Tower Hamlets-an East London borough- is an area dominated by working class inhabitants since the 19th century and till today is character-ized as a low- incomes’ area [immigrants, etc]. The last decades the area has become subject to new developments that raise the real estate prices and brings middle- class into it. This trend, along with the development of the Isle of Dogs into a central business district, is encouraging the gentrification forces into the area. We believe the missing connections both within the area and with the rest of the city is a major problem. Tackling the polarization and social segregation should be a main issue to focus on. Through an effective urban strategy- directed towards a pragmatic basis- that can provide a sense of unity and encourage co-existence within an efficient public building program, it is possible also for the lower incomes to take advantage of the money in-vested in the area and encourage the increase of housing densities– in other words make the gentrification more ‘profitable’ for the poorer citizens and smooth its consequences. We propose two urban strategies in parallel. Both strategies deal with the issues of connectivity, introduction of new building program, housing density and revitalization of public space.

Tower Hamlets_proposed urban strategies_The Marathon

In the context of 2012 Olympics, the marathon route that begins from City is scheduled to pass through Tower Hamlets and end up to the Olympic village. The route -instead of taking place along High Street- will zig- zag through the existing streets, crossing the open spaces of some housing estates. These open spaces – relatively small ones, therefore we call them pocket spaces- will be redesigned as public spaces to host the event and also some public program will be located into them.

The selected pocket space is called Crossways estate. The concept of the design refers to a unification gesture in a neighbourhood that is characterised from socio-spatial frag-mentation as seen from the analysis. Therefore the existing platform over the railway is extended to bridge the two sides, and create a pedestian ac-cess from one side to the other. This extended platform hosts public pro-gram under and on top of it in close realtion with the three high rise resi-dential buildings of Crossways estate. This ‘unifying platform’ is actually a network of bridges that are also de-signed to host the Marathon event -the marathon route passes through Crossways estate. That has been tak-en into consideration during the design process.

It is of mere importance the existance of many educational institutes in the area [Bow School, London Technical College]. The new public program introduced is intended to serve the student community of the area since there seems to be no suf-ficient space for the students to socialize. The closed spaces are small pavillions of 6*6 or 12*6 plan dimensions. The ground floor is redesigned as a public square with the urban furniture and planting and the closed spaces host small scale commerce as well as small pubs and cafes. Therefore, the ground floor acquires the character of a local shopping center.

Morphologically, unity should be em-phasized. The project constitutes the plat-form on which the program could potentially change and transform -according to the needs and the administrative local bodies that can run it. However,temporary building structure is combined with stable concrete one that becomes the receptive body of the program. The concrete floor is folded to become the pavillion roof that hosts the lighter pre-fab building elements. The result is a unified structure of a continuous concrete surface that is a combination of closed and open-air public spaces.

detailing The material chosen for the forma-tion of the facade should also be a contin-uous surface, operating both as railing and as skin for the closed spaces. Moreover it should be a neutral, disposable and rela-tively cheap material subject to the needs of the users. Therefore I chose perforated metal panels to cover the structure that could also offer different transparency options. Transformability and adaptivity of public space has been a key issue to the design.

On the upperfloor-in direct rela-tion with the highrises’ first floor en-trances- educational and artistic activities are located. The local artists’ organisa-tion, Bow Arts Trust, is running art proj-ects and workshops for the neighbour-hood and these spaces are supposed to become part of this program. Moreover, some of the pavillions are designed as small residences and ateliers that can be rented to local artists on a small fee. Therefore, the top of the platform be-comes a lively space of cultural activity that attempts to engage the inhabitants to a social and cultural interaction. Con-sidering the multicultural character of Tower Hamlets population, this program-matic approach could result to a positive social condition, tackling segregation.

The structure is designed to host the Olympic Marathon as seen above, an attempt of the project to attract money and atttention in Tow-er Hamlets. Therefore, the athletes will run on part of the paths cre-ated that is 6.6m wide-the path width has de-termined the space grid. The green slopes and the open staircase that leads to the ground floor could also operate as the spec-tators’ space on the day of the event.

The proposal aims to maintain the publicity of a central district of Athens, Omonoia, on the one hand, and attempting to retract its characterization as degraded on the other .The analysis shows spatial issues such as the abandoned building stock, the lack of viable open spaces (due to the high density of built environment through the depletion of the built-surface ratio) and, mainly, the lack of designing an appropriate model of inhabitancy for the heterogeneous groups that coexist in the area (immigrants of different ethnic groups, vulnerable social groups, middle class bourgeois). In such a complex urban formation, in respect of both uses and users, we organise a network of de-sign interventions that will run in parallel on different levels,from the urban to the residential scale.

It is therefore proposed to re-use specific empty buildings of architectural interest by lo-cating cultural, welfare and educational activities that the area lacks at the moment. At the same time, a circulation network is designed that connects new activities, open and green spaces. This network is signaled and reinforced by the repetitive placement of certain materi-als on pedestrian paths and rest areas,as well as planting that acquires structural character.

Zooming-in to the building block scale, we propose a building complex that func-tions as a reception center for immigrants offering a semi-permanent residence for one to two years. The spatial program is a model of ‘cohabitation’, which includes public func-tions for the wider community -such as small-scale trade and ‘multinational’ restau-rant and recreation- and common activities for the residents -such as childcare space, shared laundry and kitchen, lounge, etc. Public functions are located mainly on the ground floor, in direct interaction with the outdoor space and directly accessible from the street.

The construction of the complex acquires symbolic character, as it overemphasizes the functional differentiation between floors, ie public-private. The ground floor is stable concrete construction, while the appartment blocks follow pre-fabricated metal system. Prefabricated building system, con-trasts with the rigid, cocncrete structures of Athens’ urban environment. It is the introduction of a new building structure, more flexible and transformable both in size and density and can better adapt to future changes, which we consider as cru-cial matters for the complex and dynamic character of urban center.

Appartments are located on the upper floors. We maintain a rigorous construction grid 6 * 4.5 m, which is the smallest unit of residence and by duplication it produces larger appartments (12 * 4.5). The layout is organised in zones and derives from the synthetic issues we had to deal with and the need for economy of space. We therefore studied a minimum unit of residence of 6 x 6 m which is divided into three zones. The first (3.5 x 6 m) includes sleeping rooms, storage spaces, lounge and outdoor spaces and the second is a circulation zone of 1m. The rear zone includes the wet areas in cantilever beam, which maintain standard dimensions (1.5 x 2.5 m). The number of persons living in these residences varies from 1 to 3 persons for smaller units and 4 to 6 for the larger ones.

The second intervention con-sists of the formation of a “com-mercial walk” starting from the railway station, continuing to the Pa-panastasiou avenue in order to end to the ex-factory Britannia which is proposed as a cultural centre.These two “walks” are developing in parallel and are attempting to unify the different parts of the study area by activating the function of public open-air spaces (pedestrian roads, urban squares, parks, riverside paths). The allocation of the circula-tion is redesigned with emphasis to the pedestrian visitor and inhabitant.

In response to the existing problems in the study area, such as the traf-fic congestion, the pedestrians’ obstructed circulation and the simultaneous ex-istance of incongruous uses of land, the conceptual principles are condensed in two axis: The first one considers the unification of the green spaces, which pres-ent a great dispersion. A pedestrians’ “green walk” is designed, connecting the riverside of Podoniftis with the Probona wood to the south and the riverside of Giabourla with the New Filadelfia wood to the north through treeclad paths which pass through the reformed blocks.

The residential buildings keep distance from the commercial foreheads and outlook mainly to the riverside. The communal open-air space can be accessed by paths transversal to the building volumes. Considering 30m2 as the minimum vital space for each inhabitant, the building’s composition result from the repetition of a 5*6*3m grid. Placed in a strict rhythm of bearing elements, these volumes some-times are sliding and sometimes are absent shaping an interesting alteration of voids and solids. The voids most of the times become private terraces. Circulation in the complex is organized in verti-cal cores, which distrubute the individual entrances on every level.

MVRDV together with Delft University of Technology run a new think tank: The Why Factory (T?F). It is organized as a foundation. T?F wants to give argumentation back to the architectural and urbanistic world. T?F concentrates on the production of models and visualizations for future cities. ANYWHERE. T?F makes new cities! It researches possible directions of our urban futures: The Future City Program.

How can the relatively sparsely in-habited inner city of Rotterdam be densi-fied ina sustainable manner?This publica-tion is one of the tangible products of the Municipality of Rotterdam’s participation in the International Architecture Biennale Rotterdam 2012. It explores the hypothesis that Densification+Greenification=Sustainable City and presents the findings, sup-ported by input from inhabitants, entre-preneurs and specialists.

The main idea of the project consists on mixing the pe-destrian with the car program. Therefore, the plastic, float-ing façade with the horizontal openings and the dynamic lines that hides the division of the two levels stands for the car function while the stiff concrete roof with strict column grid underlines the human scale where is used by the pedestrians. The main attempt was not to create a single building, but more a combination of closed, semi-closed and open spaces that could be used in interaction, all united by the concrete slab. This roof obtains several qualities, from an open green terrace to an interior space for the formal car repair. What is also important is the relationship with the big residential building which consists a visual border, blocking the contact and activity of the square from the rest of the city. My main goal was to smoothen this border and project to the highway the new building. So I removed the existing functions from the ground floor to create a commercial front with car showrooms as well as an entrance of the square for the pedestrians. The entrance for the cars to the upper floor also begins under the residential block, with a ramp leading the cars upstairs. It is an effort to project the new program of the square to the city.north facade

Materialisation was made in relation to the different qualities of space and the automobile-man dipole. The big linear roof is a thick concrete slab to imply the essence of the elevated ground. It is an attempt to create an upper level square, in relation to the big public space and the informal repair area designed on the front. The idea is to create this “second-level ground” under which the program is placed, in direct connection with the public square. On its top, part of the roof is used as an open space with green areas for the community also in direct relation with the café of the education building while other part is a trial road for the cars of the formal repair shop. The rest of the construction on ground floor is simple concrete columns, glass and concrete panels for the commercial spaces. Education building is distinctive from the rest of the structure and it consists the vertical element of the composi-tion. Its front façade is transparent to project the interior to the square, while the rest is mainly closed and covered with painted aluminium panels. The most predominant element of the building is the plastic façade that becomes the outer shell which folds around the stiff roof, and expresses the spaces of automobile. The material was cho-sen for its ephemeral, disposable character which could fit well to a repair garage in Allebeplein and also for its possibility of different levels of transparency.

The concept of the design consist of a per-pendicular movement that crosses the site through the theatre lobby. The building complex “opens up” to the community, creating public paths while at the same time preserves the privacy of rehearsal spaces. The outdoor spaces down-grade, allowing the indirect approach from the street and from the interior of the building. Three building units are being distinguished ac-cording to the use.

Following the reverse inclination than the one of the natural ground the theatre is situated on the north-west side of the site, with capacity of 400 seats. for the potential transformation of the relationship between the perform-ers and the audience, a flexible stage has been designed. Through a mechanism of collapsible platforms it provides two different theatre types. The two-level foyer is being mor-phologically distinguished by a linear form and transparency at the facade.

The design solution proposes the creation of two building blocks facing the street. The two blocks are joined by a third smaller binder volume, which contains the central staircase and the entrances for the two levels on its front, and the wet areas of the appartments that are in vertical connection on its back. The two volumes are sliding, to optimise lighting and ventilation. The solution of two -level building blocks with two appartments per level was the best option to meet the needs of owners and the criteria for independence and privacy of homes but also satisfy the request of the client for optimum exploitation of the building ratio. All the four appartments have terraces fac-ing the street, as for the greek climate private roofed balconies are important spaces of everyday life. Bearing elements of the construction are from rein-forced concrete.

Rearrangement of the level 0 of the MVRDV villa VPRO in Hilversum.The intervention aims to improve the condition of the working spaces- [mon-tage, media managers, offices] by bring-ing daylight and air to the core of the building. The inner walls are removed to create an open space for the employ-ees to socialise and relax. New openings are made on the montage spaces by demolishing part of the walls. Cost is decreased by using second hand materi-als and furniture.
