PIPELINE REGULATIONS
“pipeline” means pipe, tube or conduit that has been used, is in
use or intended to be used for conveying any substances in any
form;
These Regulations shall apply to -
(1) pipelines conveying hazardous substances within the territory of Brunei Darussalam
where
(a) the length of pipeline is from the 500 meter safety zone of an offshore facility to
the boundary fence of an onshore facility; and
(b) the length of pipeline is from an offshore facility to the fence of an onshore
premises; and
(c) the length of pipeline is between the boundary fences of any onshore premises;
and
(d) the length of pipeline is from the territorial boundary of Brunei Darussalam to the
boundary fence of a premises within the territory of Brunei.
(2) where a pipeline is used for the purpose of injecting water into a hydrocarbon
reservoir.

Pipeline Notification
The operator shall submit a notification to the competent authority….as
specified in the First Schedule
Pipeline Warning Signs
The operator of a pipeline shall install clearly identifiable pipeline warning
signs at adequate locations and intervals to indicate the location and hazardous
substance contained within the pipeline
Arrangements for incidents and emergencies
The operator shall ensure that no substance is conveyed in a pipeline unless
adequate arrangements have been made for dealing with -
(a) an accidental loss of substance from;
(b) discovery of a defect in or damage to; or
(c) other emergency affecting,
the pipeline.

PIPELINE REGULATIONS
Decommissioning and Restoration notification
The operator shall ensure that a hazardous substance pipeline which has ceased to
be used for the conveyance of a hazardous substance shall be decommissioned;
and
(2) The operator shall send a decommissioning and restoration notification to the
competent authority containing the details as specified in the Fourth Schedule.
Offences under this Part.
Any person who contravenes any part of this regulation is guilty of an offence
and liable on conviction to a fine not exceeding $1,000,000 imprisonment for a
term not exceeding 2 years or both.
Fees chargeable under the regulation.
The competent authority may with the approval of the Minister, charge fees in
relation to issuance of hazardous substance pipeline notification certificates and
inspections undertaken by the competent authority on pipelines. These charges
are as specified in the Fifth Schedule.

Citation and commencement.
1. These Regulations may be cited as the Workplace Safety and Health
(Facilities) (Control of Major Accident Hazards) Regulations, (Amendment)
2016 and shall commence on the 1st January 2017.
“decommissioning” means the process of
(a) taking a facility, well, pipeline or other conveyance system from cessation of
production (or operation) of that facility, well, pipeline or other conveyance
system; to the final declared state of that facility, well, pipeline or other
conveyance system; and
(b) includes the planning and implementing the removal, disposal or re-use of
a structure or item when it is no longer needed for its current purpose;
“restoration” means the actions required to take a location site to its final
declared state;

SAFETY ALERT
USE OF COMPRESSED OXYGEN CYLINDERS
EIDPMO ARE PRESENTLY INVESTIGATING AN INCIDENT THAT
RESULTED IN SERIOUS BURNS TO TWO PERSONS.
THE INCIDENT INVOLVED THE USE OF A COMPRESSED GAS CYLINDER.
IN PARTICULAR OXYGEN.
THE OXYGEN CYLINDER WAS BEING USED TO PRESSURISE A
HYDRAULIC UNIT ON A CONCRETE BREAKER.
A FLASH FIRE OCCURRED RESULTING IN FACIAL AND UPPER BODY
BURNS TO TWO PERSONS.
ALL COMPANIES INVOLVED IN THE USE OF COMPRESSED GASES AND IN
PARTICULAR THE USE OF COMPRESSED OXYGEN ARE REQUESTED TO
HAVE A TIME OUT FOR SAFETY TO REITERATE THE HAZARDS AND
CONTROLS ASSOCIATED WITH THE USE OF SUCH CYLINDERS.
ANY ONE USING OXYGEN FOR AN ACTIVITY OTHER THAN CUTTING,
WELDING OR FOR MEDICAL REASONS SHOULD IMMEDIATLEY STOP THAT
ACTIVITY AND SEEK FURTHER ADVICE.
