142.3   Definitions.

As used in this part:

Core Curriculum means a set of courses approved by the Administrator, for use by a training center and its satellite training centers. The core curriculum consists of training which is required for certification. It does not include training for tasks and circumstances unique to a particular user.

Specialty Curriculum means a set of courses that is designed to satisfy a requirement of the Federal Aviation Regulations and that is approved by the Administrator for use by a particular training center or satellite training center. The specialty curriculum includes training requirements unique to one or more training center clients.

142.81 Conduct of other approved courses.

(a) An applicant for, or holder of, a training center certificate may apply for approval to conduct a course for which a curriculum is not prescribed by this part.

(b) The course for which application is made under paragraph (a) of this section may be for flight crewmembers other than pilots, airmen other than flight crewmembers, material handlers, ground servicing personnel, and security personnel, and others approved by the Administrator.

(c) An applicant for course approval under this subpart must comply with the applicable requirements of subpart A through subpart F of this

part.

(d) The Administrator approves the course for which the application is made if the training center or training center applicant shows that the course contains a curriculum that will achieve a level of competency equal to, or greater than, that required by the appropriate part of this chapter.

B. Training center curricula that are approved in accordance with part 142 are divided into two basic types: core (airman certification) or specialty (other regulatory training requirements).

1) A training center may also develop a third type of curriculum; that is, a curriculum that does not satisfy any specific requirement of Title 14 of the Code of Federal Regulations (14 CFR) part 61 and 63. These curricula describe training that may be used to augment or supplement other required training (such as training in international flight procedures). Should a training center choose to seek approval for such a curriculum it may do so under the provisions of part 142, § 142.81. As a prerequisite for approval such a curriculum should include a statement saying that no requirements of part 61 are satisfied by its completion; however, it is acceptable to reference an advisory circular (AC) or other guidance around which the curriculum has been developed.

2) Curricula other than those listed above, which are not designed to satisfy any requirement of 14 CFR chapter 1, and for which the training center has not chosen to seek approval pursuant to § 142.81 do not require approval under part 142 and do not generate a surveillance requirement for the FAA.

Section 1 Scope, Concepts, and Definitions

U.S. Department of Transportation Federal Aviation Training Specifications Administration B001. Core Curriculums HQ Control: xx/xx/xx HQ Revision: XXX a. The certificate holder is authorized to conduct the core curriculums listed in Table 1 for airplanes and the core curriculums listed in Table 2 for rotorcraft,

and to conduct associated training and/or testing required for pilot certification or added ratings in accordance with 14 CFR part 61 Subparts A, B, E, F, G, and H; and airman certification other than pilot in accordance with 14 CFR part 63.

b. The certificate holder shall ensure and certify that each applicant entered into the authorized core curriculums listed in Table 1 and Table 2 meets the

eligibility and aeronautical experience requirements of the applicable regulation(s) in paragraph B001a above prior to beginning any training, testing, or checking associated with the assigned curriculum. Such certification shall be placed in the trainee’s training records.

c. The certificate holder shall determine and record in the applicant’s training records a statement of any required certificate limitations subject to the

applicant’s eligibility and aeronautical experience. d. These curriculums are not applicable to any 14 CFR part 121 or part 135 air carrier-specific training programs, or 14 CFR part 91 Subpart K or part 125 air

operator-specific training programs, and do not qualify training center personnel to train, test, or check an air carrier/air operator’s personnel. e. Each curriculum authorized in Table 1 and Table 2 must meet the requirements of 14 CFR part 142 §§142.37(d)(2) and (3); be developed in accordance with

the provisions of §142.39; and must include and/or reference each item required by §§142.11(b)(6), (7), (8) and (9). f. The authority to conduct an initially approved core curriculum will expire on the indicated date unless it is renewed or the curriculum granted final approval

on, or prior to, the expiration date listed.
