CHAPTER ONE
1.0 Abstract
Safety along our roads is an important and crucial thing which ensures peace within our country
since without roads security, many things will go dead end. The aim of this proposal is to enable
ways of victims to report to any incident along the highway and not just victims but alsopedestrians and any road users. It will be a faster and efficient way to report incidents along the
road and to involve our security enforcers act swiftly to reduce loss of life and property. It
ensures that any form of incident is reported and acted upon accordingly. This will encourage
security along our roads and ensure that people act policemen since we have few policemencompared to the number of people to be served by them. However the information provided by
the witness of some event must be highly reliable and accurate. This system will enable
recording of blacklisted vehicles and drivers and proper punishment should be given to thehighway law offenders. It gives power to people to report any form of insecurity to ensure that
people become each others watchman and therefore respecting any road users right and safety.

LITERATURE REVIEW
There is no electronic method of reporting incidents that require immediate actions in order to
save life and property. This situation has always affected us since there are a few security
officials concerned with highway safety along our roads and sometimes it is hard for them tosalvage the entire situation fully therefore roads rules and regulations will always be violated by
the road users. Road safety system will restore law and order along the road and will not bediscriminative at all.
With this system pedestrians are able to report any incident they have seen on the road especially
dangerous careless driving this means they should take the registration number of the car and ashort description of the vehicle having caused an action and send a message to the highway
patrol officers who will then truck the given vehicle.

CHAPTER TWO
Highway patrol system will be a simple system to run since it will run on a mobile phone andeven on a computer. It will not only counter insecurity but also help passengers who are stuck in
dangerous areas while on transit. Life and property can also be saved through this system. Car
hijackers will have a complete hard time since the road blocks will be networked to ensure thatnobody cross a road block with a stolen vehicle or a vehicle which has caused an incident which
has caused any form of human or even animal harm. There is currently no system like this in
Kenya and therefore this will be a giant step in order to attain vision 2030 and taking Kenya to
achieve the vision.Users will be required to have registered their lines with their service providers to enable them to
be trucked in case they are needed in anyway. The users will be recommended to have an ID
card just in case they will be needed in court us witnesses of a mishap. It will be highly important
to maintain security of our roads in order to reduce the number of deaths and incidents that leadsto loss of property.
Problems encountered on our highways
1 Lack of enough officials who can handle insecurity incidents on our highways.
2 Lack of immediate response of security officials in case of arise of a mishap.3 Lack of an efficient and easy way to report an emergency on the highway.
4 Lack of a network system between our various road blocks.
5 Lack of a system that bridges a common citizen who cannot afford to reach a police station or
is far away from the station.6 Lack of a database system that keeps record of incidents along the highway.

2.2 Benefits of the proposed system.
1 It will encourage maintenance of law and order along our highways as everyone will be each
others watch man.
1 Storage of data containing crucial evidence would be stored assisting forensic investigation.2 There would be reduction of corruption along our roads as it would be possible for one to
upload an officer receiving a bribe while at the road.
3 It will encourage road users to believe in the traffic department which has highly beeninvolved with cases of corruption.
4 Reduction of paper work in our traffic department.5 Increased utilization of our mobile phones to counter insecurity offences along the roads.
2.3 Problem statement.
Road insecurity that has led to massive loss of life and property has been the order of the day in
Kenya therefore there should be increased systems that monitors our roads in order toreduce mishaps along the road. This will reduce the number of deaths which always keep
increasing due to careless driving on our roads. We will reduce

1 Improvement to response to mishaps along our highway.2 To ensure that any incident that occur along the road is reported as long a witness with a phone
was at the scene of crime.
3 To reduce corruption incidents along our highway.4 To reduce paper work on the traffic department.
5 Increase efficiency of work in our traffic department.
6 Ensure that everyone is responsible while using the highway so as to reduce an event that can
lead to a disaster.

CHAPTER THREE
Scope of the System
System Features Authenticated login in facilities for both normal users and administrator
Data entry
o Allow registration of vehicles
o Validation of vehicle registration numbers.
o Validation of driving license number.
o Validation of mobile phone numbers and the witness ID card
numbers.
System Requirements
Hardware
A phone with an android operating system.
A computer with the following operating system Windows NT, 98, 2000, XP,2007.
3.2 Application program
Android programming language
Hardware: A standard P.C connected to the internet and an android enabled phone.
Skills required are basic computer use and mobile operation knowledge of internet
browsing.

METHODOLOGY
Data Collection
Data will be collected in the police traffic department about the registration numbers of vehicles,
driving license numbers should also be included in the system. The ID department of Kenyashould also be included for the same to get the ID numbers of individuals and validating them.
Data Collection Instrument
The data will then be collected using existing databases in the traffic department and the Kenya
Revenue authority and the Kenya ID department. This will be done consulting the mentioneddepartments by use of reading the data and taking the softcopy of the databases.
