Safety Aspects in Decommissioning
• Decommissioning is a safety driven activity
• Purpose is to reduce or eliminate hazards and risks
associated with a facility which is not in use or to enable
safe reuse of the building / site
• Hazards / risks due to • Presence of hazardous materials – nuclear and radioactive, non-
radioactive (toxic / chemical hazards)
• Performance of activities – cutting, decontamination, demolition,
heavy load transfer (radiation, chemical, industrial safety)
• External events (fire, flooding, earthquake)
• The IAEA creates documents and carries out programmes
on decommissioning because of this safety reason • The focus is on nuclear and radiation safety

Safety Requirements for Decommissioning
• The decommissioning plan
shall be supported by an
appropriate safety assessment
covering the planned
decommissioning activities and
abnormal events that may
occur during decommissioning.
• The assessment shall address
occupational exposures and
potential releases of radioactive
substances with resulting
exposure of the public.

A SA is carried out by the operator

using scenarios relevant to the
proposed end state.

B SA is carried out by the operator
once the decommissioning has been

• 9 WGs, 90 participants / 30 countries
• Large majority cost-free for the IAEA

• We executed the project workplan over 3 years
• We stayed “on schedule”
• We produced most of the planned deliverables
• Is this a model for some future IDN activities?
