The one thing they all these devices have in common? They all connect to the Internet - by mobile networks or WiFi. And they are increasingly in young people’s pockets...

As I was putting together this

presentation last night I

noticed a Tweet about this report..






It re-enforced the perception that there is a

paradigm shift going on in how people receive

content. A switch from thinking just about

websites - to thinking about apps too.





The top apps (not just for

young people) seem to be games.

That’s Tim Berners-Lee, inventor of the

WWW. More recently he’s been telling

people to stop hugging their data - and

working with governments to publish

data openly online.

All sorts of data. Performance data. Location of services. Spending data. And loads more. Central government is mandating that some data must be published - and encouraging services to publish other datasets.



Local authorities should all be

publishing spending data this year - for

every item of spend over £500.



Once data is available - it can be visualised and explored in different ways - and the availability of large sets of open data is stimulating action on data-driven journalism; data analysis; data visualisation and data-based campaigning.

This is Schooloscope.com by the way - it

boils some stacks of school performance

metrics into a simple display - helping people

to choose schools.



And this is a data visualisation built in an afternoon at ‘Oxford Open Data Day’ - where local civic-minded developers got

together to explore public data.

Armchair auditors?

Government are talking about open data as part of ‘transparency

and accountability’. As the way services are delivered changes -

with more commissioning, increased localism and funding based on

evidence and outcomes - working with open data becomes an

important part of participation.

But is there space (and support) for young people as part of the imagined army of

We have to keep them all in mind as we respond to technology trends. We can’t just focus on risks and try to do ‘protection’ by restricting access.

And we can’t just get excited

about ‘cool tools’ forgetting about

the need to create a safe

environment for young people -

and our role supporting young

people to discuss, understand and

make sense of the digital world.

We need to provide and promote positive opportunities; develop young people’s resiliency; and promote a voice for young people in affecting digital change.
