Almost half a century ago Russian cargovessels edged towards the warm seassurrounding its communist friend Cuba.On their decks and barely concealed -nuclear missiles and the machinery tomake them work. Overhead, USAFreconnaissance aeroplanes and many

more of the fighting variety lay in wait at facilities dottedaround America’s lower eastern seaboard. US politiciansand military chiefs warned Moscow to recall its ships orthere would be conflict. Historians still debate that momentin time “when the world held its breath,” but in the endcommon sense prevailed and Nikita Khrushchev ordered his ships to return. President Kennedy had played a mostdangerous game of poker, held his nerve and called his opponents bluff. Thankfully it worked.

There’s a similar situation developing in another faraway region of the world - the Middle East. For several years thecontributors to and editors of Eye Spy have written about Iran’s secret nuclear bomb programme, and even predictedwhen it might come to fruition, this despite negative analysis from the CIA and the international body which oversees allmatters nuclear - the IAEA. In a report released on 8 November, the IAEA has finally acknowledged intelligence gleanedfrom various sources now supports the notion that Iran has a top secret covert nuclear weapons programme runningparallel to its energy endeavour.

Officially the US, Europe, Russia and China still wants to try and persuade Iran to halt its nuclear bomb research, but thishas not stopped Washington secretly preparing for the worst. Similarly, there is much talk in Israel about what to do next.Talk of a military strike to try and disable those parts of Iran’s programme that have threads to bomb building is frequent.Iran meanwhile has become very vocal in response to what it perceives as a global conspiracy. It will strike back if itsnuclear sites are attacked.

There is genuine concern an incident will trigger widespread conflict. Andof course, all of this is happening as the major powers find themselvesbattling domestic troubles and recession. And of course, the “Arab Spring”continues to rumble on.

In the past five years Eye Spy has focused on Iranian nuclear relatedevents. They can be likened to jigsaw puzzle parts. These include scientistdefections, assassinations, cyber attacks against nuclear plants andseemingly unconnected reports like the moving of 400 clattering bunkerbusting bombs to the US base on Diego Garcia some three years ago. Inthere own right they are important, but together they are chillinglysignificant. If ever a secret war has been played out publicly and in somany theatres then this is it.

Few commentators dare to predict what will happen next. Hopefully, justlike 1962, common sense will shine through. These are interesting, butdefinitely worrying times...

RezwanFerdaus, 26, a graduate ofNortheastern University inBoston, was arrested at a loca-tion where he hoped to take stockof firearms and explosives.Ferdaus believed the weaponryformed the final piece in a terrorjigsaw he and “associates” hadbeen planning for months.

Rezwan planned to fly model aeroplanes packed with C4 explosives into two iconic US buildings - thePentagon and Capitol. Eye Spy sources conclude the plot, though bizarre in nature, has been considered andits viability examined in depth by al-Qaida for years. Similarly, our researchers present evidence that far frombeing a “pipedream” a similar operation involving a payload far more deadly is being investigated withurgency by CIA officials. NOTES ON SURVEILLANCECONFIRMING IDENTITY AND OCCUPANCY

Eye Spy provides background notes on some of the investigative avenues available

to surveillance officers when faced with a difficult and aware target keen to hide his

true identity and location

Verifying a target’s identity and presence quickly in a certain location and/or accuracy of an address can bea difficult task. In an official surveillance situation, whilst speed is sometimes essential, an incorrect call,especially one made during an on-going counter-terrorist operation can be a matter of life or death. One onlyhas to examine the case of the unfortunate Brazilian, Jean Charles de Menezes, who was shot dead afterbeing mistaken for a dangerous al-Qaida terrorist in London in 2005. Even professionals make mistakes. DeMenezes’s contained flat in an apartment block that was being surveilled, and misidentification by an officer,proved critical in this case.

Before considering some of the tactics used to properly identify high-profile targets whose sole objective isto remain out of sight, it’s important to understand the nature and seriousness of a particular case willalways determine just how many officers and resources are deployed.

FBI TIP-OFF EXPOSES

RUSSIAN RADIO AGENTSGerman counter-intelligence arrest ‘long-time SVR agents’

Two suspected Russian spies have been arrested in Germany following a lengthy counter-espionage operation. Officers from aspecialist unit of the BKA (Federal Office of Criminal Investigation)supported by counter-terrorist officers raided a rented apartment inMarburg and an address in the city of Balingen. Here they detaineda married couple.

Identified only as ‘Heidrun A’ and ‘Andreas’, the pair may have beeninfiltrated into German society by the KGB as early as 1988 - beforethe end of the Berlin Wall. Eye Spy believes their surname isAnschlag, though at time of publication this has not been con-firmed.

Officials believe that for the best part of two decades they were inthe pay of the SVR, Russia’s foreign intelligence service, thoughnot necessarily in an active role. Intelligence sources believe thealleged agents were activated only for “special cases.”
