As reported in our last FISME Business Bulletin, the stream of foreign delegations to India continues.

· USA: On 10th November 2008, the delegation from US was in New Delhi (there after to Mumbai) covering products/sectors like chemicals, solar cells, cleaning products (home and industrial), software, hospitality, Industrial Press etc.

· SOUTH AFRICA: The delegation (handmade collection) from South Africa was in New Delhi and had displayed their products at the India International Trade Fair (IITF) from 14 to 27th November 2008. The Honourable Deputy Minister for Trade and Industry from South Africa, Ms. Elizabeth Thabethe had inaugurated the South African National Pavilion (Art & Craft) on 14th November 2008.

· TURKEY: The Honourable Prime Minsiter of Turkey H.E. Mr. Recep Tayyip Erdogan, along with a strong business delegation covering products/sectors like Construction, Iron-Steel, Food, Bakery equipment, Chemical, Tourism etc. was in India from 20th to 23 rd November 2008.

· SURINAME: The last week of November 2008, a business delegation from Suriname was in India visiting several places though Delhi was the main focus of attention. The companies had shown serious interest in Indian transformers, computers, welding electrodes, tiles, gas cylinders, air conditioners. In addition, they held discussions with several companies for setting up projects in Suriname. FISME had signed an MOU with Suriname-India Investment & Trade Promotion Organisation (SITPO).

FISME had played an instrumental role for fixing up meeting with the delegates that had visited from USA, South Africa, Turkey & Suriname. Further, in December 2008 delegations are expected from Spain, Turkey, Australia etc.

Foreign Trade delegations to India(November 2008)

On public procurement, FISME's views differ from many of its peers. It feels a multilateral agreement on public procurement would bring in transparency and predictability in a hugely important sector both from the perspective of economic efficiency as well as from SMEs. Though, for smaller SMEs, the riders such as of keeping lower thresholds of procurement value for SMEs should be allowed as special dispensation. It is felt by FISME that 'set asides' or earmarking of certain percentage of public procurement should also be allowed for SMEs to LDCs and developing countries.

EC Delegation visits FISME for PublicProcurement Dialogue

A delegation from the European Commission comprising of Mr. Erik Nooteboom, Head of International Procurement, Internal Market Directorate and Mr. Jakob Cornides, Trade Directorate from European Commission, Brussels, visited FISME Secretariat in New Delhi on 19th November, 2008 to discuss about India-EU cooperation agreement being under consideration and the possibilities of a Government Procurement Agreement bilaterally and multilaterally.

The delegation highlighted EC's focus on SMEs and the importance accorded to them in government procurement. They informed that more than 64 per cent of the contracts by number and 43 per cent in value in EC go to SMEs.

The delegation was appraised of government procurement mechanism in India particularly from the perspective of SMEs. They were also briefed about FISME's stance on India-EU cooperation agreement. FISME consistently advocated for India-EU agreement but with certain riders. Firstly, the delegation was informed that Indian SMEs view the non-tariff walls in EC unscalable due to rising mandatory and voluntary standards. The biggest problems SMEs face are in accessing information needed on compliance requirements and in finding right testing labs recognized in EU.

To address the problem, FISME has recently mapped more than 2700 testing labs in India under UNCTAD project. It was requested to the delegation that appropriate labs should be considered for Mutual Recognition Agreements (MRAs) so that testing in Indian labs gets recognition in EC. Therefore, there was a need for a strong Trade Facilitation component if India-EU cooperation agreement is to be effective.

Cabinet approves Notifications to the Trade Marks(Amendment) Bill, 2007

The Union Cabinet today gave its approval for modification of the Trade Marks (Amendment) Bill, 2007 with certain consequential changes on the basis of recommendations contained in the Report of the Department Related Parliamentary Standing Committee on Commerce and to introduce the said Bill in Parliament.

The amended said Bill will provided better protection to Indian trade marks in designated member countries and afford reciprocal protection to trade marks from member countries abroad. It will thus encourage transfer of technology through trade mark licensing and franchising and generally promote overall business confidence in Indian IPR System globally.

The government and Reserve Bank of India (RBI) are working on opening a massive Rs 75,000 crore refinance window through India Infrastructure Finance Company Ltd (IIFCL), National Housing Bank (NHB) and Small Industrial Development Board of India (SIDBI) to provide concessional funds for infrastructure, housing and small and medium enterprises (SMEs) by partly leveraging the country's foreign exchange reserves.

Funds to these institutions will be available at 7 to 9 per cent to enable banks to earn a decent spread but cap lending between 10 and 11 per cent, significantly lower than current prime lending rates of 13 to 17 per cent.

Under the plan, RBI will buy bonds worth up to $10 billion from IIFCL's London subsidiary at a coupon of 2.5 per cent, the same rate it earns on its reserves. Since IIFCL will provide banks with refinance at 9 per cent, the 6.5 per cent spread it earns by doing so is expected to cover possible exchange losses.

GoI approves schemes for the development ofhandloom clusters

The Cabinet Committee on Economic Affairs has given its approval to the implementation of the Comprehensive Handloom Cluster Development Scheme at Varanasi (Uttar Pradesh), Sibsagar (Assam), Moradabad (Uttar Pradesh), Narasapur (Andhra Pradesh), Bhiwandi (Maharashtra) and Erode (Tamil Nadu) during the XI Five Year Plan with a budget provision of Rs.70 crore for each cluster.

The approved scheme will meet the discerning and changing market demands both at domestic and at the international level and raise living standards of the weavers

by improving the infrastructure facilities, with better storage facilities, technology up-gradation in pre-loom/on-loom/post-loom operations, weaving shed, skill up-gradation, design inputs, health facilities etc.

The approved Scheme will support weavers, both in and outside the cooperative fold, including those in Self Help Groups (SHGs), Non Governmental Organisations (NGOs) etc. The Scheme will provide for development of all the facets of selected handloom clusters like raw material support, design inputs, up-gradation of technology, infrastructure development, marketing support, welfare of weavers etc. The Scheme will be implemented through PPP model between Central/State Govt., beneficiary weavers and their groups financially creditworthy and commercially linked marketing enterprises and the financial institutions for a period of 5 years beginning from 2008-09 up to 2012-13.

Bank of Baroda decides to facilitate SMEs

Bank of Baroda steps forward to extend a helping hand to Small and Medium Enterprises (SMEs) in the state of Jharkhand amid financial crisis.

The bank is planning to lend another Rs 100 crore to SMEs in the state in the ongoing fiscal. It has already extended funds worth Rs 100 crore to the sector in the first half of the fiscal, this year the bank has planed to double its figure to Rs 200 crore and fund more SMEs.

This move by Bank of Baroda seems unusual when Indian banks are accumulating on bad loans and slowing down on providing funds to the different segments including SME.
