    The 43rd PAM Annual General Meeting (AGM) was held on 29 August 2009at the Sime Darby Convention Centre, Kuala Lumpur. It was well attended by111 Corporate members and 5 Graduate members, and presided over by PAMPresident Ar Lee Chor Wah.

    Members were introduced to the Election Ofcer Ar Chris Yap Seng Chye andthe Deputy Election Ofcer Ar Rosli Ali, who proceeded to conduct the countingof returned ballots for this years election with the assistance of Ar Hajjah Nor AiniJuffery, Ar S. Thirilogachandran, Ar Don Cheong and Ar Chok Koh Siong who hadvolunteered to be the Scrutineeers.

    The AGM then proceeded to conrm the Minutes of the 42nd PAM Annual GeneralMeeting held on16 August 2008, as proposed by Ar Paul Lai Chu and seconded by

    Ar Dr Tan Loke Mun.

    During the deliberation of PAM Annual Report 2008-2009, members commentedon the small prints which were quite illegible to some members, and the meetingalso discussed on the reports for International Affairs Committee. The reports wereduly received by the AGM, as proposed by Ar Szeto Kok Yin and seconded by ArNg Chee Keong, and the Accounts for 2008 were duly approved, as proposed by

    Ar Szeto Kok Yin and seconded by Ar Mustapha Kamal Zulkarnain. The AGM alsoendorsed the election of KCSM Chartered Accountants as the new auditors of PAM.

    While waiting for the announcement of the Election results, the AGM deliberated onissues concerning the Institute and profession including issues on the liberalisationof professional services, the issue on the planning submission, status and updatesof OSC, CCC, and Draft Kuala Lumpur City Plan 2010. The AGM also unanimouslysupported the resolution adopted by the UIA Assembly in Istanbul, Turkey in July2005 which condemns development projects and the construction of buildings onland that has been ethnically puried or illegally appropriated, and projects based onregulations that are ethnically or culturally discriminatory.

    On 25 July 2009 PAM Northern Chapter had organized theGreen Building Index (GBI) Forum - MS 1525: Code of Practiceon Energy Efciency and Use of Renewable Energy for Non-Residential Buildings in Penang. The forum was ofciated by YABthe Chief Minister of Penang, Tuan Lim Guan Eng. It was attendedby close to 110 participants, comprising of members of the

    building industry as well as architectural students from the Schoolof Housing, Building and Planning (HBP), USM.

    Ar Nik Rahiman Taib, Chairman of PAM Northern Chapter,thanked GBI Sdn. Bhd. and PAM Central for choosing Penangas the rst venue to launch this green building rating tools at theregional level after it was successfully launched at the nationallevel in Kuala Lumpur on 21 May 2009. Ar Nik informed theaudience that in June 2009, PAM had signed a Memorandum of

    Agreement with the School of HBP, USM to allow them to use theGBI rating tools in their architectural programmes. This, he said,was part of the effort by PAM to ensure that the green agendawill be fully understood and adopted by the students, our futureprofessional and industry movers.

    Ar Boon Chee Wee, Deputy President PAM, gave an overview ofthe Malaysia GBI, its background and the objectives of the ratingsystem. He also stressed the point that green buildings would not

    just make ecological and environment sense, but in the long term,these buildings would make sound economic sense too.

    In his keynote address, YAB the Chief Minister congratulated PAM

    and ACEM for all the work done in developing the Malaysia GreenBuilding Index to where it is now. He threw a challenge to thewhole of the building industry players, in particular the developers,to fully adopt the GBI and help Penang to become the rst greenstate in Malaysia. He added that the Penang state governmentis committed to protect, preserve and promote the environment

    for the future generation. Several programmes had been initiatedto help reducing the carbon emission, such as waste-reduction,tree-planting, river-cleaning and transportation master plan. In aneffort to reduce plastic bag consumption, in July this year, Penangbecame the rst state to launch `No Plastic Mondays by imposinga charge of 20 cents per plastic bag at hyper/supermarketsevery Monday. As it received overwhelming response fromthe public, the state government is now considering to extendthe campaign further. He concluded that the Penang Stategovernment was very appreciative of the green agenda and willwork with MPPP on how to implement the GBI. By adopting asustainable development policy, the preservation of Penang as aWorld Heritage City under the guidelines set by UNESCO woulddenitely be further enhanced, ensuring the co-existence of bothnew and old developments in the heart of George Town, Penang.

    The launch event was followed by a seminar session wherebydetailed explaination on MS 1525: Code of Practice on EnergyEfciency and Use of Renewable Energy for Non-ResidentialBuildings were given by the four speakers, namely, En MohamedNizar Musa, Ir Looi Hip Peu, Ir Ahmad Izdihar Supaat & Ar VonKok Leong.

    The 30th ARCASIA Council Meeting and the 15th Forum of AR-CASIA were hosted by UMA (The Union of Mongolian Architects)in Ulaanbaatar, Mongolia from 17 23 August 2009. President

    Ar Lee Chor Wah led a delegation comprising of Ar Tan Pei Ing,Ar Dr Tan Loke Mun, Ar Boon Che Wee, Ar See Kim Piow and Ar

    Abu Zarim Abu Bakar, to attend the event.

    There were parallel Committee meetings and Fellowship meetingheld on the 17th August before the Council Meeting proper.

    The three Standing Committees are the Professional PracticeCommittee, Sustainable Design Committee, and the EducationCommittee. On the same day, the ARCASIA ofce bearers hadtheir pre-Council meeting while the UIA Region IV also helda short meeting among the UIA Region IV Ofcials who werepresent. The chairpersons of the these meetings would reporttheir proceedings and ndings on the second day the ARCASIACouncil Meeting.

    The ARCASIA Fellowship comprises of delegates who haveattended as ofcial delegates the ARCASIA Council meetings. It

    is meant to be a think-tank in offering suggestions or ideas forthe Council to deliberate and consider. Their suggestions werepresented to the Council during the second day of the Councilmeeting.

    The 30th ARCASIA Council meeting held on 18 and 19 Augustwas presided by the chairman Mubasshar Hussein of IAB(Institute of Architect Bangladesh). The meeting was attendedby all 17 member countries - one of the few occasions withfull attendance. The President of UIA Louise Cox gave a shortopening remarks emphasising the importance of ARCASIA toUIA. Louise Cox is no stranger to ARCASIA as she has beenattending many ARCASIA meetings even before she became theUIA President. She also spoke on the importance of architectureeducation, conservation and sustainable development.

    Chairman Mubasshar Hussein thanked the President of UMA MrB.Batjav for hosting the event and all member countries, manyof whom have traveled a long way for their full attendance at themeeting

    At the Council meeting, each member country also reported onthe state of Architecture of the respective country on the previousyear. PAM reported on the successful launch of GBI in May 2009and thanked SIA, BCA of Singapore and the Green BuildingCouncil Australian for their assistance in this regard. PAM alsothanked SIA, ASA, IAI and especially chairman Mubasshar for theirsupport in attending Datum: KL09, and we again extended ourinvitation to all ARCASIA members to attend Datum: KL10 in 2010.

    A book on the history of ARCASIA, initiated 5 years ago by thethen chairperson Yolanda Reyes is nally completed. Measuring34cm x 27cm x 2cm it is quite a tome of a book that chroniclesthe history and events of ARCASIA over the last 39 years sinceits inception in 1970. Another book on heritage Architecture in

    ARCASIA member countries is now being prepared by IAB.

    IAP (Institute of Architect Pakistan) presented a comprehensiveupdate on their preparation for next years ARCASIA in Lahore.Initially there were concerns over security and safety in Lahorebut these were quelched by the IAPs warmth, earnestness andenthusiasm in welcoming all delegates to Lahore. VAA (Vietnam

    Associates of Architects) would be hosting the 2011 ARCASIAmeeting in Da Nang, a resort city in Vietnam.

    JIA (Japan Institute of Architects) reported on the progress oftheir preparation for UIA Congress themed Design 2050 tobe held in Tokyo in 2011 and urged all ARCASIA members tosupport the grand event.

    There was a very close contest between JIAs George Kunihiroand PAMs Tan Pei Ing for the next ARCASIA chairmanship.George Kunihiro was elected the next ARCASIA chairman by amajority of just one vote! There were very strong feelings among

    ARCASIA members to support Tan Pei Ing as the chairpersonafter George Kunihiro.

    An impressive exhibition of member countries architectureand the entries for the ARCASIA Awards 2009 was held atthe Exhibition Hall of the National Chamber of Commerce andIndustry

    For the rst time in the ARCASIA history, the two day ARCASIAForum 15 with the theme City and Politics was ofcially openedby the President of the host nation, the President of Mongolia, Mr

    Ts Elbegdorj in the Government Palace in the centre of the City ofUlaanbaatar. President of JIA, Yutaka Izue gave the rst keynotespeech entitled The Japanese Architecture Stems back to theJapanece Spirit followed by speakers from Hong Kong, China,Mongolia, Japan and Bangladesh over the two-day Forum.

    At the end of the Forum, there was a traditional Friendship Night

    where each member country performed a dance, song or sketchto celebrate the spirit and friendship of ARCASIA. Malaysia,Singapore and Thailand made a joint presentation of BambooDance while SIA Vice President Theodore led the group inrendering a song.

    The delegates were very well taken care of by the Mongolianstudents. Even though many of them did not speak goodEnglish, their warmth, friendliness and enthusiasm has touchedthe hearts of all delegates, thus dispelling the old-wifes talethat it is inappropriate to enlist local students to help out inour international functions and event. In spite of their lackof resources and English-speaking man-power, the Unionof Mongolian Institute of Architects, led by its President MrB.Batjav had proven that it is possible for a developing country

    to successfully host an international event with sheer hard work,determination and enthusiasm.

    Meeting convened at 11.30am on 18th August 2009 in JinggisKhan Hotel, Ulaan Baatar, Mongolia. The meeting started with thecountry reports as follows:PAM PAM reported the activities which were conducted inMalaysia through the Education Committee which focused on theStudent Jamboree, the students competition and the studentsawards. PAM also reported on the setting up of the School forClerk of Work as directed by the Ministry.JIA Established the Qualication System for Registered

    Architects. Also established a cooperative relationships with theJapan Accreditation Board for Engineering Education (JABEE).ASAThe Architects Council of Thailand (ACT) passed theregulations on CPD program and shall be implemented byend 2009 and ASA outlined the CPD programmes in detail.Suatainable Buildings ASA and the Engineering Inst of Thailandare developing the Green Building Guidelines. Cooperationamongst ASA, ACT ad CDAST (Council of Deans of ArchitecturalSchools of Thailand): ASA Knowledge Center for their ArchitecturalSchools. Architectural Curriculum & UIA forum 2010 in Thailand the introduction of the Forum and the theme being EQUILIBRIUMto be held on the 28th Apr 5th May 2009KIRA Introducing Architecture School for Public. Convertingthe 4 year programme to 5 years with 3 universities offering 2year Master programme. KAAB was established to accreditarchitectural education programs under Ministry of Land, Transportand Maritime Affairs in 2005.SLIA setting up of the semi professional after few weeks ofcourses. Once completed, these people could submit works lessthan 5000sqft

    VAA No formal reportIIAArchitectural Assistant is a 3 year full time Diploma course,then minimum of 2 years practical training before sitting for theexamination within 3 years. This is upon the request of the Govtof India. 140 institutes producing 5000 graduates annual andupon registration, these graduates would automatically becomesarchitects.IAP 17 Institutes and 10 have been established in the last 5 years.

    These new ones have yet to be recognised with 6 private ones.This phenomena was due to the due recognition of governmentof the profession. IAP is proposing to the Council to examine thegraduates who now enjoys automatic registration as architectsupon graduating to undergo 2 years of practical training prior tositting for the examination for registrationUMA Faculty in Architecture started in 1972. Mongolia has

    7 schools of architecture with 700-00 students but only 3 areuniversities proper schools.The degree has changed from 5 yearsto 4 years in completion. Reason for this being that the school ofarchitecture is under the purview of the shcool of engineering whoare in favour of 4 years. After 5 years, the graduates automaticallybecomes registered architect.ASC ASC briefed all on their 60th year anniversary ofarchitectural education

    60s - the socialist system 70s - architectural education wasdestroyed 80s- the adjustment laid a great foundation for thedevelopment 90s - the construction of education made thereform accelerating and dened 2000 - the rapid growth ofarchitectural educatio opened a new chapterUp to now, a total of 212 schools of architecture 113128students149 colleges and schools with Master and Urban Planning

    27408 students; 48 colleges and schools enrolling GraduateStudents Major in Architecture (post Grad)- 5204; 50 colleges andschools enrolling Graduate Students Major in Planning 2009- 41colleges and schools passed the architecture Bachelor degree

    Accreditation- 4years accreditation and 7 years accreditation.HKIA5 years of tertiary and 2 years practical training and theprofessional exam of 9 papers.4 years + 2 years master now. 6 schools of architecture. Theaccreditation consists of HKIAMutual recognition with China registration of architect.UAPAbout 71 schools offering B.S. Architecture are registeredwith the countrys Commission on Higher Education. FuturePlans are the formation of teaching rms and the qualication ofmentors- Architects as mentors with rst batch of 200 graduateslast year.SIARepresentation in Examination Accreditation (with BOA andExternal Examination Panel) for local institutesof ArchitecturalEducation. Keepingarchitectural education relevant to industry (divide between designeducation and industry needs). Filling the vacum of Architectural

    Technologist (created great demand of Polytechnic Studentswanting to become fully edged architects). Student MentorshipPrgramme (Local University). Career Talks for Junior College andPublic. Setup of competency standards for Government workforcedevelopment agency for design industry education. SAGE (Senior

    Architects Group Experience). Formation of SIA Academy, seekingcontinual education & training centre status from Government.

    Architectural Appreciation Course for Public lay persons. Designprimer co-curriculum courses for Secondary Schools. Reality

    Architectural Project Show From Design to Implementation.Proposal to setup the 2nd School of Architecture.AAM Macau will be having their rst School of Architecturein February 2010 to be setup in Catholic University. NoCPD programme yet but does carry out other activities. Theaccreditation is under the 3rd phase. 3 years of bachelor and 2years master programme.IAB Cross border Training MOU with Sri Lanka on the

    professional training. 3 students are undergoing professionaltraining in Sri Lanka and are seeking the equivalent credit inBangladesh.

    Other issues discussed included: Presentation on the matrix format for Country Report, Proposed second edition ofTimeline Chart - 2nd Edition(2004 2006), a coffeetable book with 2 pages per country. UAPwas nominated as the coordinator for this project. TheARCASIA Universities Directory, to promote ACAEsactivities amongst the universities and by producing some tangibleproject such as the university directory, it would bridge the gapbetween ARCASIA and the university. Competitions, in the effort to reach out to the students who arethe future of architecture, it was agreed that the competition could

    short list entries of 2 students to be sponsored by each institutesand part of the reward would be to attend a student forum. Ar. Seeof PAM was nominated as the coordinator for this project.     On 4 August 2009, PAM hosted a meeting on Jawatankuasa KebangsaanStandard (MyNSC) at PAM Centre. It was chaired by YBhg Tan Sri Dato HjMohd Ramli Kushairi. Other than representatives from Jabatan StandardMalaysia, the meeting was also attended by representatives from variousMinistries and organisations such as Ministry of Health, Ministry of Housing andLocal Government, Federation of Malaysian Manufacturers, Institute of QualityMalaysia, Malaysian Automative Association, SIRIM, PETRONAS, ACEM, IEM

    and others (to name a few). PAM Representative for this committee is Ar LimPay Chye.

    As host for the meeting, Ar Lee Chor Wah, Ar Boon Che Wee and Ar ChanSeong Aun were also present. PAM was given the opportunity to present a shortbrieng on PAMs prole and Green Building Index.
