and properly presented. To do this wewould need to enlist the help ofprofessionals, such as Tony Burton thespeaker at the June 18th meeting. Theywould need paying. Grants for this purposeare available and would be applied for. Onesuch grant has already been received.Eventually and probably after muchargument and disagreement the Plan wouldbe submitted to the Council by the HWA. Ifaccepted by them they would arrange areferendum in Hadley Wood in order toascertain whether the plan had the supportof the majority of residents. If it did havesupport the Plan would become official andthe community would then have statutorypower to propose and modify any futuredevelopments. A useful consequence ofreaching this point would be that for everybuilding subsequently erected in Hadley

Neighbourhood Forummeeting.Following the governments Localism Act of2011 many communities over the UK arelooking at the question of whether to createa Neighbourhood Forum and formulate aNeighbourhood Plan. Some are well downthe road to preparing one. The benefit of aplan (if accepted) would be that HadleyWood would have some statutory powerand input into what development takesplace here in the future.

The first step in the process is the settingup of a Neighbourhood Forum which wouldact as a sub committee of the Hadley WoodAssociation. To this end a public meetingwas held at St Paul’s Church Hall on June18th. About 80 residents (see photo)including Councillors Anne- Marie Pearceand Jason Charalambous as well asDavid Burrows MP attended themeeting which was chaired by EstherKurland. Esther lives in Hadley Woodand has worked in the field of UrbanPlanning most of her career. Shearranged for Tony Burton an expert inthe developing field of NeighbourhoodPlanning to speak to the meeting andat the subsequent open debate it wasclear that a majority of those presentfelt that the community should goahead and organize a NeighbourhoodForum.

To do this there have to be at least21 residents drawn from a crosssection of the community who areprepared to sign up. All age groups,genders, ethnicity and incomes. Therecan be more than 21 so if you wouldlike to join (and are prepared for thehard work which will follow!) please

make contact with the group by [email protected]

It should be stressed here that this groupis not an exclusive and elite hierarchyalready in place. Any of you can join. If youdo not want to join the forum but have someideas about how to improve Hadley Woodplease send them in to the above emailaddress. This is an exercise open to ALLresidents.

So what happens next? The Forum withinput from residents design a plan. It mightcover parking arrangements, buildingissues such as the need for flats for smallfamilies, spaces between buildings andeven potential building sites. It mightinclude cycleways and it might specifygreen field areas which we want topreserve. There will be many more ideas.The plans have to be carefully researched

Wood the community would receive 25% ofthe Community Infrastructure Levy (CIL).This is money which currently goes to theCouncil to pay for the extra facilities (roads,drains etc) needed when new buildings areput up. The money would be available forus to use for community projects.

The Hadley WoodRunning ClubHow We Run Club (HWRC) recently entered

one of the Race for Life events held at TrentPark over a 5 kilometre course. A large teamof thirty runners aged from HWRC aged from7 to 55 years took part raising over £2000 forthe Charity. Race for Life is the largest womenonly fundraising event in the UK. Its parentCharity is Cancer Research UK. There aremany Race for Life events in different parts ofthe country each year. Our next big event isthe Oxford Half Marathon which is in Octoberwith over 30 people taking part in a 16 weektraining plan. NeighbourhoodPlanning. There's a quiet revolution in local planningunderway and Hadley Wood is set to joinin. Over 1,000 communities are producingnew-style "neighbourhood plans" which putthem in charge of some of the main planningpolicies for their area. This has only beenpossible since new "localism" laws werepassed in 2011 and it means local peoplecan decide the quality and location of newdevelopment.

A public meeting convened by HadleyWood Association in June gaveoverwhelming support to the idea of HadleyWood getting involved and it has strongbacking from the local MP. The first step isto set up a neighbourhood forum to overseedevelopment of the plan. This forum has tobe agreed by London Borough of Enfieldalong with the boundary of theneighbourhood planning area. Hadley Woodis such a distinctive community with clearphysical boundaries and surrounding openspace that this should be easier than formany other parts of the country.

The process is relatively simple. Once theforum and boundary are agreed then therewill need to be a wide public debate over theambitions for the neighbourhood plan andwhat people want.

in and shape the thinking. The planis then drafted and put out to formalpublic consultation. The forumtakes on board this feedbackbefore submitting it for a period ofpublicity ahead of it going to anindependent examination. Theexamination is a simple affair andchecks that the plan doesn't cutacross strategic policies (such asGreen Belt) or breach human rightsor environmental laws. Once it haspassed examination then everyone

in the area will vote on whether they want theplan to proceed in a public referendum. Thisneeds a simple majority to vote in favour -and experience elsewhere is very positivewith most plans receiving well of 80%backing.

The neighbourhood plan is then confirmedand its policies carry legal force when allsubsequent planning applications fordevelopment are decided by Enfield'splanners. With a fair wind the new plan couldbe in place in early 2016.

What would you like to see covered byHadley Wood's own neighbourhoodplan? Do you have views on the quality ofdesign or the type of new housing? Are theresites which should be developed or otherswhich should be protected? if you thinkabout the changes in the last five years -which have improved Hadley Wood andwhich have damaged its character? Whatwould you like to see change? And howcould some of the money generated by newdevelopment (through what is now called the"community infrastructure levy") best bespent? These are just some of the questionsto be asked and, for the first time, it will bethe local community and not the councilproviding the answers.

Visit to the BBCIn early June twenty three ladies and twobrave husbands left Hadley Wood bycoach on another excellent WI outingorganised by Gloria Neal. After lunch inSt John’s Wood we arrived at the newBBC building in the early afternoon. Twovery enthusiastic and informative guides showed us round and fascinatedus with tales of the BBC past andpresent. We were amazed to see thevast newsroom and the surprisinglysmall ‘One Show’ studio. But thehighlight for many was the visit toanother studio where members of thegroup were invited to read a radio script.This was accompanied with great gustoby Hilary Nunn, who produced someremarkably realistic sound effects for theplay using everything from boots on agravel tray to coconut shells. Finally, wewere most impressed by an unscriptedweather forecast given in convincingstyle by Jenny Brookman and were onlysorry that these items have not yet beenbroadcast to the nation.Moira Leatherdale

Local school St Martha’s Sixth Formenjoyed a wonderful night at the ThymariRestaurant. The evening began with achampagne reception, superb mezefollowed by homemade desserts! Teachersand students remnisced over some greatmemories at St Martha’s School. Everyoneat Thymari pulled out all the stops for thisfabulous evening with an amazingatmosphere . Monken Hadley SchoolDog Show and FeteParents, children, friends and anoutstanding collection of dogs had a greatafternoon at the Monken Hadley SchoolAnnual Dog show and Fete on SaturdayJuly 5th. Apart from one short shower theweather was warm and dry. Suki, a Saluki(best female), and Webster a goldenretriever ( best male) were judged byqualified dog trainers Nicky and Penny to be the best whilst Karen Wrightcommentated and kept the onlookers wellinformed. The Dog show was sponsored byHerts Canine. Apart from the show, visitorsenjoyed the music, the stalls and the BBQ.Children bounced in the castle. Amongthose attending were Mr Steve Adams seenbelow with organiser Nicky Glover. MrAdams is soon to retire after nineteendistinguished years as a very popular andsuccessful Headmaster of the School. TheOrganising Committee would like to thankMartyn Gerrard one of Barnet’s leadingestate agents for so generously sponsoringthis event and Herts Canine for sponsoringthe Dog Show.

Hadley Wood PrimarySchool. Summer Fete.June 22ndThe sun was shining, the gazebos were up,the stalls set out, the barbecue lit and thebouncy castles inflated and by 12.30 theHadley Wood School Summer Fete,sponsored by The Letting Line, opened itsgates to a flood of children, parents,grandparents and the Hadley Wood

community. As well as the old favourites likethe Toy Tombola, Bouncy Castles and Hooka Duck, the fundraising team - The Friends ofHadley Wood School - had organised somenew activities including a Petting Zoo,sponsored by Village Vet in Potters Bar.Children and grown ups could handle andlearn about a variety of animals includingsnakes, lizards and tarantulas. There werealso performances from local companiesDizzy Dance and Elite Gymnastics as well asa delicious barbecue, a cake stall run by the

teachers and a candyfloss stall. Thanks tothe generosity of parents, sponsors,advertisers, raffle donations and externalstall holders the Fete was a huge successboth with visitors and financially.Rachel Kudlick

Island Hopping in theAtlantic: Sal, Santiago &Fogo in Cape VerdeBy Erika LindsaySun, sand and wind. What else is there onCape Verde people said? We found aneclectic archipelago with gentle, friendlypeople, a wonderful variety of fresh fish,lovely wine and coffee, tropical fruit, a richtapestry of music and leaky buildings!

We found sun and sand aplenty on theisland of Sal, where the motto is "no stress".We willingly complied and did nothing for afew days. We rewarded our "exertions" withplates of freshly caught Atlantic fish washeddown with very good local red wine. Ourbatteries recharged, we flew to Praia,capital of the largest island, Santiago. Praiais a small, bustling colonial town with avibrant food market. We enjoyed visiting thecentre, Plateau, a hive of endless activity.Santiago has a very African feel with thesomewhat incongruous sight of a sprinklingof Chinese people who have set upbusinesses on the islands.

We visited the Cidade Velha, the 15thcentury UNESCO site of an old characterfulcity where slaves were landed when CapeVerde was a Portuguese colony. ViaBanana, is the main street and the oldest insub-Saharan Africa. The houses made ofstone with thatched roofs made of rolled,dried banana leaves made an impressivesight. It was the end of the rainy season andwe readily swapped a long walk in thehumid, muddy valley below for a shorterwalk and some beers! It is a long held localtradition that you should not leave the baron two legs, so being polite souls, weagreed to another beer and some grogueto finish!

We wound up to the verdant, peacefulmountains above Praia and set off for a walkon a beautifully clear day with assurances itwould remain so! We were met withtorrential rain instead. Just as we decided to

abandon our walk a local hoppa busbumped by. I had an impulsive idea for awet day lunch in the town below! Weclambered on amongst the ladies with theirboxes of vegetables. The driver skillfullynavigated down the mountains as streamsof water flowed down at the sides of theroads. Lunch now seemed like a very sillyidea! I wondered if we would even make itback up that day. We arrived in the verywashed out town below, but stayed on thebus to ride straight back.

Cape Verdean buildings are not designedto withstand heavy rain. Our guesthouseleaked like a sieve! Fortunately, not toomuch damage to our luggage- or nothingthat a blast from a hairdryer would not fix.We had great fun dodging showers of waterfor the rest of the afternoon and watching asthe water on the terrace lapped closer andcloser to our bedroom door. Fortunately, wewere watertight for the night.

Our last stop was on the small volcanicisland of Fogo. We were eager to find thevineyards on the Cha das Caldeiras volcanoand taste the elusive Fogo coffee that hadevaded us so far. The landscape changedfrom verdant terraces to bleak lava flow aswe approached the edge of the Cha dasCaldeiras. We were awestruck by the sheervastness of the area and the beautiful andimposing cloud capped main volcano. Aswe climbed the Pico de Fogo cloud swirledin to shroud us. Being buffeted by the windwas a reminder of the power of nature.

The Pico de Fogo last erupted in 1995.There were no casualties but people lost

their homes and moved down themountain. Several years later, theyinsisted on moving back tocontinue with their crop cultivation.It was amazing to see cropsincluding sweet potatoes,pomegranates, beans, vines,apples and quinces scattered overthe slopes of the crater.

Cha wine has been produced inthis area since a Frenchman the

Duc de Montrand introduced vines here in1872. Cape Verdeans cannot generallyafford the local wine and make and sell theirown. We headed to Romeiro Montrond'sbar/shop. As the name suggests, he isdescended from the Duc and makes thelegendary and well loved Manecom wine, astrong red wine that slid down very well afterlunch. We were also at last able to tasteFogo coffee, medium roast and very muchlike its Colombian counterpart.

We had a thoroughly enriching andenjoyable stay on Cape Verde. Ouradventures over, it was time to trek back tothe UK.Erika Lindsay

Wildflower Meadowproject.Work continues on the small field at the back of the Hadley WoodAssociation/Tennis Club building. You passit on the left when walking from the mainfield (where the annual fireworks andbonfire event take place) towards therailway bridge. In conjunction with HadleyPrimary School year 4 the HWA is keepinga record of what is growing in theuntouched top half of the field (as acomparison) and slowly turning the lowerhalf into a wildflower meadow.

During June the grass was cutand the cuttings removed.Wildflowers dislike grass, whichstrangles them, and surprisingly,fertile soil. So removal of thecuttings is important to prevent

them rotting and fertilizing the groundbeneath.

Once the grass was cut a series of longparallel depressions running diagonallyacross the field could be seen. Our localFarmer Giles thought they were probablydrains and a check with the National Gridconfirmed that the field was clear of buriedelectrical and gas services.

Each week the untouched part of the fieldis checked to see what is growing andflying about and the findings recorded.More than we thought. Our last visitrevealed at least 20 butterflies and some

new wildflowersincluding Birds FootTrefoil and Self Heal.There is also a lot ofRagwort. Tall plantswith rather dirty yellowflowers. Apparentlythese flowers containunpleasant alkaloidswhich can causeorgan damage tohorses and cattle.Though unpopularwith farmers Ragworthas friends. Notablythe Cinnabar mothwhich lays its eggs onthe flowers. Oncehatched the yellowand black caterpillarsfeed on the flowers.By absorbing thealkaloids they becomeunpalatable topredators. Thus thecaterpillars surviveand flourish thoughnot without a bit ofcannabilism amongst

the survivors which reduces the numbers.The resulting moths are very striking.

Soil samples have now been sent foranalysis. Results show an acid soil, pH 5.8with low nitrate and phosphorus levels. Thisimplies low fertility and suggests the soilwould be suitable for wildflowers. Thecompany doing the analysis have sent a listof wild flower seeds which will do well in thissort of soil and with the help of the schoolchildren we will scatter these in September.Before then the cut section of the field hasto be re-cut, ploughed and then rotavatedby Farmer Giles. As much as possible ofthe grass roots will be pulled up and the soilprepared for the seeding. We aim to use noherbicides (eg Glyphosphates like Roundup). Unless the grass wins.

Tour de Hadley Bois. La première étape.In case the TV coverage of the Tour deFrance has persuaded you to drag the bikeout of the garage, here is a little trip to getyou going. It is the first stage of NationalCycling route 12, the Great North Way, andit starts, believe it or not, at Hadley WoodStation. Starting from here is OK for adultswith some experience of coping with trafficbut for the early part of the tour alongWaggon road and Dancers Hill Road it ison-road. Just you and the 4 x 4’s sharingthe same space. So if you are planning totake some children then it is probably saferto start the tour from the South Mimmsmotorway station. You can drive there withthe family and bikes, and park outside theWelcome Break.

After the exhausting experience of takingoff wheels to fit the bikes into the car,mending the punctures and stopping thekids fighting over who has the best bike youcan now pop into Welcome Break which as

motorway restaurants go is not that bad.High ceiling, nice balcony, Starbucks,W.H.Smith’s, KFC etc and even a Waitrosesitting demurely in a corner like a duchessat a knees up. There you can meet up withany friends, the hangers-on (HO’s), whodismissed the South Mimms plan aspathetic and chose to join you via the roadapproach. The HO’s will thus have cycledin their polka dot jersey’s and lycra shortsup along the railway path behind Sara’s

flower stall at the station, turned left ontoWaggon Rd, struggled up past GanwickFarm, crossed the A1000 and turned leftinto Dancers Hill Road. They will havepassed Baker Street on the right, Kitts EndRoad on the left and at the next (bad)corner turned right into Dancers Hill Laneand through a few gates into Wash Lane.They then had to pass through a darktunnel under the M25 occupied by a sourlooking little stream rejoicing in the name ofMymmshall Brook. (I have written about thischarmless little spot before and mentionedthe fact that a couple of highwaymen usedto operate in the area before being bumpedoff. Could be worth a mention in case any ofthe kids are getting lippy). Wash Lanepasses along the back of the self sameWelcome Break where you and the rest ofthe car group are now on their second latteand Danish pastry. It allows the poor sweatyHO’s to join you in the cafe via the neat littlepath between the Welcome Break buildingand a motel/hotel called Days Inn.

Once refreshed you can now untanglethe bikes from the car and retrace your waydown the neat little path before turning leftinto Wash lane. This leads you eventually toSwanlands road running in a northerly

Chris Smith, the Community campaigner wholives in Chipping Barnet, has formed a newpressure group called Friends of ChippingBarnet High Street (FoCBHS). Local people andvisitors are joining in droves.

Chris says: "It is time to start a new movementin the fight to save Barnet High Street. TheFriends of Barnet Market Committee achievedtwo great recent successes in keeping theGaming Centre out and saving Barnet Market.We have seen the Gaming Centre people off andwe must undoubtedly continue to support the

Market – however it seems obvious to me thatour High Street needs help too, and right now!"

No. Howeverrunning alongside Swanlands road is acycleway and from here it is a nice safe trip,eventually turning right along WarrengateRoad into a small village called Waterendwith its café and dangerously attractive pubthe Woodman.

Clearly by now you will need to refreshagain and at this stage you may want toreturn. If you turn back here it wouldprobably amount to about a 10 mile circuit.However you can keep going if you want.Next comes Welham Green and thenHatfield, St Albans Welwyn Garden City andbeyond. The North beckons! A greatadvantage of the route is that you arefollowing the railway and at many points youcan simply give up, get off and catch thetrain back to Hadley Wood (though only atweekends and national holidays). This Route12 is the beginning of the Great North Waycycle route.
