3. ARTICULATION REPORT – NANCY SOTO JENKINS
TMC Status Update for Coastline Handout
C-ID Handout
Communication Studies and Physics ADTs have been approved by the State.
The Biology TMC has finally been released; the template will be released in February. This ADT will be developed by Pedro Gutierrez.
All courses that are part of the core and list A of ADTs must be C-ID approved.
Bob Nash asked about the status of the Geology ADT. The C-ID approval of courses is holding up the progress of this degree.
Areas of Emphasis TMCs are being considered for Diversity Studies and International Relations/Global Studies.
C-ID descriptors in Communication Studies, Psychology, and Sociology are now undergoing a 5-year review. No big changes are anticipated.

6. ASCCC PLENARY SESSION CURRICULUM TOPICS State Chancellor’s Office Official Hour/Unit Chart – Attachment
There was an issue raised about non-credit. Anticipate a discussion at the college about whether we wish to convert some of our credit courses to non-credit.

Units and hours was topic of conversation. The State Chancellor’s Office has produced a chart. It appears they allow for a variation of 48 to 54 hours for lecture per unit; we typically have 54. The chart indicates that one unit of lecture does not go above 18 hours. We have some courses that do go over 18 hours for one unit. For example some CST and language courses require more than 18 hours for a unit of credit. The discussion at the plenary session indicated that the State will not accept variations from this chart.
The Program and Course Approval Handbook is currently being revised. It is anticipated that the issue of units and hours will be clarified in the new version.
7. CURRICULUM HANDBOOK TASKFORCE
The Curriculum Committee needs a handbook to establish such items as the charge of the committee, procedures, and the calendar. Several handbooks from other colleges were looked at. Some of them are very comprehensive while others are less so. This is a project that cannot be done by just one person. A taskforce needs to be selected to determine what to include, do some research, and write the handbook. Suggested topics: using CurricUNET, writing curriculum, what the Curriculum Committee does, and history of the committee. This is a project for the spring. The taskforce will develop a general proposal and bring it back to the committee before work on the handbook is begun. The suggestion was made that the handbook should be simple to use; not so complex that a person would not know where to start. The following volunteered to be on the taskforce:

8. ACCT C116 – Accounting for Non-Financial Managers and Entrepreneurs/Business Owners
3.0 units
Semester Length: 54 lecture hours; prerequisites: none; fee: none; grading method: student option. Basic accounting course for managers and entrepreneurs that provides a foundation in financial analysis, taxes and decision-making tools. Develops knowledge in determining financing needs and options to facilitate continued operations as well as the future growth of organizations. Submitted by: Kevin Erdkamp

Faculty members are being encouraged to attend Curriculum Institute in July since it is being held locally. Dan Johnson shared that a discussion was had with Vince Rodriguez, the Vice President of Instruction, and he wants to send more people; there is money to do that. Chau Tran, Dan Johnson, Margaret Lovig, Loretta Davis, Marilyn Fry, Stephen Barnes, and Joshua Levenshus expressed an interest in attending.

INSTRUCTIONS
1) Select the appropriate chart reflecting the term used by your college, whether semester or quarter.
2) Select the appropriate hour/unit conversion used by your college or program (16/48, 17/51, 17.5/52.5, 18/54, 11/33, or 12/36.
3) Calculate the appropriate units for lecture and/or laboratory. The tables are organized in one-half unit increments. Colleges can use smaller increments if approved by their local Board of Trustees.
4) Units increase when the next increment is reached. For example on the 18/54 table, lecture units are calculated as 1/2 unit between 9 hours and 17.5 hours and as one unit between 18 hours and 26.5 hours.
5) Work Experience (WEX) units are not calculated using this chart. WEX units are awarded based on student on-the-job-training hours (75 paid hours or 60 unpaid hours = one semester unit). Note: WEX units are awarded for on-the-job training hours; and not for lecture.
6) These are the only permitted methods and formulas for calculating units in the California Community Colleges. There are no allowable locally derived formulas or exceptions for specific disciplines.

Title 5 - § 55002(a)(2)(B) - Standards and Criteria for Courses - Units
"The course grants units of credit based upon a relationship specified by the governing board between the number of units assigned to the course and the number of lecture and/orlaboratory hours or performance criteria specified in the course outline. The course also requires a minimum of three hours of student work per week, including class time for each unit of credit, prorated for short-term, extended term, laboratory and/or activity courses."
Title 5 - § 55002.5 (a) - Credit Hour"One credit hour of community college work (one unit of credit) requires a minimum of 48 hours of lecture, study, or laboratory work at colleges operating on the semester system or 33 hoursof lecture, study, or laboratory work at colleges operating on the quarter system."

For each hour of lecture required, it is assumed that students will be required to spend an additional two hours of study outside of class. The number of units awarded for laboratory courses is generally based on the number of hours of laboratory."

PCAH - Homework for laboratory classes, page 81"The college may award one unit of lab credit for only two hours per week of hands-on instruction/activity as long as the instructor assigns one hour per week of out-of class study. There is no prohibition against this practice; however, it must be used with caution, particularly in regard to transferrable laboratory classes."
Title 5 - § 55256.5 (a) (b) - Work Experience Credit"One student contact hour is counted for each unit of work experience credit in which a student is enrolled during any census period. In no case shall duplicate student contact hours be countedfor any classroom instruction and Cooperative Work Experience Education.""The learning experience and the identified on-the-job learning objectives shall be sufficient to support the units to be awarded."
Title 5 - § 58050 (a) - Conditions for Claiming Attendance"The following conditions must be met in order for attendance of students enrolled in a course to qualify for state apportionment: (5) The students enrolled in the course must beengaged in educational activities required of such students as described in the course outlineof record. (6) The students must be under the immediate supervision of an employee of the district; unless otherwise provided by law. (7) The employee of the district must hold valid and unrevoked credentials or be employed pursuant to minimum qualifications adopted by theBoard of Governors or equivalencies pursuant to section 53430 authorizing the employee to render service in the capacity and during the period in which the employee served."Other conditions apply.
Title 5 - § 58051 (a)(1) - Method for Computing Full-Time Equivalent Student (FTES)"Except as otherwise provided, in computing the full-time equivalent student of a community college district, there shall be included only the attendance of students while they are engagedin educational activities required of students and while they are under the immediate supervision and control of an academic employee of the district authorized to render service in the capacity and during the period in which he or she served."
Note: Students can be awarded unit credit for homework; however, homework hours cannot beclaimed for apportionment.

C-ID Technology and New Support Email: Thank you for your patience during the C-ID website maintenance blackout as we migrated to our new database platform. This was the crucial first step C-ID needed to take to begin the necessary fixes and updates to our system. We will alert the community at large as we make progress on the technology. Presently, E-Mail notifications to all users may not be functional. This is amongst the 1st issues that we hope will be addressed within the next few weeks. Once all critical functions are working properly we will be able to focus our attention on making improvements for the future. We have also created a new email specific for technology related issues and appeals of review determinations: [email protected]. Please save this new email and send technology issues or appeal requests to this address. AOE DIG Updates: Two DIGs (north and south locations) were held in October to consider the creation of “Area of Emphasis” (AOE) TMCs in “Diversity Studies” and “International Relations/Global Studies”. The faculty in attendance were tasked with determining whether or not an interdisciplinary TMC could be developed that would appropriately prepare students for a variety of majors at the CSU. Significant progress was made and the FDRG members for each group will be appointed shortly. D I S C I P L I N E S T A T U S R E P O R T :
The Biology FDRG has completed its work on the Biology TMC and all associated descriptors have been finalized. The TMC is now posted on the C-ID website, under the “TMC” tab. We anticipate the CCCCO template will be available in February 2015.
The ASCCC Fall Plenary was held November 13-15. Several resolutions that were adopted may be of interest to the AO community. The resolutions considered by the delegates are available at: http://www.asccc.org/events/2014/11/2014-fall-plenary-session and the resolutions as adopted will be posted shortly. Most notably, one resolution calls for the establishment of a process for seeking an exception to the degree-creation mandate of SB 440 so that colleges that have been operating in good faith are not forced to discontinue an existing degree due to an inability to develop an ADT. Another seeks to formalize degrees based on model curricula so as to ensure students who complete degrees aligned with model curricula can enjoy the same reciprocity benefits available with ADTs. We look forward to sharing more about these resolutions as progress is made.
