A Bright Outlook in East DallasOn behalf of the Greater East Dallas Chamber of Commerce, we are pleased to present an Economic Development Report for 2012. This snapshot of our community tells the story of growth and development that continues to enhance the quality of life for those who choose to live, work, shop and enjoy the varied entertainment and recreation opportuni-ties available in East Dallas.

Texas and the greater Dallas area have weathered the economic uncer-tainty of the past few years by continuing to create a business-friendly environment. Here in East Dallas, our communities continue to attract new businesses and services, both large and small.

Companies such as Trader Joe’s and Walmart have announced plans to build new stores in the Lower Greenville area. New apartment communi-ties in Lakewood and near Greenville Avenue are offering more lifestyle choices. Plans have been announced for a new multiuse complex at the intersection of Gaston, Garland and East Grand, creating a new gate-way to the White Rock area. Small businesses are opening their doors in Lake Highlands, Casa Linda and the Ferguson Road area. Restaurants and unique shops continue to open and even relocate to our communities, inviting residents and visitors to dine, shop and relax.

Our schools remain some of the strongest educational institutions in North Texas. And our health care services offer residents the highest qual-ity of care within minutes of home.

Businesses are making a big commitment to East Dallas, and it shows in the size, scope and quality of retail and housing developments taking shape in the community. New retail developments as well as the leasing and renovation of existing retail properties continue to offer East Dallas residents and shoppers a wider variety of offerings from national companies.

WHITE ROCK • The announcement by Lincoln Property of a new 15-acre retail center at the intersection of Gaston, Garland and East Grand will create a new gateway to the White Rock area. The project included the purchase by Lincoln of the East Dallas YMCA’s building and adjoining space. The YMCA announced plans to move

to the Gaston and Loving Street location.

• Centurion American Development Group and its affiliate Megatel Homes acquired the land on East Grand Avenue at Shadyside Lane near Tenison Park Golf Course. Sixty single-family homes will be built on the property. It will be one of the largest single-family tracts in the Dallas area. The houses will start at $500,000.

• Partners Ascension Development and Post Investment Group have purchased a site next to DART’s White Rock Station to build 300 luxury apartments. The site is located at Northwest Highway and West Lawther Drive. Residents of the new rental community will have quick and easy access to the DART station at White Rock Lake with a pedestrian bridge planned to connect the units to the station.

• The $8 million White Rock Hills Branch Library opened in June. The library was the result of a collaboration between the Ferguson Road Initiative and the City of Dallas.

• The Overlook at C. C. Young, a $40 million 6-story residential building near White Rock Lake at W. Lawther Drive near Mockingbird Lane, opened in 2011. It includes 108 apartments, a new main kitchen and underground parking.

LAKE HIGHLANDS • The completion of Timber Creek Crossing on East Northwest Highway and Skillman Street created a new shopping destination. The 485,000 square-foot shopping center on Northwest Highway at Skillman Avenue includes a Sam’s Club, Walmart and J.C. Penney stores, plus Verizon, Chick-fil-A and Whataburger. The retail complex created roughly 1,000 jobs and is expected to contribute $2.2 million in property taxes each year.

• The Lake Highlands Town Center development at Skillman and Walnut Hill is moving forward with a 200-unit, five story apartment/retail complex. Developer Prescott Realty Group announced the project received a $23 million HUD-backed mortgage. The $400 million, 70-acre mixed-use development will feature more than 20 acres of dedicated open public space.

• Retailers Total Wine and SPECS entered the Dallas market, revitalizing big box properties along North Central Expressway at Walnut Hill Lane.

LOWER GREENVILLETraditionally a destination for restaurants, nightlife and shopping, Lower Greenville continues to enhance its offerings with the addition of several new specialty grocers and food markets:

• Walmart Neighborhood Market opened on Lower Greenville in October.

• Chicago-based Green Grocer plans to move into the corner space on Greenville at Martel.

• Specialty food market Trader Joe’s plans to open in First Quarter of 2013.

• $1.3M Streetscape improvements completed in 2011 on Lower Greenville make it more pedestrian friendly with 2 lanes, wider sidewalks, potted plants, bike racks, new lighting, benches and on-street parking.

• Included in the Dallas City 2012 bond proposal are additional programs to complete Lowest Greenville streetscape improvements from Ross to Alta and from Bell to Belmont. The streetscape completion project is estimated at $3,673,500.

CASA LINDA • Natural Grocers opened in 2011 in the former Casa Linda movie theater, an East Dallas institution that closed in 1999 after more than 50 years.

SKILLMAN/LIVE OAKLocated in the southern-most area of East Dallas, the Skillman/Live Oak area continues its revitalization, offering a mix of eclectic shops and restaurants. Two Dallas restaurant institutions chose to locate here, signaling the confidence businesses are placing in the area’s future:

• The Mecca Restaurant, a Dallas institution located on Harry Hines for 44 years, recently moved to Live Oak Street.

• Live Oak will also be the new Lakewood location of the popular Tex-Mex restaurant Matt’s Rancho Martinez.

The wide and distinctive variety of communities in East Dallas attract a rich mix of residents and visitors who enjoy state-of-the-art services and conveniences in a setting that preserves the heritage and tradition of its eclectic past.

EDUCATION

• In the Dallas Independent School District, Travis TAG and elementary schools Bonham, Casa View, Hexter, Lakewood, Robert E. Lee, and Mount Auburn have earned the coveted Exemplary rating. Bryan Adams High School is in the top 10% of Junior ROTC programs in the nation, and Woodrow Wilson High School is recognized in Newsweek magazine’s list of top high schools in the nation.

• For the fourth consecutive year, Lakehill Prepar-atory School has been selected for the 2012 Dallas Award in the Private Elementary & Secondary Schools category by the U.S. Commerce Association (USCA).

• Students from nearly 30 cities in the Dallas Metroplex attend Bishop Lynch High School, whose graduates received more than $17.5 million in college scholarships during 2011.

HEALTHCAREEast Dallas offers residents access to some of the highest-quality, state-of-the-art health care in the Dallas Metroplex.

• Located on Gaston Avenue in the southern area of East Dallas, Baylor University Medical Center at Dallas (Baylor Dallas) recently opened Baylor Cancer Hospital, the region’s first dedicated cancer hospital.

• Doctors Hospital at White Rock Lake, located in the heart of East Dallas offers a full-spectrum of medical services conveniently located in the neighborhood, including cardiology, family practice medicine, orthopedics and bariatric surgery.

• Texas Health Presbyterian’s Hamon Tower medical complex at its Walnut Hill campus is devoted to intensive care for the region’s most critically ill patients and offers Flash CT, the world’s fastest CAT scanner that eliminates the need for some exploratory surgeries and helps doctors diagnose life-threatening conditions in seconds.

RECREATION For outdoor activities, East Dallas offers a wide variety of recreational choices.

• White Rock Lake is the centerpiece of the area, with sailing schools, boat launches, biking and running paths and picnic facilities.

• The White Rock Creek Trail runs for more than 7 miles through East Dallas, connecting with the Cottonwood Trail, which runs north of I-635.

• There are a number of public and private golf courses in the area, as well as an equestrian riding facility.

CULTURAL ATTRACTIONS AND ENTERTAINMENTFrom the nationally recognized Dallas Arboretum and Botanical Garden, to dozens of movie theatres and clubs offering live music, East Dallas remains a destination for enrichment and entertainment.

• The award-winning and nationally recognized Dallas Arboretum and Botanical Garden is a year-round destination. In 2011 more than 540,000 visitors from 50 countries toured the 66-acre site on the south shore of White Rock Lake.

• When completed in May 2013, the $56 million Rory Meyers Children’s Adventure Garden will occupy 8 acres at the northern end of the Dallas Arboretum.

• Two AMC movie complexes offer titles from the major film studios, while the Angelika Film Center & Café shows independent and specialty film at its Mockingbird Station location.

• More than 15,000 people attended the first Lakewoodstock, a family-oriented arts and music festival, allowing neighbors to shop while enjoying food and beverages from local businesses.

Greater East Dallas is defined as the area bordered to the south by Gaston Avenue, the west by Central Expressway U.S. Hwy-75, and to the north and east by I-635.
