admonishes local

churches never or dire not purposefully fail to remit stipulated amounts to the District

office because of their projects. In a situation whereby all local churches can have

projects it would mean that the District office can shut doors while local churches finish

their project.

VIII. Avoidance of unknown creditors

We due respect we recommend that when local churches are making transfers or

deposit to the District office, they must capture the local church’s name as a reference

so that the District office Treasure can be in a position to see clear which church has

make a deposit or transfers. Shortly we shall engage our banker on this matter not to

accept a deposit or transfer without a reference as it is done when making deposit of

transfer for school fees. Once that deposit or transfer has been made we request that

local churches within a week summit those confirmations together with the forms we

remit funds to the District office for the issuing of District receipts to acknowledge

receiving funds from various churches for a proper record keeping. Failure to comply

with this recommendation will continue to contribute to our failure to meet our target

and compromise legends, i.e. 31.5%, NYI, SDMI, NMI etc.

IX. Bank Charges remains a challenge. Let us consider bank charges for the period

2013/2014 against 2014/2015. In 2031/2014 the charges stood 16 656, while in

2014/2015 they stood at 22 258.00. Contributing factors are in each and every

transaction touching the District account it drawn a charge. Let’s us remind the

Assembly that the District main account receives funds on behalf of the stakeholders

(i.e.) NYI, NMI, SDMI. In our effort to reduce the charges we recommend that we share

the charges with them, we envision engaging our bankers in an attempt to reduce the

charges level against our bank account when local churches are making a deposit or

transfer. The charge should be a fixed one regardless of the amount as is done with

school deposits so that local churches include that amount.

X. District officer’s remuneration.

The volume of work is directly propositional to the increase of the local churches. In

yester years budgets were remitted to the District quarterly because the number of

churches were few, nowadays we have 39 churches which are expected to remit

budgets on a monthly basis in the district office. These officers are now daily available to

service us. After having considered the volume of work they are subjected to, we

recommend the following: DS review of 12.5%. District Office Secretary review of

42.8%, District Treasurer review of 124% and the Grounds Man who works twice a week

review of 10%.

The next report presented was the Church planting and Evangelism by Reverend Bongani F.

Dlamini. The report was accepted and is below.

1.11.9 Church planting report by Rev. Dumsile Shiba and Rev B.F Dlamini

(District Church Planter) 2014/2015

General Superintendent Dr. E. Duarte, District Superintendent Rev. T.T. Dlamini, Pastors, NMI,

NYI and SDMI presidents, delegates and ladies and gentlemen I greet you in the wonderful

name of our Lord and Savior Jesus Christ. It’s my pleasure and privilege to once again work for

my Lord and Savior in the Church Planting Ministry for the Swaziland Nazarene East District.

Mission

It is to plant churches, preach the gospel, tent revivals, teach new converts, acquire the

necessary resources, meet the needs of the communities, and to motivate and educate the

established preaching points.

Achievements

We have achieved the following:

1. We were able to hold tent revivals at Endlovini a preaching point of Siweni,

Emampempeni a preaching point of Sigcaweni, and Emagesini a preaching point of

Kalanga. As church planter I have been able to teach to Endlovini and unable to teach at

Emagesini and Emampempeni.

2. However, Churches that I have gone to teach and encouraged the planting of churches

are: Lubito, Mayenjane, Mahlabatsini, Manyeveni,

3. The kitchen for feeding children at Lubito has been completed and was dedicated on the

25 July 2015. The first team of 15 people came from HopeAlive to work on the kitchen

and the second team was composed of 40 people came from the Parker and Hetrick

families completed the kitchen.

4. The beginning of the building was donated by Evalyn Cole the amount was R 14,000 plus

and donated the money to purchase the pots (R11,000 ). HopeAlive has spentR 64,800

to complete the kitchen and is still to purchase the tables and chairs of the kitchen.

5. a) The feeding scheme from HOPEALIVE (NGO) still continues at the Siteki (Mlindazwe)

Care Point and on Saturday and Sunday. The Sunday school lessons still continue at Mrs.

Maziya’s house (gogo Mbhamali). Feeding scheme has been extended to Mhlumeni and

Lubito.

b) The Sunday school class which is conducted at Mrs. Maziya’s homestead continues to

give offerings to the Lord. Last year the registration was 35 with the average of 18 and

offerings was R 749.50 This year they are 59 with the average of 21 and offerings is R

295.50. It is amazing that this Fitch Way Side

Sunday school that was started through Church Planting grows tremendously. However,

the offerings and average attendance dropped while registration has increased. Adults

continue to attend the Sunday lessons and Mrs. Elsie Gamedze, Mrs. C. Dudu Dlamini,

and Mrs. Joyce Nxumalo are still helping.

Prospective Places for Church Plantation

We had 41 preaching points of which 2 were organized. There are 26 prospective areas of

planting churches that shows that more effort is needed especially teaching that they grow to

be organized. KaShoba, KaSibengwane, (close to Lubito Church of the Nazarene) Etigodzini

(close to Lomahasha Church of the Nazarene), and Emkhutjane (close to Magugu) are to be

planted soon. At Nyetane the preaching point Esibovini has a planted Wayside by the name

Emahlatsini.

Challenges

a) Lack of funds to travel so to be able to plant and nurture and hold tent revivals to those

newly planted churches. This is a serious challenge as the tent has been financed by

individuals and the church planter depends upon personal finance to reach all the areas.

Financing still stands to be a problem.

b) Lack of understanding of planting churches through the mother church. Some mother

churches feel they cannot plant a church because other denominations will accuse them

for planting churches.

c) In conclusion, I think re-structuring our working strategy can be of great help in making

this exercise to be more effective.

d) Churches are not reporting which makes very difficult to make a follow up.

Recommendation

A strong recommendation is that the District sees to it that the evangelism and church

planting is financed than depending upon the special offering that is expected to come from

church members. Furthermore, it has not worked since it has been put in place. It is not

easy for one to depend upon churches that ask for a tent and a limited budget to operate a

programme which is expected to be effective to yield good results.

The next business was a report of the ballot on the review of the District superintendent

Reverend Timothy T. Dlamini. The General Superintendent Dr E. Duarte announced the results

of the elections as follows;

The numbers of Ballots were 144 (100%). The number necessary for success of vote was

96(66%).The ballot carried with 121 votes (84%) against 22 votes (15%). There was one spoiled

ballot (0.69%).

Other reports presented during the District Assembly included the following;

1.11.10 District Pastors Pension Fund report by Rev S. Nyawo .

General Superintendent Dr E.Duarte , District Superintendent Rev T.T.Dlamini, Field strategy

Co-ordinator Rev Maluleka Mashangu, Ministers , delegates, and visitors I greet you all in the

name of Our Lord Jesus Christ. I thank God for giving me the strength up until now.

May I report that Pastors pensions are kept with Alexander’s Forbes in Swaziland .Due to

problems that arose, we requested the moneys be returned to our District, however, these

moneys have not returned so far. Alexander’s is not satisfied with how the funds are paid.

For this reason the National Pensions Board of the pastors requested the National to allow the

pastors pension to be returned to respective districts for further action. The response was

positive, in this regard. Presently the funds for pastor’s pension are being attended to by SRA

Registrar which deals with pension in Swaziland.

1.11.11 The District Ministerial Credentials Board Report 2015 BY Rev

Albert Khumalo.

The Board met three times and in each meeting, it was opened by prayer and closed by prayer.

1.0 The Chairman in the first meeting requested that a secretary be elected and Rev A.

Khumalo was elected.

1.2 He then explained the duties of the Board explicitly. To carefully examine and evaluate all

persons who have been properly presented to the district assembly for election to the order of

elder, the order of deacon and for ministers license and also all persons designing to receive a

certificate for any of the assigned roles of ministry, including all lay and ministerial candidates

aspiring to be recognized for ministries beyond the local church, and any other special relations

provided by the manual.

1.3 The Chairman gave a list of applicants who have applied to serve God in the East district:

1.8 The chaiman thanked the board for the work done and requested Rev F. Masinga to close in

prayer at 4:30 PM.

The General Superintendent then announced that the result of the election meant the District

Superintendent Reverend Timothy T. Dlamini would continue to lead the District for the next

four years.

The General Superintendent requested the assembly to rise in honour of the Leadership and re-

election of the District Superintendent and his wife Grace. The General Superintendent Further

requested the assembly to give a special offering for the District Superintendent and his wife as

a token for congratulation for his re-election and appreciation for his Leadership. An

opportunity for the District Superintendent and his wife was given for them to address the

assembly.

The next issue was the vote of thanks by Pastor Dvudvutile Manyatsi to the assembly dignitaries

who were;

Then the General Superintendent Dr E.Duarte recommended to the assembly that the

programme be paused for lunch and be resumed after lunch for the ordination service.

Reverend Bongani F. Dlamini was requested to pronounce an ordination after lunch and the

assembly adjourned for lunch.

The District Assembly 2015 resumed after lunch with the ordination service. The following

pastors who had been approved for ordination the previous year were;

The General Superintendent Rev, Dr E. Duarte read words of admonition encouragement and

strength. He implored the newly ordained to be exemplary to the community in which they are

stationed in living a holy life. He also reminded them to make Christ like disciples and to be

Gods representative all the time. He said ordination meant that they would be servants among

the people as they looked up to them for help in time of need.

After a dedicatory prayer by the District superintendent rev Timothy T. Dlamini the General

Superintendent pronounced words of benediction to each one of the candidates for ordination.

After the six were ordained, Rev Maluleka Mashangu was requested to pray for them and to

pray a closing prayer for the assembly. The Church elders and the entire assembly were allowed

to congratulate the newly ordained.

East District Superintendent Reverend T.T. Dlamini, Executive Board, Sunday school ministries,

Mrs Viola Thwala, NYI president Mr Nhlanhla Mnisi, Advisory board, licensed pastors, retired

pastors, NMI presidents in churches, delegates, invited guest, I greet you in the name of our

Lord and savior Jesus Christ.

I thank God all of your cooperation and prayers as we labored I the past year. Brethren we

conclude this year which was a great year in the entire Church of the Nazarene. Before we

proceed I wish to take this opportunity to express our heartfelt condolences to those churches

who lost their loved ones in this past year. The gap left will only be closed by God who is the

beginning and the end of our lives. Everything was evaluated by God before he permitted it.

We thank God for the good things he has done for us this year. We reached our financial target

and went above it. The previous year we made a sum of E64, 000.00 whereas this past year we

made E80, 000.00. This year we aimed at doing even better. May I take this opportunity to

thank you all for your hard work in the NMI ministry which is indicated by the growth in your

commitment. Put more effort as Jesus still wants us to take the Gospel across. This past year we were able to

hold one workshop, I further urge you to put more effort in making offering for the needy and

ensure we bank the money every three weeks. If you are unable to bank the collections include

it in the budget form and clearly market is as Tin money and how much it is. In turn the district

office will ensure the offering gets to Manzini companionate office.

I thank God for the opportunity I got to attend NMI Workshop in Johannesburg which was

organized by church Leadership. There Rev A Khumalo will brief the convention on what

transpired at that workshop and inform you that we are called upon to go beyond our borders

in taking the Gospel across.

There are currently 12 countries in Africa where the Gospel has not reached. We need to send

our missionaries there whom we are expected to support. We applause Rev C.Elliot , who has

heeded the call and is our first missionary to Africa.

With regard to NMI lessons, there are very few local churches that have conducted them

whereas when we read them, the importance of the big need is revealed. Unfortunately

churches that take care of the needy are not growing and others have stopped. I urge churches

to forge forward in this area as the need is wide and big.

It is heartening to report that many churches in the district have joined NMI. We encourage all

churches not only to join but to work hard this year. We note that there are new developments

that are taking place. NMI collections prove that we are 100 years old in the field, May God

bless you.

I report that the dream of purchasing a photocopier has finally been realized. However, all

sectors of the district contributed so that we will all use it. Our motto has not changed; we still

want to make Christ like disciples.

The money for NMI delegate to the General Assembly is not coming as expected. I request

churches to clearly mark such contributions as NMI delegate as any other delegate contribution

is not clear and therefore unacceptable. The new report form is very clear; it makes the

distinction very clearly. Please obtain it and use it.

Prizes: We thank God for the good work in each group churches that we raised to join bigger

churches as they showed strength. Others were reduced to lower groups as they showed that

those who supported them had perhaps left. All in all the purpose is to encourage hard work

not to overburden church.

Objectives for 201-2015

To meet regularly and share ideas as a district

To inform one another as the awards and prizes are organized.

To enable local churches to be informed about Child development

To ensure that General Budget is accordingly sent.

To explain details of the NMI calendar

To continue assisting churches in certain areas.

We wish NMI to get involved in the Evangelization programme of the district in such

activities such as revivals, at 2 instead of 3. For Sulutane an NMI sponsorship revival is

on the way this year.

We request all brethren to pray for us. We have achieved our objectives by holding a

workshop. One unachieved objective is having an NMI office in the district.

Awards: Local churches were able to achieve goals and targets set by NMI MPO, however, it all

depended on individual strength. This year, we still award all three groups.

Awards will be similar. Churches must not be careless but must keep documents safely. Some

NMI presidents at local church level will be honored for submitting monthly reports faithfully.

The awards will be their personal awards not for their churches as it encourages them for their

faithfulness in sending the monthly reports.

We will annually assist two churches whether they buy a pulpit or chairs, it will be up to them,

but they should buy. This year we remembered the retired ministers who made it possible to

find NMI. This year we will honor our district superintendent who has been a pillar of strength

to NMI council as he attended all their meetings. The council is happy for always having his

support.

We purchased cabinets in accordance with the income received from local churches and also

how MPO permits.

Retired ministers: We wish to honor our retired ministers who fought for the survival of NMI.

WE should do the same today, for the propagation of the Gospel.

Child Development Awards

Here there is a problem as some local churches that qualify for awards have contributed lower

than expected. Others have stopped the programe. Others are still forging ahead with their

programmes.

In conclusion, May I thank the following;

I sincerely thank Rev N. Dlamini and his committee for the venue in which we are

meeting. May God bless members and authorities of Fitch Memorial church.

I thank the family of Rev S. Mahlalela and wife for agreeing to be with us small as we

are. I appreciate all those who visited us today.

I thank the Ka-Langa church of the Nazarene for allowing the youth to bless us in music.

We thank Thabiso, Jones Magongo’s son for entertaining the convention with music.

I give honour to all ministers of this District for preaching the Gospel and for your

presence in this convention and this give me strength. I am humbled by this act as you,

hopefully with Gods will; we will meet again next year.

We extend special thanks for the support given by our district superintendent in all our

endeavors and meetings as earlier stated.

1.12.2 Siteki Top Zone report BY Mrs Busisiwe L.Dlamini Siteki Zone

Leader.

District superintendent, Swaziland east District Rev T.T.Dlamini, District NMI president, pastors,

delegates, visitors, I greet you in the name of our savior Jesus Christ. It has been God’s grace

that I have been allowed to work with you at this time in which I have been a leader of Siteki

Top Zone.

Even though things did not go as expected, I am thankful to the Almighty. I did invite churches

for a workshop in December 6 2014 during the first quarter but the response was very poor. I

could not organize another workshop due to time constraints.

Objective: to pray for cooperating whenever there is a workshop so that we may share ideas

together. Thank you.

1.12.3 Mission Education Director Report by Reverend Elmon M.

Ginindza Mission Education Director.

I greet you all in the name of our lord Jesus Christ. I thank God who saves me from time to time.

Jesus is good. I thank God to be his servant in his field; it is my wish to work for him until I reach

home.

I was able to motivate a few churches about the important subject of reading. I was able to

discover churches that have reading sessions. I was able to motivate the following churches;

Kalanga

Sibovini

Luhhwahhweni

And Mayenjane

Others I had contact with are Tjaneni and Mlindazwe.

I urge those who have not started do so. It could be bible study or Christian literature. Start

1.12.4 District Handicraft Ministry Director Report by L.G Ginindza.

The District superintendent Rev Timothy T. Dlamini , NMI president Mrs. N.G Dlamini, ministers,

District and local leadership and all delegates. Once more I thank God this past year that he has

entrusted with the task in front of me. I was able to visit two churches this past year,

Luhhwahhweni and Mayenjane. I take this opportunity to remind all churches about the

ministry of handicraft under NMI. I urge all to work in full force for God in this ministry as you

will be rewarded in the end.

In this new church year let us go out and put our shoulders on this assignment so that we may

show case our work at the next assembly. Thank you and May God be with you.

1.12.5 Prayer and Fasting Ministry Director’s report by Mrs Thembekile

Gamedze.

The District superintendent, President of District NMI, Pastors, delegates and the Leadership at

local churches, may I greet you in the name of our Lord Jesus Christ.

I thank God who is able to sustain our lives hence I am here amongst you today. God’s children

put their trust In God and prayed to him as king for his help. God answered their prayers.

Brethren, fasting and prayer are a powerful worship tools that leads us to overcome in our

Christian faith. We are called upon to fast and pray. We thank and petition him when we need

to do so.

This past year I was able to motivate local churches to pray and fast and did this by writing

letters for that purpose.

Recommendations: I recommend that the ministry of prayer and fasting be conducted in zones

across the district. May God help us as we meditate about this recommendation.

1.12.7 NMI convention Minutes for the meeting

The NMI convention as held on the 19th September 2015 at Fitch memorial church of the

Nazarene. Members present were NMI president, NMI councilors, delegates, pastors, visitors

and invited guests.

The programe director Mr Kingdom Dlamini warmly welcomed the convention and invited the

president to greet the membership of NMI. After her address She then introduced Make

Mahlalela ,wife to Rev Mahlalela former DS for the south region.

Make mahlalela highlighted the following;

The president thanked the speech made by Make Mahlalela and gave the opportunity to DS Rev

T.T. Dlamini.

In his address the DISTRICT superintendent thanked the following;

the members who attended the NMI Convention

the God Almighty who is ever caring

the Gospel that finally arrived in Swaziland

The Gospel that found him at Hhelehhele and is still powerful to reach people.

He also went on to remind the convention that we are Christians people. We are one with

Christian in the world. He quoted make Mahlalela in her address that we are Holiness people.

Holiness means being like Christ.

Jesus Christ healed the people from ailments

He was a great teacher

He was a great preacher

The church should heal, teach and preach.

On another note Rev T.T. Dlamini reported the demise of rev Ntombikayise Khumalo a pastor at

Maphatsindvuku church of the Nazarene. He encouraged the brethren to pray for her mother,

brothers, children, sisters and Maphatsindvuku church. Rev T.T. Dlamini gave a moving

testimony about Rev Ntombikayise Khumalo, He said they visited her in her hospital bed in

Nelspruit where the reverend recognized all who visited her and she indicated without fear that

Jesus is her Lord and savior. She went on to state that God should be first, ‘God first when I am

weak but I am strong’. The power does not belong to us but to God. Reverend T.T was not

optimistic that the reverend was with her creator. He also announced that the memorial service

will be on Friday and the burial will be on 26 September 2015.

The DS further announced the District Assembly that it would be on 21 October 2015.

Delegates, pastors and leaders are all invited. He mentioned that there are pastors who would

be ordained in the district assembly.

Brethren, I take this opportunity to thank all, directors of Sunday school in the district who

worked selflessly to bring souls to Christ, May God give you strength to continue to work for

him thereby bringing about growth in the church.

Philippine Magagula.

I greet you all in the name of Jesus Christ. May I report that the women’s committee was able

to meet three times mainly preparing our trip to Richards Bay. This trip was a resounding

success. While at Richards’s bay we went to the beach for swinging and we enjoyed ourselves.

From there we went to Kwasizabantu Mission where we had a lot to learn.

From the previous year we had a balance of E800.00 This past year collections were made and

were accordingly expended it on catering. We thank local churches that supported us when we

requested for assistance. This helped as we were accompanied by those who are retirees.

May I extend my special thanks to Mr. S. Ngqwane who prepared our beautiful programme.

Also thank the District SDMI president who was a pillar of strength when things got tough as we

were making preparations. I should not forget to thank Mr. Isaiah V.S.Thwala who was our go-

getter; I thank his wife for loaning him to us as he was of such help to us. We send our prayers

to those of us who are indisposed such as Rev Ntombikayise Khumalo of Maphatsindvuku.

District superintendent, REV T.T. Dlamini , SDMI President , NMI president , all honorable

pastors , NYI local leaders , all delegates, brethren I greet you all in the wonderful name of our

Lord and savior Jesus Christ, Amen

I am humbled and appreciative of the gift of life and the honor given to me to lead the youth of

the east District. It is not by power nor by might but by Spirit of the Lord.

Our mission is to call our generation to a dynamic life in Christ and it all starts with us delegates.

The verse Do not let anyone look down on you because you are young, but set an example for

the believers in speech, in life, in love, in Faith, and in purity 1 Timothy 4: 12 remain our focus.

Achievements and accomplishment

We had a successful leadership workshop last year November where by emphasis was

that as leaders we must have a passion for NYI. We are what we repeatedly do and

that’s why excellence is not just an act but a habit. It’s therefore important that we

support each other, more especially the youth so that they excel in serving the Lord.

We also grateful that we visited most of the churches in the district; the purpose of the

visit was to encourage NYI and also ask for support of NYI from the churches. We have

seen that out youth need support now and again. I personally visited Tsambokhulu,

Malindza, Macetjeni, and Fitch.

At Nayoho , we were saying back to our roots. There is a significant importance in

maintaining Holiness even in this circular world. This topic was well presented.

We got reports that our youth attended camp meeting in the 4 Zones. It is important to

attend all services that the church has scheduled.

We had an acceptable attendance of summer camp at Veyane Cultural Village,

Mtubatuba. We have a great time and indeed we concluded that In God we have

everything we need as the theme of the camp.

Fundraising

It is not prayer that is needed for success of the work of the Lord. Money is equally

important. We want to appreciate all those that have supported us in our Endeavour to

raise funds for NYI. Our main aim for the fundraising was to buy a PA system for NYI and

also office equipment such as laptop, projector etc. May I humbly apologize that some

churches may have not received the tickets to sell. The treasurer is going to give us a

comprehensive report of the raffle draw and today, someone will win his or her

Samsung S5 cell phone.

Regional and International Matters

Africa Nazarene youth conference

We are having a first Nazarene Youth Conference to be held in Johannesburg from 7th

December to 11th December 2016. The theme is “Chosen to Change” I pray that we

prepare ourselves and be part of this extravaganza.

Global NYI convention

We are only some few months [22] before the Global NYI convention. Taking our Global

participation seriously may mean that we need to send more than one delegates to this

convention.

In coming Council

As we appreciate the reports, progress and challenges we must be prayerful that God continue

to guide us as we elect our new NYI district Council. Let God elect his own. We must all

remember that we are called to usher our youth into a dynamic life in Christ.

Special thanks goes to the Lord for leading us till this far. We can do all things through him who

strengthens us. We are thankful for the DS and his family who is ever present for us.

Pastors are supporting us, we also thank them. We thank different speakers for our services.

Lastly, I thank my wife who is supportive in the NYI Ministry.

Was held on 5 September 2015 at Fitch memorial church of the Nazarene, Siteki

Word of God was delivered by Rev Nhlanhla Dlamini after which the secretary seated the

delegates and visitors. The following were called upon to greet the convention, SDMI President

and NMI president.

District Superintendent Rev T.T.Dlamini, NYI president, SDMI president, NMI president, Delegates and brethren, Greetings in Jesus name. First and foremost I wish state that I love Jesus Christ. He is Lord and saviour of my life. I also wish to express my sincere appreciation for the youth Council and entire youth for believing in me that I can add value in youth affairs, who are in tertiary institutions. This is the responsibility I was elected to do. I am therefore duty bound to work tirelessly until the youth fully partake in Nazarene youth in mission. My duty is to network, connect with young people internationally and local. Even NYI has entrusted me with the same responsibility.

1. A survey research was conducted to discover reasons why our youth members embark on exodus to other churches especially those who are in tertiary institutions. The report was submitted to District superintendent Rev T .T Dlamini. Pastors in the district reacted positively to the report.

2. A subcommittee is in place that works with me. The committee consists of myself Isaiah Thwala, pastor Bongani Dlamini,(Makhewu), pastor Musa Gama of kalanga. The three member committee is exuberant enough to forge a way forward.

Strategies to be used in making sure that youth are catered for, include, the following: 1. forming a mass choir which will include school leavers and tertiary students.

2. A communication link has been put in place called NYMED. Nazarene youth in mission East District. 3. This link will also be introduced on whats up so that all tertiary students in the church may contribute, share ideas and many other things.

4. Co opt four members from tertiary institutions to add on the three men.

This means their views will be represented in the decision making. Many people may wish to see results today; this is not fish and chips which takes a shorter period of time to prepare. It's a process. We wish all stakeholders to consider and understand that coming together is the beginning, keeping together is a process and working together is success. We wish to net work with youth in missions in other countries because they stared long time ago. Now they are even visiting African counties on Holidays to do church. They fund their trips. We wish to communicate with our fellow friends from overseas to visit us .we thank the church for supporting us financially especially NMI. We have so far visited University of Swaziland where we found a group of Nazarene youth who fellowship on Tuesday. We now have the list of our youth. We visited Ngwane teacher training college. We also found some who belong to the church. However, their greatest query is that the church is negligent especially during examination time. Hunger is the greatest predicament. This force them to consider attending Sunday services with ministries because they provide food time of need. We will continue to visit the other colleges and universities in 2016. We need the support of all the pastors, leaders in the church, youth and visionary people.
