It is a well-known fact that thereis no unemployment for people whohave all kinds of skills and they canchoose their jobs because they havemany options. But how do we get to thispoint when we do not have to acceptjust any job but choose the one we willbe happy and feel fulfilled? It is onlypossible through proper training and awell-rounded education. A high schooleducation is no longer enough. As wenow live in what we call the knowledge-based economy, we cannot afford not tokeep up to date. Even a universitydegree is just part of the whole processof building a career, and getting a goodjob that will make us happy and befulfilled. Most people who haveuniversity degrees need to take othercourses to get practical skills in doingoffice jobs such as word processing,accounting, filing, receiving calls, writingbusiness letters, using office equipmentand many other tasks that are oftenrequired in any business enterprise.One of the most rewarding jobs auniversity graduate can have is being anexecutive assistant but in order to becompetent, one needs to have trainingin almost every area of businessmanagement.

Speaking from my ownexperience, I have gone through a lot ofsituations in life that I would have notsurvived if I did not have practical skillsthat I learned right after high school. Mymother enrolled me in a vocationalschool to take shorthand and typing. Igot my first apprentice job in anaccounting firm because I was a goldmedal winner in a stenography contest.The treasurer of the Lions Club of Manilaasked if I wanted to be an apprentice inhis office. For a month or two, I wastyping financial statements even thoughI did not yet know accounting. A shorttime later, an opening for assistant to thebookkeeper of the Lions Club came upand I was given the job. This was thebeginning of a working life that enabledme to go to university at night andcomplete a B.A. degree majoring inEnglish literature. After working with theLions Club, I decided to apply for anexecutive secretarial job and becamean assistant to a German manager in adrug manufacturing and hospitalequipment importing firm. This was myposition when I immigrated to Canada.My boss voluntarily gave me a letter of

recommendation which was usefulwhen I applied for a job. Due to mysecretarial skills, it was not difficult to geta job. Before becoming a businesseducation teacher with the MontrealCatholic School Commission, I workedwith three different companies, theUnderwriters Adjustment Bureau,Readers Digest, and Canadian PacificRailway. But teaching has always beenmy vocation so much that when anadvertisement from the government ofQuebec called for vocational teachers tobe given a bursary to go to McGill

University, I was very happy to send myapplication. I went to university to studyfull time to know how to teach businesseducation courses and obtained aDiploma in Education from McGillUniversity. I was offered a teaching jobat Jean Talon High School after mypractice teaching assignment. Afterthree years of probation, I obtained mypermanent license to teach secondaryschool English and vocationaleducation.

As I am always interested toimprove myself, I never stopped goingto school. I studied at ConcordiaUniversity to get a TESL certificate(teaching English as a secondlanguage) as I wanted to prepare myselfto go to another field. I had some cluesthat the government might change itspolicies and abolish the vocationaleducation program in high school. I alsowanted to teach in college or universityso I enrolled in the graduate educationprogram at Concordia where I obtainedan M.A. degree in Educational Studies,with an option in philosophy. Myambition to be a university professor has

not yet been realized as I know it wouldrequire another degree and write somebooks before I can be given a post inhigher education. Besides, I am alreadybusy managing my own private college.

As I predicted, drastic changeswere introduced under the RegimePedagogique, reforms introduced in the1980’s. Teachers like me were declaredexcess and we had to do substituteteaching. It was a position that I wasunhappy about and led me to establishmy own school which I named at firstGilmore Business Institute in 1989, and

changed it to Gilmore CollegeInternational in 2000 as that was thetime when there were many moreinternational students from Tunisia,Taiwan, France and other countries.From 1996 to 2001, I had a collegepermit to offer AEC programs inaccounting, secretarial, andinternational trade. I did not re-apply torenew this college permit as I did notfind enough time to do this. But due tochanges in immigration procedures asof June 30, 2017, schools need to havea designated learning institution numberto accept international students. It istherefore necessary to make anapplication in September 2016 to theMinistère de l’Éducation et del’Enseignement supérieur to authorizeGilmore College International to get apermit in two AEC programs. I moved toa bigger location because I was told thatI needed a cafeteria and library space tobe given a college permit which werenot required in the past. The permit wasnot approved for lack of financial andhuman resources. I did not ask moreinformation but just accepted thisdecision. Then I decided to offer a DEPinstead of AEC courses last September1, 2017 as I presume that the collegiallevel progams require more materialresources but with the same answer.This time I decided to ask for moredetailed explanation for the refusal.When the government employeereplied, I understood that the financialstatement submitted to them gave thewrong idea that I had only $1,000 worthof assets. After almost 30 years, all thefixed assets got depreciated so thebook value of several thousand dollarsare no longer reported in the financialstatement except for a token value of a$1,000. I had to explain in another letterthe reasons why Gilmore CollegeInternational should be considered wellequipped to deliver a DEP program forPAB as I have already been giving this

course since 2005 and most of ourgraduates are working in differentplaces in Montreal as well as in Albertaand Ontario. I am in the process of re-applying before September 1, 2018 toget this permit which I believe has morechances of being approved after beinginformed of all the requirements that Imust submit with the application.

In view of my educationalbackground and working experience, Ibelieve I can help many people,specially newly arrived immigrants inproviding them with a well-designedcurriculum to prepare them for anyoffice work. I know that most people inthe Filipino community seem to go tothe other big colleges, believing thatthey can get a better education there,but if they only knew the wealth ofknowledge and experience behind thefoundation of Gilmore CollegeInternational, they might be convincedto study here.

Over the past 29 years, I havehired teachers from different culturalgroups, specially during the first 15years of the College as I was stillteaching with the Montreal CatholicSchool Commission for another 8 yearsbefore I took my pre-retirement in 1997after 25 years of service. But for another4 years, it was a very hectic period of mylife when I was recruited to be an officerin four different organizations that usedmy office to hold their meetings and beinvolved with their social and culturalactivities. Looking back at this time, Ishould have learned to say no to most ofthe things I was asked to do because ittook away so much time from my ownbusiness. In 1998, in spite of my busyschedule, I took over the managementand publication of the Filipino Star,followed by the formation of the firstFilipino Canadian Scouts group in 2003until 2010, and helping the FilipinoSolidarity Cooperative from 2006 untilnow as I still have to wind up the paperwork to settle outstanding reports to thegovernment. I also tried to produce acommunity TV show from December2013 until January 2016. I had to givethis up because of the heavy financialburden.

When people find out all thesethings I have done and still do, they askif I ever find time to sleep. Honestly, Ihave an average of 5 to 6 hours of sleepand only sleep longer when I really feeltired. But the most important thing that Iwould like to emphasize is that in spiteof my limited resources, I was able to doeverything in a business because I havethe skills needed to work in an office andI can speak and write in three languagesfluently - English, French, and Filipino.

In hindsight, I realize thatGilmore College International couldhave been a bigger school if morepeople knew the quality of trainingoffered in a small school is usually betterthan in a bigger one, hence, I decidedto do promotion of my own school byholding a career orientation seminar. Iam inviting human resources managersto speak about the skills they arelooking for in their prospectiveemployees. This seminar will also serveas an introduction to the businesscommunity about our training coursesand other services that we offer.Moreover, it is my goal to raiseawareness that the school I founded isnot only for me and my family but it is alegacy for the whole community.

As of 2016, 68 people lived inGrassland, Alta., a hamlet around 150kilometres northeast of Edmonton.

It’s in Athabasca County,where there’s no Via Rail station, onlya regional airport; the west isn’tcentral Canada, with trains flittingbetween Montreal, Ottawa andToronto. You can either drive, take thebus or fly. In tiny Grassland, though,there’s a Greyhound stop. As of theday after Halloween, though, therewon’t be: Greyhound Canada, whichhas been operating in Alberta sinceJanuary 1930, is ending its service forall routes outside of Ontario andQuebec, save the run betweenVancouver and Seattle.

There are other buscompanies, it’s true – Red Arrow, acoach service in Alberta since 1979,stops in Grassland, at the Esso FamilyRestaurant, which Jagdish Masiwalhas owned for three years. Four timesa day, he said, 15 to 20 passengersunload from Greyhound buses at hisrestaurant for food. He expects to loseat least $300 a day because of theshutdown.

“I’m worried about it,” Masiwalsaid. And, it’s not just the passengerservice that will affect him. The CanadaPost office in Grassland is open threedays a week, from 10 a.m. to 3 p.m., solocals rely on Greyhound for parcelservice. “If my oven breaks down, if Ineed a part and I call Edmonton, and Iget (the) part the same day. Otherwiseit’s going to take two days, three daysto get here,” he said.

Some 107 communities inAlberta will lose Greyhound servicebecause of the shutdown, 334 in totalfrom the Rocky Mountains to theOntario border. The company saidthere has been a 41 per cent decline inridership since 2010; in Manitoba, itwas a 57 per cent decline. PeterHamel, Greyhound’s regional vice-president for western Canada, said thecargo service has lost $35 millionworth of business since 2010. “The e-commerce, and the Amazons, who aredoing their own shipping, continue toerode the business we have,” Hamelsaid.

Hamel said there are simplyfewer riders coming from rural areas,and competition, particularly in BritishColumbia, with subsidized carrierssuch as BC Transit, a Crowncorporation, has harmed ridership.“That is not a fair, level playing field,they either run in competition to us, orthey have backfilled after we have left,”Hamel said.

Bus services also facecompetition from low-cost airlines,such as Swoop and Flair Air. Thismeans longer inter-city runs – such asthe 16-hour trip between Edmontonand Kelowna, B.C., which costs $92.20to travel next Thursday – are incompetition with a 45-minute flightwithin a similar price range. The Flair

Air fare for that day is $119. “They’restarting to play in a sandbox that theynever used to,” Hamel said. “These aremarkets that were predominantlyGreyhound.”

As of 2016, there were morethan 3.5 million cars on Alberta’sroads, but, considering a population of4.3 million as of January 2018, manyAlbertans don’t drive. For many,Greyhound was a way to travel, a wayto see family and for some even aliteral lifeline. Jan Reimer, the executivedirector of the Alberta Council ofWomen’s Shelters, said she’s knownof women who’ve used the Greyhoundnetwork to escape domestic abuse.

“Many women who areabused, you know, financial abuse ispart of it; they don’t have keys to thecar, they know they have to get out ofthere if they want to stay alive.Greyhound and the bus has beensomething that they can afford andthat they’ve used,” Reimer said.

The Greyhound bus depot inCalgary is among those that will beshut down. DarrenMakowichuk/PostmediaAlong the Highway of Tears – a 720-kilometre stretch of highway in BritishColumbia from Prince George toPrince Rupert – the lack oftransportation has been cited as afactor in the disappearance or murderof at least 18 women and girls, many ofthem Indigenous, as instead theyturned to hitchhiking. BC Transit nowoffers bus services there, asGreyhound pulled out of the region.

And for seniors, especiallythose who don’t drive, coach busesare the best way around the province,to see family or even get to medicalappointments available only in largercentres, said Ruth Adria, with the ElderAdvocates of Alberta Society. “It’sextremely important because smaller

centres have no transportationwhatsoever,” Adria said. “Whenindividuals have to ask others for rides,it becomes very difficult for them.”

More than 400 people will losetheir jobs as a result of the cuts. Allassets, such as buses, Hamel said, willbe moved to Ontario to serve thoseroutes. More than 650,000 people rodethe Greyhound each year in BritishColumbia, 380,000 in Alberta; all total,the cuts in British Columbia, Alberta,Saskatchewan, Manitoba and parts ofOntario will affect around two millionriders. On Monday, Brian Mason,Alberta’s transport minister, called onthe federal government to propose a“national solution that keepsCanadians connected across thecountry.” At a press conference ontrucking safety Tuesday afternoon,Mason didn’t rule out – but didn’tcommit either – to a subsidized busservice, saying Alberta had reachedout to other affected provinces, andsuggested the federal governmentcould have a role to play in inter-provincial bus lines.

Already, the NDP governmentis spending $1.4 million over two yearsto expand regional public services,which includes a contract between thecity of Camrose, just shy of 100kilometres southeast of Edmonton,and Red Arrow to provide a shuttleservice to the capital.

The Greyhound pullout alsopresents, perhaps, an opportunity forGreyhound competitors such as RedArrow. It operates routes mainly alongthe north-south corridor from FortMcMurray, 435 kilometres north ofEdmonton down to Lethbridge, around200 kilometres south of Calgary.

John Stepovy, Red Arrow’sdirector of sales and businessdevelopment, didn’t say what action, ifany, Red Arrow would take.“Throughout the years, we’ve hadmany different requests for startingservice in varied communities,”Stepovy said. “We look atopportunities seriously and closelyand we always have, and we’llcontinue to do so.”

Other cities in Alberta havehad new operators pop up whenGreyhound left in previous downsizing.In Slave Lake, Alta., nearly three hoursnorth of Edmonton, Mayor TylerWarman knows what it’s like to losebus services. Greyhound cut its routethrough the town of around 6,000people in 2011.

In particular, he said, that lossmattered for medical appointments,many of which are at hospitals inEdmonton. “It’s definitely a frustration,because there is a significant group ofpeople out there who have eitherincome pressures, or you know, justdon’t have the equipment to physicallygo whenever they need to go and theyrely on some form of publictransportation,” Warman said.

A bus service did pop upsoon after, Warman said, but it foldedafter a few months. Another one,Northern Express, exists now, andSimon Juckes, whose family owns thecompany said while they were alreadyconsidering an expansion, they’re“trying to get our head wrapped

Duterte was expected to signthe bill into law in time for his SONA,but the House of Representativesadjourned Monday’s session withouthaving ratified the proposed measure.

Duterte's 2017 SONA lastedfor 120 minutes, double the 50minutes it was estimated to last, asthe chief executive broke from whatthe teleprompter flashed by deliveringjokes and impromptu remarks.

Duterte's first SONA ran formore than 90 minutes.

The terms of reference in theselection should be "fair, reasonableand comprehensive," the Presidentsaid in his third State of the NationAddress.

The National Telecommuni-cations Commission is overseeing thesearch for the third player to challengethe dominance of Globe Telecom andPLDT Inc.

"It will be inclusive, so it will beopened to all interested private parties,both foreign and local," Duterte said ofthe selection process.

"The only condition is that thechosen entity must provide the bestpossible services at reasonablyaccessible prices," he added.

Interconnection rates betweenindustries should be lowered to lessencosts both for consumers and the thirdplayer.

"A market environment that ismore conducive to competition. This isa policy which is crucial to ensure thatour solution to our telecommunicationproblems will be both meaningful andlasting," he said.

Stars react to SONA2018MANILA, Philippines — In a suddentwist of events while waiting for Pres.Rodrigo Duterte to make his third Stateof the Nation Address (SONA), formerpresident and Pampanga Rep. GloriaMacapagal-Arroyo unseated HouseSpeaker Pantaleon Alvarez and becamethe House of Representatives’ topcongressman.

While the SONA of thepresident turned out smooth as hefollowed his speech and did not saycurse words, Arroyo’s appointmentbecame the hottest issue at the SONAon Monday, and even celebrities sharedtheir reactions on what happened.

On her Twitter account, knownDuterte critic Agot Isidro said Gloria isback with a vengeance.

“Aaand she's back. With a

vengeance. Just like that, folks. Amininninyo, marupok tayo,” she tweeted.

On Duterte’s SONA, the veteranactress said: “#KasamaAko sa mgananiniwalang ang maririnig natinmamaya ay S-ame O-ld N-onsense A-nyway.”

Meanwhile, TV host-actressBianca Gonzalez-Intal said she did notsee Gloria becoming the House speaker.

“CGMA in the House Speaker'sseat for the SONA after everything thathas happened.. did not see thatcoming,” she tweeted.

She also retweeted a photo ofGloria in the rostrum while Ilocos Nortegovernor Imee Marcos can be seenbelow. This came with the caption: “I amall for women taking power but thisphoto is problematic on so many levels.#SONA2018.”

Kapamilya actress Alessandrade Rossi makes the moment lighter asshe tweeted some “hugot.”

Duterte hailed the successfulhosting of ASEAN anniversary andsummit last November. "We will havestronger bonds with ASEAN friends."

On relationship with China,Duterte said it has led to anunprecedented level of cooperationbetween nations on the war againsttransitional crimes. "Our sharedintelligence with China led to discoveryof clandestine shabu laboratories."

Duterte also promised torestore environmental integrity ofBoracay. "It has sadly become arepresentation of government'snegligence, including mine." He saidthat protection of the environment is atop priority. Duterte was emotional as

he discussed open pit mining that hesaid "destroying my country."

Duterte applauded theCongress for the immediate passing of

the Tax Reform for Acceleration andInclusion or the TRAIN law. "I amcommitted to a comprehensive taxreform and I ask Congress to continuethe job." On TRAIN impact, he said:"You have made funds available tobuild better roads, bridges andimproved health and education."

Duterte also warned ricecartels to stop messing with thepeople.

The passage of the universalhealthcare bill was also encouraged byDuterte.

On federalism, he said:"Strong political determination, notpolitical ambition, is the guiding light. Ihave no illusions of occupying thisoffice one day longer than what theConstitution under which I was electedpermits." But he is confident the peoplewill support effort to pass a new

Constitution.

Reactions on President Duterte's ThirdSONA

Thousands of protesters andmilitant groups rallied near the Batasanto condemn rampant killings beinglinked to Duterte's war against illegaldrugs; as well as the tax reform law,raising duties on fuel, cars, and sugar-sweetened drinks.

Analysts added thatDutertenomics performance after histwo years in power is fair to poor citingthe impact of the TRAIN law.

The inflation rate (rate at whichthe general level of prices for goodsand services is rising and,

consequently, the purchasing power ofcurrency is falling) also increasedversus last year (4.9 vs. 3.2).

Some also reacted with theproposed federalism, that woulddecentralize the system of thegovernment. Others said creation ofnew states or regional governmentswill just create another bureaucraticlayer with the installation of stategovernors on top of provincialgovernors, municipal, and city mayors.

Meanwhile, the President wasnot able to sign the BangsamoroOrganic Law (BOL) in time for theSONA as it was not ratified before theadjournment of today's session of theHouse of Representatives.

"We consider this as atemporary setback in theadministration's goal of laying thefoundation for a more genuine andlasting peace in Mindanao," the Officeof the Presidential Spokesperson saidin a statement.

On the other hand, latest PulseAsia survey revealed that majority ofFilipinos consider the war on the drugsas the Duterte administration's mostimportant achievement. Just when the Philippines wasbeginning to join Asia’s emergingeconomies and was well on its way tobecoming one of the fastest growingeconomies in the region, the Duterteadministration has opted to rock theboat and insist on amending the 1987Constitution to pave the way for afederal form of government, the path towhich is fraught with dangers anduncertainties.

Constitutional experts andeconomists have repeatedly warnedthe President of the consequences onthe country’s economy and politicalstability.

In November last year, formerSupreme Court Chief Justice HilarioDavide Jr. cautioned against the rushto federalism, describing the move as“a lethal experiment, a fatal leap, aplunge to death, a leap to hell.” Davidecited 18 reasons he opposedfederalism, foremost of which is the“bloating” of the bureaucracy with thecreation of the regional governments.Former national treasurer LeonorBriones, now Duterte’s educationsecretary, had voiced the sameconcern regarding the added layers ofbureaucracy federalism would create,saying the creation of an additionallayer of government—namely thestate—will inevitably lead to higherlevels of expenditures that will,according to her, inevitably lead topressure for increased taxes.

Renowned economistBernardo Villegas of the University ofAsia and the Pacific also warned offederalism’s perils, which, he saidcould stoke “hyperinflation” and cedemore powers than what many localgovernment units (LGUs) are ready tohandle. Calling the move counter-productive, Villegas said the shift couldtrigger “hyperinflation,” a situationwhen consumer prices areskyrocketing, sharply eroding the

value of the local currency.He said there’s “no rhyme, no

reason” on how the so-called federalstates in the Philippines wereproposed to be organized.

Senate President FranklinDrilon also warned against the rush tofederalism, saying that there is a needto submit the proposed shift tothorough and intelligent discussion.For example, he said, recent studieshave shown that only three regions –National Capital Region, CentralLuzon, and Southern Tagalog — canstand on their own under a federalform of government.

What will happen is, instead ofallowing equal opportunities fordevelopment for the proposed statesor regions, federalism might even stuntgrowth for many of the regions and forthe entire country.

With political dynasties firmlyentrenched in most of the proposedstates under the draft Constitutionsubmitted recently to Duterte by theConstitutional Commission he hadformed just a few months ago,federalism could breed new orentrench old political dynasties. And itcould easily transform into feudalism,instead of just federalism, with localpoliticians becoming feudal lords intheir own fiefdoms.

This would spawn moreprivate armies, more warlords, moreexpensive elections and wideropportunities for graft and corruptionwith the creation of new public offices.And more political killings, for sure, aspoliticians fight it over for rule of theirown kingdom. I can imagine confusionas courts decide which falls understate or federal offenses.Proponents of federalism point tocountries such as the United States,Malaysia, Germany and Australia asexamples of highly successful federalcountries. But they fail to mention thatthese countries did not start as onenation but actually started as separateand independent states before they

transformed themselves into onenation. It’s the reverse with what theywant to do here, which is to transformone single state into separateautonomous states.

Proponents of federalism alsofail to mention that contrary toeconomic growth that they arepeddling, many federated countrieshave failed miserably, such as Braziland Mexico. Senior economist VictorAbola, also of University of Asia andPacific, said these two federalcountries had the highest inflation inLatin America “because the federalstate is not strong enough to controlthe local states.”

We don’t have to go far to citean example of the failure of grantingautonomy to various regions. We havehad a brief look at having anautonomous state in the failedexperiment called the AutonomousRegion of Muslim Mindanao (ARRM)that only spawned a stronger, abusivepolitical dynasty in the Ampatuan clan,an even chaotic governance, and aneconomy that insured the ARRMbecame the poorest region in thecountry.

Despite years of discussion,federalism is an issue that remainsstrange to millions of Filipinos. Asurvey by Pulse Asia last month foundthat 69 percent of those surveyed had“little to no knowledge” of theproposed federal form of governmentwhile only 31 percent said they knew a“great deal to sufficient.”

The study also found that 67percent of Filipinos opposed charterchange against 18 percent whofavored it, and 14 percent who didn’tknow and couldn’t answer. The samesurvey found that 62 percent ofFilipinos were not in favor of replacingthe present unitary system ofgovernment with a federal one.

The same survey showed 62percent of Filipinos saying they werenot in favor of replacing the presentunitary system of government with afederal one. Of this figure, 34 percentsaid the system of governmentshouldn’t be changed “now or any

other time,” while 28 percent said itmight be changed “sometime in thefuture,” but now now, obviouslybelieving that the country is not readyfor it.

The proposed constitutionalamendments would bring an abruptchange to a system that Filipinos havebeen accustomed to for decades andwhich, with proper governance, canbring the same or even better results.And besides, surveys after surveyshave shown that there is no popularclamor for charter change nor forfederalism. Why the rush then?

Duterte’s allies in Congresswant to force its approval byconvening a constituent assembly totackle the draft constitution that seeks,among other things, a shift toparliamentary government and an endto term limits. Senate Majority LeaderJuan Miguel Zubiri, an ally of Duterte,warned of a plot to make this moveduring the President’s State of theNation Address (SONA) where theSenate and the House ofRepresentatives would be convened injoint session.

Zubiri said most of, if not all,the senators would walk out if theHouse leaders, led by SpeakerPantaleon Alvarez, call for constituentassembly during the SONA jointsession. Alvarez and other Houseleaders want the two chambers to voteas one, and with the Senateoutnumbered by the Duterte-controlled House, the latter couldeasily force the passage of the draftConstitution.

The congressmen can alsoadopt a proposal by Alvarez topostpone the mid-term elections nextyear that ensures a supermajority byDuterte allies for the next three yearsand beyond, and possibly theextension of Duterte’s term by 10more years.

With their actions, Duterte’sallies have exposed the true reason forthe rush to a shift to federalism. It’s allabout power, after all.([email protected])

Exposure BracketingMost common question from a

beginner in a photography class is theterm “Exposure Bracketing”. Accordingto CREATIVE PHOTOGAPHYauthors.one of the hardest things toperfect in a photo is the exposure, asthere are many pieces to bring togetherfor the perfect image. Exposurebracketing allows you to take 3 imagesat 3 different exposures which gives youthe security of knowing that one of themwill have captured the light in the bestpossible way.

So what’s the best way to useexposure bracketing, both during theshoot and in post? Here’s how a simplecamera setting can make sure youcapture all the details in a single pressof the shutter.In this guide you will learn:• What is Bracketing and AutoExposure Bracketing (AEB)?• When to use use bracketing inphotography• How to manage bracketing inpost-processing• Other types of bracketing: flashbracketing

WHAT IS AEB OR AUTO EXPOSUREBRACKETING?

Exposure bracketing can bedone manually by taking a shot,adjusting the exposure compensationor shutter speed and then takinganother shot. Manual exposurebracketing makes it easy to customizeyour bracketing based on the scene bytaking more shots for high contrastscenes and fewer shots for low contrastones. But slight camera movementscan make working with the differentexposures difficult in post and manualbracketing will slow you down.

Auto exposure bracketing, orAEB, tells the camera to bracket theshot for you, which means that after youturn the feature on, you only need topress the shutter release once to getmultiple exposures of the same scene.AEB is included on most advancedcameras and many allow you tocustomize the number of bracketedshots and the exposure differencebetween each one.On the Canon Rebel series, forexample, the setting is located insidethe menu and referred to as AEB orbracketing. Canon allows users toadjust how much the exposure variesbetween each shot, but the Rebels onlytake three bracketed shots.The Nikon D7200 has the bracketingfeature as a shortcut marked "BKT"towards the lens barrel and turning thefront and back control dials adjustsboth the exposure compensationbetween each shot and the number of

shots, up to five. Nikons without theshortcut button usually have the feature

inside the menu.So how much should you

bracket? A 1/3 exposure compensationis the default on many cameras,creating slight exposure differencesbetween shots. The 1/3 is a goodsetting to use if you are fairly confidentabout your exposure and for mostscenes.

If the scene has a high level ofcontrast, or you’re just really not surethat your exposure settings are even inthe right ballpark, adding to the numberof bracketed shots or setting a higherexposure compensation value

increases the exposure range thecamera captures for a wider range tochoose from later.

AEB is a simple way to bracket— the trickiest part is just finding outwhere the setting is located on yourparticular camera model. And for that,there’s exploration, the camera manual,Camera Fast Start classes, or of course,Google.SHOULD YOU USE PHOTOBRACKETING ALL THE TIME?

Exposure bracketing is ahelpful technique for getting thatexposure dead-on. Using AEB is aquick, efficient way of taking advantageof the method. But, while those shotsare one right after another, the slightdelay may not be for every shootingscenario. If you’re shooting sports usingburst mode, you’ll have three different

exposure values mixed into that burst,which could mean that the shot with theright timing has the wrong exposure.Using AEB also means you’ll beshooting three times the number ofphotos in about the same amount oftime. That means your SD card will fillup three times faster and, if you don’tgo through and delete the exposuresyou don’t need, your hard drive will fillup quickly as well.

When detail is paramount andthe exposure is tricky, AEB helps ensureyou leave the shoot with the shots youneed. While great for a number ofapplications such as landscapephotography and street photography,

the delay isn’t ideal for action — and theadded images can be a data storageheadache.WHAT’S THE BEST WAY TO MANAGEEXPOSURE BRACKETING IN POST?

Shooting three images insteadof one also opens up more possibilitiesin post processing: simply choosing thebest of the three, dodging and burningthe AEB layers or the popular highdynamic range or HDR technique.

Often, the best shot out of thethree can be chosen with a quickglance — but not always. Using a RAWeditor, sometimes the shadows areeasier to recover than the highlights andvice versa, which means you may wantto pick the brighter or darker image notbecause it’s closer to what you want,but because more of the details arerecoverable. A good rule of thumb is tostart with the closest image, but don’ttrash the other exposures until you arefinished with your edit.But what if you like the shadows in oneshot, but perhaps the sky in another?Using Photoshop or another imageeditor, you can layer all three bracketedexposures into a single file, with thebest exposure on the top. Using theeraser with different brush sizes orselection tools, you can brush awayselect areas to reveal the photosunderneath. This is similar to using thedodging and burning tools, only youhave more data to work with because ofthose multiple exposures.HDR is similar to that layered dodgeand burn, only all of the images aretypically merged together instead ofselecting which part of which shot youwould like to show. With the imagesmerged, the final file has a greaterrange of light than what’s possible tocapture in a single shot. HDR is a postprocessing technique, while bracketingis the shooting technique that makes itpossible. (You can read more abouthow to process a set of bracketedexposures for HDR here). While HDR is

an incredible technique for highcontrast scenes, it’s also easy tooverdo. With AEB, however, you havethe data to choose whether dodgingand burning or a full HDR merge will getyou closest to the look you are goingfor.IS EXPOSURE THE ONLY THING THATCAN BE BRACKETED?

Actually, no. Exposure is themost popular type of bracketing and afeature that’s included on mostadvanced cameras. Bracketing a flashto adjust the intensity of the light witheach shot can be just as helpful, or evenmore so, since manual flash involves abit more guesswork than choosingexposure settings based on the lightmeter. Too much flash often means oddshadows, but too little doesn’t grabenough of the details. Auto flashbracketing is a viable solution if you’renot confident in your settings or if youneed to move along quickly withoutchecking the shot.Setting flash exposure bracketing (FEB)is very similar to AEB, except the settingmay be located in a different spot. ForNikon shooters, for example, FEB isinside the custom menu underExposure/Flash, including the option toswitch from just bracketing the ambientlight, or bracketing with the flash. Somehot shoe flashes also have their ownFEB options, including CanonSpeedlites. Both will allow you to adjustthe difference between the shot instops, just like with exposurebracketing.Some cameras will also adjust settingsoutside of exposure and flash in abracketed series, though these settingsare often less useful than exposure andflash bracketing. Nikon, for example,allows for white balance bracketing.Since shooting in RAW allows you toadjust the white balance later anyways,this setting is less helpful.

If the third time’s a charm,bracketing helps guarantee a charmingshot by automatically taking shots withthree different settings. Exposurebracketing helps photographers grabthe ideal exposure while out shooting —but it also makes post processingtechniques possible using more datafrom multiple images. While autoexposure bracketing is the mostpopular, flash bracketing can help flashnewbies perfect the art of blending aflash with the ambient light.Bracketing can be done at post but thatis cheating and you lose a lot of pixelsby adjusting primary colors and tome.To play safe use bracketing with yourapertures and you cannot go wrong.

July 24, 2018 – Ottawa, ON – TheHonourable Ahmed Hussen, Ministerof Immigration, Refugees andCitizenship, completed a successfulweek long visit to the United Kingdom(U.K.), Belgium and Germany, wherehe met with key European partners andstakeholders to discuss globalmigration trends and speak to howCanada is growing our economythrough diversity and immigration.

Minister Hussen highlightedimmigration as a powerful economictool as he led a fireside chat at theUniversity of Oxford, provided thekeynote address at a luncheon with theCanada U.K. Chamber of Commerce,delivered a speech at the LondonSchool of Economics and participatedin a roundtable discussion with U.K.businesses that have invested inCanada. Through these events, theMinister outlined how Canada’s multiyear levels plan and economicprograms work to attract top talent tohelp grow Canada’s economy andmeet labour shortages, which are aresult of our aging population. TheMinister encouraged European leadersand employers to look to immigrantsfor their innovative perspectives,

entrepreneurial spirit, globalexperience and unique skill sets.

Canada’s humanitariancommitment to refugees was also akey discussion point throughout thetrip. During a meeting with theHonourable Sajid Javid, HomeSecretary of the U.K., Minister Hussenapplauded the leadership the U.K. hasshown in piloting a community basedrefugee sponsorship program. Prepare for Summer Days

Ingredients:1½ lbs beef sirloin (or tenderloin),cubed3 tablespoons garlic, minced1 teaspoon salt⅛ cup butter3 tablespoons olive oil

½ teaspoon ground black pepper5 tablespoons Worcestershire Sauce2 tablespoons oyster sauceInstructionsCombine the beef, salt, pepper, andgarlic then mix well. Let stand for 10minutes.Add the olive oil and marinate for atleast 30 minutes.Apply high heat on a pan then put-inthe combined ingredients once thepan is hot enough.Sear the beef until the color of theouter part turns brown. Try to toss thebeef while searing so that all sides areuniformly cooked.Add the oyster sauce andWorcestershire sauce and continuetossing until the liquid dries up.Put-in the butter and cook for 2 to 3minutes more.Transfer to a serving plate.Serve hot. Share and enjoy!

Marinate forabout 1 hour. Drain meat frommarinade, squeezing excess liquid.Reserve marinade and aromatics.In a pot over medium heat, heat oil.Add bell peppers and cook for about30 seconds. Remove from pot and setaside.Add the marinated pork includingaromatics and cook, stirringoccasionally, until pork lightly brownsand onions and garlic are limp andaromatic.Add reserved marinade and water andbring to a boil, uncovered and withoutstirring, for about 4 to 5 minutes.Lower heat, cover and simmer forabout 25 to 30 minutes or until pork istender and liquid is reduced. Add liver,stirring gently to combine, andcontinue to cook for about 4 to 5minutes or until liver is cookedthrough and sauce is thickened. Addgreen peas and bell peppers andcontinue to cook for about 2 to 3minutes or until peas are heatedthrough and bell peppers are tenderyet crisp. Season with salt to taste.Serve hot.

Pinoy Chicken Curry¼ cup oil2 medium potatoes, peeled andquartered2 large carrots, peeled and cubed1 small onion, peeled and chopped2 to 3 cloves garlic, peeled andminced1 (3 to 4 pounds) whole chicken, cutinto serving parts1 tablespoon fish sauce2 cups coconut milk1 cup water½ green bell pepper, seeded and cutinto cubes½ red bell pepper, seeded and cutinto cubes2 tablespoons curry powdersalt to tasteIn a pot over medium heat, heat oil.Add potatoes and cook for about 3 to4 minutes or until lightly browned andtender. Remove from pan and drainon paper towels. Add carrots and

cook for about 1 to 2 minutes.Remove from pan and drain on papertowels.Remove excess oil from pot,leaving about 1 tablespoon. Addonions and garlic and cook until limpand aromatic. Add chicken and cook,stirring occasionally, for about 7 to 8minutes or until chicken changescolor and juices run clear. Add fishsauce and continue to cook for about2 to 3 minutes.Add coconut milk and water. Bring toa simmer. Lower heat, cover andcontinue to cook for about 25 to 30minutes or until chicken is fullycooked. Add potatoes and carrotsand cook for about 3 to 5 minutes oruntil fork-tender.Add curry powder and cook, stirringto combine, for about 3 to 5 minutesor until sauce starts to thicken.Season with salt to taste. Add bellpeppers and cook for about 1 minuteor until tender yet crisp. Serve hot.

cup warm water1/4 cup + 1 tablespoon sugar1 pouch instant dry yeast2 1/2 cup all-purpose flour1/2 tablespoon baking powder3 tablespoons shortening or vegetableoil1 teaspoon vegetable oilChicken Asado FillingUS Customary - MetricInstructionsIn a bowl, mix together the warm water,1 Tbsp of sugar and yeast. Let stand for5 minutes.In a big bowl, combine the flour, rest ofsugar and baking powder. Add theliquid to the dry ingredients and the 3Tbsp shortening. Mix well until a doughforms. Turn dough out onto a lightlyfloured surface. Knead the dough for 5minutes or until smooth and elastic.Coat the dough with oil and place in abowl. Cover the bowl with plastic wrapand let the dough rise for an hour oruntil it doubled in size.Punch the dough down and turn it outonto a floured surface. Roll into a logand divide into 8-10 equal portions.Form one into a ball and then usinghand of rolling pin flatten it into about 4-5 inch circle leaving a small bulge in themiddle. Scoop a tablespoon of fillingand place it in the middle. Gather theends towards the middle from one sideuntil you reach the other end closingthe filling in. Pinch and twist to seal theends together o top. Repeat with theremaining dough balls. Let them rest for5-10 minutes.Before steaming, put apiece of parchment or wax paper at thebottom of each bun. Place the buns inthe steamer leaving at least an eachapart as they will rise and spread whilesteaming. Steam for 15 minutes. Turnoff the steamer or remove from heatand let it stay closed for 5 minutesbefore removing the cover.Let the buns cool a bit before serving

three-dimensional projectedbackdrop, live mini orchestra withbackup vocals, and of course, hereffortless performance of herinternational number one hits,including “Because You Loved Me,”“It’s All Coming Back to Me Now,”“The Power of Love,” “That’s the WayIt Is,” “All by Myself,” and “To Love YouMore.” These are the contest piecesthat launched the singing careers ofmany contest champions, includingthe Philippines’ own Sarah Geronimo.

Celine looked like Belle in ablack ball gown as she sang the“Beauty and Beast” theme song,which opened doors for her to singmore Hollywood movie soundtracks.

She said the audience shouldsee her more often to see how crazyshe is, just like when she narrated howRyan Reynolds invited her to be part of“Deadpool 2,” which opened atnumber one in the Philippines.

Before singing the movie’stheme song, “Ashes,” Dion showedher comedic side and acting chops byreenacting her imaginings beforeopening the letter Ryan sent. Apart from singing, she showcasedhow great a dancer she is by

performing tango alongside the sexy“Falling into You.”

The concert’s repertoireranged from the melancholic“Recovering” composed by Pink tohelp Celine move on from herhusband Rene Angelil’s death; to themellow “Pour que tu m’aimes,” thebiggest hit of her French singingcareer, she said; and to her Vegasparty-like covers of Prince’s “Kiss” andTina Turner’s “River Deep, MountainHigh.”

She changed thearrangement of some songs or gavethem new treatments, such as a bird-like hum ending.

But of course, Filipinos will notgo home (or will be unable to sleep)without hearing the encore, thenumber one movie soundtrack of alltime, “My Heart Will Go On.”

For this, instead of the fluteentrance, Celine took over the flute

part and then came out in a jewel-likepink and white gown that made herstandout against a LED screenbackdrop projecting underwaterimages of the sunken Titanic.

Just like her other songs, she

rendered “My Heart Will Go On”exactly as people heard it many timeson the radio or on loop in their ownplaylists, but this time, ending it with ahaunting mermaid-like hum.Her parting piece was an a cappella ofthe Elvis Presley classic, “Can’t HelpFalling in Love,” which, she said, iswhat she feels about the Philippinesand her Filipino fans.

After watching the show, manyfans would agree:1. Her voice did not age at all evenafter almost three decades in theindustry.2. She is the only one who can bestsing her own songs. Nobody can evergive justice most especially to “MyHeart Will Go On.”3. She is among the very few who cansing several quatrains of high notes inone breath! 4. The vast spectrum of her voice,which comes out as natural in her as

breathing, makes her one of the best,if not the best, singers of all time. Asshe said, “I’m so passionate aboutsinging. I was born singing!”5. This first concert in Manila shoulddefinitely not be the last! �

By this brief overview about theeducational system in Quebec, I wouldlike to clarify some terms people oftenuse when inquiring about courses. Itseems to me that they always askwhether a course is credited or notwithout knowing why they have to beand for what purpose. They oftenassociate a credited course to benecessary for studying everything.

To put things in perspective, Ihave to cite the reason why I did notbelieve that I should offer creditprograms when I first started my ownprivate school in 1989. As I used toteach in public schools and followed astructured curriculum prescribed by theMinistry of Education, I felt that therewere components of the syllabus thatdid not always make sense, Forexample, the number of hours allocatedfor each item did not seem reasonablenor warranted. I found the hours toomuch or too little. In other words, I feltthat the curriculum should be reviewedand updated more frequently to berelevant to the real and practical world. Ithought there was too much theorywhich did not always seem useful.Moreover, there were tons of paper worka teacher had to do every term whichwere time consuming and did not reallyadd anything more than pushing paperto and from the administration.

In the past, anyone who wanted

to offer courses needed a permit fromthe Ministry of Education. I opted tooffer my own courses which I designedout of my experience and idea that inorder to be a good employee, one musthave courses in psychology, history,current events, stress management,foreign languages, image andpersonality development, and executivesecretarial procedures. My originalobjective was to set up a finishingschool for executive secretaries. Butafter an advertisement that I placed inthe Montreal Gazette, people used toask if they could get student loans andbursaries. Although I did not want tooffer a government prescribedcurriculum, I was obliged to apply foranother kind of education permit in1995, six years after operating myschool with a self-improvementeducation permit which was called“formation d’appoint” in French. Iunderstood that funding is only availablefor credit programs because that is howstudents can get loans and bursaries butthey must study full time. There arerules to be observed to be consideredfull time. A student also can get a loanonly if the parents are not able to financetheir children’s education. Part timestudies are usually not acceptable forfunding by the government nor for non-credit courses.

I was able to obtain the permit

in October 1996 and students enrolled inthe three AEC programs I offered inAccounting, Secretarial, andInternational Trade were able to getloans and bursaries. Then thegovernment changed the rules, and onlygave student loans. Students in non-subsidized private colleges were notgiven bursaries anymore. It wasrumored that the reason behind this is todiscourage students to go anywhereelse but to the government fundedschools.

Over the years, attitudes ofpeople seem to be based on the ideathat all credit courses are good and non-credited ones are not. But this is not themeaning of non-credit. Non-creditcourses exist in universities and collegesin languages, computer education, arts,music and other hobby or interestcourses. Likewise, other private schoolsoffer non-credit courses which arerecognized by employers.

The CEGEP system wasestablished in the 1960s in Quebec.There are no CEGEPs in otherprovinces, but instead they havecommunity colleges that offer vocationalcourses to prepare students for the jobmarket. Education is controlled byprovincial governments. Quebec is aplace where there seems to be morebureaucracy in everything that requiresa permit because things are usuallydone in the two official languages -English and French. Businesses mustfollow the Bill 101 language laws whichstipulate that public signs must havebigger letterings in French and smallerones for the English equivalent.

Since I started Gilmore CollegeInternational 29 years ago, I can

remember some of the students whobenefited from the non-credit coursesthey took in accounting and computers.A good example is a lady who gave upher university course in commercebecause she did not understandaccounting in the way that theprofessors explained to her. She cameto me for a private tutorial course andthen I sent her to do a job training in myaccountant’s office. Two years afterworking there, she decided to go backto university to get a degree inaccounting.

As I have always been doing amultitude of tasks everyday, I have notfound the time until now to talk about myown school as much as I should inorder to let everyone know what GilmoreCollege International is all about.Professor Isaac Goodine, who I considermy mentor and who wrote a bookentitled “Leaders leading Leaders” hadmade a remark many years ago that Irecall: “Your community has not takenadvantage of using your school for allthe benefits it can offer.”

Perhaps, the community’sattitude will begin to change afterholding the first Career OrientationSeminar, I hope I have sent a clearmessage to the community to studyFrench, English, Accounting, PAB andother courses at Gilmore CollegeInternational for they will certainly getthe value of their investment ineducation and they will get the skillsthey need to get a better andrewarding job.
