PA-13-313 NIH Academic Research Enhancement Award (AREA) Program (R15)

The above-referenced AREA grant program announcement contains two

levels of eligibility (Institutional and Principal Investigator) the

applicant must meet in order to apply.

Specifically, in order for an institution to be eligible, it cannot have

received more than $6 million per year in NIH support in each of 4 of

the last 7 years.

To simplify things, NIH maintains a list of AREA Program ineligible

institutions on a website

(http://grants.nih.gov/grants/funding/area_ineligible_list_2015.pdf).

In reviewing this list, you will find that USF is not an eligible

institution for the period of April 2015 – March 2016. If you are

contacted about this program announcement, please inform them of

Biosafety Training Requirements

Annual Biosafety Training is required for all Principal Investigators, staff, and or

graduate/undergraduate students who use/store recombinant DNA, infectious agents, select

agents and/or biological toxins. Or who work in a laboratory where these materials are

used/stored.

Live Biosafety Core Course- This course must be completed by those who have not completed

it previously

Continuing Education- Must be completed annually by taking one of the online courses or by

re-taking the live core course.

Director of Sponsored Research at the California Institute of Technology where he is

responsible for oversight of the Office of Sponsored Research including negotiation and

administration of complex awards, review and interpretation of existing and emerging federal

and state policies and regulations, development of campus policies and procedures, and

development and implementation of training programs for campus staff in the area of

research administration.

SUBJECT: Retirement Contribution Rates for 2015-2016

It is very important that this information release is immediately distributed to the appropriate staff within your agency.

Governor Scott signed Senate Bill 2512A (Chapter 2015-227, Laws of Florida) into law on June 23, 2015, that establishes the Florida Retirement System (FRS) employer contribution rates for the 2015-2016 plan year. The new rates should be reflected on your first payroll dated on or after July 1, 2015.

The uniform contribution rate system is continued. Participating employers make uniform contributions by membership class to support both the FRS Pension Plan and Investment Plan. Employers contribute a percentage of the total payroll for each class or subclass of FRS membership based upon the uniform or “blended” rates, regardless of the retirement plan chosen by your employees. Therefore, your agency pays the same contribution rates by membership class or subclass for members under both plans.

The required employee contribution rate remains at 3 percent. The Health Insurance Subsidy contribution rate increases from 1.26 percent to 1.66 percent, and the assessment for administering the FRS Investment Plan and the MyFRS Financial Guidance Program remains 0.04 percent. The maximum salary that may be reported for your FRS members and other state-administered retirement system members for fiscal year 2015-16 is $392,460 if they were initially enrolled before July 1, 1996, or $265,000 if they were initially enrolled on or after July 1, 1996.

The total contribution rates by reporting plan code are provided in the attached separate charts.

As we head into fiscal year end, here are a few reminders from Accounts Payable.

Purchase Order Invoices

· June 22rd will be the last day to submit invoices tied to Purchase Orders to guarantee

entry into Fiscal Year 2015. Please continue to send invoices after this date as

we’ll continue to process as many as we can.

· June 30th Last day Accounts Payable will process invoices tied to Purchase Orders for

Fiscal Year 2015. Any vouchers that remain un-posted at the end of the day because of

matching or budget errors will be removed from the system and reentered in July.

· July 6th After Purchasing reopens, Accounts Payable will begin processing invoices

tied to Purchase Orders for Fiscal Year 2016.

Payment Request Forms

Payment Request Forms and other non-Purchase Order related payments such as utility invoices

will continue to be processed as they come into Accounts Payable. These requests will be

checked for proper fiscal year booking until June is closed. Starting July 1st any that are deemed

to be a June expense will be entered with a June 30th accounting date. Any requests with July

expenses will continue with a July accounting date.

July Invoice Processing Note

Every effort should be made to submit all invoices by the third week in July for work done or

goods received in the previous Fiscal Year 2015, especially those with large dollar values. This

is critical for year-end accruals which support USF financial statement reporting.
