This franchise was taken over by Johann van der Merwe in 2005 and has since 2009 been under the management of his son, Schalk van der Merwe, who also owns the group’s Strand and Gordon’s Bay franchises. At the annual awards function held last year at Grand West Casino in Goodwood and at- tended by some 700 estate agents and fran- chisees, Tony Clarke, managing director of the Rawson Property Group, announced that the Somerset West franchise raised its turnover above R250 million and in 2014 had doubled the number of sales that it made in 2013. His franchise’s success, said Johann van der Merwe, could in part be attributed to the new system under which his sale part- ners now operate. During 2012 his team had adopted a model which gives access to four dedicated in-house admin support staff, whose task it is to process much of the cleri- cal work – thereby freeing up the sale part- ners’ time to concentrate on client service. This new system has been described by Clarke as “ground-breaking”. Van der Merwe, like other franchisees in the Rawson group, has supported his team by providing them with services that give the sales partners a freer hand in their primary task. He has placed particular emphasis on the accumulation of stock, a key factor to success in an era where stock shortages are now a major challenge to many sale partners. At the annual awards function, Clarke explained that the Chairman’s Award is given to a franchise who, in the management’s view, is seen to be operating in a truly customer-orientated service-minded fashion. Is thereamarket for saleplots?With the growing de-mand for properties ingated estates, which aremostly sold as turnkey orplot-and-planproducts, istherestill amarket forva-cant plots in the residen-tial suburbs?The short answer is

“yes”.After the global finan-

cialcrisiswhenthebankslost much of their appe-tite for home loans, theyweren’t that keen to fi-nance vacant land.The banks reduced

their loan-to-value to 60%of the sales price of plots,andwereveryselectiveinthe bonds they would ap-prove. This was all to dowith risk, and the factthat vacant land doesn’t produce any in-come, as opposed to a dwelling, which canbe rented out to cover at least some of thebond instalment.The result was that sales of vacant plots

from about 2008 to 2012 were very rare,with the values of vacant land taking a se-vere drop.However, for the last two years themar-

ket has regained its appetite for plots. Oneof the main driving forces behind this isthat the values of resale properties haveincreased, making it viable to considerpurchasing a plot and building.Banks are alsomuchmore open to fund-

ing a plot-and-plan sale now, and the avail-abilityof financehas resulted inmorebuy-ersbeing inaposition toconsiderpurchas-ing a plot and building than was possibletwo years ago.

Be aware that obtaining100% finance is not possi-ble. But if you do have thecash required to make upthe difference, then build-ing your dream home on aplot is an option to consid-er.When I started real es-

tate 25 years ago my men-tor told me that noone wasmaking any more land.How true that is now, withdemand for plots in primepositions being strongerthanwe’veexperienced foryears.There simply is nothing

to compare with movinginto a home that has beenspecifically designed foryou and your family. The“smell”ofanewhome, like

thatofanewcar, issomethingveryspecial.True, building has its headaches: I’ve

personally built over a dozen homes andI can’t say it gets any easier. Budgeting fora new build is a skill and I haven’t met oneperson to come out on budget. So be pre-pared for some surprises!As a general rule in the Helderberg, the

landcomponentcomprisesaboutonethirdof the completed property value. In Syd-ney, Australia, for example, the land com-prises about 65% of the completed value.So by comparison, our land is great value.The growing demand for single residen-

tial plots in the suburbshas seen thepricesincreasewellover thepast fewyears. Ifyoufind the plot of your dreams and you havethe cash required, it’s certainly somethingto consider. Remember, no-one is makingany more land.

Thismakes it a huge commitment,which canbe pretty daunting at first. It is well toremember that your mortgage can alsobe an extremely useful financial tool formore than just your house.

“Yourmortgage is thecheapestway tobor-rowmoney,” saysMike vanAlphen, Nation-al Manager for Rawson Finance – the in-house bond originator for the Rawson Prop-erty Group. “You’ll never get interest ratesthat low on any other type of loan account.”Hegoeson toexplain thatbonds thesedays

aren’t a one-way thing. Yes, you have tomake your monthly payments, but you canalso make withdrawals – a feature that hasbecome quite standard across banks inSouthAfrica, and offers a great financial op-portunity for people who know how to useit wisely. “The danger of using your bondto finance other things is when you’re bor-rowing long- term finance for short termgains,” says van Alphen. “For example, I’dnever advise buying a car with your bondand paying it off over twenty years. Yourcar won’t last twenty years, and the interestyou pay over that time will add up to morethan if you’d taken a more expensive loanover a shorter period of time.”“But,” he points out, “paying that car off

over five years at the lower interest rateyour bond offers is a very smart option ifyou have enough equity in your bond andthe discipline to stick to the timeline.”According to vanAlphen, equity is thekey

tobeingable touseyourmortgage for low-in-terest finance. “The way you can withdrawmoney from a bond has changed a little,”he explains, crediting the National Credit

Act for recent legislation designed to helpprevent consumers from getting in overtheir heads in debt.“You used to be able to draw down the dif-

ference between the total bond granted andthe amount left to pay. Now,” he says, “youcan only withdraw the amount you’re in ad-vance – any extra money you’ve paid inabove and beyond your minimum pay-ments.”As a result, if you want to use your mort-

gage to finance other things, you need tostart paying off as much as you can as earlyon in the loan process as possible. This willincrease your equity over time and grow theamount of money you can withdraw for oth-er purposes.Of course, there is also the option to nego-

tiate with your bank to increase your totalbond amount.“You can increase your bond several

times over the years,” van Alphen reveals,“but it’s only really advisable to do thiswhen you plan on using the money to in-crease thevalueofyourproperty.”Hepointsout that banks are reluctant to increasemortgages in order to finance unrelatedthings, as they don’t want the value of yourloan to outweigh the value of your property.According to van Alphen, the best way to

take advantage of the low interest rates ofyourbond is touseyour equity as analterna-tive to taking out a short term loan, but toensure that you pay the money back intoyour bond over the same term that loanwould have stipulated. After all, there’s nopoint in paying less interest if you’re goingto be paying it for four times as long.“Using your mortgage is a great way fi-

nance things,” van Alphen concludes, “butyou have to be smart about it and you haveto be disciplined.”

Commenting on therecent South Afri-can Budget speech,Linda Erasmus,CEO of Fine & Coun-try sub-Saharan Af-rica, said, “Buying ahome for the firsttime is an excitingstep inanypersonorcouple’s life; yetadded costs oftenmake such a pur-chase complicated.“The minister re-

cently had goodnews in his Budgetspeech for first-timehome owners, whenhe announced thatproperties valuedup to R750 000 wouldbe exempt fromtransfer duty.“This should fuel

the first- time home-buyers’ market andis a very welcome relief to this sector.“There is no doubt that the sectional-

title market in particular will benefitfrom this announcement.“However, first-time buyers still need

tobeguidedregarding thedifferencesbe-tween freehold and sectional title prop-erties, as sectional title units have theirown set of complications.Before you buy a sectional title unit,

makesure that thecomplexmanagementis organised and that the finances of thecomplex are in order.“Always ask for a copy of the body cor-

porate rules to get assurance regardingissues, such as whether your pets will

be allowed to movein with you”.She adds, “On the

other hand, a free-standing home un-der R750 000 is madereally easy to buyand ‘fix-uppers’ inthis price rangewill, once again, be-come a popularproduct in the shopof real estate agents.“The consequence

is that most real-es-tateagentswill flockto this market, as itis seen to be an easyand more prosper-ous market, whilethe top end of themarket will, onceagain, be left tothose experiencedagents who knowhow to deal with thenormal ebb and flow

in the property market.“My advice to sellers in this category

is tomake sure that they are dealingwithprofessionals who are skilled in the highend of the market.“It remainsachallenge tomarketprop-

erties valued at more than R10 000 000in South Africa.“The high-end is not as vulnerable as

the lower end of the market when itcomes to Budget speeches and their con-sequences.“Once-off payments do not have the

same effect on a market place as interestrates, which influence payments over alonger period of time.”

Another big drawcard for Wellington, hesaid, is that it has an exceptionally low crimerate. Although it would be not quite true tosay that it is totally crime-free, what crimesdo occur tend to be in the petty crime catego-ry.

“Wellington isa townwhich, once lived in,.is always loved. People move from here onlywith the greatest reluctance,” he said..

Careful and thorough forwardplanning can, however, shed light on the buy-ing process while revealing everything youneed to know about a particular home beforecommittingyourself. It canalsohelpmake theentire home-buying process both trouble-freeand exciting.

“Many homeseekers find it comforting tohave a trusted property advisor in their cor-ner to guide them through the home-buyingprocess,” adds Davies.

“However, don’t hesitate in doingyour ownresearch. For example, reputable residentialreal estate companies suchasPGP list proper-ties for sale nationwide and very useful infor-mation regarding price, suburbs, photo-graphs, and even videos in some cases, canbe found on their informative website. It isalso well worth scouting newspapers for thelatest listings in your chosen area,” observesDavies.

) What are your needs?For Davies it is critical to first consider

what you require from your property. “Thinkaboutwhat stageyouare inyour life andwhatyour exact requirements are,” he advises.“This may sound rather obvious but are vitalto consider as it will assist in clarifying yourthinking while helping you to plan your pur-chase properly. “What possible threats may be posed to thevalue of the property into the future? Theseare questions that you should carefully con-

sider before purchasing any residential prop-erty.”

“It is wise to buy in an area with goodschools and other educational facilities near-by, as these homes are always in demandamong those with children and this tends tohelp boost property values,” notes Luthuli.

“Easyaccess toyourworkplace, good trans-port, educational facilities (schools and terti-ary institutions), shopping and entertain-ment centres, highways and health-care facil-ities add further value to a property.”

) The right property for the right priceLuthuli adds that homeseekers should look

for a home in the right price bracket to suittheir budget from the outset and in an areathat best complements their lifestyle.

She says that if your budget does not allowyou to buy in your preferred area, you mayconsider looking for a property in an adjoin-ing area.

“Purchasing a home with great potentialand which can be enhanced is a further op-tion, as such a property can be more afforda-ble initially as improvements can be under-taken over a period of time.

However, keep inmind that building,main-tenance and alterations come at a cost, so al-

ways factor this intoyourplanning. It isneverwise to over-capitalise on a property. Alwaysensure that you can recover funds that youhave spent.”

Luthuli reminds those who wish to enterthe residential property market that the costsof a home do not end with the payment of adeposit and the monthly bond. “There are ad-ditional costs in purchasing a home such asproperty-transfer duties. There will also beadditional bills for rates, taxes, water andelectricity, levies to themanagingagent in thecase of sectional title properties and mainte-nance costs.”

) Check for defectsLuthuli advises the buyer to be on the look-

out forcracks,dampandtermites,all ofwhichcan devalue a home and be expensive to cor-rect. It is also imperative to check garage mo-tors, automatic gates, intercoms, security,swimming pool pumps and irrigation sys-tems.

) Building plans and compliance certif-icates

“Ask about approved building plans andcheck that thesematch the current dwelling,”suggestsDavies. “It isbecomingstandardpro-cedureforfinancial institutionstorequestup-dated plans in order to safeguard your andtheir investment.”

It should be noted that electrical, electricfence and gas compliance certificates aremandatory. All these certificates must be ob-tained by the seller prior to registration. Askin advance about clearance certificates forelectricity and water, as well as rates and tax-es.

) Forewarned is forearmed“Before signing anything, find out as much

about thepropertyaspossible.Visit thehousefor a second time, perhaps at a different timeof the day. Ask your estate agent as manyquestions as possible to ensure that you ob-tain clarification on issues that may concernyou,” concludes Luthuli.

The motivation fromthe fiscus for thequiteradicalproposedchanges, is to provide relief to middleincome households.

If a property transaction is not subject toVAT, a purchaser is usually liable (subjectto certain exemptions) to pay transfer dutyto SARS in terms of the Transfer Duty ActNo 40 of 1949, based on a sliding scale, de-pending on the value of the property pur-chased.Transfer duty rates and brackets were

last adjusted for the 2011 tax year.The effect of the changes to the transfer

duty rates announced in the Budget on 25February is that after 1March, purchaserswill pay less transfer duty acquiring im-movable property with a value up to ap-proximately R2,3 million than they wouldprior to this date. Forpropertieswithaval-ue over R2,3 million, purchasers will payprogressively higher transfer duty from 1March. Properties with a value belowR600 000 currently attract no transfer duty,and from 1 March, this threshold will beincreased to R750 000.Transfer duty on properties purchased

for R1,5m and R2,2m respectively prior to1March isR37000andR93000respectively,but this will reduce to R30 000 and R81 000respectively, from 1 March. Transfer dutyon properties purchased for R5m andR10m respectively prior to 1 March isR317 000 andR717 000 respectively, but this

will increase to R387 500 and R937 500 re-spectively, from 1 March.While the adjustment to the rates and

brackets will certainly substantially assistmiddle income households and no doubtboosttheresidentialpropertymarketintheR2,3mand belowprice range in particular,it is not anticipated that the fairly substan-tial increase in rates in the upper pricebracket will have any major effect on thatmarket, given the different income brack-ets of those purchasers.Purchasers of residential properties in

the upper price bracket after 1 March willobviouslybenefit furtherwhenpurchasingproperties directly from developers andotherVATvendorsellers,after thetransferduty rates are increased for higher valuedproperties. Conversely, there will be agreater difference between the transfer du-ty rates and VAT applicable to propertiesbelow R2,3m, after 1 March.Manyindustrialandcommercialproper-

ties are owned by VAT vendors and salesof such properties attract VAT rather thantransfer duty, so the adjustment to thetransfer duty rates will not have such animpact on non-residential properties.Transfer duty is a minor source of reve-

nue for the fiscus, and theadjustmentspro-posed should have very little effect on totalrevenue collected from this source, giventheaveragingeffect that theamendedratesand brackets have across the spectrum ofprices.Theresidentialpropertyindustryinthe lower andmiddle income categorywillno doubt be delighted following theBudgetannouncementontheadjustmentstotrans-fer duty.

The Jaguar F-Type R Coupé is officially*the fastest production vehicle in SouthAf-rica. On 28 February, at the Upington Air-port, in the Northern Cape, a small groupofJaguaremployeesgatheredtowatchthe405 kWsuperchargedV8coupébeingdriv-en into the record books.

The event was the culmination of just oversixweeksofplanning,andsawJaguar tappinginto its heritage; recalling the 40s and 50s,whenitfamouslysetnumerousEuropeanlandspeed records with the XK120.“Not only do we say that racing is in our

blood–wegoout thereandproveit,”saidRich-ardGouverneur,managingdirector of JaguarLand Rover (JLR) South Africa and sub-Saha-ra Africa. “Aside from being inspired by ourhistory of racing and land speed records, wealso wanted to show off the innovation, per-formance and safety of our vehicles. to be completed in both directions while time-keeping officials fromMotorsport South Afri-ca measure speed over a one kilometre dis-tance. On the uphill section of the F-Type’srecord-setting run it achieved a speed of288,33 km/h, while the complementing down-hill run saw it crack the magical 300 km/hmark with an officially-measured speed of301,03 km/h. The land speed record comprisesthe average of the two runs, and now sits at294,68 km/h – beating the previous record of287,63 km/hset in2002,withMikeGriffithsbe-hind the wheel of a Porsche 911 GT2.“TheF-TypeRCoupé is limited to 300 km/h,

but we chose not to remove the speed limiter,even though the regulations make provisionfor us to legally do so. The car that we usedis exactly as customers canbuy it off the show-roomfloor,”saidGouverneur.“Ultimately,weran out of space to go even faster – howeverthis was the safest venue to illustrate the po-tential of this vehicle.”
