SOUTH DAKOTA BOARD OF REGENTSSTUDENT COSTS AT PUBLIC INSTITUTIONS

ACADEMIC YEAR 1993-94

The following report is a comprehensive look at student costs at all four-year publicinstitutions in the contiguous states of South Dakota. Idaho is also included in thesurvey because of its economic and rural commonalities with South Dakota. Only oneinstitution, the Metropolitan State University in Minnesota, was eliminated because of itsunique and incomparable cost structure.

The tuition and fee figures, and room and board costs, were collected in a survey of thesurrounding states. Those institutions not responding to the survey were contacted bytelephone. All institutions were asked to report the cost of tuition and mandatory feespaid by full-time students. To assure comparability a full-time undergraduate studentwas defined as a student taking 32 credit hours a year using a semester based system, or48 credit hours using a quarter based system. A full-time graduate student was definedas a student taking 24 credit hours a year using a semester based system, or 36 credithours using a quarter based system. The room and board costs were based on doubleoccupancy room rates and a meal plan which would provide 15 meals per week. If theinstitution did not have a plan which provided 15 meals per week, they provided the planclosest to it. All figures given are based on costs for the 1993-1994 academic year.

It is important to note that the non-resident rates do not reflect any reciprocityagreements or other tuition reduction programs between states. Therefore, a non-resident student could possibly attend a given institution cheaper than the costs indicatedin this report.

The figures reflected in this study only include costs which are identified to all students.Special discipline fees are not included as they cannot be identified to all students.Therefore, a student could pay costs higher than those reflected in this report if he/shewere enrolled in a discipline with special support fees.

In the survey many averages are used to condense and simplify the information. It isimportant to remember that the averages are not weighted in any way. Moreimportantly, when looking at the averages for South Dakota, remember that tuitionreduction programs, like the one implemented at DSU, will lower the average for theentire system. It is important to over simplify the application or use of the averages.In order to get a better understanding of the tuition situation, one should look at theranking with like institutions which is also provided.

The survey is broken down into two sections. Section I compares only the "Tuition andFee" costs. Section II combines 'Tuition and Fee" with "Room and Board" costs toexhibit a total cost comparison. Within each section the classifications of baccalaureate,comprehensive, and doctoral are used to compare "like" institutions. The institutions areplaced into the appropriate classification by information self-reported to IPEDS. Theclassifications were used by the National Center for Education Statistics up until 1987 at

which time they abandoned the classifications to research and develop new criteria. Theclassifications continue to be used by various educational entities as no better definitionsare currently available. The American Association of University Professors publishes theinstitutional classifications in their "Annual Report on the Economic Status of theProfession". The classification rankings reported by AAUP were used in this documentunless they were not included in the AAUP survey, in which case the NCES ranking wasused. The classifications do not take into account the size of the institutions or therelative ranking within each category. The classifications are simply one practicable wayof comparing the institutions. It is emphasized that the classification assigned is basedon information self-reported by the institutions in their IPEDS surveys.

A one page summary of the tuition and fee costs for law and medical programs can alsobe found at the end of Section 1.

Summary of Student Costs at Public InstitutionsRegional Survey

Undergraduate residents in South Dakota, on the average, pay 5.1% higher tuition andfee costs than the eight state average of $2,131. This is a 6.0% increase over the FY93eight state average of $2,011. This compares to a 5.1% increase in South Dakota. SouthDakota's average cost was 14.3% higher than the eight state average in FY89. Thesefigures would indicate that increases in other states have exceeded those in SouthDakota, closing the gap. When comparing South Dakota's institutions to otherinstitutions with the same classification; DSU is 5.5% higher than the average, andBHSU is 3.4% higher than the average for baccalaureate institutions; NSU is right at theaverage, SDSU is 5.9% higher, and the SDSM&T is 7.9% higher than the average costof comprehensive institutions; USD is 7.5% higher than the average for doctoralinstitutions. Although South Dakota's costs are higher for each category, the percentageshave decreased since FY93, except at USD. This would indicate that overall, institutionsare increasing their tuition and fees at a higher rate than South Dakota.

Undergraduate residents in South Dakota, on the average, pay 6.4% less for tuition andfees. and room and board, than the eight state average of $4,925. This is a 5.0%increase over the FY93 eight state average of $4,692. This compares to a 7.5% increasein South Dakota. South Dakota's average cost was 5.2% less than the eight stateaverage in FY89. When comparing South Dakota's institutions to other institutions withthe same classification; BHSU is 1.2% less, and DSU is 1.5% more than the average forbaccalaureate institutions; NSU is 13.3% less, SDSU is 6.2% less, and the SDSM&T is3.1% less than the average for comprehensive institutions; the University of SouthDakota is 8.7% less than the average for doctoral institutions.

Undergraduate nonresidents in South Dakota, on the average, pay 26.5% less than theeight state average of $5,139 for tuition and fees. This is an 8.2% increase over theFY93 eight state average of $4,750. This compares to a 5.8% increase in South Dakota.South Dakota's average cost was 4.9% less than the eights state average in FY89. Itshould be noted that the tuition reduction program at DSU for non-residents significantlyreduces the South Dakota average for all non-resident comparisons. When comparingSouth Dakota's institutions to other institutions with the same classification; forbaccalaureate institutions, BHSU is about 15.4% below the average, and DSU is 50.8%lower than the average as the Board eliminated the non-resident tuition category atDSU; NSU is 22.2% less, and SDSM&T and SDSU are about 13% below the averagecost for comprehensive institutions; USD is 30.4% less than the average for doctoralinstitutions.

Undergraduate nonresidents in South Dakota, on the average, pay 22.5% less for tuitionand fees and room and board than the eight state average of $7,928. This is an 6.8%increase over the FY93 eight state average of $7,424. This compares to a 7.4% increasein South Dakota. South Dakota's average cost was 10.1% less than the eight stateaverage in FY89. When comparing South Dakota's institutions to other institutions inthe same classification; BHSU is 11.7% less, and DSU is 33.4% less than the averagefor baccalaureate institutions, once again this reflects the Board's elimination of the non-resident tuition category at DSU; NSU is 22.4% less, SDSU is 14.0% less, and

SDSM&T is 12.1% less than the average for comprehensive institutions; USD is 26.8%less than the average for doctoral institutions.

Graduate residents in South Dakota, on the average, pay 2.4% less than the eight state0 average of $2,346, for tuition and fees. This is an 8.9% increase over the FY93 eight

state average of $2,155. This compares to a 5.0% increase in South Dakota. In FY89South Dakota graduate residents paid 11.0% more than the eight state average. Whencomparing South Dakota's institutions to other institutions with the same classification;BHSU is 3.0% less, and DSU is 1.5% less than the average for baccalaureate institutions(caution: this category has a limited number of simple institutions); for comprehensiveinstitutions NSU is 3.9% lower than the average, SDSU is at the average, and SDSM&Tis 2.2% higher than the average; USD is 4.7% below the average for doctoralinstitutions.

Graduate residents in South Dakota, on the average, pay about 9.9% less for tuition andfees, and room and board, than the eight state average of $5,173. This is a 6.3%increase over the FY93 eight state average of $4,868. This compares to a 7.5% increasein South Dakota. South Dakota's average cost was 6.9% less than the eight stateaverage in FY89. When comparing South Dakota's institutions to other institutions withthe same classification; BHSU is 3.9% less, and DSU is 1.5% less than the average forbaccalaureate institutions; NSU is 14.3% less, SDSU is 8.0% less, and SDSM&T is 5.0%less than the average for comprehensive institutions; USD is 13.1% below the averagefor doctoral institutions.

Graduate nonresidents in South Dakota, on the average, pay 26.2% less than the eightstate average of $4,891, for tuition and fees. This is a 9.2% increase over the FY93 eightstate average of $4,480. This compares to a 6.0% increase in South Dakota. In FY89South Dakota graduate non-residents paid 8.8% less than the eight state average. Whencomparing South Dakota's institutions to other institutions with the same classifications;for baccalaureate institutions, BHSU is 11.1% more than the average, and DSU is 31.1%below the average cost which reflects the elimination of the non-resident tuitioncategory; NSU is 19.9% below the average, SDSU is 13% below and SDSM&T around12% below the average for comprehensive institutions; ,USD is 35.1% less than theaverage for doctoral institutions.

Graduate nonresidents in South Dakota, on the average, pay 22.6% less for tuition andfees and room and board, than the eight state average of $7,719. This is a 7.3% increaseover the FY93 eight state average of $7,192. This compares to a 7.5% increase in SouthDakota. South Dakota's average cost was 13.1% less than the eight state average inFY89. When comparing South Dakota's institutions to other ins titutions with the sameclassification; for baccalaureate institutiorls, BHSU is 4.3% more, and DSU is 18.4%below the average cost which reflects the elimination of non-resident tuition; NSU is21.0% less, SDSU is 13.6% less, and SDSM&T is 11.5% less than the average cost forcomprehensive institutions; USD is 29.9% below the average for doctoral institutions.

It is interesting to note that the increase in the eight state average for tuition and fees ishigher in all cases than the increase in South Dakota. When room and board are addedto reflect the total cost, the increase in South Dakota exceeds the eight state average ineach case.

DEFINITION OF CLASSIFICATIONS

Doctoral-Level Institutions

These are institutions characterized by a significant level and breadth of activity inand commitment to doctoral-level education as measured by the number ofdoctorate recipients and the diversity in doctoral-level program offerings.Included in this category are those institutions that grant a minimum of thirtydoctoral-level degrees annually. These degrees must be granted in three or moreunrelated disciplines.

Comprehensive Institutions

These institutions are characterized by diverse post-baccalaureate programs(including first-professional), but do not engage in significant doctoral-leveleducation. Specifically, this category includes institutions not consideredspecialized schools in which the number of doctoral-level degrees granted is fewerthan thirty or in which fewer than three doctoral-level programs are offered. Inaddition, these institutions must grant a minimum of thirty post-baccalaureatedegrees and either grant degrees in three or more post-baccalaureate programsor, alternatively, have an interdisciplinary program at the post-baccalaureate level.

General Baccalaureate Institutions

These institutions are characterized by their primary emphasis on generalundergraduate baccalaureate-level education. They are not significantly engagedin post-baccalaureate education. Included are institutions which are notconsidered as specialized and in which the number of post-baccalaureate degreesgranted is fewer than thirty or in which fewer than three post-baccalaureate-levelprograms are offered and which either (a) grant baccalaureate degrees in three ormore program areas, or (b) offer a baccalaureate program in interdisciplinarystudies.

Section ITuition and Fee Costs

Regional Survey

Section I compares only the tuition and mandatory fees paid by full time students. Toassure comparability a full-time undergraduate student was defined as a student taking32 credit hours a year using a semester based system, or 48 'redit hours using a quarterbased system. A full-time graduate student was defined as a student taking 24 credithours a year using a semester based system or 36 credit hours a year using a quarterbased system.

Page 10 provides a complete listing of the public universities and colleges surveyed andthe associated tuition and fee costs for residents, non-residents, undergraduate andgraduate students. This table provides a summary cf. the information used in Section I.This table is not in a "ranked" order.

Page 11 provides the percent change from prior year for the tuition and fee costs at allinstitutions surveyed. This page will provide a quick comparison of tuition and fee costincreases over the past year.

Page 12 shows the simple averages calculated for each state using the institutional tuitionand fee costs given on Page 10. This table uses the average cost for each studentclassification, to rank the states from the least expensive to the most expensive. Anaverage cost of all institutions is also provided.

Pages 13 and 14 are bar graphs showing the average tuition and fee cost for each stateby student type.

Pages 15 through 19 rank the tuition and fee costs of the institutions by student type andinstitutional classification. This comparison provides a ranking with "like" institutions,

Section IITotal Cost

Regional Survey

Section II compares the "total cost" paid by full-time students. To assure comparability afull-time undergraduate student was defined as a student taking 32 credit hours a yearusing a semester based system, or 48 credit hours using a quarter based system. A full-time graduate student was defined as a student taking 24 credit hours a year using asemester based system or 36 credit hours a year using a quarter based system. 'TotalCost" includes tuition and fee costs, and room and board costs. The room rates usedwere for a double occupancy room which is the most common. The board rates usedwere for the meal plan which provided 15 meals per week or the next closest plan.

Page 22 provides a complete listing of the public universities and colleges surveyed andthe associated cost for tuition and fees, and room and board for resident, non-resident,undergraduate, and graduate students. This table provides a snmmary of the informationused in Section IL This table is not in a "ranked" order.

Page 23 shows the simple averages calculated for each State using the institutional costsfor tuition and fees, and room and board given on page 22. This table uses the averagecost for each student type to rank the states from the least expensive to the mostexpensive. An average cost of all institutions is also provided.

Pages 24 and 25 are bar graphs showing the average "total cost" for each state by studentclassification.

Pages 26 through 30 rank the "total cost" of the institutions by student type andinstitutional classification. This comparison provides a ranking with "like" institutions.
