CHAPTER –1

MULTI- HAZARD DISASTER MANAGEMENT PLAN

1.1 WHY IS IT: District Disaster Management and Response Plan is mainly to take all preparedness to combat

the all possible Disasters in order to save the human life and livestock.

1.2 OBJECTIVE: Like other District of the State, more than 60% area is hilly and has good forest coverage. The

important hill ranges are Jampui in the South-East of the District in Kanchanpur Sub-Division. It is the highest range in

the State, which is approximately 3000 ft. high from Mean Sea level. The other hill is Sakhan which divides the

Kanchanpur Sub-Division of the District and Longtharai Valley Sub-Division of Dhalai District located in the South-

West of the District. The another hill is Shakan which divides the Kanchanpur Sub-Division of the District and

Longtharai Valley range is Unokoti which is located in between Kailashahar and Dharmanagar Sub-Division and in

Central-Northern part of the District. This hill range is famous for locating less than 1 (one) Crore engraved picture of

gods & goddess on the stone, which is a famous tourist spot. All the hill ranges run from South to North. In the extreme

South the hilly region can be said the foothills of the Chittagaong hill tracts of Bangladesh. The river Deo that

subsequently meets the Manu river at Kumarghat area starts from the Chittagaong hill tracts and flows through the

Kanchanpur Sub-Division towards North. The main river. Longai and Juri flows from South to North.

As for other parts of the State, though there are good habitations on the tilla land, maximum habitations

are on plain and on the riverbanks. It is fact that before 30/40 years, back the river Deo, Juri and Longai used to play vital

role for transportation of different goods by locally made boats. Even for few years back the Longai river was used for

transportation of main commodities under PDS from Damcherra to Khedacherra.

Undulating hilly terrain and uneven plains characterize the topography of the District. The soil condition

of these hilly ranges is same and composed of gravel mixed with loose soil and laterite type and alluvial in the river

valleys and fat lands.

Hot and humid summer with sufficient rainfall between June & October and dry winter characterize the

climate of North Tripura District. Rainfall is usually high in the District compared to other Districts in the State. But

since 2008 the amount of rainfall has decreased somewhat. Temperature is generally moderate and mild variations are

noticed in various places of North Tripura District. The North Tripura District is situated in intense seismic region, which

is placed in the category of Zone – ‘V’.

A major part of Kanchanpur Sub-Division having Land Slide prone area, specially the Jampui Hills RD Block &

Dasda RD Block. Also a part of Panisagar Sub-Division specially Damcherra & Khedacherra area having Land-Slide

prone area. Jaithang in Bagbassa area & Balidum in Ananda Bazar area under Dharmanagar Sub-Division are also Land

Slide prone areas.

(1) Road from Kanchanpur to Vangmun – 30 km under Kanchapur sub-Division.

(2) Road from Vangmun to Kawanpui – 38 km under Kanchapur sub-Division.

(3) Road from Anandabazar to Sakhansermun- 20 km under Kanchapur sub-Division.

(4) Road from Damcherra to Khedacherra under Panisagar Sub-Division.

1.6 Overview of the District:

Location :- The North Tripura District came into existence when the erstwhile North Tripura with

Headquarter at Kailashahar was bifurcated into two districts with effect from 13.01.2012 as North Tripura District

(Dharmanagar H.Q) and Unakuti District (Kailashahar H.Q.). The reconstituted North Tripura District with H.Q. at

Dharmanagar was inaugurated by Hon`ble Chief Minister of Tripura on 13.01.2012. The District has altitude 12.80 mtr.

The District is bounded by Assam & Mizoram in the East, North by Bangladesh, West by Dhalai District and in the

North-West by Unokuti District and Bangladesh.

Geographical location :- Latitude - 24° 19´North

Longitude- 92° 01´ East

Area and Administrative Division :- Total geographicl area of the District is 1422.19 sq.

km.. Jampui Hill Range is the highest Range in the state, which is about 3000 ft from sea level.

The District comprises three (03) Sub-Divisions, which is subdivided into eight (08) R.D Blocks.

There is only one Municipal Councin named Dharmanagar MC under Dharmanagar Sub-

Division, One Nagar Panchayet named Panisagar NP under Panisagar Sub-Division. Two

TTAADC Constituencies also fall under the District Total population of the District is 444579

which is approx. 12% of the total population of Tripura. The overall literacy figure for the

District stands at 87.90% (State 87.82%) & the Sex ratio is 963/1000 (F/M) (State 960/1000).

There are seven (07) Bru-migrants Camps in the District, four (04) in Dasda R.D

Block under Kanchanpur Sub-Div. and three (03) in Panisagar Sub-Divn. There are

around 37000 Bru-migrants are living in these Camps since 1997.

2. Disasters in North Tripura: -

In North Tripura, the Dharamanagar is located between Latitude - 22º56´to 24º32Ń to 91º09´to 92º20É. The Sub-

Division is medium physiographic Zone and undulating land surfaces are mainly seen in ADC villages under Damcherra, Jampui Hill,

Dasda, Panisagar, Kadamtala and Jubarajnagar Block areas. This District was established in the year 2012 on 13th January and

shares its border with Bangladesh on West and North Sub-Division H.Q. The total area covered by the Dharmanagar Sub-Division is

504.97 Sq. KM (approx.) and population1,67,179 (as per 2001 census). Similarly, the Dharmanagar Sub-Division is situated

between 24º36Ń to 92º16É. The altitude of Dharmanagar town is 21 mtrs. above mean sea level. Undulating hilly terrain and

uneven plains characterize the topography of the Sub-Division. The soil condition of this hilly ranges is same and composed of

gravel mixed with loose soil and literate type and alluvial in the river valleys and flat lands.
