Avon and Somerset Constabulary is recognised nationally as a provider of high quality learning interventions delivered by qualified trainers with a wide range of practical experience and professional expertise.

This directory outlines the programmes that we are making available to external organisations, although some are restricted to police only. All of our courses are formally accredited by external awarding bodies. This provides you and your staff with the reassurance that you are receiving training of the highest quality supplemented by formal certification.

We offer training on both a residential and day basis in our modern facilities at Constabulary Headquarters, Portishead. We can also tailor programmes to your individual organisational needs for delivery at Portishead Police Headquarters or, where this is a more cost effective option, on your own premises.

If you are looking for a conference venue, room hire or computer training facility the learning facilities available from the Training School at Avon and Somerset Police Headquarters are not only excellent but offer extremely reasonable rates.

LPI Accreditation

Our Corporate Learning and Development facilities have been granted Learning Facilities accreditation by the Learning and Performance Institute (formerly the Institute of IT Training). This means that our learning facilities and associated processes meet the stringent standards set down by the LPI. Our learning facilities are inspected and assessed for accreditation renewal purposes on an annual basis by the LPI to ensure that they remain compliant with the requirements of the Learning Facilities Code of Practice.

It also means we provide a number of assurances including that our equipment is reliable and appropriate to the subject and audience and that our learning environments are conducive to effective learning. As an independent stamp of approval it shows we are on a par with the best of other training providers whether public or private.

Learning Facilities

More details about specific aspects of our learning facilities are given on the following pages. All these facilities are available for hire to suitably referenced freelance trainers, partner organisations, training companies and companies who have a short to medium term training, classroom or conference requirement. To hire and organise such facilities can be time consuming and costly but hiring our training rooms and/or lecture theatre can provide an easy and cost effective solution.

In order to make your event as easy as possible we will provide you with a detailed map, directions and joining instructions for you

to pass on to your delegates and will greet them on the day so that you may prepare your course or meeting without pressure.

Training School

The Training School is sited at theconstabulary’s headquarters in Portishead (near Bristol) which has extensive and attractively landscaped grounds, views over the Gordano Valley and ample parking. As well as business areas such as training rooms and offices, the site includes accommodation blocks with bright and airy rooms each with asink and desk. Each block has a commonroom with TV and disabled showers on the ground floor.

The site also has a communal dining room overlooking the grounds where you can take your own food. There is also a restaurant, Costa Coffee outlet and bar.

Classrooms

The school has a large number of well-equipped classrooms of various sizes catering for a wide range of training. For general training delivery or presentations there are rooms with televisions, dvd players and whiteboards, with flipcharts available if required. Facilities include air conditioning, comfortable chairs and chilled drinking water machines located near to all rooms.

Our IT classrooms in particular are equipped with high specification, fully networked computers, broadband internet connection, shared printing and TFT monitors. IT classrooms either have interactive whiteboards with LCD projectors or plasma screens able to display the content of the trainer’s desktop machine. The workstations have fully adjustable chairs and wristrests with footrests available if needed.

Hydra Simulation Suite

The Hydra Simulation Suite is a training simulator designed to provide learning scenarios that are as close to the real thing as possible. Realism in a training setting ensures that experiences gained within the learning environment can be readily and easily transferred to the real world. It provides a safe but challenging training setting where good practice can be identified and shared but where mistakes have no operational consequences.

With four syndicate rooms, a control room and large debrief room we can simulate virtually any incident or scenario. Using video, audio, photographs or printed material, feeds can be sent into a syndicate room simultaneously or individually dependent on how each syndicate is progressing. During the debrief session facilitators can display any policies, decisions or strategies and the rationale behind them.The constabulary also has Hydra Mobile which enables immersive learning to take placeanywhere within the force or to any other

force in the country. Hydra Mobile has been used for IPOC (Initial Public Order Course) for Devon and Cornwall Constabulary and RPU SIO exercises for Hampshire Constabulary. All that is needed are enough rooms to serve as a classroom, control centre and syndicate rooms.The Simulated Operations Training Suite can provide the rest including networked laptops, screen and projector. The de-brief tool, 10,000 volts, is also available at the conclusion of Hydra exercises.

Lecture Theatre

The Training School lecture theatre is capable of seating 150 people, all with an excellent view of the presentation area and screen thanks to the banked seating. Film and presentation projection is provided by a state of the art Eiki projector onto a 3m wide, ceiling mounted, retractable screen.

All audio visual equipment is controlled from a lectern at the front of the theatre. Presenters can easily adapt lighting and audio levels during their presentation to suit their requirements.

A computer with internet connection is permanently located within the lecture theatre as well as a laptop, VGA and audio connection. For video and audio playback a DVD/CD player is available, sending audio to either a stereo PA system or a 5.1 surround sound amplifier.

The theatre is air conditioned for the comfort of participants and audience members. For those that require it, stairlift access is availableto the front of the lecture theatre and a hearing induction loop is also fitted.

The lecture theatre provides a space for conferences, award ceremonies, press conferences and meetings. It is used, for example, by the Force Choir for rehearsals, Portishead Lifeboat for their general meetings and for charity fashion shows.

Television Studio

We have a fully equipped television studio, run by the Multimedia Team, which is used to record narration, presentations to cameras and displays of equipment. The Studio is capable of using up to three cameras and six

microphones, all connected to the Edit Suite/Control Room that overlooks it. Live mixing of presentations can be carried out and recorded onto industrial videotape or DVD.

The Studio has a 40” plasma screen and video playback facilities so can also be used for meetings and presentations but in particular, because of its spaciousness, a role-play area. We have used it as a mock courtroom to give delegates who will be required to attend court an idea of what to expect in the courtroom. As it is a TV studio such sessions can be recorded for later review and discussion.

Learning Resource Centre

The Learning Resource Centre not only provides a range of learning resources but a study area with a designated ‘quiet’ study space. It has a library which provides books with a direct policing relevance (eg Blackstone’s Manuals, Law, Criminology) but also books on many other areas such as Psychology, Finance, Religious Texts, Management and Education/Training. There are six computers with access to the internet for research and e-learning courses, with printer access. In addition there is a selection of police-related periodicals with some additional titles such as New Scientist and the main daily newspapers are also available for reference.

Training Bus

In order to be able to provide suitable training facilities throughout the Avon and Somerset area the ICT Training Unit has developed a number of mobile training classrooms including a bus which has been converted and fitted out to meet our own specifications for training delivery and comfort. The bus caters for eight learners (including disabled access) plus one trainer in a user-friendly environment. Each workstation comprises a computer with an adjustable chair and footrest. A 40 inch LCD screen with two complementary screens have been installed to enable all learners to view demonstrations from any position within the bus. The bus has air conditioning and heating systems to ensure a comfortable environment.

Although designed primarily for IT training, the bus could be used to provide a venue for delivering presentations using a computer at locations where no suitable room is available. The bus is powered by 2 x 240v 50mm diameter plugs, similar to those used by caravans and should be parked on a secure site.

Quality Assurance of our Learning and Development Programmes

Avon and Somerset Constabulary has Centre Status with five awarding bodies. These are Chartered Management Institute, Edexcel for BTEC qualifications, City and Guilds, Learning and Performance Institute (formerly the Institute of IT Training) and EDI. We work with these awarding bodies depending on their specialisms and the qualifications they can offer that meet the needs of the learning and development programmes we deliver.

All these awarding bodies visit us every year to undertake quality assurance checks and external verification visits. Avon and Somerset Constabulary regularly receive excellent feedback from these organisations when visits are undertaken; acknowledging the high standard of delivery and positive feedback from learners on the programmes.

Other programmes that we deliver are reviewed by the College of Policing (formerly the NPIA) through their Training Department. The College of Policing provides critical national services to support frontline policing but also to ensure that learning and development within the Criminal Justice Department is quality assured. Annually Avon and Somerset Constabulary has to submit its quality assurance document to the College of Policing.

This course is intended for staff who will be working in intelligence offices and will enable delegates to identify the different type of Guardian objects and standard features; create intelligence reports; link objects with direct and indirect linking; set protect and interest markers; set overt, covert and secure flags; and manage documents in closed data sets. The course covers managing intelligence workflow, performing simple and advanced searching and retrieving saved searches, including using the Access Log. Delegates will learn how to use Guardian to create and view Stop Search reports, print documents and reports and send and retrieve messages including messages with attached objects.

ICT Training

The quality of ICT training provided is an exceptionally high standard and the unit achieved the Gold Award for Training Department (Public Sector) of the Year 2012 at the Learning and Performance Institute Awards. We are considered to be leaders in the field of Learning and Development and operate to the highest possible industry standards and have agreed compliance with the LPI Codes of Practice.

All trainers are qualified, some to degree level, and hold training qualifications such as Cert Ed/PGCE/CTTLS/PTTLS. In addition a number of trainers hold assessor and internal verifier awards and several trainers hold the COLF (Certified On Line Facilitator) qualification. All are members of the Learning and Performance Institute and some are members of other professional organisations such as the Institute for Learning and British Computer Society. In addition some personnel have the ECDL (European Computer Driving Licence) qualification - the force is a registered ECDL testing centre.

PNC training is provided by qualified PNC trainers who have extensive experience in operational environments and have been accredited by the College of Policing.

Guardian Intelligence Officer4 day course

Delegates who need to perform the role of Intelligence Officer within an Intelligence Unit.

This course is intended for staff who will be inputting intelligence reports and will enable delegates to identify the different types of Guardian objects and standard features, create intelligence reports and set overt flags. This course is intended for staff who will be officers in the case using Guardian software to manage incidents. This course has been developed using the majority of the learning outcomes of the College of Policing (formerly NPIA) Roads Policing Learning Programme. Divided into three units the course covers most areas of the Roads Policing business. The vast majority of the training provided by this unit is held at Police HQ, Portishead, Bristol.

The training is linked to the Qualification and Credit Framework (QCF) and courses either have been, or are undergoing the process of validation by Education Development International (EDI) or Edexcel. Our aim is to provide courses suitable for all Roads Policing officers and external enforcement partners to a national accredited standard. All trainers are suitably qualified to deliver these courses. On occasions the training is provided in partnership with other forces or agencies.

L3 BTEC Advanced Certificate in Roads Policing

This course addresses the relevant knowledge, skills, understanding and application required for vehicle inspection and prohibition in the key and effective role of the Roads Policing Unit. Delegates will gain an understanding of the legislation, regulations and powers involved with vehicle prohibition. They will learn the requirements of vehicle inspection, how to recognise what constitutes dangerous defects, distinguish the key construction and use offences and what supporting evidence is required. They will gain the ability to identify and record offences, ensuring the correct interpretation of the constabulary’s policy in relation to vehicle prohibition. Delegates will develop a methodical approach to vehicle inspection ensuring health and safety awareness and fairness for both individuals and the community. This course is an important unit in the BTEC Advanced Certificate in Roads Policing.

The course is designed to train predominately sergeants and qualified PC’s in all aspects of scene management to gain compliance with the Road Death Investigation Manual. The importance of their actions and records to the subsequent investigation is stressed, and they are familiarised with all areas of expertise available to them. This course content covers the role, duties and responsibilities of the Disclosure Officer in respect of major investigations. Delegates will learn the main principles of the Criminal Procedures and Investigations Act 1996, how to work within this act and form a relationship with the Crown Prosecution Service in relation to the Act to deliver a quality disclosure package. The course also looks at other acts that may have an impact upon disclosure procedures and the correct procedure for recording disclosure within the HOLMES2 database.

This course is designed for those who will be involved in the investigation/supervision of Honour Based Crime (including Forced Marriage and FGM). This included colleagues from Health and Children’s Social care.

Delegates will be able to refresh their knowledge on the origins of honour, Honour Based Violence (HBV), female mutilation (FM) and female genital mutilation (FGM) and to consider the vulnerability of victims of FM and the isolation they can suffer by family and community pressures. The Operational Training Unit is responsible for all evidence gathering, taser, initial and refresher dog handler training covering general purpose dogs, explosive detection dogs, drug detection dogs and firearm support dogs training. We also offer specialist skills to force operations and develop specialist equipment for the force. The courses provided by the Operational Training Unit are designed to prepare staff for challenging operational duties by providing the opportunity to develop new skills in realistic environments. They are delivered by qualified, experienced and operationally competent trainers. Our courses are either BTEC or College of Policing (formerly NPIA) accredited and delegates have an option to attain BTEC qualifications, assessed and validated by our training staff.

The Firearms Training Unit delivers training content from the National Police Firearms Training Curriculum (NPFTC) and under the conditions of the NPIA Firearms Training Licence. The Unit also delivers specialist training for Rifle, Close Protection, Dynamic Intervention, Flexible Firearms Response, CBRN, Maritime Unit, Tactical Medic and Operational Support Unit Medic.

Avon and Somerset is licensed by the Health and Safety Executive to deliver First Aid training. First Aid at Work (FAAW) and Emergency First Aid at Work (EFAW) courses are delivered by qualified trainers in accordance with ACPO, NPIA and HSE guidelines. Training is also available in the use of defibrillators and dive medicine techniques.

The Driver Training Unit is responsible for delivering all aspects of Driver and Rider training within the force. Our courses all follow the guidelines set out in the College of Policing ‘Driver Training Learning Programme’ and follow the nationally recognised driving levels/authorities, ie Basic, Standard and Advanced. All of our Driver Trainers are qualified ‘Class 1’ Police advanced driver trainers, with several also being Approved Driving Instructors (ADIs) with the Driving Standards agency (DSA). In addition to the 3 driving levels/authorities, we are able to offer additional, ‘optional’ training units, designed for role specific policing tasks’ such as; Initial & Tactical Phase Pursuit driving, the driving of Category C, C1 & D1 vehicles. The Driver Training Unit also offers other training for classroom based course such as Pursuit Tactics Advisors and Controlling Pursuits - aimed at control room staff/supervisors.

We are licensed by the College of Policing (formerly NPIA) to deliver training in Silver and Bronze Public Order Command, Evidence Gathering and Forward Intelligence Teams.

The Introduction to Teaching course ( which leads to the award of Preparing to Teach in the Lifelong Learning Sector at Level 3) is a programme intended for those about to embark on a teaching role or experienced teachers who do not currently hold an externally recognised teaching qualification.

The teaching in the lifelong learning sector programme is intended to develop delegates’ understanding of the underpinning principles of adult education and to refinepractical teaching skills. The programme includes the modules Planning and Enabling Learning, Principles and Practice of Assessment, Equality and Diversity with the option to complete the Preparing for the Coaching Role module. The modular nature of this qualification, delivered through a series of workshops and directed study enables a flexible approach to the completion of the full certificate which should be achievable within 3 - 4 months.

Booking Terms and Conditions

1 When you make a confirmed booking, Avon and Somerset will acknowledge this by e-mail.2 Invoices will be issued upon completion of the course and payment should be made within 28 days.3 Cancellations and transfers - these will only be accepted if made in writing and received at least six weeks before the start of the course/room booking. Please see Cancellation/Transfer Terms and Conditions on page 45. 4 Courses - a substitute delegate can be nominated at any time free of charge.
