Thank you for sending through the information on your project at Aylestone Ave
and considering us for the structural engineers on the project. We have done
many interesting houses and see the potential here to explore some really elegant
solutions. The roof shape reminds me of a library building we recently engineered
called the ‘Hive’ in Worcester where it was all done in cross laminated timber. We
understand the area of the house is approximately 900 sqm with a third of this
area within a basement. We have considered the appropriate resource to deliver a
project of this scale and complexity and our fee for this project would work out at
£ 35,000 plus VAT and disbursements. If the project were to follow the timber
route, this specialist engineering would be included in this fee.
I have attached a breakdown for each stage of the work. Our fee is based on the
scope of work highlighted in the ACE agreement B(1) for normal structural
engineering services with the general scope described below :-
Stage 1 (C1, C2, C3) – Scheme Design
- Resolve a clear brief for the works and highlight any sub contract works that
maybe necessary
- Collate any information available on the site regarding previous site investigations,
drawings of existing buildings, loading data (wind etc.) and codes of practice
- Review site access and highlight any potential restrictions which may affect the
design options.

- Discuss with the design team the technical viability of the works and provide
options on the approach to construction.
- With the help of the geotechnical engineers, provide a specification for
geotechnical investigations and get a minimum of two quotes for the works
- Highlight the need for any further survey work necessary to develop the project
- Provide sketched alternatives and suggestions in the form of reports and or
specifications for discussions with the Architect and design team. Provide input
to assist the cost consultant to prepare an outline cost plan
- Provide a summary of the outline structural proposals for client approval for the
next stage
Stage 2 (C4) – Detailed Proposal
- Liaise with the design team to agree a programme for the whole of the design
and construction of the works.
- Develop the design of the detailed proposals for the project in collaboration with
the Architect and design team.
- Prepare sketches, drawings, specifications, and/or calculations which are
necessary to enable the Lead consultant and cost consultant to prepare a cost
plan.
- Collaborate with the Architect and design team to prepare the detailed proposals
for presentation to the client, drawing attention to any significant differences from
the previous outline proposal.
- Provide a summary of the detailed structural proposals for client approval and
consent to proceed to the next stage.
Stage 3 (C5,C6,C7) – Final proposal, production info & tender
- Develop the design in collaboration with the design team and prepare sufficient
structural calculations, drawings, schedules and specifications to enable the
Architect to complete their proposals.
- Comment on the suitability of the proposed contractors and any necessary sub-
contractors
- Prepare summary reports of final proposals for client approval and seek consent
to continue with production information.
- Prepare calculations and drawings to submit for approval (with assistance from
the local engineer where a local license maybe necessary)
- Prepare drawings and performance specifications to enable the contractor and
their specialist sub contractors to carry out the works.

- Provide a tender issue of the structural design information to be issued to the
bidding contractors
- Comment on tender returns
Stage 4 (C8) – Construction
- Examine contractors proposals and shop drawings
- Monitor and record construction and quality control
- Advise on any testing that should be carried out during construction
We have not included for drainage work and would expect this to be carried out
by the M&E consultants. All testing and surveys, for example geotechnical, would
be additional to this.
We have also attached our standard terms and conditions and a few examples of
our work for your reference. We hope this is of interest to you and look forward to

TERMS AND CONDITIONS OF OFFER
1. Invoicing: Invoices will be issued on a monthly basis in line with progress through the work stages as defined on fee agreement.
2. Payment terms: Strictly within 30 days of the date of invoice.
Payments made outside this time are subject to interest charged at 4% over and above the current bank rates. Any issue with regard to fee accounts must be notified in writing at least seven days before the fee becomes due. In the event of any dispute with regard to fees, Atelier One reserves the right to refer the matter to an independent Adjudicator (please see No. 13 below)
3. Overdue Payments: In the event of payments being
significantly overdue Atelier One reserves the right to suspend performance under the terms of this agreement. Such suspension shall take effect immediately following 7 days’ written notice.
4. Discontinued Projects: Should the project be discontinued or
aborted, fees are required to be paid up to the work stage achieved and shall be charged in accordance with the Fee Schedule.
5. Redesign Work: Where substantial redesign work is required
as a result of changes in the Brief or other design issues beyond Atelier One’s control, Atelier One reserves the right to charge additional fees on a time charge basis. No such work will be carried out without prior written notification and approval.
6. Prolongation: The fee quoted is based upon the programme
advised for the works and assumes that, unless specifically noted, the works will be carried out in a single phase of construction. Should the design period or construction contract be subject to prolongation for reasons beyond Atelier One’s control, Atelier One reserves the right to seek additional fees for the extended period beyond the programmed completion date.
7. Estimated Project Value: Where the fee is quoted on a lump
sum basis referenced to an advised or estimated project value, atelier one reserve the right to review the fee should the actual project value vary by more than 10% of that estimated. If the actual project value is more than 10% lower than estimated, any fee reduction will apply to the subsequent work stage and will not be applicable to workstages complete or partially complete.
8. Non Standard Contracts: Where Atelier One has been
required to enter into a non-standard and non-ACE contract following commencement, Atelier One reserves the right to recover any additional costs arising, including Legal fees where appropriate.
9. Computer Charges: Where standard engineering
programmes are employed the charge is included within the time charge rates. For specialist programmes an additional fee dependent upon the complexity of the task will be charged, for which approval will be sought before work commences. External computing will be charged at Bureau rates plus 10% co-ordination charges.
10. Hourly Time Charges: A schedule of hourly time charges is
given below. 11. Disbursements: Will be charged at cost and items such as:
report printing, postage, specialist data, courier charges,
travelling, hotel and subsistence costs. Disbursements will vary according to each specific project.
12. Overseas : Overseas travel and accommodation associated
with the project is expressly excluded from the offer. 13. Statutory Fees: All statutory fees to Local Authorities, District
Surveyors etc and fees for any specialist testing, will be charged at cost.
14. Disputes and Independent Adjudication: Part II of the
Housing Grants, Construction and Regeneration Act (1996) provides for disputes to be referred to an Adjudicator and in the event of such a dispute, the following terms shall apply: · Atelier One reserves the right to refer disputes to a formal adjudication process as defined by the Act. · Seven day’s notice will be given of Atelier One’s intention to refer to an Adjudicator. · An Adjudicator shall be appointed by an Adjudicator Nominating Body (ANB) from the published DoE list. · The Adjudicator shall determine the dispute within 28 days and his/her decision shall be binding on both parties, and where applicable shall create an enforceable debt not subject to offset or counter claim. · Subsequent arbitration proceedings may be followed in accordance with the ACE Conditions of Engagement.
14. Schedule of Time Charges Jan 2013-Dec 2013: The following charges are appropriate for office based design consultancy and short term site supervision/monitoring. Time charges for acting as an expert witness or for similar commissions will require separate appointment.

Rates are exclusive of VAT (when applicable) and disbursements (see above).
15. Late Appointments: In the event of project/construction
managers or any other specialist consultant being appointed without prior notification to Atelier one, Atelier One reserves the right to seek an adjustment to this agreement in order to reflect the costs of any additional administrative and meeting time that ensues.
16. Specialist Testing: All specialist design/testing is additional to
that specified in the terms and conditions. Where Atelier One considers work is required outside the normal scope of the services to be provided by Atelier One in connection with the project in order to verify proposed solutions to technical problems presented by the project (which work might necessitate the employment of specialists or other third parties) Atelier One shall so inform the client. The client shall not unreasonably withhold consent to such work being carried out and the client shall pay the reasonable costs incurred by Atelier One and any such specialists or third parties in connection with this work.
