Sunshine Report

Dear Club,

It sure was nice to get folks together for an impromptu meeting.

I appreciate everyone that made it and to those that reached out that wanted to make it. We are slowly putting the pieces of the puzzle back together.

We're going to get back into the normal cycle of meetings and we'll also begin touring again. Vern has some dates for June and if anyone wants to put something short or long together for May, then do it...

Thank you again to John Burnside for giving us a place on 4/29. The IOOF is a very interesting organization and a very cool 168-year-old local lodge. I did some additional research and found that at one point the Odd Fellows were the largest fraternal organization in the world. And today they still support many great charities and causes.

I hope you all remain well and when some of you do reemerge from hi-bernation, I hope to see you out on the road.

EDITOR’S NOTES: Hello to all my friends~ Well first of all I was planning on seeing all of you on Thursday… stuff came up and we couldn’t make our meeting. Sorry I wasn’t there. I miss you guys. Hopefully there will be some tours coming up this month. Weather should be pretty good. On a different note, a “little birdie” told me that our Christmas Dinner is going to be at the Willo in December. Time and date will be announced soon. GRA-NEVA MODEL A CLUB GENERAL MEETING MINUTES

April 29, 2021

CALL TO ORDER: President Aaron Johnson called the meeting to order at 7:10 pm. He stated it is not an official meet-ing since we don’t have a quorum of board members present. He then thanked John Burnside for arranging to have the meeting at the Odd Fellows Hall in Grass Valley and for providing refreshments. REPORTS: VICE-PRESIDENT: Bill Mitchell has no new information from ACCC. He noted that one thing that group has done for car clubs is that vehicles 24 years old or older will not incur late fees for registration. SECRETARY: Aaron asked if there were any corrections to the minutes from October. There were none. TREASURER: Sandy read the Treasurer’s report in Jan Elliot’s absence. The Club’s account balances as of April 28, 2021 are: Checking account - $4,382.96, Attendance award - $80.00, Petty cash – 36.80. EDITOR: Absent MEMBERSHIP: Absent PUBLICITY: Absent TECHNICAL: Nothing SUNSHINE: Aaron asked if anyone had any news about members that Jennifer should act on as Sunshine Chair. TOUR CHAIRMAN: Vern would like to get started with some tours sometime after May 15. He asked for someone to get in touch with him with an idea and he will help them with the details. June 17 – He announced we would like the Club to join in a Birthday Party Parade for Kay’s mother who will be 99 years old that day. She lives Hilltop Commons on Eureka St. in Grass Valley June 25 – Jan and Gary Spencer are planning a trip to a glass blowing establishment in Grass Valley. Sometime after June there are plans to have Hubley races at Virginia and Calvin Campbell’s home. ANNOUNCEMENTS: Aaron reminded everyone that Cars and Coffee is happening every Saturday morning in the SPD parking lot in Grass Valley. He said he went last Saturday, and the turnout was good. Steve Straw has a stack of Model A Magazines from the last year to give to any member who would like them. Aaron has discovered a Model A guy on YouTube who offers how-to videos at website: https://www.youtube.com/user/paulshinn. June 6 – Mother Lode Swap Meet at the Gold Country Fairgrounds. Aaron noted a brewhouse in Auburn was teaming with the Auburn State Theatre to have movies shown outside. Possi-ble we could check this out for the Club. OLD BUSINESS: None NEW BUSINESS: Tish Buti said she heard on radio that there will be a July 4th parade this year. She didn’t know if it was to be Grass Valley or Nevada City. ATTENDANCE AWARD: No award was given since this was an unofficial meeting 50-50 RAFFLE – Dennis Westcot won $20. What is "patina"? What is "retro"? We hear this lingo quite a bit at events, on TV, and from the mouths of teenagers. Patina is nothing more than leaving a car the way you found it, es-thetically speaking. No fancy paint, no fancy chrome, just let it be. To many this is a no-no as a car must be restored and presentable. But lately collectors have been shifting their philoso-phy. The old paint and interior often is part of the story of the car's life. Jerry Seinfeld has a Porsche that he believes could lose half or more of it's value if it were "restored." It's hard to tell where the car market is going, and everyone has different taste. But the bottom line is a car will only be the way you found it once. Some of my favorite buys are those cars that show some wear, some age, some character. That's not to say that I don't appreciate a show car but I'm known to hit dirt roads and take cars where they likely don't belong.

Next is retro, and this is a word that sparks furry in me. See things that are retro are new attempting to be old. Things that are old are not retro, they are vintage or classic. If I hear one more person under the age of 30 call something "retro cool", that is in fact old and origi-nal, we're going to have words. See a Model A is cool. It is a style that will last generations, as it already has. Retro are the new Mustangs, Broncos, Chargers, and Camaros. We don't know yet where they will land, and if they will ever be classics. And please don't get me started on the new retro Bronco. Ford has some staff to fire.

Lastly, before I go, fake patina in an effort to look retro is also a no-no 99.99% of the time. A car and it's driver need to be genuine. Own what you are and own your style. If you want to rod a Model A then pull the fenders, weld a header, chop the top and put tall whitewalls on it. I'll defend your decision and give you a thumbs up every time you drive by.

But here is the outline for waiving fees on vehicles over 24 years old. It was created about 40 years ago by ACCC and signed into law. It's a little known fact. Thanks AJ

The DMV will waive back registration fees on a vehicle you have purchased or own if you follow this section of the California Vehicle Code. Non-Operated Vehicles 4604. (a) Except as otherwise provided in subdivision (d), prior to the expiration of the registration of a vehicle, if that registration is not to be renewed prior to its expi-ration, the owner of the vehicle shall file, under penalty of perjury, a certification that the vehicle will not be operated, moved, or left standing upon any highway without first making an application for registration of the vehicle, including full payment of all fees. The certification is valid until the vehicle's registration is renewed pursuant to subdivision (c). This says you need to non-op the vehicle prior to the current registration expiring except when you follow subdivision (d). (b) Each certification filed pursuant to subdivision (a) shall be accompa-nied by a filing fee of fifteen dollars ($15) . This and the current years registration and transfer fee is all you have to pay. You only have to pay $15 + the transfer fee if you are not going to register it.

(c) (1) An application for renewal of registration, except when accompanied by an application for transfer of title to, or any interest in, the vehicle, shall be submitted to the department with payment of the required fees for the current registration year and without penalty for delinquent payment of fees imposed under this code or under Part 5 (commencing with Section 10701) of Division 2 of the Revenue and Taxation Code if the de-partment receives the application prior to or on the date the vehicle is first operated, moved, or left standing upon any highway during the current registration year and the certification required pursuant to subdivision (a) was timely filed with the department. This says you are exempt from penalties if you are not transferring the car if you follow (a). So if you screwed up and did not non-op the car prior to the registration expiring it is no big deal. (2) If an application for renewal of registration is accompanied by an application for transfer of title, that application may be made without incurring a penalty for delinquent payment of fees not later than 20 days after the date the vehicle is first operated, moved, or left standing on any highway if a certification pursuant to subdivision (a) was timely filed with the department. This is the actual section that says the penal-ty fees are waived.

Just as long as you follow (a.) (d) A certification is not required to be filed pursuant to subdivision (a) for any of the following: This says the following vehicle descriptions are exempt: (1) A vehicle on which the registra-tion expires while being held as inventory by a dealer or lessor-retailer or while being held pending a lien sale by the keeper of a garage or operator of a towing service. (2) A vehicle registered pursuant to Article 4 (commencing with Section 8050) of Chapter 4 of Division 3. (3) A vehicle described in Section 5004, 5004.5, 5004.6, or 5051, as provided in Section 4604.2. However, the registered owner may file a certificate of non-operation in lieu of the certification specified in subdivision (a). Now this is the important part. Section 5051 defines a car owned by a collector. The collector can be a hobbyist!!!! (4) A vehicle registered pursuant to Article 5 (commencing with Section 9700) of Chapter 6 if the registered owner has complied with subdivision (c) of Section 9706.(e) Notwithstanding Section 670, for purposes of this section, a "vehicle" is a device by which any person or property may be propelled, moved, or driven upon a highway having intact and assem-bled its major component parts including, but not limited to, the frame or chassis, cowl, and floor pan or, in the case of a trailer, the frame and wheels or, in the case of a motorcycle, the frame, front fork, and engine. For purposes of this section, "vehicle" does not include a device moved exclusively by human power, a device used exclusively upon stationary rails or tracks, or a motorized wheelchair.
