Surveying the exterior of buildings is being transformed through the use of small autonomous flying vehicles sometimes known as drones but more correctly as Unmanned Aerial Vehicles (UAV’s). These remove complex and expensive health and safety issues when surveying at height. However the use of these vehicles, in a professional sense, is strictly regulated and users need to be licenced. The data obtained from these machines has a wide variety of applications but is particularly useful when surveying buildings with a complex shape.

Boundary disputes can be costly, acrimonious and at times almost war like. This CPD seminar will explain the key issues involved in disputes. The resolution of disputes will be discussed within the need for accurate evidence.

The course includes:▪ Relevance of a detailed knowledge of maps, aerial photographyand the significance of local features (such as fences, walls,hedges, ditches, etc).▪ Role of independent expert evidence is obtained so that theproperty owner can move forward with certainty.

Timothy Wright works within Business Development and Sales at Ocuair Ltd. He has an MSc in Sustainable Development and has a wide breadth of knowledge within the energy, environment and climate change sector. Timothy is a qualified infrared thermographer and regularly uses this expertise and knowledge to deliver CPDs on both drones and Infra red thermography.

Timothy has worked across the private and public sectors including at Research Councils UK and an award-winning energy reduction company. Acting in both a Business Development and surveying capacity, Timothy currently engages with a diverse range of clients including the public and private sectors, universities, housing associations, construction companies, asset managers and pension fund managers.

David Powell qualified as a Land Surveyor in the Royal Engineers in 1967 having attended the School of Military Survey. After practising as a land surveyor for 15 years, David established his own firm in Ringwood, Hampshire, and, in the past 34 years, he and his firm have operated as surveyors and consultants throughout Europe and further afield.

This seminar will be based at University of Portsmouth research facility in Petersfield. The environmental issues of disposing of waste water and its treatment will be explored. This is a view held by some of the country’s leading architects as well as many spatial planners. This course through the use of a very large and dynamic case study explores the many complex issues that have to be considered when managing schemes for residential development.

Commercial property is complex area of the law covering a wide range of issues and subject to frequent change. This course considers key risks and changes in the law affecting acquisition and development of land and commercial landlord and tenant law. Launce Morgan is a consultant to AECOM supporting Transport for London on the £3.5bn Earls Court joint venture with Capital and Counties. Planning is characterised by continuous change in legislation, procedures, practice and case law and practitioners struggle to keep abreast of it all. This annual course is designed to meet the need for a concise and accessible update. It examines the implementation of legislation and the effects on practice of the seemingly endless flow of new statutory instruments and changes to government policies set out in National Planning Practice Guidance and the National Planning Policy Framework. Brexit and the general election outcome have given further impetus to change and the Courts remain busy testing the lawfulness of decisions.

For many years housing supply has not kept up with demand and output of both private and social housing has fallen well below that achieved in the past and short of targets set by government. Shortage of supply inevitably creates upward pressure on prices and gives rise to complex and multi-faceted affordability issues. Government policies for housing are extremely contentious and are seen by many as more likely to compound than to resolve problems. This course is led by a Past President of the RICS and Chief Executive of the Broadland Housing Group. It identifies the key issues, examines the underlying causes, draws on international comparisons and considers possible solutions.

Bernard Webster is now a Visiting Lecturer in the School of Civil Engineering and Surveying at the University. He originally qualified as a planner in 1970 and since 1973 has worked in surveying higher education, including delivering more than 250 CPD sessions on planning topics.

Michael Newey is Chief Executive of the Broadlands Housing Group and Immediate Past President of the RICS. He had extensive experience of practice in the private sector before specialising in the housing sector, has significant international experience and has advised on housing policy to government in the UK and Australia.

Understanding the Effects of Dampness and Decay in Buildings

Moisture in buildings continues to present problems, even though awareness of the need for energy conservation and changes to the building regulations have influenced both the design of buildings and the behaviour of their occupiers. Practitioners and property owners still need to be able to distinguish between condensation and dampness, to recognise the causes in specific cases and to make judgements as to how they may be dealt with. Mould growth is common to buildings that have damp environments caused by inadequate heating, poor ventilation, incorrect or inappropriate insulation and the wrong lifestyle living conditions.

Fungal decay of timber in buildings is caused by water, predominantly due to lack of maintenance allowing leaks, breakdown in the weatherproofing and poor maintenance to allow water to saturate and decay internal timber components. This course meets that need of focusing primarily on diagnosis but also considering removal of the moisture source and drying down the environment.

Mike Bromley is a Building Surveyor with over 40 years of experience. Mike recently retired from the Property Care Association (PCA), in January 2017, where he was Technical Manager from May 2013. This followed a four year period of senior management for a National Property Care Company and two years working as a specialist surveyor in the property-care industry. He previously worked for the BWPDA (predecessor of PCA) between 1990 and 2007.

Philip Santo is a residential surveyor and valuer who is a regular speaker at CPD training and conference events. He is a leading expert on the impact of Japanese Knotweed on the value of residential properties and he advises and writes on a range of professional subjects, including the Case Notes series in the RICS Property Journal.

Ray Faulkner, the Managing Director of iRed Ltd a company set up in 2002. iRed specialises in the use of thermography and other advanced surveying techniques.

Bruce Arnold CEng, FIMechE, MCIBSE is a thermographer and a senior trainer at iRed. He is a chartered engineer in the Navy for many years, Bruce now conducts thermographic building surveys on behalf of iRed specialising in BREEAM and investigative projects.

Understanding Trees,Property and Liability

Founded in 1759 Kew Gardens is designated as a UNESCO World Heritage Site, Kew has the largest, most diverse collections of living and preserved botanical specimens in the world. Kew contains a vast collection of over 14,000 trees.

Trees apart from their visual and environmental contribution can also contribute to concerns for property owners and surveyors. This course looks at the conditions that give rise to tree problems, examines the specific circumstances in which tree damage occurs and reviews the case law with regard to both damage and the owner’s duty of care. Most importantly it includes a tour of the trees looking at species and the common problems that they pose.

Tony Kirkham is Head of Arboretum at Kew but is better known as the presenter of the BBC2 programmes A Year at Kew and The Trees that Made Britain. He holds the RHS award of Associate of Honour for services to horticulture.

The Architecture, Engineering and Construction industry (AEC) is changing: Building Information Modelling and Management (BIM) is becoming the industry standard for the design, build and management of modern buildings and structures. BIM is not just a new technology, or application, but an entirely new method of working that is being adopted across the built environment industries.

This course has been developed specifically as a taster course for a postgraduate programme (as well as a free standing CPD) that responds to the need for skilled and experienced BIM professionals, not only in the use of the technology, but in its implementation, from design, to procurement, to financial management and throughout the conception, construction and the life of a building.

Dr Sepehr AbrIshami is a Lecturer and Course Leader for MSc Building Information Management (BIM) in the School of Civil Engineering and Surveying. He is an architect and researcher with experience working in the UK, Middle East and Europe.

The Development of Boathouse 4 and the International Boatbuilding Training College (IBTC)

Constructed in a hurry and partly completed in 1939, the vast structure of Boathouse 4 has been restored and opened to the public as a Boatbuilding and Heritage Skills Training Centre. Boathouse 4 also houses an exhibition on small naval craft, and a mezzanine level cafe with stunning views across Portsmouth Harbour. The project, which cost approximately £6m in total, has received funding from the Heritage Lottery Fund and Regional Growth Fund, as well as generous donations from various foundations.

Caroline Barrie-Smith is the Head of Business and Finance at the International Boatbuilding Training College Portsmouth (IBTC).

Tim Goodhead is a former head of the School of Environmental Design and Management at the University of Portsmouth, which at the time ‘included’ the departments of Architecture, Surveying, and Civil Engineering and Surveying. He is currently the CPD coordinator and has a long standing interest in Built Environment and Marine issues.

The Solent Enterprise Zone stems from a decommissioned military airfield formerly known as HMS Daedalus. It was designated as one of 24 national enterprise zones in 2012 by government to support businesses and create economic growth. The Solent Enterprise is led by a partnership of institutions focussing on advanced manufacturing within the marine, aerospace and aviation sectors. Within this Zone the Centre of Excellence in Engineering, Manufacturing and Advanced Skills Training (CEMAST) has been created by Fareham College supported by funding Partners of: Hampshire County Council; the Skills Funding Agency; the Regional Growth Fund and the Local Enterprise Partnership.

This course has been designed to support candidates for the Assessment of Professional Competence.

Steve Dingsdale is the Assistant Principal at Fareham College and Managing Director of CEMAST. Steve is an experienced senior leader in Further Education who has developed facilities and a number of educational programmes in complex and challenging working environments.

Clare Montague is the RICS Regional Training Adviser for Hampshire and the Isle of Wight together with Buckinghamshire, Berkshire and Oxfordshire.
