Columbia County Staff requested that Southeast Rural Community Assistance Project, Inc(Southeast RCAP) conduct a review of water rates for Woodgate Village to determine if the rateincrease of $21.75 is justified and necessary. Espenship Investment Group raised the base ratesfrom $12.00 per month (1982 2010) to $21.75 per month in 2010. Espenship InvestmentGroup's rate increase of 55% is to cover operating expenses for the water plant.

The purpose of this report is to examine the operating expenses for 2009/2010 to determine ifthis justifies raising the rates in 2010, examine household income & affordability index as itrelates to Woodgate Village, conduct a 6-year projection of operating expenses from 2009/2010,conduct a 6-year projection of revenue generated from the proposed water rate, discuss fixedcost, variable costs, water losses, and recommendations.

SECTION 2- WOODGATE VILLAGE HOUSEHOLD INCOME

Based on data obtained from Free Demographics, which uses 2000 Census Data, the householdincome for Woodgate Village is indicated in Table 1 below.

The median household income (MHO for Woodgate Village is $35,917 and the MHI for LakeCity in 2000 is $26,161. An assumption could be made that 68.6% of the residents in WoodgateVillage household income is greater than $25,000, is the reason the MHI is higher than residentsliving in Lake City.

The federal poverty levels change every year, so it is difficult to determine how many residentswithin Woodgate Village are living in poverty. Poverty levels are based on the family size andthe gross annual income and used to determine eligibility for many low-income assistanceprograms. On the following page, in Table 2, the Federal Poverty Guidelines are indicated for2000 and 2011.

Affordability Index and Proposed Water BillAffordability index is a measurement developed by EPA which indicates that people within (50n1Percentile) or median household income (M1-11) should be able to pay 1.5% to 2.5% of pre-taxedincome for water/sewer service. Unfortunately, the affordability index does not consider low-income or individual household income.

Based on the affordability index, the monthly water bills can range from $44.90 (1.5% of theMHI) to $74.83 (2.5% of the MHI). The MHI for Woodgate Village is $35,917 in 2000.Technically, Espenship Investment Group, LLC can charge $21.75 per month (0.73% of the MI11),which is significantly below the "affordability index". Although the proposed rate is below the"affordability index", there must be justification for the rate increase to determine if theproposed rate is necessary. The best way to justify the proposed water rate of $21.75 is toexamine the operating expenses and determine the amount of revenue needed to cover those saidexpenses.

Operating expenses are expenses relating to the operation and maintenance (0 & M) of providingwater service. The 0 & M expenses increases every year due to inflation. In order to determinethe amount of revenue needed to cover expenses, the operating expense must be analyzed using"full cost pricing". Full cost pricing recovers the costs of building, operating, and maintaininga system. Customers are then charged an amount equal to the cost to provide service, which isconsidered fair and equitable. Drinking water utilities must be able to price their services toreflect the full cost of treatment and delivery.

All of the 2009/2010 thru 2016 expenses for the water system are tabulated in Tables 4a and 4bfor Espenship Investment Group, LLC. Based on the projected expenses, Espenship Investmentwill need $48,355.72 in revenue to recover all their cost in 2011. Included in the projectedexpenses are system reserves for repair/replacement and water meter replacement. EspenshipInvestment projected the expenses to be approximately $50,371.70 for 2010, but this projectiondoes not include reserves for the water system or an inflation factor from 2009/2010 expenses.Southeast RCAP recommends that Espenship Investment set aside two reserves, which are (1)repair/replacement reserve (typically based on 3% of water revenue) and (2) water meterreplacement reserve. By setting aside the water meter reserve, this eliminates the meter fee of$11.50 each month. Typically, residential water meters are replaced every 10 years. If EspenshipInvestment would like to increase the residential meter reserves, they can take a percentage ofthe revenue from deposits and other service fees and place into the reserve. There was not adepreciation expense for 2010, which may be due to no recent asset purchases. However, if anyassets are purchased in the future, then a depreciation expense should be added to the operatingbudget; which will slightly increase the water bills.

SECTION 4- PROJECTED WATER REVENUE

Espenship Investment increased some of their customer meter deposits, monthly fees, andpenalty fees in 2010 to increase water revenues. In are non-rated fees from the pastyears (1982 to 2010) and 2010. The increase in meter deposits are justified since there has notbeen an increase in 28 years. However, the billing and meter fees are unnecessary fees andshould be eliminated.

Assuming all the operating expenses are correct in Tables 4a and 4b, Espenship Investmentproposed minimum water bill for the first 2,000 gallons should be around $18.65 (assuming aminimum of 145 water customers) in 2011. Thus the justification for requesting an increase in thewater bill is necessary to cover operating expenses; however, a minimum water bill of $21.75 permonth is not justified based on the operating expenses. Additionally, to keep up with inflationEspenship Investment will have to examine their operating budget annually to determine if therate should be adjusted. Typically, it is advisable for a utility to increase rates approximately 2%to 3% every year to keep the system viable. The minimum water bill and water usage wascalculated by separating the costs by fixed and variable costs. Fixed and variable costs aretabulated in the next section.

What is a fixed cost?Fixed costs are costs that must be recovered rather water is sold or not. Fixed costs are usuallyrecovered from each customer on an equal basis through the use of a minimum fee (a minimummonthly bill). Fixed costs are cost that should be recovered in the minimum bill equally to eachcustomer within each customer/user classification (i.e., residential, commercial). The fixed costsare projected from fiscal year 2009/2010 to 2016 using an inflation factor of 3% tabulated inTable 7. The percentages used to determine how much should be recovered in the minimum billare selected by the rate developer. If there are any adjustments needed, the percentages can beadjusted to either lower or raise the fixed costs.

What is a variable cost?Variable costs are expenses that are directly related to how much water is pumped, treated,stored, and sold. Typically, the variable costs are costs such as electricity, operator wages,chemicals, maintenance, and repairs because these costs are directly related to the amount ofwater produced and what customers consume. Variable costs are recovered in the water usagecharge. The variable costs are projected from fiscal year 2009/2010 to 2016 using an inflationfactor of 3% tabulated in Table S. The percentages used to determine how much should berecovered in the water usage are selected by the rate developer. If there are any adjustmentsneeded, the percentages can be adjusted to either lower or raise the variable costs.

SECTION 6 - WATER LOSS

Reviewing the water usage data from November 2010, December 2010, and January 2011provided by Columbia County reveals that the water losses for Woodgate Village areapproximately 19.90%. According to American Water Works Association (AWWA), 10% to 12%water losses are considered acceptable. Since there was not a full year of water usage data, it isdifficult to determine if the water losses in Woodgate Village are within acceptable range.Woodgate Village or Columbia County can monitor the losses monthly by taking the amount ofwater pumped minus the amount of water sold to determine the water losses. SECTION 7- RECOMMENDATIONS

Southeast RCAP would recommend that Espenship Investment Group, LLC consider thefollowing:

Establish a Repair/Replacement ReserveEstablish a repair/replacement reserve to build reserves for the repair or replacement ofequipment within the water distribution system and at the well house. Typically, 2.5% to 3% ofthe revenue generated is placed in a reserve.

Establish a Residential Water Meter Replacement ReserveEstablish a reserve to replace the residential meters at least every 10 years. Southeast RCAPwould like to suggest that a percentage of the non-rated revenue from deposits be placed in thereserves. If there is a reserve, the $11.50 meter fee is not needed.

Eliminate the Meter and FeesNow that a reserve has been set aside for residential meter replacement, the meter fee of $11.50is not needed. Additionally, a billing fee is not needed, since staff pay reflects time used toprocess bills. If a billing software is needed or any other fees (i.e., allowing bills to be paid on-line,credit card fees, etc), this should be reflected in the operating expenses for the billing software. Allother service charges should be clearly outlined by Espenship Investment for the customer whomwants to take advantage of the convenience of using a credit card or paying their water billonline.

Track Water Losses vvithin the Water SystemIt was noted from the three months of water usage data, that Woodgate Village is experiencing19.90% water loss. A water loss ranging 10% to 12% is considered acceptable. WoodgateVillage or Columbia County should monitor the losses monthly. If after a year of monitoring andit is determined the water losses are above 12%, then Woodgate Village will need to conduct awater audit.

Develop an Annual Bild(ietIt is unclear if an annual budget is being developed on an annual based by Espenship InvestmentGroup, LLC, but creating an annual budget report will provide Espenship Investment staff withexpected level of expenditure and the net surplus or deficit in the coming year. A budget willexamine future expenses and revenues.

:Calculation of the water usage rate is based on variable cost + (annualgallons of water pumped 1,000). Only 2-months of "water pumped"data was provided. This can explain why the monthly water usage rateis high.

Can not calculate the projected revenue for water usage due havingonly 3-months of water usage data. Typically, projected revenue isbased on the average number of customers using more that minimumrate or customers whom use more than 2,000 gallons over a 12-monthperiod. Only having data from 3-months is not enough history toproject future water use patterns greater than 2,000 gallons.

Based on the 3 months of water usage data (pumped vs. billed), thewater losses were at 19.9%. Acceptable range is between 10% to 12%.Without a year of data, it is difficult to determine if water lossgreater than 10% are actually occurring.

A Precautionary Boil Water Notice (PBWN) should be issued as required or recornmended in the Department of Health's"Guidelines for the Issuance of Precautionary Boil Water Notices" as adopted in Rule 62-555.335, F.A. C.

1. When confirmatory samples indicate the presence of fecal, E. coli, or other waterborne pathogens:A Precautionary Boil Water Notice must be issued as soon as possible, but no later than 24 hours after thesystem learns of the result.DEP and the local County Health Department (CHD) must be contacted no later than the end of the day thesystem learns of result (FAC 62-550.518(10)).To rescind the notice, three repeat samples (1 from the original location, 1 each from five connectionsupstream and downstream) must all be clear of total coliform, fecal and E.coli bacteria, and an adequatechlorine residual (3 0.2mg/L) must be maintained.Depending on the number of confirmatory samples indicating the presence of fecal, E. coli, or other waterbornepathogens, public notice may be required in accordance with Rule 62-560.410, Florida Administrative Code.When the system has zero or negative pressure:Total pressure loss should always result in a PBWN.Suppliers of water may also contact the State Warning Point (SWP) at 800-320-0519 if the entire system hasbeen affected or if sabotage is suspected.

2. Two consecutive days of bacteriological samples, representative of the affected areas, must be collected before thenotice can be lifted.

When the system has low water pressure:Pressures <20 psi (but greater than zero) may not always require a PBWN.Use professional judgment (what types of facilities were affected, for how long, and what's the possibility ofinfiltration?).Even if a PBWN is not issued, two days of bacteriological samples should be collected (representative of thearea affected) and adequate pressure should be restored as soon as possible.

3. Water main breaks:PBWN should be issued unless system can demonstrate that an outflow of water was maintained at all times(i.e. water mains repaired with clamping devices while remaining full of pressurized water).If the break can be isolated by valves, resulting in areas of zero pressure, a PBWN should be issued for thosecustomers in the affected area.

4. After main break repairs:Main shall be disinfected in accordance with ANSI/AWWA C651 standards.Restore adequate disinfectant residual (0.2mg/L - 4.0mg/L).Collect two consecutive days of bacteriological samples upstream and downstream of the water break location.

5. Flooding of wells:a. A PBWN should be issued in all cases where a water supply well has been inundated with surface water. The

PBWN may be rescinded after the well is disinfected and the 20 sample well survey is completed.

Boil water notices are issued when wells have been flooded; lose electricity and pressure, or a water lines break. It'simportant to know what to do when a boil water notice has been issued so you don't consume potentially contaminatedwater. If a boil-water notice has been issued, use bottled water for drinking. If bottled water is not available, you can disinfectyour water using these methods.

Disinfecting WaterThe preferred method of treatment is boiling. Boiling water kills harmful bacteria and parasites (freezing will not disinfectwater). Bring water to a full rolling boil for at least 1 minute before using it for drinking, washing, cooking, etc.For areas without power add 8 drops, about 1/8 teaspoon (this would form a puddle about the size of a dime), of plainunscented household beach per gallon of water and then let it stand for 30 minutes. If the water is cloudy after 30minutes, repeat the procedure.

Washing Dishes & ClothesYou can wash dishes during a boil-water notice if you rinse hand-washed dishes for a minute in a bleach solution (1tablespoon bleach per gallon of water). Allow dishes to completely air dry. Most household dishwashers do not reachthe proper temperature to sanitize dishes.It is safe to wash clothes in tap water.

Bathing & ShavingThe water may be used for showering, baths, shaving and washing, so long as care is taken not to swallow or allow water ineyes or nose or mouth. Children and disabled individuals should have their bath supervised to ensure water is not ingested.The time spent bathing should be minimized. Though the risk of illness is minimal, individuals who have recent surgicalwounds, are immune suppressed, or have a chronic illness may want to consider using bottled or boiled water for cleansinguntil the advisory is lifted.

Washing Fruits & Vegetables and Making IceFruits and vegetables should be washed with boiled (then cooled water) or bottled water or water sanitized with 8 drops(about 1/8 teaspoon) of unscented household bleach per gallon of water.Ice should be made with boiled water, bottled water or sanitized water.

Consuming Potentially Contaminated WaterEven if someone has consumed potentially contaminated water from either a public water system or a private well beforethey were aware of the boil water advisory, the likelihood of becoming ill is low. Anyone experiencing symptoms such asdiarrhea, nausea, vomiting, abdominal cramps, with or without fever, should seek medical attention.

Infectious Organisms Present in Contaminated WaterDisease transmission from contaminated water occurs principally by ingesting water. The major organisms of concern areprotozoa such as Giardia and Cryptosporidium, and bacteria, such as Shigella, E. coli and viruses. These organismsprimarily affect the gastrointestinal system, causing diarrhea, abdominal cramps, nausea, and vomiting with or without fever.Most of these illnesses are not usually serious or life threatening except in the elderly, the very young or those who areimmune compromised.

Tropical storms and hurricanes often produce enough rain to cause flooding in some areas. It is irnportant to be prepared forissues related to flooding.

Moving Flood WaterDuring flooding, the greatest threat comes from moving water. The deeper the moving water, the greater the threat. Peopleshould avoid driving in moving water, regardless of the size of their vehicle or the depth of the water.

Pooling Flood WaterHeavy rain causes flood waters to rise and pool on streets and throughout neighborhoods. In these situations, be aware ofthe following:

Road surfaces become obscured, and drivers can unknowingly steer into a deep body of water, such as a canal orpond.

Electricity from streetlights and power poles may be conducted through standing water, causing a deadly shock toanyone coming in contact with it.Children playing in contaminated standing water can become sick or be bitten by snakes or floating insects.People coming into contact with floodwater should thoroughly rinse any exposed body parts with soap and clean water.

Contaminated Water SupplyDrinking contaminated water may cause illness. You cannot assume that the water in the hurricane-affected area issafe to drink. Listen to local announcements on safety of the water supply.If your public water system loses pressure, a boil water notice will likely be issued for your area. People in these areas

should take precautions to avoid contaminated water, especially individuals with private wells. If your well is in a floodedarea, your water may contain disease-causing organisms and may not be safe to drink.

DOH Recommends Boiling or Sanitizing Your WaterBoil the water before drinking, holding it at a rolling boil for one minute.Disinfect it by adding 8 drops (about 1/8 tsp this would form a puddle about the size of a dime) of unscented householdbleach per gallon of water, and then let it stand for 30 minutes. If the water is cloudy after 30 minutes, repeat theprocedure.Use only bottled water for mixing baby formula.

After the Flooding SubsidesDisinfect your well.Have your water tested by the Health Department, or by a laboratory certified by the State to do drinking wateranalyses.

Contaminated FoodDo not eat any food that may have come into contact with flood water. Discard any food without a waterproof container ifthere is any chance that it has come into contact with floodwater. Undamaged, commercially canned foods can be saved ifyou remove the labels thoroughly, wash the cans, and then disinfect them with a solution consisting of 1/4 cup of bleach pergallon of water for clean surfaces. Re-label your cans, including the expiration date, with a marker. Food containers withscrew-caps, snap lids, and home canned foods should be discarded if they have come in contact with flood water becausethey cannot be disinfected.

Contaminated ItemsDiscard wooden cutting boards, plastic utensils, baby bottle nipples and paciriers. There is no way to safely clean them ifthey have come in contact with contaminated flood waters. Thoroughly wash metal pans, ceramic dishes, and utensils withsoap and hot water and sanitize by boiling them in clean water or by immersing them for 15 minutes in a solution of 1/4 cupof household bleach per gallon of water.

Water ActivityIn the aftermath of a natural disaster, bacterial contamination of our waters commonly occurs because of rain and sewageoverflow. We advise no swimming in inland waters for at least one-week. Sewage contamination of waters can exposebathers to intestinal viruses, bacteria, and parasites. Swimming in offshore and ocean waters is not recommended if theyappear dirty after the storm. While these waters are less likely to be contaminated by bacteria, they may be dangerous dueto strong rip tides, currents, and wave action. Also sharp metal or glass debris may be present in shallow waters after astorm, so use caution. The Marine Patrol recommends no boating because of submerged and partially submergedobstructions and damage to the aids which assist navigation.

HygieneBasic hygiene is very important during an emergency period. Always wash your hands (with soap and water that has beenboiled or disinfected and cooled) before eating, after toilet use, after participating in cleanup activities, and after handlingarticles contaminated by floodwater or sewage.

Animals Displaced by FloodingNatural disasters can cause displacement of wild and domestic animals. Avoid contact with stray, injured, or aggressiveanimals and report them to the local animal control agency. Many wild raccoons, foxes, and skunks living in Florida areinfected with the rabies virus. Though you may feel sorry for an injured wild animal, these animals are not to be played with.Should you be bitten by a stray or a wild animal, report it to the Clay County Environmental Health Office at (904) 529-2801.You may need to take Rabies vaccines, too. It is important to discuss animal bites with your doctor even if it is just a smallpuncture.

The Columbia County Utility Committee met in a scheduled meeting at the CountyExtension Office. Chairwoman Frisina called the meeting to order at 6:00 p.m.

Disinfection of Byproducts Control

Mr. Fred Handy of Florida Rural Water gave a brief presentation. An annual test isconducted July through September to determine whether there are excessive trihalomethanes and/orhaloacidic acids in the water. Based on current operations and testing, an alternative disinfectionmethod will likely be needed. Florida Rural Water Association has recommended the following:

Adding ammonia to create Chloramines.Improve the hydrant flushing program

$400 to $500 per device to build or $1,500 plus to purchaseReplace current chlorine pumpsReduce chlorine contact time and chlorine residualInstall Ammonium Sulfate feed system

$2,000 to $3,000Injection point 3 feet from chlorine injection point

After further discussion, Mr. Handy suggested that a very inexpensive approach to theproblem would be to first install and utilize the automatic flushers. There is a small possibility theflushers would be enough to correct the problems. If not, the county would need to invest in theAMMOIllUM Sulfate Feed System.

The recommendations to be made to the Board of County Commissioners Thursday nightwere:

MOTION by Commissioner DePratter for the county to build the needed flush valves.Second by Commissioner Bailey. The motion carried unanimously.

MOTION by Commissioner DePratter to follow the remaining five steps laid out in the planfor correction provided by the Florida Rural Water Association, and to also purchase the neededequipment to include the ammonia fees system. Second by Commissioner Bailey. The motioncarried unanimously.

Water Treatment Facilities.

The Board discussed two requests for line extensions in the Ellisville area:

Republic/SWS. It is not certain, but there is a possibility that the water line extensioncosts of approximately $60,000 could be paid for through a grant. Commissioner DePrattersaid four other small businesses would be affected by the extension and they should bepolled to determine how they feel about hooking up to water. The commissioner said thatuntil the county learns if a grant has been awarded, he's not comfortable moving forwardwith any type of recommendation.

Mattox RV Park. This water extension would cost approximately $285,000. Thisproject would be fundable through a RBEG grant. Commissioner Bailey said thatbecause this is outside of the service area, cost share should apply if the cost goesbeyond what the grant is able to fund.

MOTION to proceed with the preliminary work for obtaining the USDA Grant, providedthat Ms. Mattox is willing to pay her share if the grant is a cost share grant. Second byCommissioner DePratter with a note that he wants to see the numbers before movingforward. The motion carried unanimously.

While on the topic of the Water Treatment Facility, SSA Kraus gave a brief update andreported that overall, everything is running very smoothly.

Emergency Response Plan

The Committee was provided a copy of the plan. SSA Kraus said there has been one changeand that is the Waste Water Treatment Plant Operator is listed as John Rowe. Mr. Rowe's contactinformation is also included in the plan. He asked for the Board to review and offer input.

The Committee asked SSA Kraus to look further into having to shut the plant down andabandoning the system as is mentioned on page 12. If at all possible, the committee would like thatverbiage deleted or at least modified. Commissioner DePratter noted that SSA Kraus' name andcontact information should be listed on the Emergency Notification List [page 1].

Customer Request

Mr. Cecil Shaw, owner of EZ Stop RV Park, requested that his water rates be changed fromcommercial to residential as 90% of his renters live in the park year round. The Committee willtake this matter up again after Mr. Shaw has received a full month's bill for water.

Utility Regulations - Update on Proposed Board Actions:

Gator Utility/Espenship Investment Rate Adjustment. The Committee considered twopresentations on proposed rates at the last meeting. It was ultimately decided that additionalinformation was needed for the study. Before Ms. King of Southeast Rural Community AssistanceProject could revise her study, she was involved in a layoff that resulted from budget cuts. SSAKraus will present a revised Operation and Maintenance Ratio Analysis of the rates. TheCommittee agreed that a new study is needed by SRCA. Mr. Kraus was directed to proceed withhis study. The Committee would like to have a public hearing at the next Utility CommitteeMeeting.

Quail Heights Country Club Rate Adjustment. There continues to be ongoing efforts toaddress customer concerns with service and quality of water. Mr. Kraus will report again at thenext meeting.

Consolidated Waterworks. Regarding the regulatory side, they are slowly beginning tocome into compliance.

Lance Utilities has been sold to the Suwannee River Water Management District, which thecounty does not regulate. This transaction is by way of a Sheriff s sale. The SRWMD does notwant to be in the utility business and would like for the City or the County to become owners ofLance Utilities. The City has water rights in very close proximity and would probably be the bestchoice.

Water and Waste Water System Handbook. The book was generated, reviewed and revisedquite some time ago, and simply needs adopting by the Committee. Mr. Kraus said that it is knownthat the Utility Committee approved the handbook, but the committee approval could not be foundin the minutes. As a precautionary, he asked that the Committee approve the handbook again.Commissioner Bailey said that he recalled approving the handbook previously.

MOTION by Commissioner Bailey to approve the handbook. Second by CommissionerDePratter. The motion carried unanimously.

Citizen Concern

Citizen Gopal Surti sent a letter for the Board to read regarding his objections to the cost ofwater. The Utility Committee was of the opinion that no action was needed by the Committee sincea public hearing was held to give every citizen, including Mr. Surti, an opportunity to voice theirobjections and concerns.

Improvement to Wastewater Treatment Plant

Grant #LP6025. SSA Kraus updated the Committee on the progress made as well as issuesstill needing attention. The Committee discussed "the generator" that is being worked on and theconcerns surrounding how soon the repair will be made, and the potential risks involved inoperating without the generator in place at the WWTP. The option of temporarily utilizing othergenerators was discussed. A decision was made to pickup one of the generators from the RacetrackRoad Fire Station and transport it to the WWTP. Staff was directed to handle this matter promptlytomorrow. There was a brief discussion about work needing to be done on the generators at each

fire department. The Committee briefly discussed that they would like to see the Board of CountyCommissioners to take action to get all of the generators located at each of the fire stations preparedfor hurricane season.

Blowers/Motors. A blower and a motor has been replaced at the WWTP. It is suggestedthat a spare blower is needed to have on hand. The cost is approximately $2,500, which is notfigured into this year's budget. There was discussion.

Safety Repairs. In terms of the grant, there is construction money that can be used forimprovements to the plant itself. SSA Kraus discussed funding safety repairs from the grant.

MOTION by Commissioner DePratter to put the safety repairs out to bid. Second byCommissioner Bailey.

MOTION AMENDED by Commissioner DePratter to determine if the repairs can be donein-house. If not, the repairs should be put out for bid. The motion carried unanimously.

Fence. A security fence needs to be put into place. The cost will be approximately $7,000to fence the plant and the first three basins. This is for 6' chain link fence and three stands ofbarbed wire.

MOTION by Commissioner Bailey to proceed with getting quotes on the fence. Second byCommissioner DePratter. The motion carried unanimously.

Storage Shed. Utility Superintendent Bud Moody has requested a 24 x 30 basic storageshed for housing utility supplies used for daily maintenance. The cost would be approximately$11,000 and could be paid for from the grant. The Committee discussed location ideas and whetherto build a temporary building or a permanent. This matter will be revisited.

Spray field/Lift Station. Engineer Chad Williams discussed with the Committee that thespray field and a new WWTF were both designed and permitted by Eutaw Utilities. The futureWWTF is designed to be an advanced wastewater treatment system. Mr. Williams said that due tothe effluent quality from the existing WWTF, the county could not spray this effluent onto thehayfield and then use the hay to feed cattle. Nor could the hay be used for any other public use.

Mr. Williams advised that because of current effluent quality, it would be easier and moreeconomical to construct a rapid infiltration basin ("RIB") at the spray field site rather than build thepermitted spray field. Kevin Kirby stated that his department could easily construct the rib.

MOTION by Commissioner Bailey to make a recommendation to the Board of CountyCommissioners to move to the RIB system and asking that the engineers design a RIB station at thespray field and obtain a cost estimate for doing the work in-house. Also that a cost estimate beobtained for rehabilitating the lift stations and a storage building. Second by CommissionerDePratter. The motion carried unanimously.

Beautification. The Committee discussed whether to do a beautification project making thesewer plant less noticeable and more attractive. There was a consensus to look into options forhiding the large green tank.

Land Acquisition. SSA Kraus said that two appraisers are considering the acquisitionunder the ribs, the easement from the WWTP to the spray fields and the access easement.According to Engineer John Colson, trustees of the Brown parcel will also be contacted.

Agricultural Water Rate. SSA Kraus advised that he has been asked if the county wouldconsider adopting an agricultural water rate. Specifically, whether the county would capture andsell the water from the Flushing Program to the surrounding farmers at an agricultural bulk rate.

There was discussion that there are very few water systems that have agricultural rates.Commissioner DePratter was also concerned with giving discounted rates for bulk, because thesystem does not make money as it is. William Secoy of Florida Rural Water will look further intoagricultural rates and will report back to the Utility Committee.

County Emblem. Chairwoman Frisina discussed the possibility of having the countyemblem/logo added to the utility tank in Ellisville so that it would be visible from the interstate.The Committee would like to see costs before it is considered further.

Billing Practices

SSA Kraus said that Mr. Cecil Shaw recently received a credit on his utility bill, because hewas billed for sewer and does not have sewer services. The Committee discussed whether customercredits should be issued in the utility billing system without committee or Board approval. Therewas discussion as what the procedure should be. Ultimately it was decided that Auditor RichardPowell should be consulted before setting policy.

The next meeting will be on Thursday, September 13, 2011 at 6:00 p.m. at the CountyExtension Office.

Gator/Espenship Investment Rate Adjustment. Mr. Kraus gave a history. Mr. Kraus saidthat the rate he came up with is within a dollar of Ms. King's rate. The analysis of Mr. Krausand Ms. King were reviewed.

The Committee said that it would not be appropriate to combine the information of twoseparate, unrelated water systems. It was also the opinion of the Committee that because thefigures in the analysis' were based on insufficient amounts of data, they would not be able tomake a decision.

MOTION by Commissioner DePratter to require Espenship Investments to pay theRegulatory Assessment Fee before the Board considers "anything else," and that complete databe submitted as two separate entities before a rate increase is considered further. Quail Heights Country Club Rate Adjustment. Mr. Kraus reported a meeting with thecustomers of Quail Heights last night. He said that for the biggest part, everyone will supportrate increases if needed improvements in the system are made and the water quality is improved.Mr. Kraus said that he would look further into this system, schedule test on the water, and willhold another customer meeting before a rate adjustment can be considered.

Exemption of Small Investor Owned Utilities. The Commission has given someconsideration to an exemption written by the Public Service Commission relating to anexemption for systems that are designed to and service less than 40 equivalent residentialconnections. Lance Utility and other small utilities were discussed.

MOTION by Commissioner Bailey to recommend to the Board of CountyCommissioners that investor own utilities not be given an exemption. Second by CommissionerDePratter. The motion carried unanimously.

Water Treatment Facilities No Action Taken

An update on the Commercial Loops Project was given by Mr. Chad Williams.An update on flow testing was provided by SSA David Kraus.An update on water connections was provided by SSA David Kraus.

Wastewater Treatment Facilities Not Action Taken

SSA David K_raus gave updates on grant funds and permit renewal, and addressed WasteWater Treatment Plant ("WWTP") improvements, which included discussion of a generator (ontemporary loan) and the needed fence at the WWTP.

Kirby d. Morgan, Inc. has requested an installment plan and a waiver of the penalty forlate reporting and payment.

Consolidated Water Works, Inc. has requested that for the period 2007-2009 that thecounty waive all regulatory assessment fees, and waive the filing of the annual reports.

They have advised that beginning October 1, 2010, the company will begin assessing the4.5% tax and will begin remitting the amount collected.

The Committee discussed that once the Public Service Commission ceased regulating, thereappeared to be no mechanism in place with the county for the utilities to timely file animal reportsor to pay their regulatory fees.

MOTION by Commissioner Frisina to waive each of the five company's penalty fees forreporting late and making their payments late for 2007-2009. Those companies are: Kirby D.Morgan, College Manor, Consolidated Water Works, Gator Utilities, and Quail Heights. Second byCommissioner Bailey. The motion carried unanimously.

Waste Water Treatment Fees Payment Options for Private Utilities

Mr. Krause recommended the companies be allowed a payment option for coming currentover a 12 month period, and that there be no waving of regulatory assessment fees since the feeshave already been collected from the customers of the utility.

The County Manager supports the concept of allowing the utility owners 12 months tobecome current for the years 2007-2009. However, as future payments become due, they should bepaid timely.

Chairman DuPree suggested the utilities be allowed 30 days to come current or elect the 12month option. If tlic 12 month option is elected, the utility will pay penalties throughout thefinanced period.

Offering Input from the Public: Denise Bose and Patricia Stewart.

MOTION by Commissioner Bailey to allow for the 12 month payment option for the fiscalyears 2007, 2008, and 2009. If the balance of fees due are not paid in full by the end of the twelvemonth term, all prior/back penalties and late fees would then be assessed and due to the county.Utilities will be required to at least make quarterly payment during the twelve month period.Second by Commissioner Frisina. The motion carried unanimously.

Waiver of Annual Reporting

No waivers will be provided for annual reporting.

Update of Ellisville Water Treatment Facilities

The County operates a Wastewater Treatment Facility for five customers in Ellisville.These customers have not been billed since the County purchased the facility approximately 4months ago.

It was agreed that the utility charge should be the same as the original owner's fees for themonths up to when the county acquired the facility. The utility rate will change with the adoptionof the county's ordinance.

The County Manager noted that some of the business owners in the area were already inarrears with payments to the previous facility owner. When the county purchased this facility, itpurchased the account receivables. This past due amount will also need to be totaled into theamount due within 12 months.

MOTION by Commissioner Frisina to send a notice notifying the customers of the arrearageamounts due and to allow them 12 months to bring that amount current. Also, to send a letternotifying the customers of the change in ownership and advising of the future change in fees.Second by Councilman Eugene Jefferson. The motion carried unanimously.

Ellisville Update Next Phase

David Kraus gave an update advising that the testing of wells and ground water storagetanks is now completed and all tests have been passed. Testing of the two installed lines will takeplace this week. It is likely that water sales could begin in approximately 4 weeks. Mr. Krausadvised DEP seems positive about funding the two commercial loops; he reviewed the proposedloops. There was a lengthy discussion regarding the next phases, which were recommended byDavid Kraus.

MOTION by Commissioner Frisina to proceed with Phases 2 and 3. Second byCommissioner Bailey. The motion carried unanimously.

County Manager Williams suggested to the Committee now that fees have been established,that authorization be given to Attorney Feagle and/or Attorney Armstrong to prepare a JointParticipation Agreement for the easements located within Phase 2 and 3. There was affirmativehead nodding from the committee.

Change Order Request by Hughes Well Drilling - $13,361.45

Commissioner Bailey questioned why the Chlorine Analyzer had to be put on a changeorder and why it was purchased/installed prior to the change order being approved. Mark Neihausresponded the analyzer was an inadvertent omission from the engineering plans.

It was agreed that item #1 of the change order would be omitted, and items #2 and #3 couldbe approved. Commissioner Bailey and DuPree stated that items #4 and #5 seem excessive andrequested supportive documentation showing the cost breakdown.

Commissioner Bailey said that he has no real problem with #2 and #3, but does have aproblem with item #4 as it should have been figured in to begin with. As for Item #5,Commissioner Bailey agreed with Commissioner DuPree that the figures seem high and thatsupporting documentation should be produced prior to payment being made. Commissioner Baileyexpressed his displeasure in the fact that the Committee previously directed that there would be nomore "after-the-fact" change orders in the project.

Commissioner Frisina said if the Committee directs Mr. Hughes to "jump on it and get itdone," the after- the-fact-change orders should not be held against him.

Commissioner Bailey replied, even so, there is a process to be followed and a meeting couldhave been called to approve the change order. He said there has to be some accountability. He saidthere should be no last minute change orders for simple things such as testing, because the companyshould have known several months in advance that they were going to have to do testing.Commissioner Bailey stated quite frankly that he was sick and tired of all of the "000ps, we messedup and forgot to put it in "there." He said that he is tired of seeing "after-the-fact" change orders.Chairman DuPree agreed.

County Purchasing Director Ben Scott added to the discussion that he continues to haveproblems with Mr. Hughes properly completing paperwork.

Kevin Kirby suggested that when the unexpected happens and the contractor asks foradditional money (via change order) beyond his quote, that the contractors always be required tosubmit detailed documentation of actual costs along with the change order.

MOTION by Commissioner Bailey to deny the change order until it is resubmitted withdocumentation to backup the amounts requested. Second by Commissioner Frisina. The motioncarried unanimously.

MOTION by Commissioner Frisina to allow Ben Scott and Kevin Kirby to review thechanges, and then to have them make a recommendation directly to the Board of CountyCommissioners for approval. Second by Commissioner Bailey. The motion carried unanimously.

Chairman DuPree stated for the record that this change order could have been taken up atthe last meeting that was canceled "because there were no issues for the board to address."

Update of CDBG Grant

Mr. Kraus said the County has met with the DCA and that everything is in order. He saidthat the grant contract should be submitted to the county very soon. The grant will include watercaps for the Ellisville area. Application processes should begin approximately October. This grantwill assist with rehabilitative housing, and water connections in Ellisville.

Other Discussion

Chairman DuPree asked if all issues have been resolved regarding invoices and payments asit relates to Ronnie Hughes' original contract. He noted there are some subcontractors that need tobe paid.

Ben Scott along with Mark Neihaus explained that that despite their best efforts, most of theproblem comes into play with the continued problems with how Mr. Hughes is preparing andsubmitting his paperwork. Mr. Neihaus said that he has spent hundreds of hours unnecessarilytrying to help Mr. Hughes with his paperwork.

Jody DuPree provided a summary of his meeting with the School Board regarding thecounty connecting to the School's package plants located at Birley Road and Fort White.The School Board would like the County to accept all four package plants includingColumbia City and Westside rather than allowing connection to the two locations statedabove. There are limited customers at the locations at Columbia City and Westside.County will not pursue.

Westside Community Center Jody DuPree has agreed to provide a cost estimate toconstruct at no cost to the county. Ben Scott is to prepare notice for advertisement.

BUILDING CONSTRUCTIONMasonry walls were painted prior to completion of the wall construction, and

patching of the block openings is not complete.Roof skylight not installed as per contract drawings Eutaw is requested to

provide explanation as to why skylight was not installed, and verification ifcounty is due a credit for the change.

The ceiling and exhaust system in the Sodium I Iypochlorite Feed SystemRoom has not been complete.

ABOVE GROUND PIPINGThe above ground piping has been installed using mechanical joint fittings. Thecontract specifications indicate that the "above ground pipe be flanged" (Section02665, Para. 2.2.B) County will accept mechanical joint fittings if: Eutawprovides written confirmation that the mechanical joints installed areacceptable for proposed use, and provide verification on whether the Countyis due a credit for change.

RUSTING OF BOLTSRusting of bolts and piping has taken place due to the lack of painting. TheContract Specifications addresses this in Contract Spec 02665. This must beaddressed before County takes ownership of system. It is requested that Eutawprovide specifications on connectors (i.e.: stainless used in some instancesand black iron (which are corroding) in others) The County would preferstainless.

PVC CHLORINE LINEThe Contract Drawings indicate that the PVC chlorine line to be 1 1/2 inches.

Contractor installed a 1 1/4 inch PVC line. Eutaw is requested to forward allplans used for construction of the water well reflecting the PVC chlorine lineand to verify the chlorine line meets clorination requirements in which thesystem was originally designed, and provide verificalion on whether theCounty is due a credit for change.

PIPE SUPPORTSThe pipe supports have not been installed for the suction and discharge lines at thehigh pressure pump station. At the well point pump locations, pipe supports havebeen installed. However, the contract drawings indicate that a 1/3 inch neoprenefiller be installed between pipe and support. The Contractor used plastic wrap.Eutaw is requested to verify if plastic wrap is acceptable rather thanneoprene filler as contract drawings indicated, and provide verification onwhether the County is due a credit for change. It is also requested that Eutawdetermine whether the supports used at the well site are adequate.

HIGH SERVICE PUMP PADContract drawings refer to construction details on S-4. There appears to be noconstruction details for the pump concrete pad on S-4. Eutaw is requested toprovide construction details for pump concrete pad and high pressure pumpsand verify if anchoring and/or grouting is required to prevent vibralion andstress.

10,000 GALLON HYDRO-TANKThe 10,000 gallon Hydo-tank was not manufactured in accordance with thecontract drawing requirements. The electrode for the air volume control callsfor it to be mounted in a piping manifold on the exterior of the tank. Eutaw mustverify tank is acceptable for proposed use and provide verification onwhether the County is due a credit for change.

8 INCH VICTAULIC COUPLINGThe contract drawings indicate that an 8 inch Victaulic coupling be installed at thewell pump discharge line. The Utility Subcommittee could not verify theinstallation of the Victaulie coupling at either of the well pump locations. It isrequested that Eutaw provide explanation of change and verify this will beacceptable for proposed use and provide verification on whether the Countyis due a credit for change.

STORED PIPE FITTING ON-SITESeveral pipe fittings stored on-site are not acceptable for potable water use.No Response.

SODILTM HYPOCHLORITE FEED SYSTEMThe Sodium Hypochlorite Feed system and Day Tank has not been installed.

ELECTRICAL CONDUIT TO MOTORIZED OPERATOR VALVESThe electrical conduit to Motorized Operator Valves has not been installed.The contract drawings are not clear as to where 120 volt power is fed from.The contract drawings indicate that a 25KVA transformer is to be provided.Contractor installed a 15 KVA transformer. Eutaw is to verify that a 15 KVA isacceptable rather than a 25 KVA, and provide verification on whether theCounty is due a credit for change.

CONTROL WIRING FOR HIGH SERVICE PUMP CONTROL PANELThe control wiring for high service pump control panel has not been terminated.

VFDsThe VFDs were wired but the panels were left open and internal components areexposed to the environment.
