National Disaster Management Authority, Government of India along with Petroleum and Natural Gas

Regulatory Board, Federation of Indian Chambers of Commerce and Industry and State Government of

Meghalaya is organizing a conference on Safe Management of Chemical, Petroleum and Petrochemical Industries at

Shillong. This shall be an epoch making conference for the benefit of North East and the adjoining states. NDMA,

FICCI and PNGRB have been pioneering comprehensive training programs on Chemical Industrial Disaster

Management in the country. National Disaster Management Authority had also prepared comprehensive

guidelines on Chemical (Industrial) Disaster Management released in 2007, which has become the baseline for

minimizing chemical incidences in the country. The objective of the program is to educate and train the industry,

chemical businesses and offsite responders like police, medicos, fire services, home guards and many other who are

involved in this field.

The North-Eastern States have been subjected to various types of disasters due to its geographical location. The

recent Sikkim earthquake was triggered by shallow strike-slip faulting from an intra-plate source within the over-

riding Eurasian Plate. During the year 2011-12, Assam reported damage due to various disasters like cyclonic

storms, heavy rains, floods, landslides, earthquakes, etc. in varying degrees. Hazard Risk Vulnerability Assessment

(HRVA) is carried out for the Shillong city and the West Garo Hills through North Eastern Space Application Centre.

Natural disasters also have potential to induce & trigger chemical incidences/disasters which bring in cascading

impacts resulting in wide & large scale additional devastations. To minimize this chemical, petrochemical,

petroleum & natural gas related entities there is a need to retrofit additional measures to take care of vulnerable

areas for protection and strengthening. The conference shall provide ample opportunities of interaction to the

participants and experience sharing to emulate best practices for control of any disaster like situation - natural or

manmade.

The main theme of this Chemical (Industrial) Disaster Management (CIDM) Conference would be to make industry

globally safe by better emergency planning of accidents – onsite, offsite including isolated storages. The

conference would provide a platform to Indian and International companies to share their success stories, best

practices and technologies to minimize accidents onsite during transportation of Hazardous Wastes, Petroleum

Products and Gases either through Sea, Pipelines or POL tankers.

National Disaster Management Authority (NDMA), Government of India was constituted

in Sept, 2005 consequent to enactment of Disaster Management Act, 2005. Hon'ble

Prime Minister of India is ex-officio Chairman of NDMA. NDMA, as per its inter alia

mandate, has brought out National Guidelines on (i) Chemical (Industrial)

Disaster Management (CIDM) (ii) Medical Preparedness & Mass Causality

Management and (iii) Chemical (Terrorism) Disaster Management; the

objective of the guidelines is to strengthen prevention, mitigation and

preparedness measures; minimize accidents; and set up an effective

mechanism to respond to disasters.

Petroleum and Natural Gas Regulatory Board (PNGRB) have been

established by the Government of India in October 2007 under an Act

of Parliament. The objective of establishing PNGRB was to regulate

refining, processing, storage, transportation, distribution, marketing

and sale of petroleum, petroleum products and natural gas, excluding

lay down Technical Standards and Specifications including Safety Standards in activities relating to Petroleum, Petroleum
