Introduction
ThepurposeoftheEmergencyOperationsPlan(EOP)istoprovideforthesafetyandwellbeingofthechurchstaff,congregationandanyoneelsepresentonthegroundsoftheUnitarianChurchofCharleston(UC-CHS).ThisEOPprovidesgeneralinformationforpreparation,evacuation,andrecoveryaswellasspecificguidanceonhowtoprepare,respond,andrecoverfromallemergencies.TheEOPfurtheroutlinestheroleofkeypersonneltoexecutetheemergencyprotocols.
OrganizationoftheSafetyandSecuritySteeringCommitteeandSafetyTeam
TheSafetyandSecuritySteeringCommittee(SSSC)ofthechurchwillreporttotheVestry.ItspurposeistoensureUC-CHSprepares,responds,andrecoversfromemergencyordisasterincidentsandprovidesthesafestenvironmentpossibleforcongregants,visitorsandstaff.ThecommitteewillutilizetheEOPtoimplementsafetystrategiesandensurethepreparation,evacuation,andrecoveryprotocolsareuptodate.MembersofthecommitteewillworkwithUC-CHSleadershipandstafftotrainkeypersonnel,greeters,ushers,docents,andcongregantsontheprotocolsintheEOP.Theywillconducton-goingassessmentsoftheEOPanditsimplementation.TheSSSCwillrecruitadditionalmemberstoserveontheSafetyTeam.SafetyTeammemberswillbeidentifiedviatheirnametagsandwillbeabletoassisttheVolunteerIncidentCoordinator(VIC)inanemergencyatregularlyscheduledchurchservices..

PreparationProtocol
Preparationforemergenciesisessentialforsuccessfulresponseandrecovery.TheSafetyandSecuritySteeringCommitteewillresponsibleforthefollowing:
• UpdatingtheEOPatleastannually.• Regularlyscheduledtrainingforstaff,UC-CHSleadershipandcongregants.• IdentificationandcommunicationwithaMedicalSubcommittee.• ScheduledregularriskassessmentsofUC-CHSgrounds.• Regularlyupdatetheemergencyphonenumbers.• UpdatingtheEmergencyPhoneNumbersincludinganupdateofthecaringcommittee’s
listofmembersavailabletoprovidesupportforemergencyvictims.• Conductroutinetestingofallemergencyequipmentandsupplies(e.g.fire
extinguishers,hand-heldradios,bullhorn,AED’s,FirstAidKits).• TheSafetyTeamcoordinatorswillkeeptheSSSCupdatedabouttheeffectivenessofthe
SafetyTeam.

EvacuationProtocol
IntheeventeithertheSanctuaryorGageHallneedstobeevacuated,thisbasicplanwillbefollowed.FortheplansofActiveShooterandFire,somechangesshouldbenoted;pleaseseetheindividualEOPfordetails.
Preparation
• Anevacuationplanwillbecreatedinadvanceandpostedthroughoutthefacility.Inthe Sanctuary,rows1-2andthechoirwillleavethroughtheChanceldoor;therestofthe roomwillleaveouttheArchdaledoor.Thoseinthebalconywillexitthroughthedoor locatedonthechurchyardside.DownstairsGageHallwillbeevacuatedbyhalfleaving nearestthekitchenandbathroomareadoors;therestoftheroomwillleaveoutthe Archdaleandhandicapaccessdoors.UpstairsGageHallwillbeevacuatedthroughthe frontandbackdoors.• Asymbolwillbecreated(chalice)tosignifythelocationforevacuatedparents/children toreunite.Childrenandparentswillbetrainedtolookforthissymbol.
LocationofreunificationofchildrenandparentswillbeCharlestonDaySchool(primary location)orthealleybehindGageHall(secondarylocation).Childrenandparentswillbe trainedtoknowthereunificationlocation
Event• TheVICwillsignaltheneedtoevacuatewithawhistle.• Ifchildrenandparentsareseparated,parentswillbeinstructedonhowtomeettheir
children.Othercongregantswillbeinstructedtoleavethepremises.• Duringevacuationevents,allcongregants,visitorsandstaffshouldproceedtoidentified

Recovery

Duringanyemergency,itisessentialforallpresenttoremainascalmaspossibleandreceiveclearinstructions.Thus,oneknowledgeable,skilledpersonwillbedesignatedasVICatalltimes.TheresponsibilityoftheVICistorecognizeanemergencysituationandensuretheappropriateactionsareinitiatedandcommunicatedtocongregantsandvisitors.
• VICandSTmemberswillreceivetrainingonUC-CHS’sEOPandstandardemergencycommand.
• VICandSTmemberswillbescheduledusingthewebsite:www.signupgenius.com• Greeters,ushers,churchstaffmembers,andtenantwillreceivetrainingonemergency
recognitionandVICactivation.• Attheonsetofanemergency,theVICwillinstructtheSTmembersandthe

• Makereasonablejudgmentsinanemergency,• Demonstrateconfidencesothatattendeeswillfollowdirections,• Communicateclearlyinawaythatwillgainattention,• Beresponsibleinfulfillingresponsibilitieslistedbelow,and• Bephysicallyabletomovequicklytoassistothers.
TheVICandSTmembersdonotneedtobeamedicalexperts,buttheyshouldattendandunderstandthebasictrainingprovidedandreadthefullFirstAid/CPR/AEDmanualinthe“STcontainer”labeled“EmergencySuppliesandEquipment”locatedinthestewardshiproomNorthRoom).

Signupatleastacoupledaysinadvanceonwww.signupgenius.com.IdentifyyourSTmembersbeforecoming,soyouknowwhatlocationsarefilledandneedtobefilled(seebelowforlocations).Wearyouryellownametagandbringacellphone.
Pickuptwowalkie-talkiesfromthesoundroomintheSanctuaryforyourselfandthebalconySTmemberandbringthemtothechurch.Befamiliarwiththeuseofthewalkie-talkiebyreadingtheinstructionsintheSTcontainer.
Showupatthechurchby10:40.Letthegreeters/ushersknowthatyouaretheincidentcoordinatorwhowilltakechargeincaseofanemergencyandwilldependonthemtoassist.
RemoveflagsfromtheSTcontainerandhandthemtoSTmembers.STmemberswillbelocated:
o Oneoneachcenteraisleinthe2ndor3rdrow.OneSTmemberwillassistinevacuationofthefirst2rowspluschoiratthechancelexittothegardenandtheotheratthestairstothechancel,alsoremovinganymusicalequipmentorobstaclesandextinguishingthechaliceandcandles,plusassigningaSTmembertoassistdisabledpersonsinthefronttoexittheArchdaleexitramp.
o Oneoneachcenteraisleinthe5thor6throw.TheseSTmemberswillactas“herders”ofthe3rdrowandbacktotheArchdaleexitinanevacuation.
o Oneoneachcenteraisleinthelastrow(includingVIC).TheseSTmemberswillassistinevacuationthroughtheArchdaleexit.
o OneSTmemberinthebalcony(noreservationseatsign/flagneeded).
GreetSTmembersastheyarrive.Besuretheyarefamiliarwiththeirrolesandre-allocatelocationsifnecessarytoensurethatatleastonepositioninthechancel,middle,rearandbalconygetcovered.
Testthewalkie-talkiewiththebalconySTmember(plusJanet/Joe/Sandra,whoalsohavewalkie-talkies)byturningiton,addingvolume,andusingchannel1tosay,“thisisincidentcoordinator___(yourname)____testingoutthewalkie-talkie;pleaserespondthatyoucanhearmebysayingyournameand‘roger.”

MedicalEmergency:ifamedicalemergencyoccurs,dothefollowing:
Keepeveryonecalm–askattendeestostayintheirseatsastheSTdealswiththe situationandtonotdelayanyfirstresponders.Ifpossible,directothersratherthantake actionsyourself,soyouarefreetooverseetheprocess.
Assessthesituationanditsurgency-Ifadoctorornurseisavailable,letthemdo assessment.GotothevictimandaskthelocalSTmembertocreateroomaroundthe victimandtoobtaincriticalinformationfromthevictimandothersnearby:what happenedandanyinformationaboutahistoryofmedicalproblems.
Determineifthesituationmeritscalling911forEMS–Thismightbea challenging judgmentcall.Erronthesideofsafety;e.g.,someonewhoisnauseousbutconscious doesnotnecessarilyneedacallto911unlessthereisdatasuggestingsomethingworse thanindigestion.But,someonewhopassesoutandstaysunconsciousfor30 secondsdespiteraisingtheirlegsshouldhaveEMScheckthemout.Ifso,directaST membertocall911,andidentifythefrontorreardoorsforEMStoenter,andrequest thatnobodyelsecall.Directagreeter/ushertogooutsidetomeetanddirectEMS.For minoremergencies,aFirstAidKitisonthewallofthestewardshiproom(NorthRoom).
DetermineifCPR/AEDisneeded–Ifvictimdoesnotrespondtoshakingandloudrequests forresponseorshowssymptomsofsignificantconditionslikeastroke,directaSTmember toobtaintheAEDfromthestewardshiproomwall.WhileawaitingtheAED,haveanST memberinitiateCPR,loosenvictim’sclothing,begincompressionsandcontinueuntilAEDis attached.OncetheAEDisobtainedandturnedon,haveaSTmemberfollowinstructions (removechestclothing,attachpads,waitforsignal,etc).
Non-MedicalEmergencyrequiringevacuation:Theseareeventslikefire,roofcollapse,orbombthreat.Ifyoudeemanevacuationnecessary,blowthewhistleanddirectSTmemberstobegintheprocess.GreetersandushersshouldleadpeoplewhoexitdownthestreetawayfromthechurchandacrossthestreettotheCharlestonDaySchoolparkinglot.
Disruptors:TheVICandtheSTmemberswillusetheirbestjudgmentinhandlingdisruptions.Ifitseemslikeanemergencyorappearsthreatening,call911orusethepanicbutton.
ConclusionofServiceandMonitoringofGageHall:Returnwhistle,signsandflagstoSTcontainer.IfbalconySTmemberisnotgoingtoGageHall,gettheirwalkie-talkie.Attendcoffeehour(beawareofotherSTmembersthere)untilabout12:40oruntilhalfoftheattendeeshaveleftGageHall.Then,returnbothwalkie-talkiestothesoundroomintheSanctuaryandplacetheminthechargers.

Intheeventofanemergency,theushersandgreeterswillassisttheVolunteerIncidentCoordinator(VIC)andtheSafetyTeam(ST)intheoperationoftheEmergencyOperationPlan(EOP).Ourchurchcommunitywelcomesallwhowishtoattendservicesorevents.However,greeters,ushers,andtheSTareencouragedtodevelopasenseof“beonthelookout,”(butnotbeparanoid)forindicatorsofpotentialviolence.
ActivitiesoftheGreetersandUsherswithregardtotheEOP
• Greetersandushersextendapersonalwelcometomembersandvisitors.Theyperformtheirserviceresponsibilitiesaccordingtotheestablishedpracticesofthechurch.
• Greetersandushersshould:
a. Knowwhoisservingasthe(VIC)eachSundayaswellasmembersofthe(ST).TheVICcoordinatesthesafetyteamandothersinanemergency.
b. KnowthelocationoftheFirstAidKit,AEDequipmentandFireExtinguishersinthestewardshiproom(NorthRoom)oftheSanctuaryandthehallwayofthemainroomandkitcheninGageHall.

Ourchurchcommunitywelcomesallwhowishtoattendservicesorevents.Howevereventplanners,docents,meetingcoordinators,etc.areencouragedtodevelopasenseof“beonthelookout”(butnotbeparanoid)forindicatorsofpotentialviolenceordanger.
Safetyrecommendationsforindividualsinvolvedwithaneventinclude:
1) KeepingacopyoftheUnitarianChurchEmergencyOperationsPlan(EOP)withyoureventmaterials.
2) Makingsureyoucanlocateandknowhowtousetheexits,AED,fireextinguishers,
andfirstaidequipmentlocatedintheSanctuaryandGageHall.TheequipmentintheSanctuaryislocatedinthestewardshiproom(NorthRoom);inGageHallitislocatedonthewallbetweenthemainhallandthekitchen.
3) Havingacellphonetocall911inthecaseofanemergency.Ifnecessary,thechurch
ownswalkie-talkiestocommunicateinternallywithstaff,thesexton,andothers.Note:thewalkie-talkiesdonotcommunicatewith911.
4) Extendingapersonalwelcometovisitors.Duringtheevent:
a.Reportanysuspiciousactivityorpersons.“Ifyouseesomething,saysomething”or call911.
b.Beawareofbodylanguageorgestures,whichmayindicateahighdegreeofstressin avisitor.One-on-onegreetingstovisitorsmayhelpallayanysuspicionofapotential
problem,orattheveryleast,mayhelpthevisitorbecomecalmer.
5) Monitoringand/orlockingtheSanctuaryorGageHalldoorsoncetheeventbegins.KeeptheSanctuarybalconydoorslocked.Ifthebalconyisused,havesomeonemonitorit.
6) Rememberingthevalueofteamwork,usea“buddysystem”tooverseethesafety
andsecurityoftheevent.

Preparation
• Personnel.MembersofthecongregationwillbeidentifiedandcontactedregardingtheirwishtoserveonMedicalSubcommitteeoftheSafetyandSecuritySteeringCommittee.ThesepersonswillreceivebasicinformationMedicalEOPsothattheymaybecalleduponduringtimesofamedicalemergency.
• Equipment.AEDswillbeinstalledinconspicuousplacesinboththeSanctuaryandGageHall.AEDswillbestockedwithappropriatepadsandwillbecheckedonaregularbasisforbatterypowerandpadexpiration.FirstAidKitswillbeinstalledclosetotheAEDS.Thesekitswillcontainaminimumofdressingsuppliesformildtomoderatewounds.
• Training.AnnualtrainingwillbeprovidedtoUC-CHSleadership,staffandinterestedcongregantsinuseofequipmentandmedicalemergencyresponse.“Justintime”cardswillbeplacedwiththeAEDandsupplies.Basiclifesupport(BLS)classeswillbeofferedregularly.
• Environment.Thechurchgroundswillbeassessedregularlyforfallriskandinjuryrisk,suchaschildproofingareasandfacilitiesmaintenance.Ergonomicsriskassessmentoftasksperformedbychurchstaffwillbeperformedregularly.
Response
• Initialresponsewillbebybystanderstostabilizethepatientphysically(layingthemdownorpositioningthemcomfortablyafterafall.VICwillensure911hasbeencalledasappropriate.
• VolunteersfromMedicalSubcommitteewillattendtothepatient.• VICwillbeinchargeofcrowdcontrolandwilldesignatesomeonetoguideEMSto

Recovery

• Maintaincurrencyofallfireextinguishersonchurchgrounds,andtrainthestaffonhowtousethem.

Preparation
• Greetersandushersshallextendapersonalwelcometopersonswhoareunknownornotrecognized.
• Greeters,ushers,andtheSafetyTeamshallbeawareofbodylanguageorgestures,whichmayindicateahighdegreeofstressinavisitor,particularlyiftheyareunknowntotheUC-CHSmember.Oneononegreetingstothatvisitormayhelpallayanysuspicionofpotentialdisturbance,andattheveryleast,mayhelpdecreasethevisitor’sintenttoprotest.
