Besides the features that locals say resemble those of a human being, upon closer inspection, the calf also had both male and female repro- ductive organs. Sebenzile Mlangeni, who owns the cow that produced the deformed calf, says after the cow struggled to calve for a long time on Sunday, she decided to help it along and was shocked by what she saw. The 60-year-old says after helping the cow to calve, she noticed there was something seriously amiss when the children who were helping her ran away screaming. “I could not immediately identify this ‘creature’ and I called some men who were around in the neighbourhood to come and see the calf,” she says. Locals started rumours that maybe a human being had “fathered” the calf given its human-like features, but Mlangeni immediately dismisses this as nonsense. “Who could have slept with the cow, I don’t even believe in witchcraft,” she says matter-of-factly. She says although she cannot explain the mystery, she believes it is just one of those things that happen in nature. “God just gave this ‘thing’ which I don’t know what to call. It shocked me very much that is why I called people to come and witness it,” she says. Tau Madonsele, the herdsman Mlangeni hired to look after her cows, says he is just as shocked and adds that he did not even let the cows stay in the veld and graze for too long before bringing them back to the kraal. “He always lets them graze for a few hours before bringing them back to the kraal,” Mlangeni confirms. Sadly the calf lived for a short time and after initially keeping the carcass in her house, Mlangeni has now buried it. Mlangeni owns nine cows and she says two of them are currently in calf. She says she is not afraid that those cows will give birth to deformed calves like the one they have wit- nessed. “We’ll wait and see. As for now we can’t predict what will happen,” she says. Mlangeni lives in the village with five of her eight children. Dr Angus Campbell, a veterinary surgeon at the Maluti Veterinary Clinic in Bethlehem, says it sometimes happens that deformed calves are born, but it is very rare. “This is a genetic abnormali- ty. It is a condition called hydrocephalus. Hydrocephalus is seen sporadically in large animals. It is relatively common in calves, where inheritance and vitamin A deficiency have been implicated. Such calves are sometimes stillborn,” he explains. He says there is no possibility that this could be the result of bestiality (sexual activity between humans and animals). HARRISMITH. – The EskomIngula Pump Storage SchemeProject in the Eastern Free Statewill soon be finished as 85% ofthe work has been completed.The project is situated on the

border of the Free State andKwaZulu-Natal (KZN). The upperdam, called Bedford, is in theFree State, while the lower one,Bramhoek, is in KZN.The Ingula Pump Storage

Scheme will help in supplyingpower during peak hours.

Currently there are only twostations of this nature – in CapeTown and KZN – and Ingula willbe the third.The project started in 2007 and

was expected to be completed inseven years.But, according to Mlungisi

Shongwe, the communicationsmanager at Ingula, they areentering their eighth year andabout R25 billion has been spent.“We are happy with the

progress that has been madethus far. The project shouldhave been finished by now.

However, one of the key chal-lenges has always been thecomplex geographical specifica-tions of the project.“While you are building, you

discover new information thatneeds to be taken into account,and we had to make adjust-ments.“We also had to deal with

labour issues which is a nationalissue,” he says.Shogwe says Ingula is crucial

because Eskom is increasing itselectricity capacity throughoutSouth Africa.

“The pump scheme is criticalespecially during peak times,like in the mornings andafternoons. A project of thisnature is important to the SouthAfrican economy and to increaseelectricity capacity.”According to him, Ingula will

add capacity to the national grid.“I think the shortage of

electricity in municipalities likeMaluti-a-Phofung is a questionthat needs joint effort from allstakeholders, municipalities andlocal and national government.“The electricity challenge MaP

is faced with can be addressed.“We have poured money into

emerging contractors andSMMEs in terms of contractoracademies.“We have been running this

for more than two years and theclasses are currently running.“We also looked at providing

bursaries, specifically for gr. 12learners of the MAP and thePhumelela Local Municipality.“We are also looking at

schools that we can help. Theseare the schools surrounding theproject,” he concluded.

Ingula to boost grid

QWAQWA. – The Phuthaditjhaba policerequest members of the community to helpthem with information that may lead tothe arrest and conviction of suspects whobrutally killed Litabe Ntiti (21) fromTaung, Lesotho.The victim’s head, covered in a jersey,

was recently found in a pit toilet inMabolela Village, Qwaqwa.The rest of the body was later recovered

by a police dog near a kraal close to anelectric sub-station in Makabelane.Sgt. Mmako Mophiring, the police

spokesperson, confirmed the incident.“On 14 September a community member

from Mabolela Village went to the toilet inthe early hours.“She saw a trail of blood going into a pit

toilet. She summoned her elderly neigh-bours.“They inspected the toilet, found clothes

inside and thought someone had thrown a

fetus into the pit toilet.“On closer inspection they found a

human head with multiple wounds,” saidMophiring.According to him, the police were

summoned to the scene and were assistedby the canine unit from Bethlehem. Thebody was later found near a kraal in theopen veld.“A case of murder is being investigated

by the police. We ask anyone with infor-mation to call their nearest police station

or the Phuthaditjhaba police on 058-718-0895,” he said.“We need to stand together as the

community to fight against barbaric andinhumane acts that affect our society, andespecially our children,” said Lt. Gen.Thabethe Mpembe, the Free State provin-cial commissioner.“If you have any information, give it to

the police so that the suspects in this casecan be arrested. Together we can eradicatecrime.”

THE Free State Departmentof Education has sackednumerous teachers found tohave turned into sexualpredators and startedhaving relationships withthe learners.This was revealed by the

MEC of Education, Herbert“Tate” Makgoe, during thesocial cluster media briefingat the Lebohang Building inBloemfontein last Thursday.Although Makgoe did not

reveal the exact number ofteachers that had beendismissed from the depart-ment following allegations ofsexual harassment orconsensual relationship withpupils, he said there was asignificant number.According to Makgoe,

some of the culprits dis-missed were caught sleepingwith girls as young as 12and 13 years old in primaryschools.“There are many teachers

who have been fired forsleeping with the learners.What worries me even moreis that some sleep withchildren aged 12 and 13years old,” Makgoe said.He said his department

did not hesitate to suspenda teacher who was accusedof sexual harassing a pupil.“In some cases I felt like thepupil had lied about theincident but I suspended theteacher anyway because theteacher could also havelied,” he added further.The social cluster includes

departments responsible forthe well-being of the publiclike the Departments ofSocial Development, Educa-tion, Health, as well Sports,Arts and Culture.Makgoe, who serves as the

chairperson of the cluster,said the cluster was estab-lished with the mainobjective of improving thequality of education of allcitizens of the Free State.The MEC for Social Develop-ment, Sisi Ntombela, hasheaped praise on Makgoe,taking a hard stance against

sexual predators at schools.Meanwhile, Makgoe

revealed that one of theteachers employed at aBloemfontein school whowas implicated in an allegedracism incident pleadedguilty to the offence.However, the culprit’s namehas been withheld.“We will not tolerate

racism because it plants aseed of hatred which willemerge in the later stages,”Makgoe explained.Earlier last month, the

department suspended twoprincipals and a teacherfollowing allegations ofracism levelled againstthem.The principals were

WHEN the judge of a court applies thelaw, he/she aims to be neutral andunbiased to all parties concerned, forhis/her ultimate objective is to maintainjustness and the rule of law.

Over time we have had to reference ourbeing as a society to what the scribers oflaw believed was right for them. Our lawin South Africa is taken from foreign lawsinformed by foreign cultures with theobjective to address moral and ethicalissues pertinent in those cultures thatoriginated the law.

Ourselves as a South African nation, arepeculiar and unique to what a normalsociety should look like and behave in itsorientation. The Dutch and Romans whoare seen as the custodians and creators ofthe law are completely different to usSouth Africans in general with regard toour orientation.

Many amongst us will be angry anddisappointed by the Oscar Pistorius case’soutcomes. If we can remove our ownperceived judgement we believe should beserved on Pistorius, we are likely to finddiscomfort with the law that is presidingand has a direct bearing too over thiscase. We have heard terms such asreasonable man, involuntary murder, culp-able homicide and to many of us theseterms are very foreign to our thinking.

The honourable Judge Masipa is findingherself between a tombstone and a con-crete wall in that so many among us haveused our moral and ethical beliefs to lookat this specific case, thus rendering our-selves the proper judges of decent expectedbehaviours and an untoward behaviour.

If many amongst us who have beenfollowing this case can be honest, we candeduce that Pistorius believed that he didnot kill Reeva Steenkamp intentionally..

But the fact is this case is not aboutSteenkamp, but about the actions that ledto her death. Those who studied, willknow and admit that the law removes anyperson whether liked or not, from itsapplication and solely focuses on materialfacts to ensure fairness, unbiasedness andrepresentativeness.

For us as Africans to then attempt toinsult Masipa as a person is unfair and weshould curse at the laws of foreign menwhich continue to render our dignity asnothing. This case and other cases whichhave rendered our humanity as worthlesshave only made us to accept that the lawsof our country do not serve us citizens,but serve and should feed into the percep-tion and demands of outside observers towhom we must appear as decent with noregard to our moral stance and ethicalneeds. Our South African law needs to bereformed to be able to address our uniqueand specific moral and ethical challengesto justly render our society as decent andnormal as per our circumstances andenvironment. To continue to obser- vethese foreign laws we shall continue tofind our courts as being unfair to somesections and fair to other sections ofsociety.

To err is human and it is time we saythose who came before us erred and thismust be corrected through the creat- ion ofour own just and principled laws.) TSHESENG. – During his State of theProvince Address Ace Magashule, thepremier of the Free State, said the roadfrom Tsheseng to Rietpan would be pavedand that that should be good news for thecommunity of Rietpan.

He, however, did not say when the workon the road would start.

Vusi Tshabalala, the executive mayor ofthe Maluti-a-Phofung Local Municipality,visited the community in Tsheseng andgave them the good news.

The visit was aimed at updating thecommunity on the upgrading of the

Qwaqwa Route 4 project that will belinking the rural areas to the CBD andwill also provide access to local clinics,schools and easy access for services to thecommunity.

Tshabalala was not only there to givefeedback regarding the progress of theroad, but also to mingle with the commu-nity and to find out about the challengesthey were faced with.

During his address, the mayor encour-aged young girls to go to school andsaid that education was the key tosuccess.

Other issues discussed at the meetingwere electricity, power failures, uncoveredwater pipes, and open holes which posed a

threat to the safety of children.In closing, the executive mayor showed

his heartfelt gratitude to the elderlywomen of the Luncheon Club and sur-prised them with blankets.

He also gave the youngsters a soccerkit.

He encouraged the youth to stay awayfrom drugs and criminal activities.

FICKSBURG. – Corporal ThsidisoMatthew Khakhane (28) andPetrus Peters (31) of the SouthAfrican National Defence Force(SANDF) are expected tore-appear before the Ficksburg

Magistrate’s Court for a formalbail application. They are facingcharges of stock theft and weredenied bail after they hadappeared before the same courton Friday.

TRADITIONALLY, September is adifficult time at the South AfricanNational Blood Service (SANBS) owing topreliminary exams and preparationtowards the final quarter of the year, asa result blood drives at schools anduniversities are generally not possible atthis time of year.

This, together with poor turnouts atcompanies and organisational blooddrives, has placed immense pressure onthe blood stock levels.

“The SANBS needs to maintain a bloodstock level of five days at all times bycollecting 3 000 units of blood per day tomeet the demand of the thousands ofpatients who are reliant on blood transfu-sions for their survival.

“However, at the moment we have onlytwo days of blood stock available, and weare concerned that should this continuewe are looking at a major crisis as wehead towards the festive season,” saysVanessa Raju, communications managerof the SANBS.

“It is only with the help of the selflessblood donors that we are able to help thissituation.

“We have implemented a cut-backapproach where we are not able to meetthe request by doctors.

“What this means, is, should a doctorrequest four units of blood, the SANBSmay only be able to offer two units, andthis approach will continue until theblood stocks recover.

“The SANBS is encouraging all regulardonors and those who have made aconscious decision to join this cause of

‘saving lives’ to not miss out on theirnext donation date.

“This is also a reminder to all donorswho selflessly donated blood on MandelaDay to remember that they are due todonate again and continue making everyday a Mandela Day.

“Members of the public who meet theminimum requirements to give the gift oflife by becoming regular donors areurged to visit us as soon as they possiblycan,” says Raju.

The minimum blood donor require-ments are that a donor must be between16 and 65 years of age, weigh 50 kg ormore, be in good health and lead asexually safe lifestyle.

QWAQWA. – Maluti FET College FCremains the only team in the NationalFirst Division (NFD) without a pointregardless of playing five league games.

The Phuthaditjhaba-based outfit iscurrently rooted at the bottom of the logtable without a point. The team haveconceded 12 goals in five games scoringonly five points. Last season the team hadthe same problem of failing to protecttheir goals.

They lost 0-1 to Vasco Da Gama athome in their first game of the season,lost 2-3 away to Santos, 1-3 at homeagainst FC Cape Town, 2-3 away to RoyalEagles and 0-2 to Thanda Royal Zulu athome.

It was expected that the team wouldperform better this season after they hadregistered three players from Free StateStars.

BETHLEHEM. – Yo-yo-like Free State Starswill welcome Moroka Swallows when theAbsa Premier League returns to action onSaturday afternoon at the Goble ParkStadium in Bethlehem. Kick-off is at15:00.

The two teams come to this contestlicking their wounds after they were bothbeaten in their previous encounters. EaLla Koto lost 2-1 away to the leaguesurprise package of Ajax Cape Town whilethe Dube Birds were beaten 2-0 by therookies of Chippa United at the Dobson-ville Stadium.

However, they both had time to recoveras there were no league games this pastweekend.

It is believed that the coaches of the twoteams had ample time to shape their teamsgoing into the weekend clash.

Swallows are sitting on position sevenwith nine points after six games withStars lying eighth with seven points afterthe same number of games.

The last encounter between Stars andSwallows produced three goals with theBethlehem-based side winning 3-0 to avoidrelegation in their last games of the2013-’14 season.

Swallows, who has just secured a

sponsorship from the Korean car makerHyundai, will come with their gunsblazing for revenge and they are yet toimpress the new sponsors.

Goals will be key in securing themuch-needed three points, but the teamshave both conceded more than they havescored.

Even though Swallows started the leaguelike a house on fire, they have conceded 11goals and scored 7.

Stars have also scored seven goals andconceded eight.

Stars will have to change their defensiveapproach if they want to collect maximumpoints in this clash.
