The objective of the SEIP project is to support the Indian public and private stakeholders in jointly implementing strategies for efficient, environment- friendly, and climate-friendly industrial development. The project works on mitigating selected environmental problems of national importance, with focus on industrial waste water and solid waste management. The project aims at demonstrating solutions on reducing acute environmental pollution and improving resource efficiency in industrial production for which technical solutions and business and management models can be showcased with positive results and direct impact on improving the environmental conditions at the selected sites. Further on, the cases can serve as models to be replicated nationwide subsequently. The project activities are focused to waste water conveyance, treatment, recycle and reuse, waste management, monitoring, process modification in individual industries etc. These will be complemented by training and skills development and by setting up of a virtual platform that offers exchange of best practice technologies. States selected for this project are Uttarakhand, Gujarat and Delhi. The SEIP project has a duration of March 2015 to February 2018 (likely to be extended by upto 1 year) and a budget of 6.5 million EUR. A brief overview of the SEIP Project is given at Annexure 1.

Activities for Uttarakhand The priority activities identified for Uttarakhand include:

□ Solutions for modernisation/up-gradation of CETP and selected ETPs, zero liquid discharge and/or recycle/reuse and proper disposal, improvement in conveyance and drainage

□ Demonstration of environment improvement measures in selected industries □ Skill development of ETP/CETP operators (Helpers, Technicians) □ Action plans for control of industrial pollution in Uttarakhand to River Ganga □ Environmental drives, workshops, meetings, conferences

Brief description of the above activities is given at Annexure 2. The complementary activities of the SEIP Project that are relevant for Uttarakhand are:

□ Technology platform - industry led platform will be established on a viable business model □ Green rating and certification system for industrial areas □ Recommend new measures for pollution control and resource efficiency under

policies/plans/programmes of the government

□ Upscaling/replication of successful models in up to 10 industrial areas □ Solutions for online monitoring system for ETPs/CETPs

Monthly Progress of Activities for Uttarakhand

1. Solutions for modernisation/up-gradation of CETP and selected ETPs, zero liquid discharge and/or recycle/reuse and proper disposal, improvement in conveyance and drainage

About the activity:

The objective of this activity include the following:

□ Up-gradation/modernization solutions for CETP and ETPs (09 nos) □ Design/redesign retrofitting of wastewater conveyance and storm water drainage □ ZLD solutions - recycle/reuse of treated wastewater □ Improved business and management model for CETP

Summary of progress so far:

In addition to the activities carried out in the last month related to the preparation and finalisation of the questionnaire, experts from Support for Ganga Rejuvenation (SGR) started making visits to the identified industries/sectors in IIE Haridwar to collect data/information regarding ETP upgradation and modernisation. For earlier activities, please refer to Annexure 2. For Common Effluent Treatment Plant (CETP) modernisation/up-gradation, experts from SGR, Dr. Jurgren Porst and Mr. John Thomas visited the CETP at Haridwar and collected data the following data:

2. Demonstration of environment improvement measures in selected industries About the activity:

This objective of this activity is to demonstrate the environmental improvements in selected industries

through implementation of technically sound and financially viable techniques/technologies for process optimisation, resource efficiency (materials, water, energy) etc. For earlier progress, please refer to Annexure 2 Summary of progress so far:

Facilitation team on wastewater pollution reduction was formulated in the planning workshop on 18th October, 2016 to promote cross learning by inviting industries and experts to participate in the discussions and to identify water pollution reduction measures for implementation in individual industries and IIE Haridwar. Progress for the current month:

□ Facilitation team meeting on waste water pollution reduction was organised on 30th November, 2016. Officials from SIIDCUL and UEPPCB participated in the meeting along with representatives from industries. Experts from SGR-GIZ made a presentation and gave a brief about the project activities. Below are the pictures from the meeting.

□ Key points of discussion/decision taken are given below:

Inputs were received on the questionnaire from officials from UEPPCB and from

representatives from industries.

Officials from UEPPCB requested the industries to support the experts from GIZ and to

actively participate in the project activities especially related to ETP improvement.

3. List of 15 industries was identified to select 9 industries for ETP improvement by Dr.

Ankur Kansal, Regional Officer, UEPPCB, Roorkee.

4. Confirmation for participation was received from 3 new industries, namely, US Metal Products Pvt. Ltd, Cavin Kare Pvt. Ltd., and MD Printing and Packaging Pvt. Ltd

3. Skills Development of ETP/CETP Operators (Helpers, Technicians)

About the activity:

Industries in SIIDCUL IIE Haridwar lack certified/skilled helpers and technicians for ETP/CETP operations. For earlier progress, please refer to Annexure 2 Summary of progress so far:

A six day ‘Skilling programme’ for ETP operators was organised by GIZ during 29th August 2016 to 3rd

September 2016 at Vapi, Gujarat. Trainers from the well-known German Association for Water, Wastewater

and Waste (DWA) conducted the sessions. . The overall objective of this programme was to upskill the

existing ETP/CETP workers as per the national occupational standards developed by SCGJ for

‘Technicians’ and ‘Helpers’. 4 participants from Haridwar participated in this workshop.

Progress for the current month:

A success story was prepared on the improvement in the ETP process and operation by the participants

from M/s Meenakshi Polymers Pvt. Ltd. Haridwar and published on SEIP- GIZ website and shared as a

best practice.

4. Environmental drives, workshops, meetings, conferences

About the activity:

Environmental drives, workshops, meetings, conferences are to be organised for increasing awareness and information/knowledge. For earlier progress, please refer to Annexure 2

Summary of progress so far:

Members of the facilitation team on environment drives and outreach were identified during the Planning

Workshop on 18th October, 2016 in IIE Haridwar.

Progress for the current month:

17 participants attended the facilitation team meeting on environment drives and outreach has been

organized on 29th November, 2016 in IIE Haridwar. Actions to be taken to address the following issues and

to work on the suggestions:

□ A reconnaissance survey will be conducted by the members of the facilitation team with officials from SIIDCUL, Nirmaan Nigam to identify the target areas and concerns for environment improvement in IIE.

□ Physical survey for monitoring the progress of the initiatives taken by the industries, SIIDCUL and Nirmaan Nigam will be conducted on last week of every 2nd month by the members of the facilitation team. First visit is planned in the 2nd week of December.

□ Lane wise garbage dumping bins to be set up for disposing solid waste. □ To initiate the facility of garbage collection vans in IIE SIIDCUL for dumping solid waste by

industries.

□ A Whatsapp group will be created with team members and SIIDCUL as members. Members will take pictures of the problem areas and post in the group and based on the problem, SIIDCUL will take actions.

□ Facilitation team members along with officials from will have a meeting with Bharat Oil Ltd. and ITC Pvt. Ltd. on solid waste disposal.

Annexure 1: SEIP Project Overview Objective: The SEIP project has focus on efficient, and environment and climate-friendly industrial

development. The objective of the project is: “Private and public stakeholders jointly implement strategies for efficient, and environmental and climate-friendly industrial development.” Duration: The project has a duration of 3 years from March 2015 to February 2018. The project is likely to

be extended by about 8 to 10 months. Budget: The total budget available for the duration of the project is 5 million EUR. An additional budget of

1.5 million EUR has been committed by the German for augmenting the activities for controlling industrial pollution to River Ganga. Project Sites: The project has its focus in selected sites at the Gujarat Industrial Development

Corporation’s (GIDC) Industrial Estate at Vapi (Gujarat), Delhi Industrial Infrastructure Development Corporation’s (DSIIDC) industrial areas at Patparganj and Lawrence Road (Delhi), and the Integrated Industrial Estate State Industrial Infrastructure Development Corporation of Uttarakhand Ltd. (SIIDCUL) in Haridwar (Uttarakhand). Partners: The Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India and

GIZ are the main project partners. An Implementation Agreement has been signed between MoEF&CC and GIZ on 16th June 2016. The Central Pollution Control Board, as a technical arm of MoEF&CC, plays an important role. The key stakeholders for the project site in Uttarakhand are:

□ State Industrial and Infrastructural Development Corporation of Uttarakhand Limited (SIIDCUL) □ Uttarakhand Environment Protection and Pollution Control Board (UEPPCB) □ M/s SK UEM Projects Pvt Ltd □ SIIDCUL Manufacturers Association of Uttarakhand (SMAU) □ SIIDCUL Entrepreneurs Welfare Association (SEWA)

SIIDCUL Industrial Association (SIA)

Approach The SEIP project works on selected environmental problems of national importance, with the main thematic focus on industrial wastewater and solid waste management. The project aims to showcase solutions on how acute environmental pollution can be reduced and how resource efficiency in industrial production can be improved. Project outputs are grouped into 3 areas:

□ Output A: Environment-oriented modernization of three industrial areas (showcasing solutions), □ Output B: Establishing appropriate framework conditions at the national and state levels, and □ Output C: Knowledge management and dissemination.

To accomplish these outputs, various activities are being taken up at the national level as well project site level. The project activities are focused on wastewater conveyance, treatment, recycle/reuse, waste management, monitoring, process modification in individual industries etc. These will be complemented by training and skills development, and setting up of a technology platform. At the national and state level, the project supports the creation of an enabling framework by suggesting measures for new policies, plans and support programmes to prevent and reduce pollution and improve resource efficiency in industrial zones. Further, the project will create practical examples of management and planning for sustainable industrial zones supporting women. The project will include private stakeholders such as industry associations, operators of industrial sites and companies, and relevant entities in the states and the centre. The public and private sectors will be effectively engaged at various stages of the project.

Expected Results of SEIP Project

The SEIP project will demonstrate solutions resulting in positive impacts and improved environmental conditions at the selected sites. The successful cases will serve as models that can subsequently be taken up on much larger scales. The key indicators for measuring the results are:

□ Decrease in pollution by an average of 20 percent in the surroundings of three industrial sites. □ Launch of development programmes and promotional guidelines that aim at increasing resource

efficiency and reducing pollution in selected states. □ Launch of two additional compulsory central government policies, plans and/or programmes, and

measures to prevent and reduce pollution as well as improve resource efficiency in industrial zones.

□ Adoption of best practices through technology and management methods for an efficient, environment- and climate-friendly industrial development in 10 industrial zones.

□ Provision of two additional practical examples regarding management and planning methods of sustainable industrial zones that support women.

Annexure 2: SEIP Project Activities in Uttarakhand

Activity 1: Modernisation/Upgradation of CETP/ETPs, ZLD, Improvement in Conveyance or Drainage Key issues:

The SIIDCUL IIE Haridwar has a Common Effluent Treatment Plant (CETP) of 9 MLD design capacity.

Over 400 units are connected to this CETP. The project was awarded on BOT basis to SK UEM Water

Projects Private Limited through a 20-year agreement. The CETP currently caters to only about 2.65 MLD

of waste water (domestic and industrial). The key issues related to CETP are:

□ Ensuring “all time compliance” of CETP/ETP and compliance of discharges of individual industries to the permissible limits of pollutant parameters.

□ Zero Liquid Discharge (ZLD) is to be achieved. □ Existing business and management models of CETP need improvement. □ Storm water overflow to CETP adding to carries pollutants and hence requires appropriate

measures.

Proposed measures:

The proposed measures under the SEIP Project include:

□ Up-gradation/modernization solutions for CETP and ETPs (10 nos) □ Design/redesign retrofitting of wastewater conveyance and storm water drainage □ ZLD solutions - recycle/reuse of treated wastewater □ Improved business and management model for CETP □ Environmental drives for improving compliance and removal of waste dumps

Progress:

□ Engagement of German experts

GIZ had hired an international consultancy to work on detailed problem analysis on the above aspects and provide conceptual solutions. The experts have started work from September 2016. In a second stage, the conceptual solutions will be further elaborated with design details and specifications for implementation.

□ Data collection/surveys/studies

IIT Roorkee was engaged by GIZ and a rapid pollution assessment study has been completed.

IDEC, Bangalore was engaged by GIZ and an economic assessment study on CETP was

conducted.

Masters of City Planning (M.C.P) students from IIT Kharagpur and S.P.A Bhopal underwent

internship with GIZ and initiated a GIS based mapping for IIE Haridwar. Also, some of the

problems were identified.

Questionnaires have been designed to collect information related to wastewater discharge

profiling from industries/ETPs and CETP. GIZ teams will start surveys soon.

Activity 2: Environment Improvements in industries Key issues:

The total number of industrial units established in Haridwar city as on March 31, 2014, is about 750, of

which 460 are within the SIIDCUL IIE Haridwar. Most of the industries are connected to CETP, however

some are yet to be connected due to connectivity problems to conveyance systems because of slopes. A

solution has to be found for such industries.The general problems faced by the industries are to be

addressed, such as inefficiencies of resource utilization (material, water, energy), usage of old technologies

and inefficient operational techniques, pollution and non-compliance with environmental statutory

requirements, operation & maintenance aspects of environmental infrastructure related to wastewater and

waste.

Proposed measures:

The overall objective of the technical cooperation support from the SEIP Project is to enable environmental

improvements in selected industries through implementation of technically sound and financially viable

techniques/technologies for process optimisation, resource efficiency (materials, water, energy) etc. These

improvements have also to result in the reduction of environmental pollution by 20 %, measured by the

change of parameters as pH, BOD, COD, TDS, TSS etc. with respect to baselines, established at the start

of the project. Furthermore, the replication of the successful experiences in other industries/industrial areas

should be enabled.

The proposed measures under the SEIP Project include:

□ Monthly meetings are to be conducted with industries for knowledge exchange and to promote Best

Available Techniques (BAT).

□ Detailing of solutions to various problems (target – 50 industries) by German experts.

□ Support to industries during implementation of solutions.

□ Enable replication of successful models in IIE Haridwar and other industrial areas.

□ A comprehensive enforcement ordnance is developed for tannery sector as an example, based on

experiences from Germany, for use by CPCB and SPCBs.

Expected outcome:

□ Environmental improvements in selected industries (upto 50 nos) resulting in the reduction of

environmental pollution by 20 %, measured by the change of parameters as pH, BOD, COD, TDS,

TSS etc. with respect to baselines, established at the start of the project.

□ Guidelines and case example documents are available.

□ Replication of the successful experiences in other industries/industrial areas is enabled through

measures through regulatory actions and polices/plans/programmes.

□ Enforcement ordnance is available for tannery sector as an example.

Progress:

□ Engagement of German experts

The scoping of the services related to environment improvement in industries has been

completed. The terms of references for engaging international consultants have been finalised

(ref. Annexure 1) and the contracting process has been initiated by GIZ. The experts are

expected to start their work in January 2017.

A German expert is being engaged for developing a comprehensive enforcement ordnance

for tannery sector for use by CPCB. Ref. Annexure 2.

□ Data collection/surveys/studies

Questionnaires have been designed to collect information related to waste water and waste

from industries. GIZ teams will start surveys soon.

Activity 3: Skills Development – ETP/CETP Operators (Helpers, Technicians) Key issues:

The environmental laws require the trade effluents discharged from any premises used for carrying on any

industry, operation or process or treatment or disposal system to be treated to meet the prescribed

standards before their disposal. Accordingly, a number of Effluent Treatment Plants (ETPs) have already

been set up by industries and more will come up in the future. The 17-categories of highly polluting industry

sectors are in special focus from the regulatory authorities due to pollution caused by them. To facilitate

cost effective treatment solution for SMEs, the Government of India has been promoting setting up of

Common Effluent Treatment Plants (CETPs) and the country today has over 190 such treatment plants.

The key issues/aspects related to skills of ETP/CETP operators (Helpers and Technicians) are:

□ ETPs/CETPs operators of SIIDCUL Industrial Estate lack the certified/skilled operators in industries.

□ Government of India is promoting skills development of ETPs/CETPs operators (Helpers and

Technicians) in industries.

□ 7 training institutions have been affiliated by SCGJ/NSDC for building the capacity of ETPs/CETPs

operators.

Proposed measures:

The proposed measures under the SEIP Project include:

□ Skills development programmes (2 rounds in 2016/17) are to be organized for 60 helpers and 60

technicians by GIZ.

□ The performance of operators need to be analysed and monitored before and after skills

development programmes.

□ Skills competition was organised for trained teams at IFAT trade fair at Mumbai on Sept. 30, 2016.

Expected outcome:

□ Availability of certified skilled technicians and helpers in IIE Haridwar for improved operation and

management of ETPs/CETP.

A 6-day skilling programme was conducted by GIZ jointly with SCGJ during August 29 to September

3, 2016 at Vapi in which up to 10 technicians/helpers were invited from IIE Haridwar. The course

was conducted by a senior German skilling expert from DWA.

Activity 4: Other activities for IIE Haridwar/Uttarakhand Key issues:

The other key issues and status related to IIE Haridwar are:

□ IIE Haridwar is lacking a well-defined management structure for managing the industrial estate an

infrastructure & services.

□ Uttarakhand has over 100 industrial areas. Amount of pollution contribution from these industrial

area to River Ganga is unclear. There is no comprehensive action plan for controlling industrial

pollution to River Ganga.

□ There is inadequate awareness and participation by industries for environmental improvement in

IIE Haridwar.

Proposed measures:

The proposed measures under the SEIP Project include:

□ Development of proposals on management structures for IIE Haridwar by the German experts

based in international experiences.

□ Inventory of industrial areas, and GIS based mapping of industrial pollution and drainage of Ganga

basin with spatial and attribute data.

□ Strategic/Action Plan is to be developed for industrial pollution control to River Ganga.

□ Environmental drives, workshops, meetings, conferences are to be organised for increasing

awareness and information/knowledge sharing.

Expected outcome:

□ Improved management structures are installed for IIE Haridwar.

□ GIS based database is available with spatial and attribute data for industrial pollution vis-a-vis

Ganga basin.

□ Strategic/Action Plan is to be developed for industrial pollution control to River Ganga.

Annexure 3: SEIP Project Complementary Activities □ Environmental Technology

Platform

An Environmental Technology Platform is planned to be set up through a private sector on a viable business model, for facilitating information on technologies related industrial waste and wastewater, and to facilitate technology transfer.

□ Green rating and certification system for industrial areas

A green rating and certification system is proposed to be developed for industrial areas so that these serve as benchmarks for planning new industrial area or retrofitting old industrial areas, besides being able to assess how good or bad is an industrial area from environment and sustainability perspective.

□ Policy framework/guidelines/ plans/programmes

The SEIP project will work on measures, policies, plans and promotional funding schemes on the national level and in selected states to support the promotion of an efficient, environment and climate friendly industrial development.

□ Management structures for industrial areas

The existing industrial areas in India and specifically those covered under SEIP Project (GIDC Estate Vapi, SIIDCUL IIE Haridwar and DSIIDC’s industrial areas in Delhi) do not have clearly defined management structures to manage the industrial areas. Hence, planning and managing of the infrastructure and services in these industrial areas is becoming difficult. The SEIP project proposes to come up with viable solutions based on Indian and international experiences.

□ Online monitoring systems for industrial wastewater

The environmental regulatory agencies (CPCB/SPCBs) have been constantly tightening the monitoring systems so that not only the conditions of wastewater discharges from industries and industrial; areas can be checked, but also the defaulters can be identified and actions taken. Recently, CPCB has suggested online monitoring systems to be installed by the industries and CETPs. However, there are a number of problems associated with choosing the right equipment, after sales services, calibration of equipment etc. CPCB and SPCBs are also working on monitoring of receiving water bodies, such as River Ganga, River Yamuna and River Damanganga that receive industrial wastewater. The SEIP project will work on solutions for improved online monitoring systems, which would help in better monitoring of the pollution levels and improvements from time to time.

□ Skills development for operators (technicians, helpers) of industrial wastewater treatment plants

The industrial wastewater treatment plants has several jobs associated, viz. support staff, supervisory staff, managerial staff etc. depending on the size of the treatment plants. In association with the Skill Council for Green Jobs of the National Skill Development Corporation, the SEIP project is working on skills development for technicians and helpers of the ETPs/CETPs in Vapi, Haridwar and Delhi. The improved skills are expected to improve the operation of the treatment plants, thereby reducing pollution levels.

Cost savings and Performance improvement in the ETP O&M through skill development in Meenakshi

Polymer at Haridwar.

Mr. John Thomas, ETP Expert from GIZ-SGRmade a presentation on ETP improvement programme

methodology and its intended benefits for ETP owning companies. Mr. John also gave an overview on the

questionnaire for collecting basic water usage & treatment pattern in the ETP owning companies.

Inputs were received on the questionnaire y the officials from UEPPCB and industry

representatives.

Dr. Ankur Kansal RO. from UEPPCB advised the industries to come forward and participate in the

ETP improvement program by GIZ-SEIP.

List of 15 industries has been identified to select 09 industries for ETP improvement by Dr.

Kansal.

Following issues has been identified by the members of the facilitation team:

Green areas and areas designated for parking

Encroachment by street vendors has increased both on the boundaries and within the industrial

estate.

No Solid waste disposal sites has been specified in the IIEH to industries for garbage dumping

Dumping of solid waste by other industries in the vacant industrial plots

Following are the Suggestions from Industry representatives:

Bharat Oil has been authorised to collect the hazardous waste of the industries. Industry

representatives requested SIIDCUL to review the terms of reference with Bharat Oil.

A webpage or web link should be developed for showcasing the improvement measures taken by

industries in SIIDCUL

Lane wise garbage dumping bins separately for biodegradable and non-biodegradable waste

should be identified and put in for non-hazardous solid waste.

Boundary wall with fences should be constructed along the Rawali Rao drain.

SIIDCUL has allotted a site in the IIE Haridwar to ITC Ltd. for waste management. Members

proposed to visit ITC model of operation and practices for waste management.

Re processing of the solid waste should be explored.

An area wise rating for showcasing improvement in environmental conditions should be adopted.

Solutions/Actions to be taken to address the following issues and to work on the suggestions:

A reconnaissance survey will be conducted by the members of the facilitation team with officials

from SIIDCUL, Nirmaan Nigam to identify the target areas and concerns.

A Whatsapp group will be created with team members and SIIDCUL as members. Members will

take pictures of the problem areas and post in the group.

Physical survey for monitoring the progress of the initiatives taken by the industries, SIIDCUL and

Nirmaan Nigam will be conducted on last week of every 2nd month by the members of the

facilitation team. First visit is planned in the 2nd week of December.

To initiate the facility of garbage collection vans in IIE SIIDCUL for dumping solid waste by

industries.

Facilitation Team members along with officials from SIIDCUL will have a meeting with Bharat Oil

Ltd. and ITC Pvt. Ltd. on solid waste disposal.
