    6. Letter requests for additional slots must be submitted to the PEAC National Secretariat on or before June 1, 2015. Requests received after this date will not be entertained unless the request cites extraordinary circumstance/s.

    4. A School Committee (SC) chaired by the principal with a representative each from PTA and faculty association as members:

    Screen and prepare each applicants profile as basis for selection

    Keep applicants profiles for inspection by DepEd and PEAC

    5. SC assesses and selects applicants need and capability to sustain secondary education in the school and selects applicants for limited ESC slots

    For Regular (Formal Schooling) 3. The subsidy is terminated for any one of the following

    situations: If a grantee drops out for non-health reasons in the middle of

    the school year;

    If a grantee does not apply for official leave and does not re-enroll the following year;

    If a grantee is retained in the same year level or is not promoted to the next higher year level;

    If a grantee is suspended for more than 2 wks. or is dismissed or expelled by the school for disciplinary violation;

    If a grantee transfers to a non-ESC participating school

    For Regular (Formal Schooling) 5. A Grantees Transfer is valid when:

    School of origin gives written certification that the grantee is a student of the school indicating his/her student ID number and submits this to the new/receiving school

    School of origin indicates in its online account that the status of student is a Transfer-Out

    Receiving school indicates in its online account that the grantee is a Transfer-In

    Grantee is included in the accepting schools Billing Statement

  • Conditions for ESC Grantees

    For OHSP (Informal Schooling) 1. Complete and pass a given year level within one

    calendar year from enrolment

    2. Enroll in the next year level within 2 months from completing and passing the previous year level

    3. No maintaining grade is required for retention in the program

    For OHSP (Informal Schooling) 4. Failure to complete a year level within one calendar

    year from enrolment - automatically dropped from the program

    5. Failure to enroll in the next year level within two months of completing and passing the previous year level - automatically dropped from the program

    1. Each participating school is provided an account and password in the ESC Information Management System (ESC IMS) in the PEAC website: www.fape.org.ph

    2. Schools must annually update information on the status of their grantees and other information required in order for the ESC IMS to generate: ESC and TSS Billing Statements

    These documents are valid only when they are electronically generated and coded by the ESC IMS.

    3. Schools must have an assigned IT proficient staff to serve as encoder to ensure complete and correct data entry in the ESC IMS and to facilitate proper documentary submission to the PEAC RPC by the August 15 DEADLINE

    4. An annual orientation is conducted by the PEAC Regional Secretariat for schools IT staff during the Regional Orientation on the Guidelines

    6. A guide/checklist on the order and no. of copies of the all documents to be arranged in six (6) folders is indicated in each schools online account

    Arrangements

    8. Deadline for submission of Billing Statements, BEIS and supporting documents to the PEAC RPC is August 15, 2015. All valid claims shall be paid within the fiscal year

    9. Claims received after the deadline will be subject to verification and shall result in a delay in payment

  • TEACHER SALARY SUBSIDY

    Teacher Salary Subsidy

    1. Available to teachers of ESC participating schools that meet the following:

    Are LET teacher passers issued licenses by the Professional Regulation Commission (PRC) (New Provision)

    Must be teachers of ESC grantees

    Note: non-teaching staff are not entitled to the salary subsidy.

    2. TSS is P12,000.00 per teacher (unless SAC approves an increase) per year or P1,000.00 per month of service subject to withholding tax

    3. Teachers who resigned or retired at time of payment of TSS due to health reasons are entitled based on actual services rendered and in accordance with school regulations

    3. Unexpended subsidies must be returned to DepEd Central Office and are not transferrable to teachers not listed among those billed by the school for the school year

    4. The government may verify the PRC licenses of teachers claiming TSS. Any false claim shall result in suspension of the TSS of a school

    1. Schools submit to PEAC RPC, together with the ESC Billing Statement: a) TSS Form available in FAPE website for listing teachers and their

    PRC license numbers b) Photocopy of latest issued PRC license c) Photocopy of LET Certificate of Rating d) TSS Billing Statement e) TSS Payroll

    Note: - items a to c are only for teachers billed for the first time under TSS - teachers successfully billed the previous year only need updating of their status in online system

    2. Upon schools receipt of TSS payment, it shall prepare a payroll in five (5) copies, consisting of the following: Names of TSS teachers;

    Corresponding PRC license numbers;

    Amount received; and

    Signatures of recipients

    3. The payroll must be signed by school authorized officials and the head of the faculty organization, or its equivalent, in the school

    4. In case there is no faculty organization in the school, teachers listed in the payroll must elect a representative to witness the payment of TSS to them

    The PEAC RS shall do the following: 1. Receive school documents - use a checklist to ensure

    complete documents in six (6) folders

    2. Indicate in the ESC IMS their receipt of complete school documents

    3. Checks documents for accuracy and validity

    4. Facilitates Billing Statement/s signature by DepEd Regional Director or his/her representative

    5. Retrieves signed Billing Statements, arranges these in batches and sends to the PEAC National Secretariat (PEAC NS)

  • Processing of School Claims

    6. Indicates in ESC IMS Submitted to PEAC school docs. sent to PEAC NS

    7. PEAC NS receives school docs., indicates in ESC IMS On-Process PEAC

    8. PEAC NS checks billing statement against ESC IMS billing statement to ensure they are the same and checks supporting documents for completeness and validity If there is a deficiency or error, PEAC NS will indicate in ESC IMS

    9. PEAC NS arranges school billing statements in batches on a first-come, first-served basis for submission to DepEd Central Accounting Division (DepEd-CAD) for processing

    10. Upon DepEd-CADs acknowledgment of receipt of a batch of billing statements, PEAC NS indicates Submitted to DepEd in the ESC IMS and indicates the batch number

    Schools may view the status of their submission by checking their online accounts in the ESC IMS

    Status: Submitted to DepEd indicates successful submission await payment

    PEAC NS must process and submit to DepEd all valid claims received by the August 15 deadline not later than October 30

  • Processing of School Claims

    For the OHSP Due to the irregular entry/enrollment dates of grantees into the program, only those grantees billed by the school by the August 15 deadline shall be considered for payment for the particular school year.

    Grantees not billed by the deadline may be billed for payment by the deadline the following school year.

  • Schools Paid thru Official

    Landbank Accounts

    1. DepEd pays the ESC and TSS subsidies through schools Land Bank of the Philippines (LBP) accounts

    2. School LBP accounts must be in the official name of the school. No payment shall be made directly to a person, whether he or she is a grantee or a school official

    3. For receipt of ESC and TSS subsidies, an official receipt must be issued by the school to DepEd Central Office (part of checklist)

    4. Failure of a school to submit an official receipt shall cause the withholding of the following years subsidy payments

    6. Overpayment to schools due to errors and mistakes in the ESC and TSS Billing Statements must be returned by the school strictly through checks issued to DepEd Central Office Checks must be submitted to the PEAC RS

    PEAC NS delivers checks to DepEd Central Accounting Division

    DepEd CAD issues official receipts for cleared checks to PEAC NS

    PEAC NS sends DepEd ORs to PEAC RS for mailing to concerned schools

    1. Re-certification of ESC participating schools is done every three (3) years to ensure schools meet DepEd minimum standards for secondary schools

    2. Ratings given are as follows:

    3.00 and above Above Standard

    2.00 to 2.99 Standard

    1.99 and below Below Standard

    3. A school must make itself available for re-certification after 3 yrs. from its last certification

    4. It must submit all requirements for re-certification w/in 2 mos. of receipt of notice for re-certification even if the actual visit may not follow immediately. Failure to comply will prevent the school from accepting Grade 7 grantees the following school year

    5. Schools that fail re-certification with a rating of less than 2.00 shall: Not be allotted additional slots

    Have one school year to improve their curriculum, governance, school operations to pass a re-certification visit

    if they still fail, not be allowed to recruit Grade 7 grantees and only be allowed to graduate the continuing grantees

  • Grounds for Penalties,

    Suspension & Termination

    1. Falsification of data or information in any of the program forms and related attachments

    Penalty: a minimum suspension of one (1) year whereby the school shall not be allowed to recruit freshman grantees

    2. Padding and/or inclusion of ghost students in the list of grantees. This refers to the following: Listed grantees absent during a PEAC field audit of the school,

    whose existence and whereabouts cannot be sufficiently explained and supported by school authorities;

    Grantees listed as enrolled in a specific school campus or unit but are actually attending classes in a different school campus or unit;

    Grantees listed as enrolled but who have not been attending classes since the opening of classes;

    Grantees double-listed under the ESC program. Santions & Penalties: Immediate return of subsidies otherwise no grade 7 slots

    3. Charging grantees in excess of the schools tuition and other standard and non-standard fees

    4. Non-reimbursement or undue delay in the reimbursement of tuition and other fees advanced by grantees after the school has been paid by DepEd

    Penalty: a documented return of the excess funds charged by the school and a 50% discount on any TFOF differential the grantee has to pay the school the following school year

    5. A retention rate on the total number of ESC grantees below 80% except for reasons due to force majeure (e.g. calamities, armed conflict)

    Penalty:

    Actual retention rate to be applied on total would-be Grade 7 slot allocation. Example: if retention is 75% and total slot allocation is 100 school gets only 75 slots of the 100

    6. Refusal to release transfer credentials to grantees that opt to transfer to other schools.

    Penalty: a documented release of the transfer credentials and reduction in total grade 7 slot allocation by the number of grantees affected

    7. Requiring transferring grantees to pay for unattended school years

    Penalty: a reduction in the total grade 7 slot allocation by the number of affected grantees

    8. Schools unduly withholding TSS payments to qualified licensed teachers.

    Penalty: a 10% reduction in the schools fixed slot allocation and no additional slot allocation

    9. Schools with unresolved ownership disputes filed in court

    Once established through receipt of court documents supporting such or when the adverse party makes a claim over the grants received by the school, the schools participation in the programs shall be suspended beginning with grade 7 recruitment the next school year

    Payment for continuing grantees of the school shall be made only upon the written Endorsement by the DepEd Regional Office after consulting its Legal Department.

    10. Participating schools whose SEC Registration has lapsed must renew this before the start of the school year. Failure to do so may result in the revocation of Government Recognition thus preventing the school from accepting freshman ESC grantees.

    Depending on the nature of findings, the PEAC National Secretariat shall apply DepEd and PEAC agreed Protocols for Dealing with Schools with Adverse Findings

  • Frequently Asked Questions

    What is the withholding tax on the TSS? Answer

    As a salary subsidy, the TSS is a form of additional compensation that does not part form part of a qualified teachers basic salary. Hence, a withholding tax on the TSS is applied separately from that of the basic salary. Therefore, the P12,000 TSS is subject to a withholding tax of 10% resulting in a TSS beneficiary receiving a net amount of P10,800. However, in cases where what is due the teacher on a pro rata basis due to the number of months served entitles him or her to an amount anywhere between P5,000 to below P10,000 the withholding tax is 5%. For amounts less than P5,000 no withholding tax is applicable.

  • Frequently Asked Questions

    Can unexpended/unused TSS amounts be distributed or shared with other teachers that also teach ESC grantees who are not listed among those in the schools TSS billing statement?

    Answer No. The TSS is only for those teachers listed in the billing statement. Unexpended funds must be returned to DepEd Central Office through a check that is submitted to the PEAC RPC.

  • ISSUES AND CONCERNS

    1. The ESC subsidy is not intended to fund any other undertaking of the school other than those it charges under tuition and other school fees.

    2. Active public school teachers are not allowed to teach in private schools and are therefore not valid TSS recipients.

    3. TSS as a subsidy is not part of the regular salary given by schools as stipulated in their employment contracts.

    4. Certification and/or accreditation is on a per department basis. The grant to one department does not extend to other departments, if any, in an institution.
