Subject: 12/3 - VTA Board Meeting (Item 2.1) Election of Vice Chair

Dear Board Members,

I am writing in support of Raul Peralez for the Position of Vice Chair of the VTA.

I have known Raul for the eight years that I have had my businesses in downtown San Jose.

Raul has shown to be a person of action. A born leader, as well as being approachable.

He has to be the only political official that I have met that literally knows every aspect of our cities public

transportation.

His leadership has allowed him the ability to encourage many to participate in city wide activities to be

able to enjoy and understand our

public transportation challenges. He does that by allowing all to feel inclusive versus exclusive.

I am confident he will fulfill any task asked of him.

Considering all the committees that he is actively involved in. Public Safety, Finance, & Strategic

Services Committee (Chair)

Transportation & Environment Committee, Community & Economic Development Committee, Santa

Clara Valley Transportation Authority Board (VTA), VTA Policy Advisory Board- Diridon Station (Chair)

VTA Congestion Management just to name a few.

His mission is Transportation, from the safety of our streets to scooters, bikes, public busses to the VTA

light rail and now even our Bart system. He rides them all.

I have had the opportunity to participate actively on the VTA/BART Community Working Group since

2018.

I have had an opportunity to meet a plethora of people that MIGHT be able to take on the task as Vice

Chair.

But I am CONFIDENT that Raul Peralez is the person for this position as Vice Chair of the VTA Board.

Sincerely,

Dear VTA Board Members, Re.: Recommendation of Rob Rennie for VTA Chair

Thank you for all your good work during this very challenging this year.

I’m writing today to share my perspective on who would make an excellent Chair of the VTA. I strongly encourage you to elect Rob Rennie, of Los Gatos.

Mr. Rennie has demonstrated excellent leadership at VTA, effectively advocating to protect public transit and boost sustainable transportation. His advocacy for adding climate impact to all VTA memos was an inspired way to operationalize your very important declaration of a climate emergency.

In Los Gatos, Mr. Rennie has been a champion for a strong reach code to advance building electrification. He is known for being responsive to the public and having an open mind. His many years of service to the community are truly impressive. He is a true public servant.

In sum, Mr. Rennie would make an excellent VTA Chair and I hope you will vote for him.

Thank you for all your good work during this very challenging this year.

I’m writing today to share my perspective on who would make an excellent Vice Chair of the VTA. I strongly encourage you to elect Board Member Raul Peralez, of San Jose.

Having served on VTA since 2017, Mr. Peralez has nearly a half decade of experience on the Board as well as six years representing San Jose’s downtown on the Council. Throughout, he has been a champion for sustainable and equitable public transit and for the community.

Mr. Peralez’s service to the public is truly exemplary, and includes these roles:

• Current Chair of the Diridon Joint Policy Advisory Board

• Chair & Current Member of Congestion Management Programming & Planning Cmte

• Member of the Capital Program Committee

• Member of the Governance & Audit Committee

• Member of the Safety, Security, and Transit Planning and Operations Committee

• Member of the Joint VTA/BART Working Committee

Mr. Peralez gets things done. After years of delay, Mr. Peralez helped to finally open BART in North San José. He also approved the EIR for BART Phase 2 that will minimize construction impacts to Downtown San Jose, and saved Route 22 from cancelation.

Furthermore Mr. Peralez championed a Business Interruption Fund study for future BART construction and advocated for preserving funding for the long anticipated Eastridge Light Rail extension. In addition,

he collaborated on the Light Rail Safety Pilot Program and helped to pass vital ballot measures like Measure B. Throughout, Mr. Peralez been a champion for innovative and equitable public transportation, so essential to our region’s sustainability and livability.

Finally, Mr. Peralez walks the walk—or in this case, rides the ride. In order to understand firsthand the experience of transit riders, he and his staff rode Route 22 overnight and interviewed riders to inform the 2019 transit plan process. Now that is dedication and demonstrates his sincere care for marginalized members of our community.

In sum, Mr. Peralez would make an excellent VTA Chair and I hope you will vote for him.

Dear VTA Board Members,

Thank you for your service in these very troubled times. As you know, transportation is the number one source of emissions in the county. Yet the VTA board has been cutting transit service almost continuously for the past 20 years. That is likely due to an inherent bias towards driving versus taking public transit. We need strong advocates specifically for public transit if that is ever to change.

We already know we are not moving nearly urgently enough on the climate crisis. We MUST have strong advocates for public transit on the VTA board if we are to save public transit and get cars off the road. It has been invaluable to have Supervisor Cindy Chavez in the role of VTA chair this year. The following two candidates will help us with public transit advocacy in the upcoming year. Please vote for both.

Recommendations for VTA Chair and Vice-Chair for 2021

These recommendations are my personal recommendations (not representing any organization):

VTA Chair - Rob Rennie (Los Gatos) Rob Rennie is a member of the Los Gatos City Council. He has been a member of the VTA Board since 2019. During his time on the board, he has been a strong advocate against transit cuts and has supported increases to sustainable transportation. He also successfully advocated for a climate impact to be added to all VTA memos when VTA declared a climate emergency. He is very responsive to the public and is always open to new ideas.

VTA Vice Chair - Raul Peralez (San Jose) Raul Peralez is a member of the San Jose City Council. He has been a member of the VTA Board since 2017. Over the past four years, he has consistently advocated for sustainable and equitable public transit and the community. He has also taken the time to understand the needs of VTA riders. During the 2019 transit plan process, he even rode route 22 overnight with his staff and surveyed riders. This is

a clear example of his compassion towards underrepresented members of our community. Again, thank you for your service. Dear Board Members:

1902 Charter Seal

I am the President and Business Agent for the Amalgamated Transit Union Local 265 and the Recording and Financial Secretary of the A TU California Conference Board representing the Drivers, Mechanics, and other workers in California and at VT A. I am writing this letter to endorse Santa Clara County Board of Supervisors member Raul Peralez for Santa Clara County Board of Supervisors Vice Chairperson.

Raul has committed himself to Public Service and he understands the value of a vibrant transportation system here in Santa Clara County.

Raul and ATU Local 265 have a history of working together to solve transit and other problems in our community. When ATU 265 was working on projects to help our homeless community, Raul opened his door to our leadership to discuss our program and to offer his assistance. In early 2019 with VTA proposing cuts to the "Late Night Route 22", ATU and San Jose community activists staged an awareness campaign to help save the 22 line. To better understand the importance of the 22 route Raul rode the bus at 1 :00 am, seeing a VTA Board Member on a bus in the wee hours of the morning meant a lot to A TU, our members and our riders.

Raul Paralez is the right choice for Santa Clara County Board of Supervisors Vice Chairperson.

Sincerely,

Courtney dent and Business Agent

Dear Board Members,

My name is Jessica Paz-Cedillos. I am the Executive Director at the School of Arts & Culture at the Mexican Heritage Plaza.

Today I offer my support for Raul Peralez as Vice Chair of the VTA Board. Raul has been involved in many facets of transit in San José, Santa Clara County, and the entire Bay Area, including multiple committees and working groups of the VTA Board and as Chair of the Diridon Joint Policy Advisory Board. His many transit-related activities have involved VTA BART Silicon Valley Phase I and II Extension Projects, California High Speed Rail, Caltrain Electrification Project, and the Diridon Integrated Station Concept Plan. Being Vice Chair of the Board will put him in an excellent position to bring his deep and broad experience and expertise to the benefit of our transit district.

Sincerely,

Jessica Paz-Cedillos Executive Director School of Arts and Culture @ MHP 510-381-6203 (C)

It is important that we have a voice for equitable public transportation and that equity be a high priority at all levels of public service. Councilmember Peralez will be that voice and will work hard for our working families while still being innovative and ensuring that our transportation goals are achieved. He is a strong advocate for East Side families and for progressive transportation policies, a

valued partner of Councilmember Arenas’s work on Equity, and he is an experienced leader in our community. In the past six years, he has worked hard to represent us as a VTA Board Member, serving as the current Chair of the Diridon Joint Policy Advisory Board, Chair & Current Member of Congestion Management Programming & Planning Committee, Member of the Capital Program Committee, the Governance & Audit Committee, the Safety, Security, and Transit Planning and Operations Committee, and the Joint VTA/BART Working Committee. He has helped to get BART to finally open in Berryessa/North San José, supported the preservation of funding for the long overdue Eastridge to BART Light Rail extension in our district, advocated for critical ballot measures like Measure B, and more! I am proud to support Councilmember Peralez and I hope that you do too. Sincerely, Patricia Andrade Community Member, Parent Advocate, & Evergreen School District Trustee-Elect

Dear Board Members,

I write to urge you to elect Raul Peralez vice chair. Raul has been deeply involved in transit and transit-oriented development planning. BRT runs through his district and the district will host two BART stations. Raul has worked closely with BART Transit Village Advocates on planning development around the 28th Street/Little Portugal Station and has been responsive to community concerns. He's also been very helpful for Friends of Five Wounds Trail as we advocate for a trail that runs from Story Road directly to the 28th Street/Little Portugal Station and beyond. He understands multi-modal transportation -- from pedestrians to bikes to buses and BART and he's fully engaged on issues around these modes as well as--crucially--with planning transit-oriented development. He's the ideal candidate for this position as we make critical decisions about BART and TOD in the immediate future. Please support him for vice chair.

Sincerely, Terry Christensen for BART Transit Village Advocates (BARTTVA) and Friends of Five Wounds Trail (FFWT)
