Southern Runway Rehabilitation Project

1. Proposal Background and Context

Runway 12R/30L (Southern Runway) at Dubai International Airport was extended and resurfaced in 2007. Due

to the operation of the runway, the condition has deteriorated over time and now requires rehabilitation to the

pavement, infrastructure and systems such as airfield ground lighting, cabling and drainage. Dubai Airports in

association with their construction partners DAEP have commenced a rehabilitation project to extend the life

of the runway to 2030 and beyond. The works are split into three distinct phases:

45 Day Southern Runway Closure 16th April – 30th May 2019

Post Closure Works From 1st June 2019

During the 45-day Runway Closure Period, Dubai Airports will be required to rent equipment to assist in the

logistics of delivering both the runway works, as well as maintaining airport operations.

2. Scope of Works

The below listed items are required to be rented to support Dubai Airports

Key considerations:

i. All equipment will be used in the airside environment, and DA will provide Airside security Passes for these

items.

ii. All items require 24hr on call technical support.

iii. Portable Tower Lights must be able to be towed behind pickup type vehicles.

o Spec: Tower Mounted Metal Halide Lamp Fixtures - Lighting set 9m c/w 4x1000w MH lamp.

iv. The spare stand by vehicle is to be driven by DA licensed and insured staff, however the Vehicle Supplier

would need to procure comprehensive motor vehicle insurance covering loss or damage to the vehicle and

third-party liability.

v. The Truck + Low Bed Trailer + Driver will be used to transport 1 x 30 tonne Hydroblaster Trucks from / to

DXB to DWC airports.

o DA would cover the necessary Airside Vehicle Permit and Airside Driver Permit for the Truck

Driver.

o Driver to be fully insured and licensed to operate in the UAE

o Vehicle to be fully compliant with UAE Regulations

o Supplier would need to operate outside of the RTA Heavy Vehicle Road ban timings, to meet DA’s

transport delivery requirements.

o If Dubai Police Escort or approval is required, DA will provide the required letter / documentation.

o Vehicle to have comprehensive motor vehicle insurance covering loss or damage to the vehicle and

the equipment being transported, as well as third-party liability.

o This item would be required to be available for DA use on a 24hr basis on the following dates:

April – 21, 22, 28, 29.

May – 5, 6, 12, 13, 19, 20, 26, 27.

3. Programme

The successful supplier will be required to fulfil the below schedule.

4. RFP Response Requirements

Suppliers should return the following information to Dubai Airports.

4.1 Technical Submission

The Technical Submission for each of the items is to be provided in a separate envelope, including:

1. Technical and performance specification of the equipment / vehicle

2. Year of manufacture

3. Maintenance history, and any maintenance requirements during period of use.

4. 24hr Technical Support Details

4.2 Commercial Submission

Commercial Offer to be submitted in a separate envelope to the Technical Submission, including:

1. Lump Sum all-inclusive offer based on dates provided in Sections 2 and 3.

2. Additional day rate for the Truck + Low Bed Trailer + Driver
