Wildcard, Steeler, Cover Girl and Cross-Country are participating in a tank duel against the Russian

Colonel Chikatilo and his gang. They are competing for a contract from the Emir of Benzheen when they

get news that a squad of tanks has come down from Trucial Abysmia and is raiding cities as it heads

down toward them. As the Joes and Russians prepare for battle, they spot the enemy in the distance,

riding in on HISS tanks…

Meanwhile, Storm Shadow and Snake Eyes deliver Billy's body to Cobra Commander and set off on their

own quest for vengeance. They enlist the help of a friend of the Russian master in order to find the

Blue Ninjas…
