Enrollment
This board serves all persons who are properly enrolled. Enrollment is open to all
levels of ministry. Each candidate is to go first to their pastor, who is to contact the District
Board of Ministerial Studies (DBMS) secretary listed above. The secretary will provide the
steps required for enrollment and options for modes of study.

All candidates for ministry are directed to read the “Manual” of the Church of the

College and University Students
College and university students are responsible to submit to this board documentary
evidence of academic standing in harmony with the “Manual” and the Source Book for

College and university students are reminded to plan their curriculum in harmony
with the “Manual”. The final transcript at graduation will be evaluated by the DBMS and
no requirements stated in the Manual will be waived.
Modular Course of Study
If the candidate chooses the Modular Course of Study, there are various districts and
schools offering this type of education. This board recommends the online “Module Plus”
Course of Study offered by the Nazarene Bible College or any other approved online
courses of study.
Each candidate is required to meet with the District Board or Ministerial Studies at the
end of each church year. You will be given notice of these meetings well in advance.

IV. Daily Proceedings
DAY ONE
Friday Afternoon, May 6, 2016
The 106th Annual Louisiana District Assembly was opened at 1:00 p.m. District
Superintendent, Rev. Charles Fountain, welcomed everyone to Assembly. He asked his
wife, Marsha, to come forward and join him in welcoming presiding General
Superintendent, Dr. David Busic and his wife, Christi, and presenting them with a gift from
the District. Rev. Fountain then called for host pastor, Rev. Sidney Kirk Mitchell, to
welcome the congregation and offer up the opening prayer.
A District Praise Team led by Shane Weaver accompanied by Blaine Thibodeaux
on lead guitar, Sarah Garoby on keyboard, Matthew Bryan on bass, Dajunna Howell on
guitar, and Scott Howell on drums then led the congregation in worship.
General Superintendent Busic brought a message from the Book of Acts reminding
the congregation of the need to be continually and regularly filled by the Holy Spirit.
Dr. Busic then called the meeting to order and asked District Secretary, Rev. Dan
West to organize the meeting.
Rev. West verified that everyone had registered and received the handbook for
assembly and asked for any alternates to be seated.
He established the voting area as the first ten rows of the tabernacle and asked all
delegates be seated in that area. He brought attention to the schedule of the assembly
reminding of the Ordination Service later in the evening and opening session on Saturday
beginning at 8:30 a.m. as well as other special orders of the day.
Rev. West then announced the Board of Tellers. Board of Tellers #1 included the
following: Howard Hoffpauir, Agatha Lowe, Charleigh Dourrieu, Ranee Terry, Brenda Leo,
Jan Rivet, Kent Bennett, Bethany Ericson, Emily Greenhalge, Anita Geraci, Judy House,
Carole Rogers. Board of Tellers #2 included the following: Victor Boyd, Delbert Terry,
James Ericson, Josue Murillo, John Hoffpauir, David Hoffpauir, James Philen, Reginald
Gilmore, Linda Francis, David Hoffpauir, Jose Serrano, Bob Hodges, David Darnell, Dawn
Craig, Delilah Young, Dennis Dziekan, Jack Creel, John Bowie, Noah Terry, Renee Brian,
Sue Freeman. He recognized Rev. Danny Rester as the Elections Chairman.
The District Secretary then asked that special greetings be sent to former District
Superintendents, Dr. Gene Phillips, Dr. Ralph West and Dr. Greg Mason.
He then recognized Ordinands, David Hater and Linda Willingham, as the pages
for Assembly.
Dr. Busic asked for a motion to approve the organization of the Assembly as
presented. This motion was made, seconded and approved by the Assembly.
Rev. West then asked Rev. David Young to come forward and read Partial Report
No. 1 and Partial No. 2 of the Board of Ministry. Rev. David Craig stated that Jerilyn Wilhite
had received her District license last year. This was noted so that it could be edited and
the report was accepted.
Rev. John Rabo was then asked to read the report of the Nominating Committee.
The report was adopted as read by the Assembly.
Rev. West asked Board of Tellers #2 to come forward and prepare to receive the
first ballot. He then asked the delegates to remove the ballot from the Assembly
handbook and mark their ballots, which were then collected by Board of Tellers.

Dr. Busic then asked Dr. Loren Greshem, president of Southern Nazarene University,
to come forward and give the report of SNU to the Assembly. Dr. Greshem shared that
Louisiana has seven students from seven different churches now attending the university.
Following his report, General Superintendent Busic shared that SNU had been
named the top Christian university in Oklahoma.
At this time, Dr. Fountain asked that the SNU trustees, Heidi Babin and Rev. David
Craig, come forward to present the SNU Alumnus of the Year award. This year’s recipient
of the Louisiana District Southern Nazarene University Alumnus of the Year was Rev. Daniel
Lowe. District Superintendent Fountain asked the assembly to join in congratulating Rev.
Lowe in recognition of this achievement.
Dr. Fountain then asked the following pastors from the New Orleans Church Cluster
to come forward and give their pastor’s report: Rev. William Bonee, Baton Rouge First;
Rev. Steve Willingham, Kenner; Rev. Eric Nelson, Slidell; Rev. Florentino Murillo, New
Orleans Restoration; Rev. Julissa Rivas, Camino de Sanctidad; Rev. Paula Murillo, Nueva
Vida; Rev. Honore Calera, Mana Slidell; Rev. Reggie Gilmore, New Orleans First; Rev. Linda
Francis, Restoring Hope.
Dr. Busic then asked Rev. Dale Hoffpauir to give the report of the District Advisory
Board. This report was approved by the Assembly.
Dr. Busic shared that 7% of all Evangelical Churches planted in the United States
last year were Nazarene churches.
He then asked District Secretary West to give the results of the ballot. Total votes

Marksville, was unable to attend due to a funeral; Rev. Gary Cole, McVay Memorial, was

Rev. Fountain called for the fourth group of pastors to give their reports: Rev.

Dr. Fountain then asked Rev. John Rabo, chairman of the Finance Committee, to
come forward and read the Finance Committee Report. The request from the 105th
District Assembly to review the present budgeting system of the Louisiana District was
addressed in this report. Rev. Rabo asked for the adoption of the report and the motion
was seconded. Dr. Busic for any discussion: Anita Geraci, Kenner Church, asked for
clarification on question 3D and Rev. Fountain answered her question. Rev. Eric Nelson,
Slidell Church, questioned what would be cut in order to lower this percentage. Rev.
Fountain also addressed this question. Dr. Busic then called for a vote on the adoption of
this report and it was unanimously adopted by the assembly.
Dr. Busic then called for the results of the second ballot for General Assembly Lay
Delegate. The results of the ballot were: Dana Phillips: 31; John Bowie 31; Dajunna
Howell: 54. Dajunna Howell was declared elected but another ballot was needed to
determine the alternate.
At this time, Rev. West called for Board of Tellers #2 to receive the third ballot for
the General Assembly alternate. This ballot included: Dana Phillips and John Bowie.
Dr. Busic asked the delegates for the following churches to stand: Vivian, Baton
Rouge First, Cenchrea, McCoy, and Marksville. These churches were recognized as
having given 100% or more to the World Evangelism Fund for the past 30 years.
The District Secretary then called for Board of Tellers #1 to receive the SDMI ballot.
Dajunna Howell was then asked to give the report of the District Treasurer. This
report was adopted as read by the assembly.
Rev. West then read the results of the General Assembly alternate ballot: John
Bowie: 65; Dana Philips 47. John Bowie was declared elected as General Assembly
alternate with Dana Phillips as second alternate.
Rev. Chuck called for the Missional Connectional Pastors (those pastors who are
working to build multi-cultural congregations in the same building): Matthew Bryan &
Marvin Velasquez, Ruston CrossPoint and Betania; David Craig, Julio Escobar & Charlie
Ashby, GracePointe, Roca Del Salvacion and Bossier; John Rabo & Miguel Cardona,
Shreveport First and Fuente De Vida; Delbert Terry & Dorina Escobar, Blanchard and Torre
Fuerte; James Philen, McCoy. Bro. Chuck asked the pastors to share what exciting things
were happening at their churches.
Rev. Fountain announced that the Assembly would be dismissed for supper and to
prepare for the Ordination Service to follow at 7 p.m. He gave instructions for the Elder’s
Choir and preparations for the Ordination Service.
Dr. Busic thanked each one for attending and for the good pastor’s reports. He
asked Dr. Terry Toler to come forward and pray for the meal, thank God for the meetings
of the afternoon and the upcoming Ordination Service.
Ordination Service
Friday, May 6, 2016 – 7PM
Rev. Chuck Fountain welcomed each one to the 2016 Ordination Service. He
opened the session up by talking about the meaning and beauty of becoming an

ordained Elder in the Church. He then prayed an opening prayer thanking God for those
who are still answering the call to ministry.
He then asked the congregation to join in singing Called Unto Holiness, which was
led by Shane Weaver and accompanied by Linda Stiles on the piano, as the District Elders
and Pastors entered the tabernacle.
Rev. David Craig came forward and asked the congregation to remain standing
as he read from God’s Word found in 2 Timothy 4:1-8. Following this, Rev. John Rabo
asked the congregation to join him in reciting the Apostles’ Creed.
District Superintendent Fountain then read from Matthew 24:13 recognizing Rev.
William Stark, Jr. who is retiring after 27 years of active ministry. Bro. Chuck then asked
Rev. Stark and his wife, Mary, to come forward. General Superintendent David Busic then
read a plaque presented to them by the Church of the Nazarene. On behalf of a
grateful church he thanked them for their many years of faithful service. Marsha Fountain
then presented the couple with a gift from the Louisiana District.
Rev. Fountain asked District Secretary West to present Braden Hunt, Javior Alor, and
Jose Serrano with their very first District License. Bro. Chuck then charged the new
licensees with the responsibility of the license they had received. He encouraged them to
allow the Elders of the Church to teach them, guide them, and mentor them.
At this time, Rev. Dan West, presented the Ordinands, Linda Willingham and David
Hater to General Superintendent, Dr. David Busic, stating that they had completed all the
requirements of ordination. Dr. Busic charged the ordinands with the duties and privileges
of a minister of the Gospel of Jesus Christ and as a minister of the Church of the Nazarene.
He then questioned the ordinands and declared them eligible for ordination.
Shane Weaver then led the Elders and Ministers Choir in singing Be Thou My Vision
accompanied by Linda Stiles on the piano.
Following the song by the Minister’s Choir, Rev. William Bonee and Rev. Cindy
Richmond read A Theology of Ordination from the Manual of the Church of the
Nazarene.
General Superintendent Busic asked the congregation to stand as he read from
God’s Word in Philippians 2:19-30. He stated that this passage may seem like a rather
strange scripture passage for an ordination service. He reminded the congregation that
Paul wrote this letter while in prison. In a culture where most boys followed in their father’s
footsteps, Paul became a Spiritual dad to Timothy. Paul and Timothy worked side by side
in planting and growing churches.
Paul said to the Philippians of Timothy: Timothy really cares about you. Timothy
truly wanted what was best for others and Paul told them he had no one else like Timothy
to send to them. He then shared the story of Epaphroditus who is also found in this
passage. Epaphroditus was not a minister, but almost gave up his life to deliver a letter
from the Philippians to Paul in prison. What we do for Jesus matters for all eternity. We all
have a holy calling on our life: not lay and minister, but all working together with our own
unique gifts and abilities.
Paul was holding up the example of Timothy and Epaphroditus as examples for us
to follow: Timothy the faithful minister; Epaphroditus the faithful layman. They both looked
out for what was best for others. If you’re going to love Jesus, you have to love and serve
the people Jesus loves. That’s what becoming an Elder in the Church to share the Gospel
of Jesus Christ is all about. Paul says selflessness, humility, faithfulness, servanthood,
perseverance, sacrifice, and service to the least of these, are the most important things.
Dr. Busic then asked the Ordinands to come forward and kneel at the altar. He
then asked the Elders of the Church to join them, with laying on of hands and praying for
the Ordinands. Dr. Busic read the charge from the Manual to each ordinand and

declared each ordinand an Elder in the Church of the Nazarene. Dr. Busic then
presented each newly ordained elder with a Certificate of Ordination.
Dr. Loren Greshem then presented a bust of John Wesley to each new Elder from
Southern Nazarene University. Dr. Busic, Dr. Fountain, Rev. West and the newly Ordained
Elders, led the procession of Elders and Pastors as they filed out of the Tabernacle, while
the congregation sang the Doxology.
A reception for the newest Elders and retiring pastor, Rev. Bill Stark, was held in the
Dining Hall following the service.
Day Two
Saturday morning May 7, 2016
The morning session opened at 8:30 a.m. Rev. Chuck Fountain opened the service
with prayer followed by worship led by Shane Weaver and the District Praise Team.
General Superintendent Busic began the session by asking the congregation
questions about the Mission Statement, Core Values and statistics about the Church of
the Nazarene, helping the assembly to realize that the Church of the Nazarene is a
connectional church. What happens around the world affects the United States and
what happens in the United States affects those in other parts of the world.
Dr. Busic then asked his wife, Christi, to join him at the front. They shared a picture
of their family with the congregation, then shared other pictures taken around the world
while traveling as part of Dr. Busic’s position as General Superintendent. The pictures
included some of the foods they have eaten around the world; others pictures showed
the cultural differences in other countries; there were pictures of beautiful scenery around
the world; some of other Nazarenes around the world; doctors at the Nazarene Hospital in
Papua New Guinea; a Rehab Center in Tonga sponsored by Nazarene Compassionate
Ministries; Ordination services in other countries; ending with a picture of the District
Superintendent of the Cuba District.
Dr. Busic shared how fast the Church of the Nazarene is growing in Cuba and the
hardships that the members are willingly accepting in order to serve Jesus Christ. He even
shared of a sacrificial offering taken in Cuba for fellow brothers and sisters who were
suffering in the Philippines following a typhoon.
His theme for the Louisiana District Nazarenes was “This is Us.” We are connected
globally to work together to grow God’s Kingdom around the world as part of the Church
of the Nazarene. We all share together toward the common goal of “Making Christ-like
Disciples” around the world.
Dr. Busic then asked District Secretary West to share the results of the SDMI ballot
taken at the end of the session the previous afternoon.

General Superintendent Busic than declared the following elected: For Lay Person

Board of Tellers #1 was called to receive the ballot for Clergy Board. The following
names were on this ballot: Honore Calera and John Hoffpauir.
Dr. Busic then shared memories of the calling of Rev. Chuck Fountain as the District
Superintendent for the Louisiana District. He asked Marsha Fountain to stand and the
assembly recognized her as the First Lady of the District. Dr. Busic then asked Bro.
Fountain to share his report with the District. This report in its entirety can be found in the
District Journal. This report was received by the assembly with a standing ovation.
Dr. Busic recognized Bro. Chuck and Marsha Fountain’s wonderful leadership on
the Louisiana District. He then, with the approval of the entire Board of General
Superintendent’s, recommended the continued leadership of Rev. Fountain on the
Louisiana District for another four year term.
Rev. West then called for Board of Tellers #2 to receive the ballot for District
Superintendent.
A love offering was then taken for District Superintendent Fountain. Dr. Terry Toler
led the congregation in singing Victory in Jesus as the offering was taken.
At this time, Dr. Busic had a general question and answer session. One of the
questions was concerning the Nazarene Publishing House. Dr. Busic shared that NPH is
doing well financially now and is once again moving in a very positive direction. He
thanked the assembly for supporting NPH, which exist to serve the Church of the
Nazarene. He also shared that NPH is the largest publishing house of Wesleyan Holiness
material in the world.
Dr. Busic then asked District Secretary West to share the results of the SDMI ballot for
Clergy Board Member: Honroe Calera, 56; John Hoffpauir 61. Dr. Busic declared John
Hoffpauir elected by the assembly.
Dr. Busic asked Rev. West to share the requirements to elect the District
Superintendent. He then shared the results of ballot for the District Superintendent. Total
ballots cast: 120. For District Superintendent: Chuck Fountain: 119 Yes votes; 1 No vote.
Marsha Fountain was escorted to the platform where she and Bro. Chuck thanked
the assembly for their overwhelming show of support. Rev. West then presented the
Fountain’s with the love offering taken by the congregation.
At this time, Rev. West asked Rev. John Rabo to come forward and present the
Memoirs Report of those transferred to the Church Triumphant during the past year.
Sarah Garoby sang the song Legacy while the names of those who were now living in the
Presence of the Lord scrolled on the screen.
Dr. Busic recognized the retired ministers, evangelists and chaplains who were in
attendance. He then thanked the Assembly for their hospitality and expressed his
admiration for the leadership of District Superintendent Fountain.
Rev. West then made a motion for the editing of the District Assembly minutes for
corrections and that all ballots taken during the Assembly be destroyed. This motion was
approved by the delegates.
General Superintendent Busic then called for a motion to adjourn the assembly.
This was unanimously received.

A. DISTRICT OFFICERS
1. District Superintendent
Dr. Busic, Dr. Gresham, Dr. Terry Toler, delegates, members and friends of the 106th District
Assembly of this Louisiana District. It hardly seems possible that it has been two years since I
received your call to serve in this capacity as District Superintendent. It has been an eventful
two years. I am beginning to learn my way around this great state, learning the people,
names and connections and ways that “Louisiana’ns" react and what is expected and required.
Learning something new almost every day! I have grown to love you and appreciate the unique
and important part each of you plays in the Kingdom of God. We have a big job to do! We have
churches to plant, people to reach with the gospel and the message of holiness to preach.
Ephesians 4:16 reminds us, “From Christ the whole body, joined and held together by every
supporting ligament, grows and builds itself up in love, as each part does its work.”
I would like to say a special thank you a number of people who make
living in community better and display Christ in all that they do.
Turn to the person next to you and say “Thank you for all you do!”
I am going to thank some specific people and would like for
them to stand to be recognized and allow you to join me in saying
“Thank you!” First, to my wife Marsha, for her
tireless work and compassion, for giving herself fully to the ministry and serving Christ and the
church. Marsha, you are the best and I love you and I couldn’t do it with you!
“Thank you” to the members of the District Advisory Board for their love and compassion.
Dajunna Howell, Howard Hoffpauir, Philip Lambert, Pastor Dale Hoffpauir, Pastor William
Bonee and Pastor John Rabo have worked tirelessly in assisting the ministry of the Church
of the Nazarene across the state of Louisiana. Going beyond expectations on numerous levels
exemplifies there idea of ministry and service. Join me in saying “Thank you!” Dajunna
Howell who serves as our treasurer and Pastor Dale Hoffpauir who serves as our board
secretary have both gone beyond expectations and show the compassion of Christ in every
situation. Join me in saying, “Thank you!” Pastor David Craig has given excellent leadership
to the SDMI, Pastor Charlie Ashby has given excellent leadership to the NYI and Cori Chesson
has given excellent leadership as the NMI President. This group of leaders are a blessing and a
real gift. Each has been blessed by God and is a blessing to others around them. Would you join
me in expressing our appreciation to them.
Pastor John Rabo, Chairperson of the Camp board along with Charles and Sally Faust, directors
of the camp, have given incredible leadership to the ministry of our camp here at Rocky Creek.

Join me in saying, “Thank you!” Thank you to each and every one of these individuals and all
of the members of the boards with whom they work, who have given generously of their time,
talent and treasurer to assist the ministry of the district. And one more, Pastor Dan West, who
serves as our District Secretary and makes this assembly happen, keep us on track, fills
countless forms, answers numerous calls and has to face the deadlines imposed by others and all
the while makes it look easy! Join me in saying “Thank you!” to Pastor Dan West. There are
countless others who serve in many capacities across the district in assembly, conventions,
boards, councils and committees, and to you we say “Thank you!” as well.
In his book “The Complete Disciple,” Paul
Powell describes a painting of a scene from the
old west. It is a picture of a wagon train.
Nighttime has fallen. The wagons have been
circled up for protection. In the center of the
circle is a campfire and a group of rugged
men are gathered around it. The wagon master,
a muscular man with an uncut beard, has a map
spread out before him. On the
map is a heavy black line which zigzags across the map, showing the course they have traveled
thus far. They have veered north for part of the way, then south, but they keep heading west. By
the look of urgency on the men’s faces, it seems that an argument has taken place over which
way to go next. The wagon master has clearly taken control with one finger on the map and his
other hand pointing toward some dark, hazy mountains in the distance. You can almost hear him
saying,
“We may have to go south around a mountain, or maybe north
to find the best place to cross a river, but our direction will always
be west.” That is how this wagon train will succeed, that is how
we will reach our destination. Focus on our goal, and keep moving
west. We must focus on the goal to keep reaching people with the
gospel of Jesus Christ and
keep moving toward the fulfillment of the promise of the kingdom of God.
I read recently this quote, “What we need in this country is not just new missionary
strategies. We need a revival by means of the Holy Spirit to sweep the land . . . No amount
of plotting and planning and structure change and all of that good stuff, without a moving of the
Holy Spirit, is going to get the job done. . . We need to get on our knees and pray for a revival
of the Holy Spirit.” If we want revival in our homes, in our churches, in our cities, in our
nation, in our world, it must begin with us … with you and with me. We must continue to focus
on others, reaching new people with the gospel of Jesus Christ. Doing ministry together is our

theme and we all realize that ministry is something we cannot do alone. “We really do need
each other” as Reuben Welch often said. We also need the presence and empowering strength of
the Holy Spirit as we find and do God’s will together. Let’s celebrate the reason for our
existence as a church, going into the harvest and making Christlike disciples.
This past year in church planting we saw the following: Red Hill Cowboy Church was
planted, started, growing and then quickly adopted by the Wesleyan Church, but the
Kingdom of God is growing; The Mount of Olives Church was started in Westlake almost
exactly one year ago, under the leadership of Pastor Jose Serrano and it is one of the Top 10 in
conversions this year, which we will recognize in a few moments; The old Bossier City Church
took on an incredible dream and planted a new congregation under the leadership of Pastor
Charlie Ashby at the same time facilitating and assisting the Bossier City Roca De Salvacion
Church with ministry and property, and all of this was done with the guidance and assistance
of the GracePointe Church in Shreveport and the leadership of Pastor David Craig; and a brand
new start church plant, yet to be named, in Monroe under the direction of Pastor Carlos
Gomez. During this year the Nouvelle Church was organized under the leadership of Pastor
Dale Hoffpauir, this church was planted and mothered by the Baton Rouge First Church under
the leadership of Pastor William Bonee, and this congregation too will be further recognized in a
few moments. We have much more to do. We have areas where the harvest is indeed ready
and we need laborers to be deployed and focused on reaching the world with the gospel of
Jesus Christ. We still have churches that are struggling and who need to re-dream the dream
and reimagine the possibilities of a holiness lighthouse in their community. As I have said
before and will say again, almost anyone can be trained to assist in the delivery of a baby, but
only God can raise the dead. With our limited resources we are going to focus on birthing new
baby churches and it will be our prayer that God will intervene and raise the dead. Our goal of
736 Churches of the Nazarene in Louisiana and 2% of the population in Louisiana being
ministered to and the gospel being shared by the Church of the Nazarene. We have a BIG task,
but we also have a BIG GOD!
We have three churches with significant outreach through education with schools and
daycares. Marksville Church, with Pastor Gary Jones, has 27 students, 3 teachers and other
support personnel; Pearl River, in the midst of pastoral transition, has a daycare with with 28
students and 5 teachers and assistants; and Winnsboro Family Community, with Pastor Troy
Sundermeyer, who will soon be commissioned and deployed as a US Navy Chaplain, has a
school with a daycare with 550 students, and 34 teachers and

support personnel. We celebrate the impact that these church are having on the lives of children
and families for many hours each day and many days per year. Join me in saying, “Thank
you!”
We are appreciative of all the churches who participated in paying their
fair share to the district, general and regional college efforts. We have
19 churches that paid their WEF in full. Pastors and NMI Presidents
please stand and be recognized - New Orleans Restoration; Slidell
First; Winnsboro Family Community; Ebenezer; GracePointe; Vivian;
Natchitoches LightWay; Holly Grove; Baton
Rouge First; New Orleans Filadelfia; Many; Cenchrea; Shreveport First; McCoy; Kenner First;
Moss Bluff Trinity; Crowley First; Lake Charles First and Marksville. Of those 18, 15 of them
not only paid in full but overpaid, with Marksville leading the way by paying 176.5% of their
WEF or almost 15% for missions as a church! “THANK YOU!”. I thank you for doing what
you are supposed to do, and many of you excelled, and for that we are thankful and we offer our
thanks to you.
May I remind you that it takes us all participating, each week, little by little. Each local church
is dependent on their people to tithe and give generously, the district, the college and our

missional efforts around the world are dependent on you as a pastor and you as a church to do
the same. I have never seen a missional focused church struggle financially. You cannot
outlive God. God always provides and blesses generously. But I have seen many churches who
are trying to survive and are focused on maintenance and not mission struggling financially.
Inward focus, short sighted and struggling go together.
Ira Gillete was a missionary to East Africa. He worked as a missionary that provided
education, food and some basic health care. In a trip home, he spoke about an interesting
phenomenon he had observed. Over and over again, Gillette said he saw large groups of
villagers travel miles out of their way to visit the missionary hospital rather than stop at one
of the many government clinics available along the way. Finally he asked one of the groups
why they traveled so many extra miles when the same treatment was available at one of the
government clinics in their own village. And one man said, “The medicine may be the same,
but the hands are different.” May all of the Churches of the Nazarene in Louisiana be places
where the hands are different, where we minister with the Spirit of God present and active for
our Lord and Savior Jesus Christ.
This past year in Evangelism we found the following: According to your reports, as of
Monday, May 2nd, we had 276 conversions, 89 Baptisms and 244 New Nazarenes in
Louisiana during the past year. I will ask the pastor of these churches to come forward and
remain standing until all in their group are recognized. I am recognizing the TOP 10 in each of
the following categories: Number of conversions reported; number of baptisms reported;
number of new Nazarenes reported; Worship attendance reported and SDMI attendance
reported. (read from bottom to top and ask the pastor to come to the front). These are the top 10
but there may be more than 10 churches in each list because of their numbers being the same
(tie).

Thank you for keeping the mission as the main thing and reaching new people with the gospel
of Jesus Christ. Join me in celebrating what God is doing through these pastors and churches.
The General Superintendent’s Growth award goes to a church from New Orleans making a
difference in their community and across the district - The Restoration Church under the
leadership of Pastor Florentino Murillo. Join me in congratulating Pastor Florentino Murillo
and the people of Restoration.
We must plant churches! In every parish, every city and town, and every neighborhood. We
must reach people with the gospel of Jesus Christ. But most of all we must pray. Luke 10:2
reminds us each day to pray that the Lord of the harvest will send out laborers into the
harvest. We must pray for revival, renewal, new vision and new opportunities to be on
mission.

Above the doorway of a church in London, there is a prayer carved into the stone. It reads:
“O God, make the door of this house wide enough to receive all who need Christ’s love
and fellowship and narrow enough to shut out all envy pride and strife.”
That is Christ’s prayer for the church – that we may be a humble, servant church,
welcoming, tolerant and inclusive. So as we make our way back into our community, back
to our homes, our schools, our places of employment, let us seek to wrap our arms around
all God’s children, welcoming them as Jesus did – instead of looking for ways to hold them
at arm’s length.
Let me share the words of Philippians 4:19 “And this same God who takes care of me will
supply all your needs from his glorious riches, which have been given to us in Christ Jesus.”
We must depend on God. We must attempt great things for God. We must leave room for God
to work in our plans, dreams and visions. If what we set out to do is accomplishable in our own
strength, then we are dreaming too small and not allowing room for God. Let’s dream great
dreams and attempt great things for God!

SDMI Chairman Report to the Louisiana district SDMI Convention,
Dr. Chuck Fountain, Pastors and fellow Disciples on the Louisiana district, it is a privilege
to bring you my third report as Chairman of Sunday School and Discipleship Ministries
International for the Louisiana District. It is truly an honor to serve you and the Kingdom
in this capacity.

This year has truly been a blessing as we have served together to see kids, teens and
adults grow in their walk with Christ. David writes in Psalm 51:10, “create in me a clean
heart…Then I will teach transgressors your ways.” My prayer for the LA district is we will
experience Christ in such a way that he recreates in us that joy as it was in the begging
to be with Christ and to share Him with others!
God has given me a wonderful partner in ministry by blessing me with a loving and
supportive wife (Dawn). In one interview I had the DS said, “Not sure if I want you David
but I do know I want Dawn.” I am truly blessed! I thank Jesus for our sons Caleb and
Adam who love Jesus and are running the race with us with perseverance.
In addition to this, I serve with some of the best people on the district at GracePointe.
They continue to love, pray and encourage their Pastor on a daily basis. Each week
God is teaching us more about His plans for us to become a church that is blessing
people with the grace we have receive so we can point them to Christ!
This year, we have walked beside a very courageous Leader who is giving great vision
to our district in Dr. Chuck Fountain. I am thankful for his prayers, guidance, leadership
and dependability. Ladies and Gentlemen, we can trust Pastor Chuck.
I wish I could just invite you all to share in our SDMI meetings. WE are blessed to have
very talented and visionary leaders! William Bonee has served faithfully this year as our
secretary and kept track of statistics. We did much better this year with our reporting
but let me encourage you to report monthly what Jesus is accomplishing through you
at your churches! We need 100% reporting on our statistics.
Jan Rivet asked to resign this year and when no one stepped forward she just kept on
going. Thank you Jan for being a faithful steward! David Hoffpauir served as our Adult
Ministry Director and Sarah Garoby as our Children’s Ministry Director. Let me just say
that these two have worked hours in leading our ministries on the district. They led us as
we evaluated what we are doing and what we need to do better to make Louisiana a
leader in Making Disciples.
Cindy Richmond led our Women’s Ministry Retreat. We had a great turnout even
though it was scheduled during Naz Nite weekend. Carla Sundberg did a wonderful
job as our presenter and our ladies were encouraged and challenged! We have
moved this event to November 4-5 to avoid future conflicts. Make plans now to have
your ladies join us for this wonderful event!
Ranee Terry gave leadership to our second District Couples Conference which was led
by Hal and Debbi Perkins. 19 couples were a part of this weekend of discipleship. The
next conference is scheduled for September 21-22, 2017 so place this on your
calendars! The emphasis will be on the Art of Marriage. It will be worth your investment!
Cori Chesson, Katie Cook and Nancy Lambert gave great leadership to our Spring
Renewal Retreat. The retreat is now open to both laymen and clergy. We had a
wonderful retreat...Spirit-led worship and messages, good fellowship with the district
church family, and delicious food! Our total attendance was 46. Of this number, 35

were laypeople, 7 were pastors and spouses, and 2 were our visiting missionaries. Scott
& Dajunna Howell were our speakers and talked about God’s Dysfunctional, Delightful
Dynamic family! We look forward to great days ahead for our Spring Renewal Retreat!
Our Kids Camp was directed by Rick and Heidi Babin. New and exciting events and
opportunities were made available to our Kids. Over 68 kids and 33 workers walked
together as Our kids were challenged at “Rocking at 908” Pastor Pete did a fabulous
job of teaching our kids and our altars were full with kids committing their lives to Jesus!
We would like to challenge every church to send at least one child to camp this year so
that they could experience this life changing event!
We had another great year as Nancy Lambert directed our Kids Quizzing. What an
inspiration it is to see our children learning God’s Word! Eight churches participated this
year with 35 quizzers. We had12 quizzers who learned 20 Bible memory passages this
year! Let me encourage you to look at our kids quizzing materials. They are some of the
best around. It gets our kids into the word and gives opportunity for their parents to
learn with them.
Patience West directed our second annual Kids Quest which is a talent day on our
District for kids. We had around 36 kids participate and about 50 adults who came to
support them in our second event. Singing, drama, art work and cooking were some of
the events that our kids were encouraged to develop their talents to be used by Jesus!
This event will be moving to its own date next year on March 4, 2017 with expanded
sports and other fun events added to the list. Our kids are learning how to use their
talents for Jesus and we encourage you to join us next year for this event for your Kids!
Valinda Rester and Ranee Terry served as your elected lay members, David Young and
John Rabo served as your Clergy members and Erika Rivera Castillo served as our
Spanish Representative. What great representation was given from these who helped
guide our SDMI team this year!
We sponsored and additional opportunity for training this year as we had our first SDMI
District training even with Ray Neu. Ray gave us additional training on how to teach a
Bible story as if you were really there. We were taught to teach stories in a fun and
exploratory way. We had around 65 who were here at Rocky Creek to become better
disciples for Jesus! This year our event will be broadcast by satellite on September 24th
at GacePointe and at Baton Rouge. It will be from 9 am – 12:30 pm and you will go
away with new ideas for leading SDMI in your local church!

The most effective tool for Discipleship and Evangelism is Prayer!
People who talk to Jesus are people who talk about Jesus.

Matthew 7:24, “Everyone who hears these words of mine and puts them into
practice…”
We must listen to Jesus every day!
3. Be Making Christ like Disciples: (Feed his lambs)
Jesus invested His life in a few one conversation at a time.
Our goal for this year is “Discipleship Explored”. Discipleship is more than just leading
someone to Christ. It is learning to walk in the steps of the Spirit! Let’s review what we
are doing in our Sunday School classes and small groups. Pray, learn and go. Feed
families, visit nursing homes, help out at your local pregnancy shelter. Get outside of
your church and go explore ways to be His disciple!
Let’s be true to our holiness heritage and do what Jesus asks us to do…

“Jesus, undeterred, went right ahead and gave his charge: “God authorized and
commanded me to commission you: Go out and train everyone you meet, far and
near, in this way of life, marking them by baptism in the threefold name: Father, Son,

with you as you do this, day after day after day, right up to the end of the age.”

3. NMI President
Wow! This has been a truly amazing year. It has been challenging, fun, scary, and I
believe God inspired. It has been a humbling experience to share my heart and
dreams with you throughout this last year.
I could not have asked for a better council or more supportive people to surround and
encourage me. I must confess that I had my doubts at the beginning of the year, but
felt that if God wanted me here then He would provide for each step along the way.
As with every new venture in life there has been a learning curve and I have to thank
you, the entire District for standing behind me and accepting my faults with grace,
mercy, and love. Everyone may say it, but I know that the Louisiana District is special.
The council has been a huge blessing and huge shout out goes to them for accepting
me with my ADD brain and helping me stay on track. If you serve on the council please
stand. These people are amazing and some of the best people you will ever meet.
They truly love God and have a burning desire to see the world reached for him.

NMI is four foundations that we stand on to share our mission with the world, Prayer,
Discipleship, Giving, and Education. Let me share with you a few ways that God has
been moving in NMI in Louisiana this year.
Prayer: We ended convention last year with plans to go back to Haiti this past January.
During preparations for the trip I had some misgivings and asked the Council to pray
and fast with me. Satan was really working on each of us. We all felt that we needed
to go because we had made a commitment but each time I prayed I felt God telling
me that this was not the trip for us. After two weeks of prayer we came together for a
meeting and as only God can do we unanimously agreed that God did not want us on
this trip. We ultimately decided that God did want us to help finish the Church we
started last year and so we sent the money on to Haiti and are waiting for the roof to be
finished in the next few months. The money is being used to hire local skilled workers,
which in turn is boosting the economy in the area. It’s not the way we would have
chosen in our humanness, but it’s the way God wanted it to be.
Also, if you’re not already a part of our district prayer chain you should sign up today. It
is an amazing resource to stay connected with what is happening in our district and to
know how to focus our prayers. Interceding in one of the best ways I have found to
stay grounded in my walk with Christ. Bringing every decision, every thought, every
emotion to the Lord, means He is leading us in every step that we take.
Discipleship: This year we have had a few exciting opportunities to join with our sister
churches for work projects. A few of our churches meet together in Winnsboro at
Family Community Church to help the get prepared for the school year. They put
together lockers, installed lights, cleaned, painted, and various other projects. It was a
combination of Adults and teens coming together and being used as the hands and
feet of Jesus. We also had the Koinoina Church lead a project at the Nueva Vida
Church in New Orleans. This is the perfect opportunity to share our skills and God given
talents with those around us. It can also break down barriers and put us on an even
playing field with new Christians. Paul was a tentmaker, You can’t tell me that He didn’t
preach when we was working. Working together on a project, on a work and witness
trip, or just teaching someone how to do something can open up so many possibilities if
we are open to it and looking for them. Discipling is an intentional act of reaching out
to another person and sharing our heart and our story of what God has done for us.
Giving: Monetary support is a big part of our mission. We are not all able to physically
go unto every nation, but we are able to give financial support to others. I am amazed
at our giving. Give yourselves a hand Louisiana, because this year was awesome. We
have 11 churches that gave over 100% and 8 churches that gave over 110%. It is truly
amazing.
Are you ready for this? THE WEF has been met. This is the first time in many years that
we have paid the WEF in full, but that’s not the end, we have gone over and above our
goal!!! Way to go Louisiana!

Education: Friendship Church hosted our 2nd Annual Children’s Mission Rally. It was an
exciting time! We had around 40+ people including kids and adults. Bro. Chuck was
our missionary speaker. Being raised as a Missionary Kid he was the perfect choice to
share with our kids about what life looks in a foreign country. Kids and adults alike had
a great time!! Children and teens are a vital part of missions, they are not the future,
and they are now! It’s important to remember in your planning that you are creating
opportunities for them to share about what’s happening in their life and to see how
Jesus is guiding them to be mission minded.
Now that we’ve don’t that, where do we go from here?
So, if you weren’t here last night or haven’t guessed our theme yet; our focus is “Doing
Life Together!” For me this has become a personal mission statement. Each day I strive
to be intentional in my contact with others, with people at our church, with our kids,
teens, my coworkers, people I meet standing in line at Dairy Queen. It means loving
these people to Jesus, its messy, its tiring, its dirty, but it’s also fun, it’s an adventure, it’s
usually something you didn’t plan on, and it requires us to be flexible with our time,
money, and resources. Most importantly its love! And I believe it’s the ministry that God
has called each of us too. If we are being led by the Spirit then He will give us what we
need to see it through. But it takes practice to see the signs and to put it into play. So
here is your challenge. I left off last night asking you to pray about a person that
needed you to show them God’s love, it could be someone in your church, it could be
someone that needs to be in your church. The challenge is to pick a set of gloves from
the table and use them in the next two weeks to reach out to that person. You could
do yard work, You might cook a meal to share with someone, maybe God is going to
use you to teach someone how to do maintenance on a car or house, the list could go
on forever and is only limited to your imagination. So if you haven’t already, pick up a
pair of gloves after we get finished and practice being intentional with the people in
your life.
The District Project Book is something that I’m very excited to implement this year.
Essential this is a list of needs around our district. We are calling the needs Projects,
mainly because it’s a fairly broad term and we did not want to limit what God can do.
These projects include, painting a playground, installing light kits and dimmer switches,
checking out AC/Heat units, building projects, outreaches, painting, etc. We will
continue to update the project as more projects are added and as they are
completed!! These projects are open to any groups. Say you’re a men’s prayer group
and decide you need something to do; you could look in the project book and find
that a church needs help hanging some dry wall and painting. Or you’re a part of a
youth group and you see that a church needs help with workers for a VBS, so you
decide to load and be the hands and feet of Jesus to some children. Now these
projects are not funded by NMI, there may be times when we are able to help with
that, but most projects should be funded by the church asking for help. I know this is
different from anything that we’ve done before, but part of Doing Life Together is

reaching out a hand to our sisters churches and supporting the ministries around the
state. The dream for the Project Book is ultimately for each district on our region to
have one and be able to do projects in all of the districts.
While we are talking about projects and trips I want to tell you about the Maps hanging
on the wall over here. As you can see they are gold and we have one of the World
and one of the US. These are some of the coolest maps that I have ever seen. It’s
called a scratch map. When you scrap a coin across a country or a state, a color is
revealed under the gold foil. So we are going to state keeping up with all of our
missions and outreach trips using these maps so we will have a visual of all the places
around the world that our district has touched. Sometimes it helps us to see where we
have been and where we have left to go.
Once again I want to thank you for this opportunity to serve our district. To serve you.
And I want you to know that I am available to you and to your church. I love to travel
and I love to meet people. If you need help with a meeting, if you need a missions
service presented, if you just want to changed things up. So please, use me, as the
District President it’s my job and my honor to be a resource. Whether it’s answering
questions by e-mail, messenger or text, sharing my heart in a ladies meeting or just
joining your services for a Faith Promise, I want to see our district succeed in Missions, in
Doing Life Together, and ultimately in Growing the Kingdom of Christ.

Welcome and Greetings
Good evening and thank you all for being here tonight! I want to welcome our
District Superintendent, Rev. Chuck Fountain, pastors, youth pastors, NYI presidents,
youth workers, youth groups, and church representatives to the 2016 Louisiana District
NYI Convention! This is my fifth (5th) report as your District NYI President.
Praise Jesus and His Workers
I would like to take a minute and say THANK YOU for being here tonight. Pastors
and youth leaders, you being here is more than just a time for training or hearing a
report, it shows our teenagers that you genuinely care and support them in their
endeavor to allow Christ to reign in their lives. Teenagers, you being here shows our
adults that there is something good in this generation and that Christ is doing amazing
work in your lives. So again, Thank You!

Also, I must give a special Thank You to GracePointe Church and my youth
group. They’ve allowed me to carry on my duties as the NYI President that have taken
me away from my local responsibilities at times. Thank you for your support and prayers.
Thank you to the 2015-2016 NYI Council! If you would, please stand and be
recognized at this time. These guys have sacrificed time away from their family and
church to call this generation to a dynamic life in Christ. I lean heavily on our NYI
Leadership. They have exceeded my expectations and I am grateful for them!
We also need to take a moment and recognize those who serve as youth
pastors, NYI Presidents, or youth worker volunteers. If you would, please stand. You
deserve recognition for the work you do with our teenagers! You make NYI possible on
the local level as well as on our district. You are vital parts of teenagers’ lives. Continue
to care for them, disciple them, and most importantly love them.
And last, but certainly not least, I must give a special Thank You to my wife,
Ciara. She has supported me in many ways: as her husband, father to our beautiful
daughter, pastor, and District NYI President, and her plate is full. She is an amazing
woman and I’m blessed to have her as my wife! Thank you for your support and your
love.
This past year was interesting for our family, to say the least. But God has
revealed and the Holy Spirit has directed like never before in my life. Not to sound
cliche, but I must thank Jesus Christ for what He’s done in my life and what He is doing
in my life! As church leaders, our work is in vain if it’s not Kingdom oriented. “All we do,
we do for the glory of God…”
Statistical Information for 2015
According to the 2015 District Journal, there were 469 members of NYI! That’s an
increase of 13 members! Awesome job pastors and youth leaders!
I would also like to take this time and recognize the churches who have helped
finance the Louisiana District NYI. This data is according to the March 2016 District
Newsletter. If your church paid 1% or 100% of your budgets, you helped make NYI
ministry possible for Louisiana. If you are the youth leader of the church, please stand. If

SNU Extravaganza 2015
2015 Total Participants: 55
Extravaganza 2015 was great! There were close to 1000 students, parents, and
youth workers on the campus of Southern Nazarene University. Banning Dawson, SNU’s

worship leader, lead us in worship and Brooklyn Lindsey spoke. We had several students
participate in sports and quizzing! God used this weekend in a mighty way!
Teen Bible Quizzing
2015 was the first time in a long time Louisiana had teen bible quizzers that
quizzed on our district. In previous years, a few churches quizzed with the once
Mississippi District and Dallas District. This year we had 5 churches participate with 17
student participants; and our teenagers quizzed fantastically last year! We competed in
St. Louis for a national quiz and we took 2 teams to Extravaganza. The teens quizzed
well both in teams and as individuals. Dawson Phillips finished 13th overall at
Extravaganza and our A-Team finished 1st in the Silver division. David Phillips did a
phenomenal job this year of directing our quizzers. Thank you to all who helped
resurrect teen bible quizzing in Louisiana! The Word of God does not return void. These
students are learning scripture that will forever impact their lives! David Phillips will be
teaching some Bible Quizzing basics tomorrow during the morning workshop session as
well as holding a Teen Bible Quiz camp on August 19 and 20. Please see him if you have

SuperCamp was awesome last year! Our theme was “LifeApps.” We challenged
students to trade in some of the apps that distract them from God for an “app” that
could bring them closer. These apps were Spiritual Disciplines. SNU Remedy lead
worship, the SNU Crew helped out in our activities and games, and Michael Pigg, South
Texas NYI President and youth pastor, spoke. Michael did a phenomenal job of
preaching through some of the disciplines. We also had a Q/A time in the mornings. This
gave the students an opportunity to anonymously text in questions throughout the
week and ask whatever they wanted about God, life, or whatever was on their mind.

As I mentioned last year, I believe camps are arguably the greatest opportunities
we have as a district to impact the Kingdom of God. At no other time in the year do we
have 100 plus teenagers or kids gather to hear the Word of God. These are valuable
times in the lives of our students. Please make every effort to send your student to camp
this year!
NYC 2015
I’ve got a few students to help me out with the NYC portion of my report. If you would

it change throughout the week? How did these experiences impact you?

NYC 2015 was amazing! God was present! From July 8-12, God moved, called,
equipped, and empowered those present at the conference. The students and adults
who attended NYC will be forever changed because of this “once in a lifetime”
opportunity. God’s kingdom is real!
Before NYC began, we met with Chad, the youth pastor of New Breed Church.
New Breed is a newstart church in the west side of Louisville, KY. The Shawnee
community is an underprivileged part of town. The majority of people live in poverty.
Chad led us on a prayer walk around the community. We met a couple of the church
members. God is doing some great things in this community!

For our Mission With Others (MWO) project, we worked with Uspiritus, the largest
orphanage organization is Kentucky. We cleaned a creek and organized clothes. We
also got a chance to meet a few of the kids (we were not allowed to take their
pictures). Please pray for Uspiritus as they minister to kids and families in Kentucky.
When NYC registration began, our students, who had collected baby clothes,
diapers, and other things babies need, brought “bundles of hope.” These bundles of
hope will help serve over 200 organizations and countless families in the Louisville area.
Again, God moved in a mighty way at NYC! Thank you for your support during
our time in Louisville, KY. May God continue to bless our students, youth workers, pastors,
and churches as we continue to seek Him and His kingdom on earth. I have to thank
David Craig our NYC coordinator and the adult volunteers once again for their help.
NYC wouldn’t have been possible with you!
Revivalution/Turkey Bowl 2015
This is my report for Revivalution 2015. We hosted a Bible Quiz Meet to begin the
weekend, thanks to the hard work of quiz director David Phillips. Going into this event,
with the direction of the Holy Spirit, we developed the theme “The Call”. We wanted
the teens to understand and even learn a little bit about their leaders and youth
pastors. The decision was made to not pay a special speaker to come in for the event.
Instead, Charlie Ashby, Matthew Bryan, and I (Shane Weaver) each took a service and
shared testimonies about how God called us to ministry. We also led worship ourselves
instead of paying a band. David Hater, Charlie Ashby, Matthew Bryan, Joni Brown, Jeff
Brown, and I each took a role playing an instrument and/or leading vocally. I feel like
the worship was very much anointed and the teens participated extremely well. We
played many new games with the help of Cori Chesson, and Joni Brown. The human
foosball became the battle ring (much like the Voice) for the most epic lip sync battle
in Louisiana NYI history! Denise McKelvain and her team not only kept us fed, but they
fed us well. The Turkey Bowl was a big hit, minus the mosquitos! Throughout the
weekend we had trash cans set up at the front of the Tabernacle for people to write
down and throw away the “trash” that they wanted God to remove from their lives. We
took out a lot of “trash” as we left the grounds. It could not have happened any better
way, because the dumpsters were overflowing with trash from the whole weekend,

they stunk, and we left reminded, with the stench in our noses, exactly where sin
belongs.
Challenge
As I mentioned earlier, 2015 was a great year for Louisiana NYI. Spiritual growth
took place, the Kingdom of God grew, and the Holy Spirit is continuing to transform
lives. My challenge for our pastors, youth pastors, youth ministry volunteers, and
teenagers is simple: keep going; don’t stop; press on! God is not done with you yet!
I mentioned in April’s newsletter that Extravaganza 2016 was a great way to kick
off NYI in 2016-2017. Of course, I’ll report on it next year, but we were challenged. Here,
at NYI Convention, I hope you are challenged with the training that will take place and
the reports you hear. At District Assembly in a few weeks, I hope you are challenged. At
our camps this year, I hope you are challenged. Why; because challenges cause us to
set goals, they cause us to think, they cause us to take action.
An area that I’ve been praying about for our District NYI is a student leadership
team. This team of students will be separate from the council, but work closely with the
council as we strive to reach this generation for Christ. This team of students will be
made up of students who feel called into the ministry, who display leadership skills, and
who have a genuine love for Christ. This team will aide in camp planning, small group
development, and retreat planning as we attempt to tap into the gifts God has blessed
our teens with, even in their young age.
I challenge you to do the same! Maybe your church has a student leadership
team. Maybe your teenagers are your kids ministry leaders and youth group leaders.
Maybe your teenagers are the only group who helps at VBS, but if not, it’s time to think
about including them in the church. I believe when kids and teengers are utilized in the
church, they stay in the church; into their college life, married life, and as parents. Why,
because they are apart of the church, not a part from the church… Who knows what
church board secretaries (God help them), church treasurers, Sunday school teachers,
worship leaders, and pastors might be in your church. The talent and gifts in your church
are waiting to be utilized for the kingdom. In the words of Shia LeBouf, “Do it!”

Many years ago, my youth leader and pastor saw potential in me. A potential
I’m not sure I would’ve accepted had they not challenged me. I’d still be little ol’
Charlie had they not said, “Charlie, God has something special for you! I can see it.” I
could tell they meant it and so, I believed it. Talk to that student you see potential in;
mentor them; care for them; allow them to be apart of the church. No matter how far
from God you think they are, God still sees them for what they can become through His
mighty power at work within them!
Again thank you for another great year and thank again for being here this
evening. May God continue to bless you, your church, your youth ministry, and the
students you are reaching for Christ! With your help and through the direction of the
Holy Spirit, 2016 is going to be another Kingdom year for our district!

We, your Committee on Finance, recommend: 1. Funding the Mission or FTM shall be the over arching name for all funds given by the local
church to support the mission of the church on the district, the region and the international or general church level. Hereafter called DFTM for the district expenditures; WEF or World Evangelism expenditures; P&B for Pension and Benefits expenditures; and Educational for regional college (SNU) expenditures.
2. The District Funding the Mission (FTM) shall consist of the District Operations Fund, Home Mission Fund, District Camp Fund and the District Auxiliary Funds (NYI, NMI and SDMI).
3. The World Evangelism Fund (WEF) the Pensions and Benefits Fund (P&B) and the Educational Fund (SNU) are separate from the District FTM.
4. That each church strive to pay the Funding the Mission (budgets) in full following a Biblical tithe and offering model. Churches should calculate the FTM (budgets) using the calculator provide at www.fundingthemission.org or the report form provided by the district. The FTM (budget) formula is computed on a base of all church income minus missions giving (which includes WEF, and approved specials). A. The budgets shall be considered paid in full when the following percentage of income
(as designated above) are given: World Evangelism Fund - WEF = 5.5% of income (set by the General Church) Pension & Benefits Fund - P&B = 2.25% of income (set by the General Church) Education Fund - SNU = 2.25% of income (set by the General Church) District Funding the Mission - FTM = 8% of income (if approved by this assembly this represents a 1% decrease for the local church and a 12% reduction on all district budgetary line items)

9. All new start churches will be encouraged to give generously to the WEF, approved specials and other mission giving and this be sent directly to the General Treasurer as listed above.
10. That new start churches using property allocated to them by the district will receive assistance for the first year of their meeting. The second year that assistance will be cut by 25% and the church must begin to pay a portion (25%) of the expenses. Further that each year thereafter the support be reduced from the district by 25% until the local church is fully funding all expenses.
11. That each pastor district the District Finance Committee report to their local church board within one month of the District Assembly.
12. That the District Operations Fund will be assigned an allocated as indicated in the budget worksheets (green) attached to this report.
13. The Advisory Board is “to act, in consultation with the district superintendent, as a Finance
Committee between assemblies with authority to adjust operational budgets as deemed necessary (MANUAL par. 222.13). Further that effective with the close of the 2016 District Assembly the District Advisory Board will be the Finance Committee for the District assemblies of the future.
14. The financial record of the district treasurer and departmental treasurers will be reviewed annually, in accordance with MANUAL par. 203.25. A copy of the report will be given to the District tAuditing Committee.
15. The District superintendent will be given a month’s vacation annually with pay, and will be
granted the privilege of holding revivals and conventions on the Louisiana District at his discretion. He will be allowed two weeks off the district for revivals and conventions.
16. The Louisiana Family newsletter will be posted on the district website www.ladistrict.org under the supervision of the district superintendent, the District Advisory Board, and the department heads.
17. Each local church can access an electronic district journal for free on the district website www.ladistrict.org.
18. The district boards and committee members will be reimbursed for mileage at 30 cents per mile and for meals and lodging expenses while attending called meetings.
19. Each church receiving district financial assistance will send a monthly financial report to the district treasurer. Funds will be mailed immediately upon receipt of the monthly report. This report shall be due no later than the 15th of each month.
20. The district superintendent will be reimbursed for all business and professional expenses under an accountable business expense reimbursement policy, as established by the District Advisory Board in accordance with IRS regulations 1.162-17 and 1.274-5(e).
21. Each church should pay the expenses of its elected delegates and ex officio members attending the district conventions and assembly.
22. Each church should provide for the proper accounting of all moneys as required by the Manual, paragraphs 129.21-24 and 136-136.6.
23. Each church should receive an annual offering for the Nazarene Bible College and the Nazarene Theological Seminary. The funds should be mailed to the following addresses: NBC to 1111 Academy Park Loop, Colorado Springs, CO 80910 and NTS to 1700 E. Meyer Blvd., Kansas City, MO 64131. These offerings shall be considered Approved Specials.
Pastoral Support 24. We recommend: Each church, where appropriate and possible, should endeavor to employ
its pastor on a full-time basis. 25. The pastors' and paid assistants' salaries are to be carefully reviewed annually (see Manual
paragraph 129.8). It should be recognized that a salary increase would not be an actual

increase unless it is above the current cost-of-living index. When a pastor leads a church in growth that is reflected in increased finances, let this be a factor in determining the amount of increase in his/her salary and benefits. We further recommend that the 25% formula be implemented as follows: a. We recommend the salary and benefits reflect the "25% formula": 25% salary & cash benefits for pastoral staff, 25% property related items, mortgage debt, etc. [including pastoral housing], 25% ministry & programs, 25% denominational giving [budgets] and special offerings. b. We recommend that each church recognize $160,000 raised for all purposes is the level understood to be a viable church in ministry with the ability to support a full-time pastor. A pastor of a church raising less than $160,000 for all purposes may be permitted outside employment to supplement his/her income. c. Each church, when calling a new pastor, is responsible for covering the moving expense for the incoming pastor. An additional "settling in allowance" of a minimum of one week's salary should also be considered.
26. A study should be made of pastors' and associates' compensation to determine means of limiting tax liability. Professional assistance is available through the district office and Pensions and Benefits Office at the Global Ministry Center. We recommend that local churches seek assistance relating to the tax laws and their impact on tax liability of the pastor and associates.
27. The pastor's salary is to be considered a preferred claim over all other expenses. 28. The pastor should be given a love offering equal to at least one week's salary as a
Christmas gift. 29. Churches should carefully consider the benefits and implications of whether to offer their
pastor the opportunity to own his/her own home, or to provide a church-owned parsonage. 30. When a pastor or associate purchases his/her own home, a housing allowance should be
established commensurate with IRS policies and the 25% formula recommended in item #23. 29. If the parsonage is owned by the local church, the church is responsible for providing needed repairs and maintenance.
31. Since most insurance policies on a parsonage cover only contents owned by the church, we recommend the local church pay the extra premium for contents coverage or notify the pastor of his/her responsibility.
32. Health insurance for the pastor and associates should be provided by the local church. We also urge: a. Investigation into, and provision for, dental and vision care insurance. b. Consideration of reimbursement of the annual deductible and the medical expenses not paid by the insurance provider or alternative provider.
33. Consideration should be given to providing supplemental term life insurance and long-term disability insurance for the pastor and associates offered by the Global church.
34. The local church should provide for pastor's and associate's car expense reimbursement. Consideration should include operating cost, maintenance, depreciation, insurance and registration. Because of tax benefits, some churches may wish to provide a car for their pastor.
35. Each church should pay the pastor's expenses when attending district meetings (if not otherwise reimbursed).
36. Each church should set aside an amount, on a regular basis, to send its pastor and spouse to the general assembly and other conferences provided by the Global church.
37. Recognizing that official entertainment is a local church expense, consideration should be given to establishing an expense account to reimburse the pastor for expenses incurred in carrying out professional responsibilities.
38. The local church should reimburse the pastor for the full amount of the social security tax based on the total of his salary and housing allowance or parsonage rental value (including utilities), in harmony with the official IRS quarterly schedule.

39. The local church should establish a retirement plan for the pastor through the tax-sheltered annuity programs offered by the Global church. This is an especially important item for those churches that provide a parsonage rather than a housing allowance for their pastor. A Global church-sponsored TSA can be used to provide housing for a minister in his/her retirement.
40. We urge each local church to pay their Pensions and Benefits Fund in full. This enables pastors and retired eiders to receive additional benefits.
41. The pastor should be given an annual paid vacation. We suggest the following schedule for the total years of full-time service, not just the tenure of service at the current assignment (vacation time should not be accumulated from year to year):
• 1-4 years—two weeks (14 days, including two Sundays);
• 5-14 years—three weeks (21 days, including three Sundays);
• 15 years and up—four weeks (28 days, including four Sundays);
• Each church should pay the supply minister in the pastor's absence.
42. That each church adequately compensate supply pastors for their service. Recommended compensation for pulpit supply would include travel (district approved amount of 30 cents per mile) and meals plus honoraria according to the following scale:
• For churches raising less than $50,000 per year: $50 per service
• For churches raising $50,000-$100,000 per year: $75 per service
• For churches raising $101,000-$300,000 per year: $100 per service
• For churches raising more than $300,000 per year: $150 per service
• He/she should be notified of this amount at the time of his/her call.
43. The pastor is urged to take at least one day each week for relaxation and refreshment of the mind, soul, and body. Since this is not always possible, we recommend compensating days off be given and that the local church insist on days off, not to carry over from one quarter to any other quarter.
44. Pastor Appreciation Day should be observed in October as a way to honor pastors and associates. During this time and other significant times during the year the local church should look for ways to meet special needs the pastor may have, or to give special honor to the pastor.
45. Out of a deep concern for our pastors and paid ministry staff to avoid burnout and stress and to keep a clear continuing vision for their church and ministry, we recommend that churches give a continuing professional development sabbatical for their pastor and paid ministry staff each time they have completed seven years of ministry in that local church or completed a major building program. This leave with pay and benefits should be from 4 to 8 weeks in length and would be in addition to regular vacation time with their family. This time would be used for rest, renewal, and study. This will aid our pastors and paid ministry staff in finding new creative ways to help the church accomplish its ministry vision. A rested and refreshed pastor and paid ministry staff will help to build even stronger relationships with their church. We strongly recommend that each church implement this policy.
46. Each church should encourage its pastoral staff to enrich its ministry by providing funds and time for continuing education. The church board can assist the staff in continuing education by providing a book allowance and/or an allotment for continuing education.

Support of Evangelists
47. We recommend that full-time tenured, commissioned, and registered evangelists be
supported in the following manner: a. One or more revivals each year in the local church, and we strongly recommend the use of
Nazarene tenured, commissioned or registered evangelists. Churches may want to consider prayer retreats, lay witness missions, and other spiritual renewal emphases in lieu of one of the regularly designated revivals.
b. The church board set a minimum honorarium for the evangelist equal to twice the pastor's salary, including cash benefits, for each week (Sunday) of services, plus an adequate amount for travel. He/she should be notified of this minimum amount at the time of his/her call (Manual, par. 129.11).
c. We urge that, as a matter of policy, churches notify an evangelist at least 90 days prior to the scheduled date of the meeting in case of cancellation, or reimburse him/her one week's salary.
d. Where there is a pastoral change, the church board notifies the scheduled evangelist. e. We urge each church to follow the recommendation of Evangelism Ministries of sending a
Christmas love offering to each evangelist who held meetings within that church year. f. if a full-time commissioned or registered evangelist must cancel for health reasons, the

VI. Minutes of the Auxiliary Conventions
A. NYI CONVENTION
The 2016 Louisiana District NYI Convention was called to order by Rev. Charlie
Ashby.
District President Rev. Charlie Ashby welcomed everyone to the convention and
then our District Superintendent; Rev. Chuck Fountain offered an opening prayer for the
convention.
After prayer, the Convention was organized by Rev. David Hater with the voting
bar set at the first 12 rows.
After the Convention was organized, the Board of Tellers were announced and
consisted of Rev. Cindy Richmond, Peyton Brown, Leo Caldera, Colby Dockens, and
Bekah Gibson.
Rev. David Hater read “This is Who We Are.”
Rev. Charlie Ashby then relinquished the chair to Rev. Chuck Fountain, who then
introduced Charlie to give his District President’s report.
Rev. Charlie Ashby then read the President’s report. One highlight of the report
was Charlie talking to four students who went to NYC in Louisville about the impact of
the trip and their experience. After the report was read, Rev. Chuck Fountain called for
a motion to approve the President’s report as given. A motion was made by Rev.
Dustin McDavid and a second by Rev. Daniel Lowe, motion carried unanimously with
our appreciation.
The 2015-2016 Nominating Committee report was read by Rev. David Hater and
the Board of Tellers were called and the delegates were given instruction concerning
the ballot. After the voting, Rev. Charlie Ashby declared the election closed after the
ballots were collected. The Board of Tellers was excused to count the ballots.
Rev. Dan West read the District Treasurer’s Report. A motion to accept the
report was made by Dana Phillips, seconded by Rev. William Bonee. The motion
carried unanimously.
Rev. Charlie Ashby dismissed the children to go to the Kids activity.
An offering for the convention was taken, Rev. Dan West prayed for the offering
and Robyn Brown played Trumpet for the offering.
Rev. Charlie Ashby gave a report and information about the upcoming events of
NYI for the 2016-2017 church years.

After worship, the convention was then called back to order by Rev. Charlie
Ashby for the results of ballot #1. The results of the ballot for President and Vice
President were read by Rev. Chuck Fountain: a total of 68 ballots were cast, For
President, 67 “yes” and 1 “no,” for Vice President, 67 “yes” and 0 “no.” Charlie Ashby
was declared President by Rev. Chuck Fountain. David Hater was declared Vice
President by Rev. Chuck Fountain.
The remaining results of ballot #1 were read by Rev. Charlie Ashby: 68 ballots
cast, 35 votes needed to elect. For At-Large Lay Member: Hope Dupuy - 24, Denise
McKelvain - 26, Johnny Waller - 14. No election declared. For At-Large Pastor: Matt

nominations. Ballot #2 was passed out and voted on. The ballots were collected by
the Board of Tellers and were counted.
Convention was dismissed for the night for refreshments and fellowship in the
Dining Hall.
Saturday morning, the results of ballot #2 were read by Rev. Charlie Ashby. 69
ballots cast, 35 votes needed to elect. For District NYI Council, At-Large Lay member:
Hope Dupuy - 31, Denise McKelvain - 26, Johnny Waller - 10. No election declared. For

Before the morning service, ballot #3 was passed out. Upon the completion of
voting, the Board of Tellers was excused to count the ballots.
The results of ballot #3 were read by Rev. Charlie Ashby. 66 ballots cast, 34 votes
