In mid 2000, the government set up the National ICT development Authority (NiDA), a high-level body chaired by the Prime Minister.
This authority (NiDA) is tasked to:
formulate IT promotion and development policy for the short, medium and long term
in charge of IT policy implementation to ensure maximum economic growth
monitor and audit all IT related projects in the Kingdom of Cambodia

This project came under the soft loan scheme which is the biggest of its kind through the Economic Development Cooperation Fund (EDCF) with the examination of Korea EXIM bank. The side of the project was amounted to about 26.6 millions US dollars and this project is under direction of NiDA.
