Drug Detection K-9 Program December 3, 2015

Greetings,

The Burnett County Sheriff’s Office is interested in adding another member to the Department…specifically a highly trained canine to assist in the detection of dangerous illegal drugs such as meth, heroin, cocaine and marijuana. Many organizations in our community have already donated funds and pledged services to get this program started. The Burnett County Law Enforcement Citizens Auxiliary (BCLECA), a licensed nonprofit organization, has been depositing donations in an account specifically marked for the Burnett County K-9 Program. This is not the first time the BCLECA has assisted the Sheriff’s Office with worthy causes. For example the BCLECA raised money to purchase a Yamaha Raptor ATV and a Polaris Sportsman ATV for Recreation Patrol. Those donations were crucial in the success of the Recreation Patrol. Other community organizations, like the Moose Lodge in Siren, once held a spaghetti fund raiser to buy bullet proof vests for our SWAT team members. The idea of fund raising money for a police K-9 Program is not unique. Most Police K9 programs in America are funded by donations. Raising funds for a K-9 Program is a great way to bring the community together. This partnership also promotes positive relationships between the citizens and the police that serve them.

Mission: To provide public safety and excellence in service to the public through professional staffing, management and

communications. The K-9 Unit will support Department field and detective operations in the search, detection and

seizure of illegal drugs, evidence and contraband.

Function: The K-9 Unit will be deployed to assist field and detective operations on a county wide basis. The K-9 Unit will

regularly visit schools, community events, and fund raisers to promote public awareness. The K-9 Unit may also be

called out to assist local agencies when needed.

Purpose and Justification: The drug problem in Burnett County is directly tied to property crime. Drug addicts commit

theft and burglary to support their addiction. Homefacts Crime Statistics for Siren, Wisconsin indicated that in 2014 our

Larceny Theft Crime Score was 205% higher than the national average. The Burnett County Sheriff’s Office served

several drug warrants and burglary related warrants in 2014 and 2015. These searches led to the arrest of several high

ranking drug dealers. A K-9 Unit would only help enforce the message, “Not in our county.”

We are asking for the approval of County Supervisors to implement this K-9 Program. We are asking the County to

support us in spirit and with partial funding to get this program started. The costs of this program have been listed

below.

2015 Burnett County K-9 Program Expense Summary

Animal

Dog- 0$ if donated. If purchased $350-$1500. It is common to locate excellent drug dogs at local shelters. Adoption

fees usually cost $350, which includes the cost of spaying/neutering. A pedigreed English Labrador with hip and eye

certification will cost up to $1500. Members of the community have already offered to donate a pup from their own

pedigreed litters to serve as a working K-9 for Burnett County.

Working life expectancy of a Police K9 is eight years.

Projected health care cost for life expectancy is $3488

Dr. Greg Palmquist, owner of the Grantsburg Animal Hospital, has agreed to waive the above fees for the working life of

the Police K9.

Vet Emergency possibly fee: $2000

Food

Food- An active K-9 will consume about 40lbs of kibble every 5 to 6 weeks. A 40lb bag of premium dog food costs $45.

Annual cost of food is $405.

Training and Animal Care

United States Police Canine Association (USPCA) membership fee $50. This association assists K-9 Programs with

training standards. Region 18. Yearly certification is required. Handlers must train a minimum of 16 hours each month.

Wisconsin Bad Dogs membership free. This North West Wisconsin association is comprised of Police K-9 Officers that

train together each month for 8 hours.

Schedule 10 hour work day will accommodate training and result in minimal overtime. The normal work schedule for the

Canine Officer shall be the same as Patrol Officers averaging 75.5 hours per pay period. Approximately 30 minutes of

each 10 hour work day will be devoted to dog training. In addition, the Canine Officer will receive 1.5 additional

overtime hours (1.5x the regular hourly wage) of agreed upon compensation per pay period for off duty dog

maintenance. Dog maintenance shall include, but not limited to, daily exercise, grooming, squad cleaning, veterinarian

appointments and other tasks required to care for the dog. The Canine Officer will conduct training while on regular

duty hours. The Canine Officer may train with other agencies; these hours may be scheduled during the Canine Officers

regularly scheduled work hours or while off duty, but will be paid at straight time.

Extra Wages: training and dog maintenance 1.5 hours x 26 pay periods equals 39 hours. $1429.15 (overtime rate $36.65

per hour)

16 hours training per month: 30 minutes of training would occur during regular 10 hour shift. An additional five hours

would be devoted each month to training with local K-9 Officers. This would be paid at straight time. 5 hours x 12

months = 60 hours annually ($24.43 per hour) equals $1,465.80

OT and Court: Productive Costs associated with working in law enforcement.

Drug Dog and Handler Certification: initial training for drug dog certification $2600.00 (this is a onetime only cost)

Equipment:

Squad equipment: Insert for squad and K-9 heat alert and deployment system. This system will automatically roll down

the windows and sound the existing car alarm if the inside temperature of the squad becomes unsafe. $1800 and $830.

DR Tech in Grantsburg has offered to fabricate this insert and the $1800 was for the cost of a commercially made insert.

Kennel with cement pad: $500.00. There is a tentative agreement that will be donated.

Dog equipment: toys, leashes, harness, collars, non-spill water bowl etc. $300.00 initially and $100.00 annually

thereafter.

Training aids: Ray Allen Narcotics steel safe kit with four Pelican brand scent boxes for storing narcotics training aids

Selecting the K-9 Handler: All deputies interested in the K-9 Handler position will submit a letter of interest. All

interested deputies will submit to an interview. The interview panel will consist of five people, two of which will be K-9

handlers from neighboring agencies. The candidates will be asked the following questions prior to their interviews. The

candidates will have five minutes to verbally recite their prepared answers.

Subject: Airport management structure and future plan Background: The current airport manager vacancy provides the opportunity to review airport operations, future county plans and how to best carry out the workload necessary to accomplish it in an effective and efficient manner. Until January of 2016 the airport has been operating with 1 fulltime airport manager and up to 300 hours of part-time staff. At the present time, duties have been shifted and the airport is currently operating by an increase in part-time hours and an increase in staff involvement by the County Administrator and the Finance Manager. The main workload for the department has been facility/grounds maintenance, preparing and implementing the airport’s six year plan, working with the airport advisory committee and providing customer service to airport users. Burnett County’s airport is not unlike other airports across the state in terms of these tasks but our model is not the only model used to manage these tasks. Staff reviewed the operations of 16 airports across the state. Generally there are three management models and combinations of them: 1) Airport Manager in an employee of the owner (Burnett County) 2) Fixed Base Operator (FBO) provides onsite management and works with the owner in varying capacity 3) The airport manager role is reduced and is added to another person’s job description as the main point of contact, and the owner has airport staff that provides only maintenance services As you develop your opinion of the airport and how to move forward with staffing it, I encourage you to think about the following questions. -Do you believe the airport is an asset to the County? If yes, in what way? If not, why? -What do you feel is the value of the airport to the community?

-Is the airport important to your constituents, if so in what capacity? -Based upon the current operation of the airport, the County provides roughly $55,000 of tax levy to support operations. Do you feel this is an appropriate amount, or should it be higher or lower? -Do you feel the County should explore and seek additional uses to the airport, such as aircraft and non-aircraft business uses and/or hangers with residential living quarters? If yes, do you support tax levy to further develop the necessary plans and marketing efforts to work towards this end? -If money wasn’t a concern, what would you like to see at the airport? New terminal, additional hangers, more businesses, or do you feel the current hangers and uses are appropriate for the future? Subject: Consider changing County Development Property Rights Fund to Economic Development Fund Background: As part of the 2006 Burnett County Strategic plan, the County adopted a component to “preserve agricultural land” and a vehicle for implementation was to “develop a Purchase of Development Rights Program for Ag Land.” (Attachment A) County Staff was charged with preparing the necessary documentation and at the April 18, 2006 County Board Meeting, the County adopted resolution 2006-21 which created a fund to purchase developmental property rights. (Attachment B) In May of 2006 the Finance Committee created a funding mechanism for the fund wherein 20% of the sale of tax deed properties be designated to the Development Rights Fund. Over the course of the following year into mid 2007 several conversations occurred at both the oversight committee and board level, however an actual plan on how to vet proposals and distribute the funds for development property rights was never approved. Since the creation of this fund, the balance has steadily increased and currently has a fund balance of $121,092.47. No activity to use the funds for the original purpose has occurred. Current Issue: Over the course of the previous year, Administration has been conversing with several organizations to determine how the County can partner on economic development activities. One of those conversations which all of you are aware of is the site in Grantsburg known as the Kozak property. In addition to this property, the County has been at the table with the village of Webster and the St. Croix Tribe for projects they are considering. As resources for economic development activities become less and less, and with the restriction of levy limits, it is in the best long term interest of the County to look at how

we can be an effective economic development partner, using existing resources and assist in job creation and increase commercial valuation within the County. Re-stating the purpose of the Development Property Rights Fund would be the first step in securing some funding for partnership opportunities. One it already has a fund balance that has not been used since inception. Secondly, it has funding mechanism, while not robust does provide for some future funding. If the County board elects to move forward with reinstating the purpose of this fund, staff will further develop a statement of purpose with a new resolution supporting the use of these funds and will also create a process and procedure for disbursement and bring this back to the Administration Committee for sponsorship. While some ideas for a process to distribute funds has been thought of, Administration is awaiting the results of a analysis which is being conducted by the University of WI – Osh Kosh students within their Master of Public Administration program. Currently, students are engaged in a analysis of reviewing who does what in our County for economic development, and are there redundancies that we should consider addressing. Their timeline for completion is June 2016. Staff is hopeful this will assist the County in determining the best process for utilizing these funds. If the County is not interested in reinstating the use of these funds for economic development purposes, it would be staff’s recommendation to close the fund and put the dollars towards highway reconstruction efforts or another project approved by the County Board.
