The Namibia Consumer Price Index (NCPI) includes all expenditures on goods and services made by Namibian private households in urban and rural areas, and is compiled by comparing the prices of the goods and services of the month under review with the prices prevailing in December 2001. More than 7,000 prices quotations for goods and services are collected monthly from about 650 retail outlets in 8 localities.
The item indices are calculated as unweighted geometric averages of price ratios while the higher-level indices are calculated as weighted arithmetic averages of the item indices by using chained Laspeyres index number formulae. The NCPI weights represent the expenditure share of each commodity in the 1993-94 Namibia Household Income and Expenditure Survey. The Namibia Consumer Price Index is published about 15 days after the end of the reference month to which it relates.
The NCPI is used as the basis to calculate the rate of inflation as experienced by households in their role as consumers. The inflation rate measures the change in the NCPI of the month under review to the previous month (month-on-month change) or to the same month in the previous year (year-on-year change). The NCPI and the inflation rate have become key figures for purposes of economic policy-making, especially the conduct of monetary policy.
The inflation rate is often used in a wide variety of private contracts for the purpose of adjusting payments (such as wages, rents, interest and social security benefits). It can, therefore, have substantial and wide-ranging financial impli-cations for governments and businesses, as well as for households.

SUMMARY COMMENTS
The All Items Index for September 2013 increased by 0.7 percentage points from 205.4 recorded in August to 206.1. This increase resulted in a monthly infl ati on rate of 0.4 per cent as compared to 0.5 percent recorded in August. The increase based on the All Items Index for September 2013 was due to increases recorded in all the groups compris-ing the NCPI with the excepti on of Hotels, Cafes and Restaurants and Miscellaneous goods and services which showed decreases of 0.4 percent and 0.1 percent, respecti vely.
The annual infl ati on rate for September 2013 was esti mated at 5.5 percent compared to 6.0 percent recorded in August 2013, a decrease of 0.5 percentage points, while the corresponding rate recorded during the same period last year was 6.7 percent.
The All Items Index since December 2001 (base month) to September 2013 increased from 100 to 206.1 which show that prices of goods and services comprising the NCPI have more than doubled during the indicated period as illus-trated by chart 3 below.

The index for Food and Non Alcoholic Beverages rose from 241.6 recorded in August 2013 to 242.8 in September 2013, resulti ng in a monthly increase of 1.2 percentage points. The September increase in the Food and Non-Alcoholic Bever-ages Index was caused by rising prices in the categories of Food products n.e.c (1.8 percent), Oils and fats (1.3 percent), Bread and cereals (1.0 percent) Meat (0.8 percent), Vegetables including potatoes and other tubers (0.7 percent) and Fish (0.6 percent).
The Goods annual infl ati on rates trends followed those for Services hovering between 2.5 and 6.2 percent. The month-ly and annual infl ati on rates for Goods were esti mated at -1.3 and 2.5 percent as compared to those for Services which stood at 2.9 and 10.5 per cent respecti vely.
The increase in prices for Services was due to increases in prices recorded in the subcomponents of: Repair of fur-nishings and fl oor covering (8.3 percent) Water supply, sewerage service and refuse collecti on (8.0 percent), Package holiday (3.5 percent) and Public transportati on services (1.2 percent)
The annual infl ati on rates for the major groups comprising the Namibia CPI recorded in September were Food and Non alcoholic beverages 5.2 percent, Housing, water, electricity, gas and other fuels 7.4 percent and Transport 7.2 per cent. The corresponding rates registered during the same period last year were 9.2, 7.6 and 6.3 per cent respecti vely. The average monthly and average annual infl ati on rates for the period January to September 2013 stood at 0.5 and 6.1 per cent as compared to 0.5 and 6.4 per cent esti mated during the same period last year.
The detailed results of the Namibia CPI for the month of September 2013 are displayed in Tables 1-10 and in Charts 1-7 respecti vely on the following pages.
