FISME hosts NETDA (China) delegation :Interface with ITeS/BPO Sector in Bangalore

China's Nantong lures IT/BPO sector

Post the global slowdown, the ASEAN region, consisting of China, Japan, South Korea and India among others, is looking to boost growth. And China wants the Indian IT/ BPO sector to pay attention to markets closer to home.

"It is time India stopped looking Westward and took a look at the multi-billion dollar market in the East," said Anil Bhardwaj, Secretary General, Federation of Indian Micro and Small and Medium Enterprises (FISME). He was speaking at a press meet held by the India-China Economic and Cultural Council (ICEC), based in Beijing, and FISME to invite Indian IT and BPO companies to Nantong's technology park.

The Nantong Economic and Technological Development Area (NETDA) will provide all necessary infrastructure for the companies to service markets in China and the ASEAN region, Chen Xiao Dong, vice secretary and vice director of NETDA, said. The NETDA technology park is an hour's travel from Shanghai.

Chinese Business Delegation

A multibillion dollar opportunity is awaiting to be tapped by Indian ITES/ BPO companies in the underserved ITES/ BPO markets within the emerging trade bloc of ASEAN with three Asian giants: Japan, China and South Korea.

To exploit the huge opportunity, a world-class technology park is coming up, within one-hour distance from Shanghai, at Nantong. Located amidst the highest concentration of China's best 250 Universities, Nantong is strategically placed and being developed to access and serve ITES and BPO markets of China and ASEAN+3 (Japan, China and South Korea).

Speaking on the sidelines of an interactive meeting with the top Indian ITES/ BPO companies in Bangalore coordinated by Electronics City Industries' Association, Mr. Chen Xiao Dong, the Vice Secretary and Vice Director of Nantong Economic and Technological Development Area (NETDA), appreciated the technological skills of Indian companies. Adding further he said that while the ASEAN+3 presents excellent opportunity during global recession, the culture, language and business practices of the region make it difficult to access as these are markedly different from the Western markets where Indian companies have been very successful.

With Indian expertise and Nantong's hard-and-soft infrastructure coupled with legendry business support systems of Chinese government, Indian ITES/ BPO companies can substantially enhance their business in the region.

Mr. Chen was leading a five-member NETDA delegation to India to invite Indian companies to establish their business presence in Nantong. The visit was coordinated by the Beijing-based India-China Economic and Cultural Council (ICEC) and the New Delhi-based Federation of Indian Micro and Small & Medium Enterprises (FISME).

Nantong City

An established industrial coastal city in Jiangsu Province has been an open city since early 1984 when the Central Government first decided to open up its 14 coastal cities to the outside world.

Nantong has an area of 8,001 Square Kilometers and a population of 7.73 million. In 2007, Nantong City recorded a GDP of 211.1 billion RMB and tax revenues of 30.07 billion. With FDI exceeding 10 billion US dollars and paid-in capital 3.0 billion US dollars, Nantong is ranked as the 3rd largest FDI recipient in Jiangsu Province and among the top 15 recipients in China.

Nantong has long been well recognized as the Gateway to the Yangtze River. It’s strategic location on the Yangtze River estuary, near Shanghai, makes it an ideal destination for foreign investments.

Nantong Economic-Technological Development Area (NETDA)

Some 100 km north of Shanghai, China, is a long established national-level industrial zone basically focused on Advanced Materials, Specialty Polymers and Engineering Parts Manufacturing to serve the vibrant Greater Shanghai community andAsia-Pacific Region. NETDA was officially set up by the Central Government in Nantong City, Jiangsu Province back in December1984 to serve foreign-invested businesses.

NETDA master plan covers a total of 147 Square Kilometers and is spread along the Yangtze River. With unrivalled waterway transport and inexhaustible fresh water resources, NETDA is gaining momentum as an unrivalled industrial site.

NETDA was approved by the State Council on December 19, 1984, and it is one of the China's 14 first State-level Development Areas. Nantong Development Area faces the international metropolis Shanghai across the Yangtze River. The world's longeststayed-cable bridge, the Sutong Yangtze River Bridge, is situated in Nantong.

With its strategic geographic location, perfect investment environment and sound industrial foundation, NETDA has become an area of investment from all over the world. The infrastructures are readily in place including road, water, drainage, wastewater treatment, industrial gases, electricity, telecommunications and access to ports and levied-land.

NETDA offers a modern equipment manufacturing, modern textile, and fine chemical and new pharmaceutical industries. After more than 20 years of development, now Nantong is home to over 500 foreign investment enterprises, with a total investment of nearly US $8 billion, from 30 countries.

Outsourcing industry in NETDA

NETDA stresses on developing itself as a major international outsourcing hub; and in this strive it has already formed outsourcing industry structure on Biological medicine, IT Services, Logistics Services, Commercial Services, Costume R&D Center etc.

The Commercial District of NETDA covers a land of 2,000 Chinese Mu with 1.63 million construction area, 40% of this area is reserved for the outsourcing industry.

With the construction of Ctrip Commercial Center, Costume R&D, NETDA Outsourcing Building etc, NETDA is becoming the ideal destination for outsourcing industry.

Investment ServiceNETDA Administration Committee is authorized to administer and coordinate the development of the whole industrial estate.It offers one-stop investment services including registry of incorporation, customs house, taxation, insurance, accounting, lawyer's office, banking and many others.

NETDA provides an environment for easy documentation/approval of entry/exit of foreign expatriates or local employees for overseas training.

In a recent amendment to the Income-Tax Rules, delayed

payments to MSEs will incur payment of interest at 18 %

per annum compounded annually; in addition it will entail

liability to pay income-tax on such interest.

"Delayed payments to MSEs will not only entail payment of

interest to the affected MSEs at 18% p.a. compounded

monthly (effective rate 19.56%) but will also entail liability to

pay income-tax (at as much as 33.99% presently) on such

interest, which is inadmissible as expenditure deductible

from taxable income," reads a notification released by the

Ministry of Finance, Government of India. (for more

I.T. Rules amended to enforce prompt payment for

supplies taken from MSEs

Thanks to the launch of the web portal www.pgportal.gov.in

by the Department of Administrative Reforms and Public

Grievances, a nodal agency of the Government of India,.

Through this portal people can now lodge their complaints

online and seek redresal pertaining to various

Departments and Ministries.

The Departments and Ministries that have been brought

under the ambit of this people-centric initiatives are:

Railways, Posts, Telecom (including the Bharat Sanchar

Nigam Limited (BSNL) & Mahanagar Telephone Nigam

Limited (MTNL)), Delhi Development Authority (DDA),

Land & Development Office (L&DO), Central Public Works

Department (CPWD), Petroleum & Natural Gas, Civil

Aviation (Air India, Airports Authority of India), Shipping,

Road Transport & Highways, Tourism, Public Sector

Banks, etc.

However, grievances concerning to policy matters,

commercial contracts, decision involving quasi-judicial

procedure, matters which are sub-judice, matters earlier

disposed of at the level of Minister and frivolous complaints

have been kept away from the purview of the Department of

Administrative Reforms and Public Grievances (DGP)

online endeavour.

Believed to be more than 300 years old handicraft, Uppada Jamdani Saris from Andhra Pradesh is the latest product to get Geographical Indications (GI) certification.

The registration allows approximately 1,500 weavers from Kothapalli Mandal of the East Godhavari district in Andhra Pradesh exclusive rights for production and marketing of products by the said name.

SBI building 'SME cadre'

State Bank of India has initiated a drive to build an 'SME cadre'. Under the 'SME Gyan Chadha' programme, the bank is offering specialised training to over 1,000 officers, including probationary and trainee officers (with less than five years service in the grade).

Small and medium borrowers taking term-loans from the Delhi Financial Corporation(DFC) will now be eligible for working capital loans from Punjab National Bank(PNB).

According to an MoU inked by PNB and DFC, borrowers availing term loans from DFC will be eligible for availing working capital facilities from PNB.

Saudi Arabia has lifted the ban on Indian seafood imports that had been in place for several years now. The lifting of the ban is expected to reduce the costs to both the exporter and the importer. It is also expected to boost both the low and high-end seafood product exports.

The domestic industry need not, hereafter, unduly worry about any surge in imports from Singapore on account of the preferential treatment under the India-Singapore Comprehensive Economic Cooperation Agreement (CECA).

The Centre has now put in place a safeguard mechanism to tackle situations of serious injury or threat of serious injury to the domestic industry owing to increased imports from Singapore.

Canara Bank has launched 'SME Sulabh' a new business model for increasing credit flow to the Micro, Small and Medium Enterprises (MSME) sector.

SME Sulabh centralised processing centres are

established initially at seven places in Ahmedabad,

Bangalore, Chennai, Coimbatore, Delhi, Hyderabad and

Mumbai.

The Reserve Bank of India has asked banks to put in place policies pertaining to restructuring/ rehabilitation of potentially viable sick enterprises and non-discretionary one-time settlement for recovery of non-performing loans.

Banks may allow Cash Credit/Over Draft against stock and receivables under one facility, the RBI said.

It asked banks to introduce centralised credit processing

cells for single point appraisal, sanction, documentation,

renewal and enhancement.

Lending in case of all advances up to Rs 2 crore may be done on the basis of scoring model, the RBI pointed out.

RBI asked banks to focus on opening more specialized micro, small and medium enterprise branches.

Canara Bank unveils SME Sulabh

Banks tap $5 billion SME market

With more than 20 million small and medium enterprises,

major private and public banks are betting big on this

sector. HSBC has decided to add another 35,000-40,000

clients this year. State Bank of India too has initiated

measures like setting up centralised processing cells for

faster processing of credit proposals beyond Rs 1 crore,

ensuring approval within 14 days.

Union Bank to centralise more backend operations

As part of its business process re-engineering (BPR)

initiative, the public sector Union Bank of India plans to

centralise more of its back office operations soon.

This includes system for opening up of accounts, issue of

TDS certificates, interest certificates for housing loans and

ECS management.
